Port-au-Prince, Haiti - Researchers should determine whether United Nations peacekeepers were the source of a deadly outbreak of cholera in Haiti, two public health experts, including a U.N. official, said Wednesday.
The U.S. Centers for Disease Control and Prevention found that the strain of cholera that has killed at least 442 people the past three weeks matches strains found in South Asia. The CDC, World Health Organization and United Nations say it's not possible to pinpoint the source and investigating further would distract from efforts to fight the disease.
But leading experts on cholera and medicine consulted by The Associated Press challenged that position, saying it is both possible and necessary to track the source to prevent future deaths.
"That sounds like politics to me, not science," Dr. Paul Farmer, a U.N. deputy special envoy to Haiti and a noted expert on poverty and medicine, said of the reluctance to delve further into what caused the outbreak. "Knowing where the point source is - or source, or sources - would seem to be a good enterprise in terms of public health."
The suspicion that a Nepalese U.N. peacekeeping base on a tributary to the infected Artibonite River could have been a source of the infection fueled a protest last week during which hundreds of Haitians denounced the peacekeepers.
John Mekalanos, a cholera expert and chairman of Harvard University's microbiology department, said it is important to know exactly where and how the disease emerged because it is a novel, virulent strain previously unknown in the Western Hemisphere - and public health officials need to know how it spreads.
NATO Wants To Increase Cooperation With South Korea, Non-Members

SEOUL: The world's biggest military alliance, NATO, is looking to increase cooperation with South Korea and other partners beyond Europe and North America to meet global challenges such as proliferation and piracy, a senior NATO official said Tuesday.
"Our security interests and security interests of countries like Korea coincide today more than ever," Dirk Brengelmann, NATO's assistant secretary general for political affairs and security policy, said in an interview with Yonhap News Agency. ....
Brengelmann was to wrap up his two-day stay in Seoul later Tuesday following the third annual policy consultation talks between South Korea and NATO. Brengelmann's NATO delegation will also visit Japan and China for similar policy talks.
The German diplomat, who had served in missions in Haiti and Britain before being appointed to his current post in March this year, pointed to South Korea's reconstruction efforts in Afghanistan as an example of cooperation. Seoul has joined NATO-led International Security Assistance Force (ISAF) in the war-ravaged nation.
"We share interest when it comes to sound security policy," Brengelmann said, noting that it was "a happy coincidence" that he was in Seoul only a few days after South Korea launched its Provincial Reconstruction Team (PRT) in Afghanistan.
The official lauded South Korea for taking a "comprehensive approach" to its Afghanistan efforts by sending troops and police forces along with civilian reconstruction workers. .... "The Korean PRT is a good example of what we call the 'civ-mil (civilian-military) comprehensive approach' in trying to make sure that your military efforts are being complemented by other sides," he added.
Speaking of cooperation, Brengelmann noted NATO's show of support for South Korea in light of the sinking of its warship Cheonan.
On May 20, when a Seoul-led multinational probe blamed North Korea for the March 26 sinking that left 46 sailors dead, a NATO statement said it "strongly condemns the North Korean actions" that led to the sinking. The statement also argued the North's action constituted "a clear breach of international law."
The diplomat said some NATO members also serve on the U.N. Security Council and that the NATO members will try to ensure any Security Council action on the Cheonan sinking will represent their views expressed in the NATO statement.
Seoul referred the Cheonan sinking to the Security Council on June 4, hoping to censure Pyongyang for the alleged attack.
Debates have emerged as to whether South Korea should pursue a binding resolution rather than a presidential statement, but Brengelmann opined that the format is less important than the content.
"Normally, a U.N. Security Council resolution is the stronger of the two, but the presidential statement has its values," Bregelmann said, echoing the sentiment often expressed by South Korean diplomats.

According to Russia Today, Venezuelan President Hugo Chávez Frías evoked the possibility that the United States are behind the series of earthquakes that struck the Caribben region last week, including the one that devastated Haiti. However, according to Vive Tv, the allegation originated with the Russian armed forces. Be that as it may, Venezuela, Bolivia and Nicaragua have requested the UN Security Council to convene an emergency session. This forum will be expected to examine these charges and look into the "humanitarian" invasion of Haiti by US troops.

VIVE TV: A report from the Russian Northern Fleet [transmitted to the Government of Venezuela] would seem to indicate that the earthquate that devastated Haiti was the "clear result of a seismic weapons test recently conducted by the US Navy".
The Northern Fleet has been monitoring the movements and U.S. naval activities in the Caribbean since 2008 when the Americans announced their intention to re-establish the Fourth Fleet which had been dissolved in 1950, to which Russia responded a year later with a Russian fleet headed by the nuclear cruiser Peter the Great, thus kicking off its first exercise in this region since the end of the Cold War.
Since the late 1970s, the U.S. have made tremendous progress in their seismic weapons research and, according to these Russian sources, currently employ devices based on Pulse, Plasma, Electromagnetic and Sonic technology combined with shock wave bombs.
The report also compares two analogous tests carried out by the U.S. Navy last week: a 6.5 magnitude earthquake that hit the area around the town of Eureka, California, without causing any casualties, and the one in the Caribbean that caused the death of at least 140 thousand innocent people.
As indicated in the report, it is "more than likely" that the U.S. Navy had "full knowledge" of the catastrophic damage that this test would potentially inflict on Haiti, which would explain why Lieutenant General P. Keen, Military Deputy Commander of U.S. Southern Command (USSOUTHCOM) had been pre-positioned on the island to oversee the anticipated relief efforts. [1]
The report further indicates that the ultimate goal of these tests is related to plans which foresee the destruction of Iran through a series of earthquakes designed to neutralize the current Islamic regime.
According to the report, the system being tested by the United States (HAARP, for High Frequency Active Auroral Research Program) is also capable of creating weather anomalies which cause floods, droughts and hurricanes [2].
According to a previous report, the available data coincides with the one associated with the 7.8 magnitude earthquake that struck Sichuan (China) on 12 May 2008, and which was also caused by electromagnetic waves emitted by HAARP.
One can observe a correlation between seismic activities and the ionosphere, which is a HAARP feature:
1. Earthquakes identical in depth and linearly on the same fault are caused by induced frequency linear projection.
2. A coordinated satellite configuration can generate concentrated frequency projections targeting specific points (hippocampus).
3. A diagram shows that earthquakes considered to be artificial propagate linearly at the same depth.

Following the earthquake, the Pentagon announced that the hospital ship USNS Comfort, which was anchored in Baltimore, summoned its crew and sailed to Haiti, despite the fact that several days would elapse before its arrival. Nevertheless, Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, announced that the U.S. armed forces were preparing an urgent response to the catastrophe.
General Douglas Fraser, Commander-in-Chief of USSOUTHCOM, indicated that Coast Guard and Navy vessels had been dispatched to Haiti, despite their limited cargo of helicopters and material. The super carrier USS Carl Vinson was sent from Virginia with a complete consignment of planes and helicopters. USAID was already on the spot before the earthquake.
President Obama was informed about the earthquake on January 12 at 17h52 and ordered emergency services to be provided to the staff of his Embassy and humanitarian assistance to the population.
According to the Russian report, the State Department, USAID and the U.S. Southern Command launched their humanitarian invasion by deploying 10000 soldiers and contractors, in lieu of the United Nations, to take control of Haitian territory following the "devastating experimental earthquake.

South Korea will designate a unit for peacekeeping operations (PKO) for earthquake-stricken Haiti Wednesday, the Ministry of National Defense said Tuesday.
Defense Minister Kim Tae-young will attend the inaugural ceremony of the 240-strong contingent, the sixth PKO unit from the country, the ministry said in a news release.
About 1,400 people will attend the ceremony at a military base in Incheon. Among them will be Foreign Minister Yu Myung-hwan, Gen. Lee Sang-eui, chairman of the Joint Chiefs of Staff, Gen. Walter Sharp, commander of the ROK-U.S. Combined Forces Command and lawmakers from the National Assembly’s Defense Committee.
The Assembly passed a motion on Jan. 9 to deploy the contingent to work with the United Nations Stabilization Mission in Haiti (MINUSTAH). The contingent includes 120 engineers, 26 staff officers, and 41 Marines and reconstruction workers, according to the release.
Army Col. Kim Soo-seong will lead the contingent. Kim led the Dasan engineering unit in 2003 for rehabilitation missions in Afghanistan. The members of the unit will leave the country aboard a chartered airplane on Feb. 27.
A group of 30 troops left for Haiti last week to lay the groundwork for future arrivals. The forward group has worked to set up a post at the coastal city of Leogane, some 40 kilometers west of Port-au-Prince, Haiti’s capital, where the Korean troops are slated to be stationed.
Hundreds of thousands of people have been confirmed dead since the small Caribbean country was hit by a powerful 7.0-magnitude earthquake last month.
South Korea has pledged more than $16 million in aid to Haiti, and plans to share the estimated $25 million cost for its peacekeeping force with the United Nations.
In Haiti, there are 9,000 multinational troops and police enforcements, and more nations are promising to send troops, or add to the forces they have already dispatched.

An advance unit of Korean peacekeeping operations forces aiming to reconstruct earthquake-ravaged Haiti will depart Korea by means of a civil aircraft today, the Defense Ministry said yesterday, even as rescuers in the devastated nation pulled a survivor alive from the rubble of a marketplace.
“The National Assembly has approved a government plan to dispatch the PKO force,” said Yoon Won-sik, vice spokesman for the ministry. “An advance party of 30 members will leave for Haiti from Incheon International Airport [today] at around 7:30 p.m.”
The forward group, mostly composed of military engineering troops, plans to organize a post at the coastal city of Leogane, some 40 kilometers (24 miles) west of Port-au-Prince, Haiti’s capital, where the troops are slated to be stationed. Leogane was the second most devastated city after the capital, and is considered a vulnerable point by the United Nations.
In addition, a 1,200-ton cargo ship loaded with engineering equipment and supplies will depart for Haiti from a port in Busan tonight. The ship is scheduled to arrive at Port-au-Prince on March 12.
The main unit of 210 military personnel, including medical officers and 120 engineers, will head for the Caribbean country around Feb. 27 to provide general reconstruction assistance. The UN said Monday it is “racing against time” to provide shelter for displaced residents before the rainy season begins.
The founding ceremony for the PKO unit, hosted by Gen. Han Min-koo, the Army chief of staff, is scheduled to take place at a unit under the Special Warfare Command next Wednesday. A farewell ceremony for the unit supervised by the Defense Minister Kim Tae-young will follow.
The National Assembly approved the deployment plan during a plenary session with all 173 participating lawmakers voting in favor of the dispatch. The deployment is expected to costan estimated 28.7 billion won ($24.6 million), with the Korean government covering expenses up-front, and partial repayment coming from the UN at a later date.
A joint research and investigation team composed of nine government officials conducted a survey of Haiti for seven days beginning on Jan. 29.
Haiti was hit by an earthquake of 7.0 magnitude on Jan. 12. Some 200,000 people were killed, and the government was plunged into chaos.

SEOUL, Feb. 8 (Yonhap) -- South Korea's parliamentary Foreign Affairs Committee on Monday endorsed a government plan to send 240 peacekeeping troops, comprised mostly of engineers, to Haiti this month to aid in the reconstruction of the quake-stricken nation.
South Korean peacekeeping troops, including 120 military engineers, will be stationed in Leogane, 40 kilometers west of the capital Port-au-Prince, until the end of this year, the Foreign Ministry said.
The contingent will also include 22 medics, the ministry said.
Following the committee's approval, the government's plan must now be approved by the Assembly's plenary session on Tuesday or Wednesday before it can take effect.
"For the time being, the primary mission will be on reconstruction," Foreign Minister Yu Myung-hwan told the committee, adding that its operations have been and will be decided through close consultation with the U.N.
South Korea has pledged over US$16 million worth of relief supplies in the form of both government and civilian assistance to the Caribbean nation.

According to news reports the Pentagon has been given complete control over the Port-au-Prince airport and is responsible for all air traffic control. There are increasing reports that aid organizations have accused the U.S. military "of focusing their efforts on getting their people and troops installed and lifting their citizens out." Under the pretext of stopping alleged looting, the U.S. has now forced the government of President Rene Preval to pass emergency measures that would delegate all security to the Pentagon.
The U.S. military presence has expanded from 3,500 soldiers of the 82nd Airborne Division, 2,200 U.S. Marines, to an estimated 10,000 troops. It is outrageous that the Haitian people are being forced to endure even greater hardship so that the U.S. can expand their military occupation.
According to Jarry Emmanuel, air logistics officer for World Food Organization: "There are 200 flights going in and out every day, which is an incredible amount for a country like Haiti. But most of those flights are for the U.S. military. Their priorities are to secure the country. Ours are to feed."
A plane from Doctors Without Borders/Médecins Sans Frontiéres (MSF) carrying medical supplies was denied permission to land on Jan. 16. After Red Cross flights were continually diverted they choose to attempt to enter with a truck convoy via the Dominican Republic. The news media has reported that France, Brazil and Italy along with major international relief agencies were so upset by having aid shipments diverted that they have lodged formal complaints. Argentine, Peruvian and Mexican flights filled with rescuers and supplies were also turned back. The Caricom, the Caribbean Community's emergency aid mission to Haiti, was refused landing.
French Secretary of State for Cooperation Alain Joyandet told reporters he had lodged a complaint with the United States over its handling of the Port-au-Prince airport. "I have made an official protest to the Americans through the U.S. embassy," he said at the Haitian airport after a French plane carrying a field hospital was turned away. (AFP Jan. 17) After two relief flights were turned away the French ambassador to Haiti, Didier Le Bret, said that the Port-au-Prince airport has become "not an airport for the international community. Venezuela's President Hugo Chavez on Jan. 17 said the United States was using the earthquake in Haiti as a pretext to occupy the devastated country and offered to send fuel. Nicaraguan President Daniel Ortega says that the United States has taken advantage of the massive quake in Haiti and deployed troops in the country.
Haiti is the poorest and least developed country in the hemisphere, everyone repeats. That is true, but it is because Haiti has been occupied by U.S. military forces again and again. This is what makes the latest U.S. troop deployment to Haiti so ominous. As in the past, it will not help Haiti.
From 1804, when the first successful slave revolution in history drove out the French colonialists and slave masters, until the present, Washington has continually imposed sanctions, debt repayments and military intervention in an attempt to crush Haitian independence. The U.S. directly occupied the country from 1915 to 1934 and again in the last 20 years.
In 2004 in a coup, planned from Washington and supported by troops from France and Canada, President Jean-Bertrand Aristide, a president democratically elected by over 90 percent of the vote in the last election was kidnapped and removed. The U.S. still prevents President Aristide from returning to Haiti from South Africa, where he is exiled. The U.S. set up an occupation of Haiti under UN command. Six years of this UN occupation has done nothing to develop Haiti or improve its infrastructure. Instead it has led to still greater poverty and hunger and unsustainable debt.
This is an important time to oppose to all forms of U.S. military occupation of Haiti. The peoples movement must demand that Haiti's airport be used for flights carrying desperately needed medical aid, food and water, not U.S. troops.
Your message to U.S. officials, U.S. and international media and to UN officials is an important step to call for international humanitarian assistance and to show international opposition to continued U.S. occupation of Haiti.

Climate experts are predicting that an angry, and increasingly ailing Mother Earth, will be thrashing about in pain which means more such natural disasters for the people of this planet. Instead of pouring money down the military rat hole we need the Natural Guard.
The Associated Press is reporting, "The Obama administration plans to ask Congress for an additional $33 billion to fight unpopular wars in Afghanistan and Iraq on top of a record request for $708 billion for the Defense Department next year." With our current 40 state fiscal crisis, and the need for a Natural Guard more than endless war, we find the magician in the White House going the wrong direction once again.
