The US-SK military’s annual co-exercise of the Key Resolve from March 9 to March 20 throughout the areas of the South Korea is lead by the TANGO(Theater Air, Navy, Ground Operation) post in Sungnam, Gyeonggi Province.

It employs 46,000 personals including the 20,000 South Korean soldiers, 10,000 soldiers from the United States Forces of Korea and 16,000U.S. soldiers from the mainland U.S.A. and Kadena AFB in Japan. The nuclear powered aircraft carrier Stennis is also employed.

While the Ministry of the National Defense in the South Korea says it is for the protection from the possible attack of the North Korea, the progressive civil societies including the Solidarity for Peace And Reunification of Korea, Korean Confederation of Trade Unions, Jinbo Korea(Progressive Korea) say the aim of the exercise is for the preemptive attack against the North Korea, following the Operational Plan 5027.

The SPARK says the exercise is specifically to train of the deployment process by the additional U.S. force: R(reception)_ S(staging)_ O(onward movement)_I(integration). The RSOI was the originl name of the war exercise before the name was changed to 'Key Resolve'.
