"North Korea Sanctions and Diplomatic Non-recognition Act of 2011" and Urging the Expeditious Resumption of the Six Party Talks

The North Korea Sanctions and Diplomatic Non-recognition Act of 2011, which proposes to re-designate North Korea as a state sponsor of terrorism, was introduced in the U.S. Congress on April 1. This bill is a product of U.S.’s hostile stance towards North Korea, and fails to satisfy the criteria for the designation of a state as a state-sponsor of terrorism, as defined by the United States. Moreover, it is a direct obstacle to the resumption of the six party talks.
1. Revoke HR1321 – product of U.S.’s hostile stance towards North Korea
(1) HR1321 alleges that the supposed assassination attempt of the former DPRK Worker’s Party Secretary Hwang Jang-yop, the sinking of the Cheonan, and the artillery duel near Yeonpyong Islandare acts of international terrorism committed by North Korea, and proposes the Secretary of State re-designate North Korea as a state sponsor of terrorism. These incidents, however, either have no relation to terrorism or do not conform to the criteria for designating a state as a state sponsor of terrorism.
Numerous scholars and experts have raised critical questions and presented counter-evidencesthat contradict the allegation that the sinking of the Cheonan was the result of a North Korean attack. But even if the sinking of the Cheonan was the direct result of a North Korean attack, as alleged by the South Korean government, the incident is better characterized as an act of aggression by a state against the military of another state (South Korean navy), not an act of international terrorism. U.S. State Department spokesperson Phillip Crowley has said, "It is our judgment that the sinking of the Cheonan is not an act of international terrorism and by itself would not trigger placing North Korea on the state-sponsored terrorism list." (ARF, June 28, 2010)
The same is true of the artillery duel near Yeonpyeong Island on November 23, 2010. On that day, the South Korean military conducted an artillery drill in a maritime firing zone near the Northern Limit Line. According to South Korea’s Joint Chiefs of Staff, "It is possible that some of the South Korean military’s artillery shells landed on the northern side of the Northern Limit Line." (South Korean National Assembly, National Defense Committee meeting minutes, November 24, 2010, p6) If South Korean artillery shells did indeed land in North Korean territorial waters, the greater responsibility for the Yeongpyeong Island artillery duel lies with South Korea. Furthermore, the area where the artillery duel took place is contested waters and the site of multiple clashes between North and South Korea. Even if we were to put aside the dispute regarding who is responsible for the Yeongpyeong Island artillery drill, the incident arose out of a territorial dispute between two countries, and like the Cheonan incident, can in no way be considered an act of international terrorism.
Regarding the alleged assassination attempt of the former DPRK Worker’s Party Secretary Hwang Jang-yop, countless questions have been raised about the timing of the announcement of the incident as well as the allegation that it was the work of North Korean agents. And as for allegations about North Korea supplying arms to Hamas and Hezbollah, as frequently reported by western media, they are always based on sources that are either unverifiable or whose reliability is questionable. According to US State Department Counter-terrorism Coordinator Daniel Benjamin, there is no evidence to believe that North Korea supported international terrorism since it was taken off the state sponsor of terrorism list in October 2008. (2) HR1321 proposes to keep North Korea on the state sponsor of terrorism list as long as it fails to meet twelve conditions, including issuing an apology to South Korea for the Cheonan and Yeonpyeong Island incidents, demonstration of proof that it does not proliferate fissile materials or nuclear/missile technology, and admission of Red Cross representatives to inspect North Korean prison camps on a regular basis. But these conditions far exceed the criteria outlined by the United States for removing a state from the state sponsor of terrorism list.
The Cheonan and Yeonpyeong Island incidents were disputes between two countries, not acts of terrorism, and there is no agreement on the question of who is responsible for these incidents. To point to these incidents as reasonsfor re-listing North Korea as a state sponsor of terrorism does not conform to criteria and procedures as outlined by the United States for determining a state as a state sponsor of terrorism. Demonstration of proof that it does not proliferate missile and nuclear technology is practically unfeasible. Permitting regular inspections of North Korea’s prison camps by Red Cross representatives is a condition that can be interpreted by North Korea as interfering with its internal affairs. These conditions for being removed from the list of state sponsor of terrorism are selectively applied to North Korea and are unreasonably stricter than what US guidelines specify - "…if thePresident submits at least 45 days before the proposed rescission would take effect, a report justifying the rescission and certifying that the government concerned has not provided any support for international terrorism during the preceding 6-month period; and the government concerned has provided assurances that it will not support acts of international terrorism in the future."
HR 1321 is the product of an extremely hostile anti-North Korea policy, which aims to completely obstruct all means for North Korea to be removed from the state sponsor of terrorism list.
2. HR1321 should be revoked as it violates agreements of the six-party talks
(1) The removal of North Korea from the list of state sponsor of terrorism on October 12, 2008 was based on the September 19, 2005 joint statement of the six party talks, and the direct result of tireless efforts and dialogue for denuclearization of North Korea and normalization of U.S.-North Korea relations. The removal of North Korea from the state sponsor of terrorism list is arguably the most significant step since the Korean War towards ending U.S.’s policy of confrontation towards North Korea and normalizing U.S.-North Korea relations.
(2) According to the U.S. Congressional Research Service, "Adding and removing North Korea to and from the state sponsor of terrorism list were based more on political and diplomatic factors than legal criteria." (CRS Report "North Korea: Back on the Terrorism List?" June 29, 2010) This suggests that U.S.’s confrontational stance towards North Korea may be playing a greater role than the law in considering the re-designation of North Korea as a state sponsor of terrorism.
(3) The passage of H.R. 1321, which will re-list North Korea as a state sponsor of terrorism, will roll back all past gains hard-won through dialogue and undermine agreements reached through the six party talks. It is highly possible that North Korea will interpret this action as U.S.’s move towards an all-out confrontational policy, andturn, once again, to hostile counter measures for self-preservation. This will in turn escalate war threats on the Korean peninsula and lead us even further way from resolving the problem of North Korea’s nuclear weapons.
3. We urge you to take steps for the expeditious resumption of the six-party talks.
(1) U.S. House Foreign Affairs Committee Chair Ileana Ros-Lehtinen, who initiated H.R. 1321, met with the South Korean National Assembly’s Diplomacy, Commerce, and Unification Committee Chair Nam Kyung-pil on January 4, 2011. She expressed concern that President Lee Myung-bak shared China's position of denuclearizing North Korea through the six party talks, and declared her position that North Korea should be re-added to the list of state sponsorsof terrorism. (RFA, January 4, 2011) What is clear from her statement is that among the intentions behind H.R. 1321 is to block the resumption of the six party talks. Revoking this bill is to eliminate one of the greatest obstacles standing in the way of resuming the six party talks.
(2) U.S.’s policy of confrontation towards North Korea is the direct cause of North Korea's nuclear weapons development. Therefore, halting U.S.’s policy of confrontation towards North Korea is the most effective way to denuclearizing North Korea. As a condition for denuclearization, North Korea demands an end to U.S.’s hostile policy of confrontation, the abolishment of the U.S. nuclear umbrella over South Korea, and the abolishment of the U.S.-South Korea alliance. (February 3-7, 2009) Should North Korea, already inferior in conventional war capability, also give up its nuclear weapons, abolishing the U.S.-South Korea alliance poses no security threat, and this in turn will significantly contribute to reducing U.S. defense expenditures.
As such, we urge the U.S. Congress to cast aside its apprehension and mistrust, and without hesitation, take steps to facilitate the expeditious resumption of the six party talks.

U.N. adopts resolution over N. Korea's human rights abuse
SEOUL, March 24 (Yonhap) -- The U.N. Human Rights Council adopted a resolution on Thursday to express concerns about North Korea's grave and extensive violations of human rights, Seoul's foreign ministry said.
The 47-member inter-governmental body passed a resolution with 'yes' votes from 30 member countries, expressing deep concerns over North Korea's "grave, widespread and systematic" violations of human rights.
Three countries, including China and Russia, were against the resolution, which was tabled by the European Union and Japan, while 11 member countries abstained.
The U.N. rights council renewed the mandate of its special rapporteur on North Korean human rights Marzuki Darusman and called for the North to allow him to visit the communist country. The resolution also urged Pyongyang to guarantee access of humanitarian aid.
North Korea has long been accused of human rights abuses, encompassing holding hundreds of thousands of people in political prison camps and conducting torture and public executions.

On its Feb. 23 report, the Radio Free Asia, Citing Lynn Lee who is in charge of East Asia, NED, said that “[The NED] has supported the ‘Daily NK,’ an internet media specialized in the NK news, ‘Imjingang Publishing Company’ a magazine published by the underground reporters inside North Korea, and ‘Network for North Korean Human Rights and Democracy’ which is for the improvement of human rights in North Korea, through the decision of its board meeting held last January.”
The total cost that the NED has given to the three groups is $450,000 and the cost that each organization has received is $85,000 to $190,000 that is an increment of $10,000, compared to that of last account year.
The Radio Free Asia said that “There are total 14 organizations of the institutes located in the United States & Korea and the groups of the exiled from the NK, which have received support from the NED in last account year. And it is expected that the numbers of the NK-related institutes that would receive fund through additional decisions by its board meeting will be increased in the future. “ It also said that, “As it has decided the support on the research on the ‘Jangmadang’ in the North Korea’ for the first time, especially in last year’s account, the support for the exiled North Korean groups and research institutes for the NK Jangmadang economy, NK study, human rights improvement and information delivery would be continued this year.”

<자유아시아방송(RFA)>는 23일자 보도에서 린 리 NED 동아시아 담당관의 말을 인용, “지난 1월에 열린 이사회의 결정을 통해 북한 뉴스를 전문으로 하는 인터넷 매체 'Daily NK'와 북한 내 지하 기자들이 만드는 잡지 '임진강', 그리고 북한 인권의 개선을 위한 '북한인권시민연합'에 자금을 지원했다”고 전했다.
NED가 이들 3개 단체에 지원한 금액은 총 45만 달러이며, 각 단체가 받은 금액은 8만 5천 달러에서 19만 달러로 지난 회계연도와 비교해 1만 달러가 늘었다는 것.

NED가 이들 3개 단체에 지원한 금액은 총 45만 달러이며, 각 단체가 받은 금액은 8만 5천 달러에서 19만 달러로 지난 회계연도와 비교해 1만 달러가 늘었다는 것.
<자유아시아방송>은 “지난 회계연도에 '국립민주주의기금'의 지원을 받은 미국과 한국 내 기관, 탈북자 단체는 모두 14개로 앞으로도 추가적인 이사회의 결정을 통해 자금을 받는 북한 관련 기관은 더 늘어날 전망”이라며 “특히 지난 회계연도에는 처음으로 북한 장마당에 대한 연구에도 지원을 결정했듯이 올해도 북한의 장마당 경제와 북한 연구, 인권 개선, 정보의 전달 등을 위한 탈북자 단체와 연구 기관에 대한 지원은 계속될 예정”이라고 전했다.
CIA(미 중앙정보국)과의 연루설이 제기돼 온 NED(The National Endowment for Democracy)는 미국 워싱턴에 본부를 둔 미국의 비영리 단체로서 국무부의 자금지원을 받아 전세계 90여개 국에 1,000여 개의 민간단체가 주관하는 민주주의 관련 프로젝트를 지원하고 있다.
<자유아시아방송>은 NED는 1년에 4번의 이사회를 거쳐 북한의 인권개선과 정보의 전달, 교육과 능력 향상 등에 관한 사업 내용과 지원 대상을 검토해 선정하며, 미국 국무부는 최근 발표한 2012년 예산안에서 NED에 관한 항목으로 2011년보다 소폭 감소한 1억 400만 달러를 배정했다고 전했다.

Most of all, Korean civil society has had an interest constantly on the Pohang Steel Company (POSCO)'s project launched in Orissa. We, Nongovernmental Organizations(NGOs) of the Republic of Korea, had visited the State of Orissa, India, and completed to conduct the field research in the year of 2008 and 2010, and also had sent the open letter to the Meena Gupta Committee in September 2010. We are fully understanding of the POSCO's project that was given the procedure of decision making on interruption of land purchase by the Ministry of Environment and Forests, India, on 5 August 2010, and waiting with a close attention on the Minister's final decision that are known as scheduled in the end of this January.
We, Non-governmental Organizations (NGOs) of the Republic of Korea, would like to express our special respect on your sincere efforts to protect environment and human rights of natives in the project region to the Ministry of Environment and Forests. The Forest Rights Act had been suggested as the right direction to the global community suffering from making a decision between development and villagers' right to livelihood, and the decision on Vedanta was very courageous. All the companies that are trying to invest in India including Korean corporations should respect and follow the message suggested by the Ministry of Environment, India. It is the trustworthy way that makes the sustainable development possible for all the human beings.
We, Non-governmental Organizations (NGOs) of the Republic of Korea, confirmed that the POSCO project is clearly violated by the Forest Rights Act through the two field research as the Saxena Committee Report and the Meena Gupta Committee Majority Report has been pointed out. The development project proceeding without the legally appropriate procedure must be paid huge cost as an inevitable consequence. Regardless of violation on the Forest Right Act, POSCO and the Orissa government has been persuading the villagers who are strongly against the POSCO project for the last five years until now, however it has been failed. The villagers keep objecting to accept the compensation that POSCO has suggested to them and denying to move their residences.
If you, Minister Shri. Jairam Ramesh, approve the POSCO project even though the existing reports pointed the argumentative points of this POSCO project, your decision would not be supported. Most of all, it must make the villagers who has been suffered from the POSCO project for the last five years very disappointed. Korean civil societies also never want for you to proceed the project without any support. Executing of the project which is lack of legitimacy will face the stronger resistance to the POSCO project, and it will bear the serious human rights abuse related to the project, finally it will seriously hurt both POSCO and Korean civil society.
During such a long time, the experts of the Ministry of Environment and Forests have conducted the research over the POSCO project at the same time gone through the careful analysis procedure. As being well aware of the existing problems of the POSCO project, the Forest Advisory Committee and the Infrastructure and Coastal Zone Sub-committee of the Expert Appraisal Committee also have pointed out those problems.
Korean civil society sincerely hope to end the conflict on the POSCO project and to consider the problems on development, environment, and the human rights abuse of the villagers and to find the alternatives to both the Korean and Indian society which will be definitely affected by the decision of the Ministry of Environment, India. Also, POSCO will have the opportunity to be mature in terms of operating the legitimate project through "the right decision" of the Ministry of Environment and Forests, India.
Here, "the right decision" means that everyone agrees and respect at the same time, it is the decision should be based on the truth.
We, Non-governmental Organizations (NGOs) of the Republic of Korea, believe that you, Minister Shri. Jairam Ramesh, will make the right and rational decision based on the truth and common sense.

From Ratification to Empowerment: Reflections on the 11th International Migrants Day

This December 18 with be the 11th International Migrants Day. Founded in December 2000, International Migrants Day marks the anniversary of the General Assembly’s adoption of the International Convention on the Protection of the Rights of All Migrant Workers and Members of the Families (hereafter, the Convention) on December 18, 1990. Around the world, migrant workers and their supporters will use this day to demand changes in national policies, work conditions and social practices that are discriminatory and oppressive towards non-nationals, and call on governments to ratify the Convention, which sets minimum basic standards states must respect.
In the last several decades, recognition of migration as a global phenomenon and the importance of migrant labor to the global economy has increased significantly. Most governments now at least give lip service to the need to protect migrants’ human rights. Nonetheless, only 43 countries, the majority of which are countries of origin, have ratified the Convention. South Korea is among the countries that has not.
If we look at South Korean policies towards migrant workers, this fact is not surprising. The Convention states that, &Migrant workers and members of their families shall be entitled to effective protection by the State against violence physical injury, threats and intimidation, whether by public officials or by private individuals, groups or institutions& (Article 16, clause 2) and that they &shall not be subjected individually or collectively to arbitrary arrest or detention& (Article 16, clause 4). The South Korean government’s sole method for dealing with undocumented migration, however, is to carry out indiscriminate and often violent immigration raids, detain all of those arrested and deport them with out trial. The tragic death of a migrant workers as a result of these policies last month, shows just how brutal they are. On October 29, immigration officers raided a factory in the Gasan district of Seoul during a concentrated immigration crackdown carried out ahead of the G20 Summit. When Trinh Cong Quan, a 35-year-old Vietnamese worker and the father of a 4-month old daughter, found all exits blocked he tried to escape through a second story window. Quan fell and was severely injured. After lying in a coma for several days, he passed away on November 3. Far from taking responsibility, the Seoul Immigration Service simply claimed it had followed legally prescribed procedures and therefore owed nothing to Quan’s bereaved family.

Statement for the Peace of the Jeju Island
By the Yeonpyeongdo artillery exchange incident that has occurred last November, precious lives of not only soldiers but also civilians were sacrificed. We expressing our deep condolence to the victimized people by that incident, desperately hope that such things should not be repeated again.
The crisis of the Korean peninsula faced by the Yeonpyeong Island artillery fire incident, make us think about ‘peace’ again.
Many people are heightening their voice saying that we should prepare with more powerful weapons and we need more drastic countermeasures.
However, the Yeonpyeong Island artillery fire this time clearly shows that stronger weapons and more drastic countermeasures cannot but only be returned with more conspicuous threat of peace of other kinds.
It has been more than 20 years that the level of our defense cost passed over the national budget of North Korea and the expense of national defense cost comes around the 10th in the world. Despite that, if the issue of the Korean peninsula is dragged to the logic of military power build-up, it cannot but be said that the Korean peninsula pretenses itself as an explosive warehouse amidst the North East Asia where the cold war order is becoming deepen, to make matters worse.
Therefore, the Lee Myung-Bak government should face to its sincere and cool self-examination on what direction the peace management in the Korean peninsula should be done rather than saying such and such of strong chastisement, along with its change in its hard-line policies against North Korea, taking lesson of incident this time.
Currently, a construction of a large-size military base outfited with high-tech weapon system is being driven. It is the Jeju naval base construction. That will be considered as the representing example of military build up in South Korea in the future. Furthermore in the sense that the naval base in the Jeju Island would be, in fact, the base targeting China, it would only contribute to strengthen the new cold war order in the Northeast Asia where the three countries of ROK-US-Japan and the other three countries of NK-Russia-China are contesting. Especially, concerns are being raised that the military base in the Jeju would be not only a big obstacle for the vision of the jeju Island that dreams to step toward the Island of Peace in the future but also a thing that would clash with the national thesis of establishing the Northeast Asia peace community.
The Korean peninsula crisis by the Yeonpyeong Island artilery fire incident casts us with the question of whether continuos military power build up and military-security-centered nation security logic would be some helpful for the peace in the Korean peninsula. For that reason, the matter of the naval base construction in the Jeju Island should be totally reconsidered in such extended context.
We hope that the Jeju would be the 'peace base' that contributes not to mention to the peace in the Korean peninsula but aslo to the peace in the East Asia. For that, we think that any additional military bases or facilities should not be built.
The Jeju is creating its peaceful tradition taking the memory of sacrifice by national violence called April 3 [1948 massacre & uprising], sublimed with reconciliation and co-living. Based on such spirit, we would resolutely deny any demand of military base and declare that we would practice for the Island of Peace, Jeju, with all the peace-loving Island people, toward the day when the Island of Peace, Jeju is accomplished.

[News Briefing] NHRCK disbands protest by activists with disabilities

South Korea’s human rights watchdog has come under fire again for recently asking police to forcibly quell a sit-in protest by human rights activists with disabilities at its building in Seoul.
It was confirmed that the National Human Rights Commission of Korea (NHRCK) had sent last Friday an official document to call on the police to take necessary measures for dispersing about 160 human rights activists with disabilities who waged on a sit-in protest last Thursday after occupying the NHRCK offices, demanding NHRCK Chairperson Hyun Byung-chul’s resignation.
NHRCK also drew criticism by approving a recommendation for the government to resume anti-North Korea propaganda while tension runs high in the wake of North Korea’s shelling on Yeonpyeong island. NHRCK’s plenary committee Monday adopted the recommendation, including resumption of loudspeaker broadcast and flying leaflets, in a 6-2 vote, saying the government needs to show the reclusive North Koreans the real outside world “through all means possible.”
South Korea’s Defense Ministry said Tuesday it has been sending anti-North Korea leaflets across the border and was ready to resume propaganda broadcasts.

After international activists and union leaders held speeches at the Seoul Station in the core of the city the demonstrators breached through a police line to start their march. After around one hour the march stopped an an further police barrier.
Their it came again to some minor scuffles and a small fire. The police was with several thousand men in the area present, as well as with heavy gear.'

Citing the Inquiry, a Philippine media, and AFP, a progressive Korean article, NewsCham (Jung Eun-Hee, Nov. 9, 2010) reports that the Philippine society is strongly criticizing against the Lee Myung Bak government, South Korea, for its unjust sending back of five Filipino activists who had gotten the visa but were denied their entry at the Incheon International airport. For more detail on the content, see HERE. It is known that another seventh Filipino activist became to be also denied entry to South Korea, according to an Inquiry article on Nov. 9. They were to join an alternative anti-G20 civilian forum sponsored by People’s Collective Action, in Seoul on Nov. 8.
According to the AFB on Nov. 8, 2010:
"We condemn this unwarranted hostile act of the South Korean government towards Filipino activists," said Judy Pasimio of the Manila-based Legal Rights and Natural Resources Center.
One of those deported, Maria Lorena Macabuag of the group Migrant Forum Asia, said they were only attending a peaceful parallel forum and had not broken any law.
"We were just informed that we were blacklisted by the South Korean government and that we are not allowed to enter Korea," she said in a statement.

Not only that, it is told that 184 foreigners who has intended to enter South Korea to joint people’s action were denied their visa.

Member of Parliament from Malaysia, Charles Santiago, expressed “While activists, critical to the G20 and neoliberal economic policies have encountered an antagonistic reception by the Korean government, 100 global business executives, gathering for the G20 Business Summit, will be welcomed with a red carpet.”
Deported labour representative from the Philippines Josua Mata added “Nothing demonstrates better the true nature of the G20 than the fact that while it is detaining and deporting activists from the global south, it is busy preparing to have an intimate dialogue with the world’s top corporate leaders. This only confirms what we have been saying all along – the G20 is undemocratic and not interested in improving ordinary people’s lives.”
“The G20 which is a non-elected and non-representative body and excludes majority of developing and poor countries has no legitimacy to be deciding on the economic and political directions of the world.” declared Yoon Geum Soon, representative of the international movement of small farmers La Vía Campesina.
Tyotyo James from the Confederation of South Africa Trade Unions (COSATU) concluded “Since 2008, the G20 has been nothing but a talk show and has failed to deliver any coordinated response to the economic and financial crisis. SEOUL, South Korea — If North Korea carries out a third nuclear test, it would seriously undermine international and regional security, the U.S. Pacific commander warned Friday.
Adm. Robert Willard’s comments were prompted by a South Korean newspaper report that said a U.S. spy satellite detected activity at the North’s main nuclear test site and that a detonation could occur in three months. South Korean officials played down the report, saying the activity didn’t seem unusual.

North Korea says U.N. rights talk is political plot

UNITED NATIONS (Reuters) - A North Korean envoy lashed out at the U.N. General Assembly's human rights committee on Friday, saying criticism of Pyongyang was a plot aimed at overthrowing the country's government.
North Korea's Deputy U.N. Ambassador Pak Tok Hun was responding to U.N. special rapporteur on human rights in North Korea Marzuki Darusman's report to the committee.
In his latest report, Darusman said there was an urgent need for Pyongyang to take "immediate steps to ensure the enjoyment of the right to food, water, sanitation and health, and to allocate greater budgetary resources to that end."
Pak said Darusman's report, like the General Assembly's annual resolutions condemning the human rights situation in North Korea, was "a political plot fabricated by hostile forces in the attempt to isolate and stifle our system."
"The purpose is clear," he said. "The promotion and protection of human rights is only in words but in reality what they try to do is change the ideology and system of our country."
Darusman, an Indonesian, said reports from inside impoverished North Korea "indicate continued suffering of the people ... from chronic food insecurity, high malnutrition rates and spiraling economic problems."
Pak did not touch on the specifics of Darusman's 19-page report but said his country was determined "in future to fully consolidate and develop our socialist system for promotion and protection of human rights in keeping with the aspirations of our people and the reality of our country."

PAKISTAN: Minister tasked with saving US airbase at the cost of the displacement of thousands

It has been reported earlier that the US Air Force has denied the relief agencies use of the Shahbaz airbase for the distribution of aid and assistance. Soldiers of the Pakistan army, a federal minister and the administration of Sindh province are blamed for the incident involving Shahbaz Airbase at Jacobabad district in Sindh province in which it has been reported that flood waters were diverted in order to save the airbase. The diversion of the floodwaters is blamed for inundating hundreds of houses and the displacement of 800,000 people. According to the media reports, the Federal Minister of Sports along with soldiers from the army and a contingent of officials from the Sindh provincial government breached the Jamali Bypass in Jafferabad district of Balochistan province during the night between August 13 and 14 to divert the water entering the airbase which has remained in US Air Force hands since the war on terror started in 2001.

Mr. Ejaz Jakhrani, the Minister of Sports, while explaining the situation to the media said that if the water was not diverted the Shahbaz Airbase would have been inundated. Mr. Jakhrani himself was present along with the district coordination officer of the Jacobabad district, district police officer and other officials when the breach was made. It is reported in the media that Mr. Jakhrani was assigned to protect the air base by officials at the Pakistan army’s headquarter as he was elected from Jacobabad district.

A former prime minister, Mr. Mir Zafar Ullah Khan Jamali said that in order to save Shahbaz Air Base, Jamali bypass was demolished and the town of Dera Allahyar was drowned. Mr. Jamali said that if the airbase was so important, then what priority might be given to the citizens. He blamed minister Jakhrani, DPO and DCO Jacobabad for deliberately diverting the course of the floodwaters towards Balochistan.

In the meantime, during the discussion in the standing committee of the Senate the federal secretary of health has revealed that health relief operations are not possible in the flood-affected areas of Jacobabad because the airbase is under the control of the US Air Force. The coordinator of the Health Emergency Preparedness and Response Centre, Dr Jahanzeb Aurakzai, told the committee that foreign health teams could not start relief operations in remote areas because there are no airstrips close to several areas, including Jacobabad.

The electronic media has also reported that since 2001 the government of Pakistan, during the regime of general Musharraf, turned over Shahbaz Airport to US forces fighting against terrorism on a lease so it the responsibility of the government and the Pakistan armed forces to protect the agreement done in favour of US forces. The discussions in the media have also pointed out that the presence of army soldiers during the breach of Jamali bypass is a clear indication that the Pakistan army has been ordered to save the airbase from the floodwaters.

In the end, after the seven days of controversy surrounding the air base, the Pakistan Air Force (PAF) said that the Shahbaz Airbase was under the complete operational control of the PAF and brushed aside reports that floodwaters had been diverted to save the base. Air Vice Marshal, Mr. Abdul Quddus, hurriedly arranged a visit of journalists to Shahbaz Airbase and asked them as to whether they could see any Americans? He told journalists that there are no drones and no Americans; seeing, he said, is believing!

However, there was no reasonable answer to the question raised that when almost the whole of Jacobabad district of Sindh and its adjoining district of Jafferabad of Balochistan province were under floodwaters why the airbase was not affected. This could only be due to the intentional breach of the Jamali bypass. The media was also very critical of the arrangement of the visit to Shahbaz airbase at a time when much more attention is needed to focus all efforts for the relief of the affected people. The visit by the journalists has been seen as a scripted stage play as when journalists were present a C130 cargo plane landed with 200 tons of relief goods which the people of that particular affected area badly needed. Such a plane has not been seen landing there in recent times so this was too much of a coincidence.

The federal minister and former prime minister have not retracted their statements that the floodwater was intentionally diverted to Dera Allahyar, Balochistan to save the air base.

There is rough estimation by the media about the displacement of 800,000 people by the divergence of the waters to the poorer areas. Over 150,000 people have been evacuated from Dera Allahyar and other areas. 350,000 people of Jafferabad district have been shifted to Dera Murad Jamali, Sibi and Quetta, parts of Balochistan, and over 300,000 people had earlier moved to Dera Murad Jamali and Sibi from the Sindh province particularly from Jacobabad.

There can be no doubt that the presence of the Pakistan army personnel at the breach of Jamali bypass indicates the fact that this was an intentional breach. This must be investigated along in order to ascertain who gave the orders. Those giving the orders must be prosecuted. The government of Pakistan must also probe the allegations of deliberate breaches; not only in the incident involving Shahbaz airbase but also those reported earlier where the agricultural lands belonging to senior ministers was protected from the floodwaters also by intentional breaches.

It is a gross contradiction that the United States of America is now one of the biggest donors of relief to Pakistan and it is therefore unacceptable that they are allegedly refusing permission to use Shahbaz airbase for the distribution of that relief.

“파키스탄 홍수, 여태껏 본 적 없는 재난”: 반기문, 국제사회 지원 호소
'반기문 유엔 사무총장이 “파키스탄 홍수는 여태껏 본 적 없는 재난”이라며 국제사회의 지원을 촉구하고 나섰다.
반 총장은 아시프 알리 자르다리 파키스탄 대통령과 함께 헬리콥터를 타고 15일 주요 피해현장인 펀자브 지방을 둘러보았다. 반 총장은 “세계 다른 자연재해 피해 현장을 본 적이 있지만 이런 것은 처음 본다”며 “내가 오늘 목격한 파괴와 고통의 현장을 잊을 수 없다. 오늘은 가슴 아픈 날이었다”고 말했다고 <에이피>(AP) 통신은 전했다.
반 총장은 “홍수 물결이 국제사회 지원 물결과 만나야 한다”며 “나는 오늘 세계의 지원을 촉구하기 위해 여기 왔다”고 말했다. 유엔은 초기 구호를 위해서만 4억5900만달러 가량이 필요하다고 밝혔지만, 지금까지 목표액의 20% 정도밖에 모이지 않았다.
파키스탄 홍수 피해 사망자는 약 1600명으로 나르기스(약 13만8000명)나 쓰촨성 지진(약 9만명)에 비해서는 적다. 그러나 홍수 피해 지역이 파키스탄 전체 국토 면적의 4분의 1에 달할 만큼 피해 범위가 광범위하다.'

PAKISTAN: Minister tasked with saving US airbase at the cost of the displacement of thousands

The presence of Pakistan army personnel speaks to the fact that the breach of Jamali bypass was intentional and ordered from above.

It has been reported earlier that the US Air Force has denied the relief agencies use of the Shahbaz airbase for the distribution of aid and assistance. Soldiers of the Pakistan army, a federal minister and the administration of Sindh province are blamed for the incident involving Shahbaz Airbase at Jacobabad district in Sindh province in which it has been reported that flood waters were diverted in order to save the airbase. The diversion of the floodwaters is blamed for inundating hundreds of houses and the displacement of 800,000 people. According to the media reports, the Federal Minister of Sports along with soldiers from the army and a contingent of officials from the Sindh provincial government breached the Jamali Bypass in Jafferabad district of Balochistan province during the night between August 13 and 14 to divert the water entering the airbase which has remained in US Air Force hands since the war on terror started in 2001.

Mr. Jakhrani himself was present along with the district coordination officer of the Jacobabad district, district police officer and other officials when the breach was made. It is reported in the media that Mr. Jakhrani was assigned to protect the air base by officials at the Pakistan army’s headquarter as he was elected from Jacobabad district.

A former prime minister, Mr. Mir Zafar Ullah Khan Jamali said that in order to save Shahbaz Air Base, Jamali bypass was demolished and the town of Dera Allahyar was drowned. Mr. Jamali said that if the airbase was so important, then what priority might be given to the citizens. He blamed minister Jakhrani, DPO and DCO Jacobabad for deliberately diverting the course of the floodwaters towards Balochistan.

* Image Source: GoogleIn the meantime, during the discussion in the standing committee of the Senate the federal secretary of health has revealed that health relief operations are not possible in the flood-affected areas of Jacobabad because the airbase is under the control of the US Air Force. The coordinator of the Health Emergency Preparedness and Response Centre, Dr Jahanzeb Aurakzai, told the committee that foreign health teams could not start relief operations in remote areas because there are no airstrips close to several areas, including Jacobabad.

The electronic media has also reported that since 2001 the government of Pakistan, during the regime of general Musharraf, turned over Shahbaz Airport to US forces fighting against terrorism on a lease so it the responsibility of the government and the Pakistan armed forces to protect the agreement done in favour of US forces. The discussions in the media have also pointed out that the presence of army soldiers during the breach of Jamali bypass is a clear indication that the Pakistan army has been ordered to save the airbase from the floodwaters.

In the end, after the seven days of controversy surrounding the air base, the Pakistan Air Force (PAF) said that the Shahbaz Airbase was under the complete operational control of the PAF and brushed aside reports that floodwaters had been diverted to save the base. Air Vice Marshal, Mr. Abdul Quddus, hurriedly arranged a visit of journalists to Shahbaz Airbase and asked them as to whether they could see any Americans? He told journalists that there are no drones and no Americans; seeing, he said, is believing!

However, there was no reasonable answer to the question raised that when almost the whole of Jacobabad district of Sindh and its adjoining district of Jafferabad of Balochistan province were under floodwaters why the airbase was not affected. This could only be due to the intentional breach of the Jamali bypass. The media was also very critical of the arrangement of the visit to Shahbaz airbase at a time when much more attention is needed to focus all efforts for the relief of the affected people. The visit by the journalists has been seen as a scripted stage play as when journalists were present a C130 cargo plane landed with 200 tons of relief goods which the people of that particular affected area badly needed. Such a plane has not been seen landing there in recent times so this was too much of a coincidence.

The federal minister and former prime minister have not retracted their statements that the floodwater was intentionally diverted to Dera Allahyar, Balochistan to save the air base.

There is rough estimation by the media about the displacement of 800,000 people by the divergence of the waters to the poorer areas. Over 150,000 people have been evacuated from Dera Allahyar and other areas. 350,000 people of Jafferabad district have been shifted to Dera Murad Jamali, Sibi and Quetta, parts of Balochistan, and over 300,000 people had earlier moved to Dera Murad Jamali and Sibi from the Sindh province particularly from Jacobabad.

“파키스탄 홍수, 여태껏 본 적 없는 재난”: 반기문, 국제사회 지원 호소
'반기문 유엔 사무총장이 “파키스탄 홍수는 여태껏 본 적 없는 재난”이라며 국제사회의 지원을 촉구하고 나섰다.
반 총장은 아시프 알리 자르다리 파키스탄 대통령과 함께 헬리콥터를 타고 15일 주요 피해현장인 펀자브 지방을 둘러보았다. 반 총장은 “세계 다른 자연재해 피해 현장을 본 적이 있지만 이런 것은 처음 본다”며 “내가 오늘 목격한 파괴와 고통의 현장을 잊을 수 없다. 오늘은 가슴 아픈 날이었다”고 말했다고 <에이피>(AP) 통신은 전했다.
반 총장은 “홍수 물결이 국제사회 지원 물결과 만나야 한다”며 “나는 오늘 세계의 지원을 촉구하기 위해 여기 왔다”고 말했다. 유엔은 초기 구호를 위해서만 4억5900만달러 가량이 필요하다고 밝혔지만, 지금까지 목표액의 20% 정도밖에 모이지 않았다.
파키스탄 홍수 피해 사망자는 약 1600명으로 나르기스(약 13만8000명)나 쓰촨성 지진(약 9만명)에 비해서는 적다. 그러나 홍수 피해 지역이 파키스탄 전체 국토 면적의 4분의 1에 달할 만큼 피해 범위가 광범위하다.'
