Landmark labor-management compromise after 1,895-day strike

: The agreement marks the first time a union has secured full-time positions for irregular workers after a protracted struggle

Company and labor union alike said, “We have been down a long road.” The conflict that began in 2005 when the company unilaterally nullified the contracts of in-house subcontracted irregular female workers did not appear likely to end completely despite the fact that five years went by. Amid the strikes, disciplinary measures, lawsuits and complaints, sit-down strikes, lockouts, and hunger strikes, Kiryung Electronics became a symbol of the protracted struggle by irregular workers.

Finally, the company and union, each of which previously seemed to have the solitary goal of not being swayed by the other side, sat down at the table and brought an end to the five year, two month conflict.

The agreement is highly significant, since the company agreed to directly hire the dismissed irregular workers into permanent positions, a first for a Korean workplace that has faced a protracted irregular workers’ battle.

Many in the labor sector are calling the agreement a victory for the union and expect it to have a positive impact on other workplaces facing long-term battles, including Donghee Auto.

The Kiryung women workers, after 6 years of hard struggle, finally made a breakthrough when Choi Dong Ryeol, the president of Kiryung electronic Co. responded to workers’ demand on negotiation. By the result, the last remaining 10 workers who have strongly kept their struggle despite all the hardships including three times hunger strike in which each of the two workers did 94 days and 74 days each in 2008, would be directly(not as dispatched workers) reinstated as regular workers within one and half year.

In the morning of Nov.1, 2010, the workers and the company staffs met in a restaurant in the hall of the National Assembly and signed the agreement together. It was such a great victory for the Kiryung workers who have lit the fire on the struggle against the irregular job systems for 6 years. Kiryung workers' struggle and victory teach us how a persistent struggle can make a history.

기륭전자 노사가 6년만의 진통 끝에 1일 오후 국회 귀빈식당에서 조인식을 갖고 합의안을 도출했다.



For reference, the Kiryung workers’ union in which the dispatch jobs were large composition, started the strike since 2005 demanding the conversion of irregular jobs to the regular jobs and improvement of labor condition. It is known that the direct cause of their strike began when the company laid off three contract workers with the pretext of product reduction.

Two workers can now finish 20days' hunger strike.

However, while people are glad and inspired to hear the news of the Kiryung workers’ victory, many people here in Korea are shocked and sad to hear that another worker attempted self-immolation by putting fire on his body while he was resisting against police arrest on Oct, 30, 2010. He is critical now and lying in a hospital.

A chairman of the metal workers’ trade union branch, in the city of Goomee , Gyungbook province, who had been in 9th day strike with his colleagues, in the factory of KEC, a semi-conductor company was chased by police as soon as he finished talks with the company staffs on Oct. 29. The workers are furious because they think the company intentionally called the police to arrest their strike leader.

Last moth, another construction worker self-immolated during the struggle, too. How the desperate workers’ situation have pushed them to death…. In a capitalism society like Korea where colonialism and division have been the roots of all the evil, one of the most suffering class are the workers whose cry can only reach to people by their death…

26일 오후 4시경 기륭전자 구사옥 앞 굴착기 위에서 고공 농성을 벌이던 송경동 시인이 한 택배기사와 실랑이를 벌이던 중 운전석 위에서 실족해 2m 아래 바닥으로 떨어졌다.

Around 4pm, Oct. 26, the poet Song Kyung-Dong who were doing the sit-in on the top of the forklift truck with Kim So-Yeon, leader of the Kiryung workers in the old Kiryung company site since Oct. 15, fell down from the 2m height to ground, while he was being bothered by a home-delivery service company driver. Song missed his footstep on the height of the driver seat. One of his ankle bones was destroyed and he is now in a hospital.

송경동 시인은 지난 15일 굴착기가 농성장에 들이닥친 후부터 전깃줄 하나에 매달린 채 고공 농성을 벌였다. 송경동 시인이 실족한 날은 기륭전자 파업 1836일 째 되는 날이었다. 송경동 시인은 현재 녹색병원에서 치료를 받고 있다.

Poet Song Kyung-Dong has been doing the sit-in on the top pf the truck hanging only on an electric cord since Oct. 15 when the company and police raided the Kiryung workers’ site with the truck to demolish the workers’ vigil site. The workers seized the truck and doing the protest around it. The day, Oct. 26 was the 1,836th day since the Kiryung electronic workers began the strike. About 6years have passed with no sincere negotiation posture from the company president

Two workers of Yoon Jong-Hee, Oh Suk-Soon have been doing the 13th day hunger strike with no defined term, on the date of Oct. 26, 2010. The Kiryung workers have done the 30 days hunger strike in 2006, 94 days hunger strike in 2008. The Korean activists are relaying hunger strike in support of the Kiryung workers while the vice chairman of the metal trade union workers have been doing the hunger strike as a solidarity with Kiryung workers since Oct. 22, 2010.

'조직된 단위가 먼저 싸우지 않으면 투쟁이 만들어지지 않는다. 최소한 조직된 우리부터 싸워야 하는데, 그것부터 되지 않고 있다. 패배의식,경험주의가 너무 많이 깔려 있다. 끝까지 해봐야 뭔가가 나온다고 본다. 싸우다 깨지면 복원할 수 있는데, 싸우지 않고 깨지면 복원도 안된다.

'If an organized unit doesn’t fight in front, a struggle cannot be made. Even though at least the organized people of us should fight first, itself is not being done. There are too many failure consciousness and experimentalism underneath a struggle. Only by a persistent struggle, something will come out. You can restore a struggle if you fight and get the crackdown on you, but not if you don’t fight and get it on you.

그리고 탄압에 대한 공포에 너무 질려 있는데, 이러한 상황이 오래는 가지 않을 거라는 희망이 있다. 자꾸 밟히고만 있는 것 같지만, 거기서 새로운 투쟁이 분출될 것이다. 비정규 노동자들이 많이 극한으로 내몰리는데, 이런 상황에서 현재의 운동에 대한 각성도 일어날 것으로 본다.탄압 때문에 포기했다면 지금의 역사가 만들어지지 않았을 것이다.'

Even though many of us are overwhelmed by the horror of oppression, I have a hope that it would not last long. Even though it seems that we get crackdown so often, a new struggle will erupt from there. In the current situation when the irregular workers have been much pushed to the extreme, I see that an awareness about the current movement will rise up among the people. If we had given up the struggle for oppression, the current history could not be made.'

As of Oct. 22, it has already been eighth day that Kim So-Yeon (40), the leader of the Kiryung woman workers and Song Kyung-Dong(43), a poet have done the sit-in on the top of the forklift truck that the workers have seized from the police who tried to destroy the sit-in site of the workers’ on Oct. 15, 2010.

The two haven’t come down to the ground except for the time for toilet. They sleep on a small temporary tent that was installed on the top of the truck. They don’t eat enough because the two are afraid of the frequent time for toilet. You can hardly read any books there because being on such height for most of day with no protection equipment is itself a real challenge so you have to be really careful all the time not to be fallen to the ground.

But they have been there, under the hot sunshine on Oct. 22, demonstrating their nobleness of the conviction on the victory of the persistent struggle that has been extreme for six years.

As of Oct. 22, 2010, two female workers, Yoon Jong-Hee (40) and Oh Suk-Soon (43) met the 10th day hunger strike. They were doing that on the top of the former security booth beside the old site of the Kiryung company that demolished its own factory buildings there and moved to a new building,
disguising their relocation of assets.

In Korea, the custom of the hunger strike is you can drink only water and bits of salt, no more than that.

‘Stressed,’ a fragile worker with a red jacket (in the right of the above photo) cannot hide her tiredness of long-term struggle. She has done 74 days hunger strike in 2008. Some workers have left the struggle that has been through for six years with some media attention but without a result yet. About 10 to 24 woman workers have kept the struggle despite all the hardships.

A symbolic ritual to abolish the irregular jobs

Some solidarity banners are put beside a sit-in workers & activists' tent, including from the union workers of HomePlus who are also struggling against the labor union oppression.

A balloon was flown to the sky for the Oct. 22 rally.
It says:
Stop the human sale!
Abolish the vicious [labor] dispatch law!!
Settle the issue of Kiryung!
Choi Dong-Ryeol (* name of the current Kiryung company president), enter [for a negotiation with workers]!!

A sculptor's work for the Kiryung workers.
It stands against a wall of the security booth on the top of which two female workers have done the hunger strike for 10 days as of Oct. 22, 2010. The letters of, "We want to work," are inscribed in the sculpture.

An artist made the paper flowers and put them on the sides of the forklift car
on the top of which a worker and a poet have done the sit-in protest for eight days as of Oct. 22, 2010.

Artists' gifts to the workers- installations around the lone forklift truck-
are their expression of homage for the nobleness of the Kiryung workers' struggle.

As of Oct. 17, Kiryung Electronic union leader, Kim So-Yeon and poet, Song Kyung-Dong are going through the 3rd night on the top of a forklift truck with which police tried to demolish the workers’ vigil site on Oct. 15. On the day of police raid, the workers and activists seized the truck, covered it with their struggle slogans such as, “Workers are human beings, too,” “We are not disposable,” “ Negotiate right now, “Reinstate us immediately,” and “Abolish the irregular jobs.”

Currently, the irregular workers occupy more than 60% of the whole work force in South Korea as the capitalism has changed its face with a neo-liberalism.

The each of the two sleeps on the top of truck in the night, in separate sleeping bags, demonstrating their will to strongly fight against another possible police raid. The two are determined to risk arrest, people say.

The width of the top they are sitting is about 60cm that is about 24inch.

Photo and Video Fwd: Kiryung Woman Workers Still Struggle

It was just an accident that this site manager happened to meet again the Kiryung women workers including their leader, Kim So-Yeon, who were doing one-man protests in front of the Duksoo Palace, in the center of Seoul, in the morning of Aug. 2. Despite rain and hard struggle, the workers smiled brightly. For six years, the Kiryung workers' struggle has been the symbol of the irregular workers' struggle in South Korea where about 60 % are irregular workers. You can see the background and issue of their struggle in the heartbreaking video forwarded as in the below. It is a wonderful video that greatly makes visible the courageous lives and struggle of the young woman workers- if not, hardly visible in the brutal South Korea Society. Kim So-Yeon, leader of the Kiryung Electronic union workers has been a respected staunch activist. Her recording 90 day hunger strike in 2008 has gotten attention on the situation of the Korean irregular workers from Korea and abroad, such as in the City of New York where the Kiryung workers went for protest against the US Satellite company Sirius to whom the company Kiryung had gotten the subcontract.

To see her again in front of the Duksoo palace was both glad and sad. The palace was the last residential place of the King Gojing of the Chosun dynasty (* Chosun was the name of Korea until 1897) King Gojong suffered from and struggled against the annexation of Chosun to Japan without success during the Japanese imperialism. Even though Korea was liberated from Japan 65 years ago, the workers' lives have been same-the exploited under the capitalism. And with the issues unsolved yet, she is still struggling. The history of Korean woman workers are both of pride and sadness.


The worker in the left side has done hunger strike with Kim So-Yeon for 72days. When I saw her lying in a hospital bed, after falling down from the 72days hunger strike two years ago, I could not but tear. She was very small and fragile. It was she who rather consoled me. How strong she was and is still in spirit!
