“We are appalled at the Labor Government’s decision to allow thousands of US troops into Australia and to increase military exercises with US forces,” Dr Hannah Middleton from the Australian Anti-Bases Coalition said.

“The claim that Australia will be more secure as a result of closer military ties with the US is nonsense.

“We cannot really expect security from a country which has gone to war every 14 months since World War 2.

“For a government facing massive opposition to its existing military spending of over $80 million a day, spending more on facilities for a foreign military power is criminal.

“Australia’s relationship with the US makes us poorer, not safer,”.Dr Middleton said.

The Asia-Pacific region is the economic powerhouse of the 21st Century. The US Government wants to dominate here militarily,” said Denis Doherty, co-ordinator of the Australian Anti-Bases Campaign.

“But around the world US bases and troops have brought social tensions, abuse of women, crime, and massive toxic waste and pollution.

“The people of Okinawa are driving the US Marines out because they have had enough.

“Many are being sent to Guam where a huge opposition movement is now developing.

“And the peace movement does not want them in Australia either,” Mr Doherty said.

“The US has already dragged Australia into the wars in Iraq and Afghanistan at the cost of thousands dead and massive destruction. This has to stop.

“We call on the Gillard Government not to threaten but to work cooperatively with the people of the Asia Pacific region, including China. They will be surprised and delighted by the rewards of peace with justice.

“The peace movement will continue to resist the presence of US troops, bases and logistics in our country.

“We need to keep the US military at arms length. We should maintain friendly relations with the US but not be abject followers of an aggressive, militarist empire,” Denis Doherty concluded.

US, New Zealand sign strategic deal after nuclear row

New Zealand and the US have signed a strategic co-operation document to restore relations after a 25-year row.

US Secretary of State Hillary Clinton and New Zealand Foreign Minister Murray McCully signed the Wellington Declaration at parliament.

It commits the two countries to regular foreign ministry, trade and military talks.

Military ties were damaged 25 years ago when New Zealand refused to allow US nuclear-armed ships to dock.

New Zealand has banned nuclear-armed and nuclear-powered ships visiting its ports since 1985.

The US traditionally refuses to say whether its ships are nuclear-powered or not, so New Zealand has refused entry to all of them.

BBC has got it wrong on the nuclear capability of US warships. It is easy to determine if a ship is nuclear powered. That's a matter of public record. A quick visit to Jane's warships online will reveal much detail about a given ship. But the matter of nuclear weapons on board is the sticking point. The US routinely "neither confirms nor denies" the presence of nuclear weapons on any of its military "vehicles", be they ships, aircraft, anything that moves. NZ does not accept ship visits because of that NCND policy. But our "nuclear free" country does see fit to allow NCND military transport aircraft to transit Christchurch International Airport, no questions asked. The Christchurch Anti-Bases Campaign has protested against this serious breach of our so-called nuclear free status for decades.

HILLARY CLINTON COMES BEARING A POISONED CHALICE FOR NZ

As if 2,000 earthquakes haven’t been enough punishment for Christchurch , now we’re going to have Hillary Clinton visiting us (and Wellington ) this week.

A major focus for her NZ visit will be the negotiations which are well underway for the US and a number of other countries to join an expanded Trans-Pacific Strategic Economic Partnership(currently comprising NZ, Chile, Brunei, and Singapore, and known as the P4 Agreement), with 2011 as the target to seal the deal. This will be used as the backdoor means to secure a US/NZ Free Trade Agreement.

That would be catastrophic for any remaining economic sovereignty that New Zealand has. CAFCA says this not because we are “anti-American”. All such FTAs – such as with the existing P4 partners, or the more recent ones with Malaysia, the Gulf States and Hong Kong – pose the same threat to a greater or lesser degree. And our opposition to them is not because of “xenophobia” but for well founded grounds that they simply enmesh NZ more and more tightly in a cobweb of transnational corporate control.

So it's a recipe for disaster to enter into an FTA with the biggest economy in the world, headed by a Government that aggressively pushes the interests of American Big Business (there is a seamless flow between the US Government and US Big Business, as is evidenced by the trillion dollar bailout of the mega-greedy financial sector, a textbook example of socialism for the rich).

A full blown US FTA will:
· Remove any remaining “restrictions” on foreign investment, as the US regards NZ's (purely token) oversight regime as “discriminating” against US transnational corporations. The extraordinary spectacle of the Government grovelling to Warner Brothers last week – a textbook example of corporate welfare and feudal forelock tugging – shows what the future holds in relation to the bullyboy brinkmanship of US Big Business when dealing with NZ.

· push up the price of medicines by potentially hundreds of millions of dollars a year by attacking Pharmac;
· make access to digital recordings more expensive, and copying more restricted;
· attack our GE controls and food labelling,
· weaken our controls on food imports where they might carry diseases.

It is always presented as a means of getting NZ agricultural products into the US market. Ask Australian sugar cane growers how successful they were in getting their product into the US under the US/Australia FTA. The Americans have a simple policy when it comes to “free trade” – do as they say, not as they do. In other words, they want the world's markets opened up to their products, while keeping their own heavily subsidised agribusiness sector fully or heavily protected from outside competitors.

Both National and Labour myopically see a US FTA as being the Holy Grail of their adherence to the cargo cult of “free trade”. It's actually a poisoned chalice and it will be New Zealand which will be poisoned by it.

The other side of the coin is that Clinton will be asking NZ to take a bigger role in the American war in Afghanistan . Older New Zealanders will remember the infamous “guns for butter” phrase of Sir Keith Holyoake, Prime Minister during our involvement in the Vietnam War. It means sending our soldiers to fight in US wars in order to, theoretically, gain trade access. Nothing much seems to have changed in the ensuing 40 years (except now it is “guns for milk”, as the Government's trade policy is driven by a single minded focus on serving Fonterra's interests). Already we have troops there and the Pentagon went to great lengths recently to buy up and destroy the American book “Operation Dark Heart” which, among things, revealed the full extent of the hands on role being played in Afghanistan by NZ military and intelligence personnel. And, of course, the Waihopai spybase, an American intelligence facility in all but name, is NZ’s single most important contribution to the US warfighting machine 24/7/365.

People who kid themselves that “we” stand to gain from a Free Trade Agreement with the US would be wise to reflect on the rueful words of Sir Christopher Meyer, Britain 's Ambassador to the US in the runup to the 2003 US/UK invasion of Iraq . Speaking to the current public Inquiry into Britain 's part in that invasion and war: “Meyer expressed frustration that Britain was unable to gain much diplomatic leverage from its position as the US ' chief ally. Britain failed to persuade the US to liberalise trans-Atlantic air travel and, almost on the day when British commandoes joined the fighting in Afghanistan , the US imposed tariffs on imports of specialised British steel” (Press , 28/11/09). If this is the way that the US treats its “chief ally” (or poodle, in the case of Tony Blair) when it comes to protecting its own trade and economic interests, how do you think little old NZ will get on?

Besides Spratly Islands dispute: ASEAN leaders dared to raise issue of unwanted US military troops, bases in ASEAN Summit

"Philippine President Benigno Simeon Aquino III's call for peaceful sharing of Spratly Islands' resources is important, but the unwanted presence of US military troops and facilities in Asia-Pacific must also be raised by Aquino and other heads of state at the on-going ASEAN Summit in Hanoi, Vietnam. The hundreds of US troops in the
Philippines under the unconstitutional US-RP Visiting Forces Agreement, the US military bases and its 47,000 troops in Okinawa, thousands of troops in Korea, and the Waihopai spybase on New Zealand soil are equally important issues affecting territorial sovereignty, peace and security in the region that must be challenged. The rape and prostitution of women, death of civilians and destruction of environment where US war games and exercises are being held must be stopped."

This was the challenge issued by peace advocates and anti-bases activist groups in New Zealand as they host Luis Jalandoni and Coni Ledesma of the National Democratic Front of the Philippines (NDFP) Peace Negotiating Panel in a series of public meetings around NZ to
promote support for peace process the Philippines.

At the meetings in Christchurch, Blenheim and Wellington, Jalandoni and Ledesma talked about continuing US economic domination and military intervention in the Philippines as major obstacles to peace in the Philippines. "The Waihopai spybase in New Zealand is used by the US to spy on countries like the Philippines. We support the struggle to have this closed down. National sovereignty must be upheld to achieve lasting peace in the Philippines. Foreign troops and bases must not be allowed on Philippine soil just as the Waihopai spybase in NZ and US bases in Okinawa must be closed down," Jalandoni stated.

According to Murray Horton, main host of the peace tour and Secretary of Philippines Solidarity Network of Aotearoa (PSNA), "Waihopai does not operate in the interests of New Zealanders or our neighbours. Basically it is a foreign spybase on NZ soil and directly involves us in US wars. Although officially a 'New Zealand' facility, Waihopai is an American spybase in everything but name."

The Waihopai spybase was subjected to unprecedented public attention by the March 2010 trial and acquittal of the three Ploughshares peace activists who penetrated its high security in 2008 and deflated one of the two domes concealing its satellite dishes from the NZ public.

At the US-ASEAN leaders meeting last September 24, US Pres. Barack Obama stated: "Through the 21-member Asia-Pacific Economic Cooperation Forum (APEC) forum and the Trans-Pacific Partnership (TPP), we're pursuing trade relationships that benefit all our countries.The United States also wants to focus on deepening its political and security cooperation with the region."

"By all indications, the US is poised to strengthen military presence in Asia-Pacific to protect its economic interests in the name of 'free trade' that ensures massive profits for giant US corporations and local elite. The US, which benefits from unrestricted trade in labour
and capital investment in Asia-Pacific, is actually causing massive social inequities which are root causes of armed conflict in the Philippines. ''Free trade' fuels war," Rod Prosser,
convenor of Wellington Kiwi Pinoy, another group hosting the NDFP peace tour, added.

"We are aware that Mr. Aquino courted US support for Philippines' bid to become a member of the Trans-Pacific Partnership during his meeting with Obama. Just like APEC, General Agreement on Tariffs and Trade - World Trade Organisation (GATT-WTO) and other US-designed trade deals, TPP spells more profits for big business and nothing but losses for
ordinary people in the Philippines, New Zealand and other countries," Horton noted.

Horton, who is also the Spokesperson of 'New Zealand Not for Sale' campaign, concluded, "Filipinos and New Zealanders have had enough of unrestrained trade liberalisation that destroyed local agriculture and industries. Thus the TPP issue is a common ground for us to oppose what is essentially a back door way of achieving another free trade agreement that will mainly benefit the US. #

The five principles that Clinton has articulated lays the frame for further militarization of the Pacific through the use of Development Aid for strategic control over energy and other pacific resources.

A good example of the kind of plan that is being perpetrated is the production of Palm Oil in Papua/New Guinea. In a 2009 report entitled “Commodity Colonialism,” David Gilbert describes the economic, environmental conditions imposed upon PNG, Palm Oil production by U.S. agribusiness, Cargill, which has created not only massive environmental degradation, but also the spread of debt, prostitution, alcoholism and violence in the oil palm regions.

The upcoming G20 and APEC meetings among the larger countries around the Pacific will undoubtedly prepare for further exploitation of Pacific resources.

The Waihopai spybase is currently in the news because the media shy agency which runs it, the NZ Government Communications Security Bureau, is suing for more than $1m damages the three Christian peace activists who were acquitted of criminal charges for their 2008 deflation of one its giant domes. They did that in protest at Waihopai’s vital role in the global network of spybases operating as the ears and eyes of the US war machine.

Waihopai’s primary role is to spy on our neighbours, particularly political groups which are deemed inimical to US interests. On the afternoon of Wednesday October 27th two leading figures of one such political movement in a neighbouring country will be visiting the Waihopai spybase (viewing it from the public road) to see for themselves New Zealand’s most important contribution to any and all American-led wars.

JUSTICE AND LIBERATION: THE ROAD TO PEACE


FILIPINO PROGRESSIVE LEADERS TOURING NZ
OCTOBER 24 – NOVEMBER 14


Luis Jalandoni is the International Representative of the National Democratic Front of the Philippines (NDF, www.ndfp.net), a post that he has held since 1977, and since 1994 he has been the Chairperson of the NDF’s Negotiating Panel for peace talks with the Government of the Philippines. The NDF is the coalition of several underground groups, including the Communist Party of the Philippines and its New People’s Army, which has been waging a war of liberation throughout the Philippines for more than 40 years, making it one of the longest running armed struggles in the world. The country desperately needs peace with justice and security, so resolving this people’s war is central to that.

Luis (who previously toured New Zealand in 1987) will undertake a national speaking tour between October 24 and November 14. His tour is being collectively organised and hosted by the Philippines Solidarity Network of Aotearoa, Auckland Philippines Solidarity and Wellington Kiwi Pinoy. His topic will be: Justice And Liberation: The Road To Peace In The Philippines. He will visit: Christchurch, Blenheim, Wellington, Palmerston North, New Plymouth, Hamilton, Auckland and Whangarei.

Luis will be accompanied by his wife Coni Ledesma, who will also be speaking. She is a member of the NDF Negotiating Panel for peace talks; and is the International Spokesperson of MAKIBAKA, a revolutionary women’s group which belongs to the NDF.

Luis and Coni are both veteran leading figures in the Philippine revolutionary Left. He was a Catholic priest in the 1960s and she was a nun. Both were founders of Christians for National Liberation, a member group of the NDF. When Ferdinand Marcos declared martial law in 1972, both went underground. They were both arrested and spent time as political prisoners. They left the clergy, and got married in 1974. They have lived in The Netherlands since 1976; they were the first Filipinos to apply for and receive political asylum there. They hold Dutch passports and travel extensively as NDF representatives.

Luis Jalandoni and Coni Ledesma’s tour presents a unique opportunity to hear firsthand about a four decades long war, and accompanying peace process, in our own backyard that is almost totally unknown to New Zealanders. As more and more Filipinos come to NZ to live and work, it is important that Kiwis learn the full story about one of our closest Asian neighbours.

On the Waihopai ‘Claim of Right’ Defence

Usually when the public feels outraged by an acquittal in a high profile trial, the response by the Justice Minister of the day is to defend the jury system. You know the drill – the jury were in the courtroom, they heard all the evidence, and by implication, the public doesn’t know what its talking about. Not so it seems, when the government gets a verdict on the Waihopai Three case that it doesn’t like. No word then from the Justice Minister about the wisdom and even-handedness of the jury. Instead, he moves to change the legal rules to ensure the authorities get their conviction the next time around

The rules in question are those to do with the so called ‘claim of right’ defence. This allows for circumstances where an ostensibly criminal act can be committed due to compelling higher reasons that can reasonably be said to justify the actions – breaking into private property say, to rescue a child from a burning building. Speeding to a hospital with an injured patient. Or in the Waihopai case, impeding activities that contribute to an illegal and unjust war and where – arguably – to do nothing is to be complicit.

The Waihopai Three put their case before the jury in the courtroom – and the jury weighed the evidence and reached the conclusion that the actions were reasonable. Justice Minister Simon Power clearly thinks this can’t be allowed. What he proposes – and typically for this government – the response is framed in terms of multiple options put out there to test how much flak they attract. The options range from raising the hurdle for a ‘claim of right’ defence, abolishing it altogether, or assuming the accused is guilty in such situations until they prove otherwise. In detail, the options are :

* Shifting the burden of proof — amending the definition so a defendant would have to prove they have a claim of right rather than the prosecution needing to prove they do not;

* Adding a reasonableness element — amending the definition of claim of right so a defendant would have to show that at the time of the offence their actions or beliefs were reasonable;

* Amending the offences that have claim of right as an element — amending some or all of the 14 offences in the Crimes Act that have claim of right as an element to ensure the defence is not wider than is appropriate;

* Adding a property interest criterion — amending the defence of claim of right so only a defendant with a legal claim to the property concerned could use the defence; and

* Repealing the defence — remove the claim of right defence from the Crimes Act so it is not available to any defendant in future.

The most outrageous options– in that they so clearly amount to payback for the Waihopai verdict – are the ones that shift the onus of proof to the accused, and that require a pre-existing property right to exist. In the latter situation, people could not damage other people’s property for a higher cause. (If this property option is chosen by Simon Power, it would be interesting to see if anyone in future could claim that as a taxpayer, they have an ownership stake in say, the Waihopai base, and thus have responsibility as citizens for any actions aided or abetted by this public property, in our name.)

Several things seem to be being forgotten in the politically driven rush to rejig the legal rules. With this display of petulance, the government is bringing the entire jury system into disrepute. To repeat: the jury heard the evidence from the Waihopai Three, tested whether it was reasonable – as the current situation allows it discretion to do – and reached a decision based on the facts before it. In future, the politicians and the courts can hardly complain if the public loses faith in a justice system where the powerful simply change the rules to get the convictions they want, while the public gets a lecture on tolerance and respect for juries whenever there is public outrage about an acquittal.

Secondly, it seems to be being overlooked that the war in Iraq is not legal. It was launched as a pre-emptive war waged on false grounds (ie, allegations about the existence of weapons of mass destruction) and without a proper UN mandate. Eminent legal authorities such as Lord Bingham, the outstanding former chief justice of the British House of Lords, hold this to be the case.

Therefore, the Waihopai Three were not so much committing a criminal act as impeding New Zealand’s possible complicity in the perpetuation of further criminal acts. The jury may well have felt that since the war is illegal, the proof burden on the accused was that much lower – and the need for distance by New Zealand from being tainted by association, was that much higher. If so, they were right to do so. Because the onus of proof regarding the complicity of our spy base in the Iraq war – or its non-complicity, if the spy base truly is making no contribution to the war effort – should rest to some extent at least, with the government.

In Power’s formulation though, defendants would have to shoulder all of that legal burden. So, if a future government wants to commit us to helping out in a war that is illegal under international law, will we – as citizens – be able to use a ‘claim of right’ defence in future? Not at all in the worst case scenario – if Power has his way – and only, at best, with extreme difficulty. The defence is likely to be available in future only if we can prove the illegality of the war in question beyond reasonable doubt, and prove the linkage of the property or actions in question, to it.

Yet surely, when this is contentious – as it usually is for years afterwards – there should be some onus on the government to demonstrate that its committal of our resources to such conflicts is legal – or is not happening at all? This is, again, another reason for not tilting the scales of justice arbitrarily in favour of the authorities. A jury should be left to hear both sides of the argument, on a level playing field. The law on ‘claim of right’ does not need to be changed, and should not be changed.

Five Pacific nations and the larger powers that govern and administer them are being urged by the United Nations to advance toward self governance.

At a forum held this week on decolonisation in Noumea, New Caledonia, the United Nations secretary general Ban Ki-moon declared all remaining non-self-governing nations must have complete freedom in deciding their future – among those 16 states whose official status remains as non-self-governing nations are: Tokelau, New Caledonia, American Samoa, Guam, and Pitcairn.

The Noumea forum was the second time the United Nations has held a seminar on decolonisation in a non-self-governing nation. New Caledonia is governed by France, and French rule has long been challenged by the island state’s indigenous peoples.

Ban said holding the forum in New Caledonia was significant in that it enabled the United Nations to highlight “the importance the Committee ascribes to hearing directly from their representatives about the issues they face”.

And in a statement Ban cited how New Caledonia is “going through a challenging and complex process of determining its political future in close cooperation with the administering Power, France”.

Fifty years ago the United Nations made a declaration designed to eradicate colonisation in all regions of the world. Today, 16 nations continue to be subservient to a controlling power, or administered by a dominant state.

The United Nations strategy is to encourage self determination, and to loosen the grip of controlling nations without creating social and civil unrest, especially in the Pacific.

“The (United Nations) Special Committee regards the hosting of the Seminar (in New Caledonia) as a significant manifestation of the improved cooperation between the administering Power and the Committee in advancing the decolonization process in general and in the Pacific region in particular,” he said.

Tokelau is another Pacific island nation that remains classified as non-self-governing. Tokelau has been governed and administered by New Zealand since 1926, although its peoples have twice voted (with United Nations observers in attendance) on whether the status quo be maintained, or rather, that Tokelau become an independent state in free association with New Zealand. That means that if Tokelau’s people decided on the latter, New Zealand would maintain a fiscal and bureaucratic/administrative responsibility to assist Tokelau while Tokelau would have free and full rights to self governance. On both occasions, the latter held on October 25 2007, Tokelau’s people voted against change and self determination.

Tokelau’s option for change failed by only one percent of votes.

For Tokelau to become a self-governing nation it required 66 percent of voters to support the proposal. At the end of counting today, 64.4 percent voted in favour – 16 votes shy of the required 462 yes votes.

New Zealand officially respected the wishes of Tokelau’s people but clearly was disappointed that self-governance was not achieved via the ballot-box.

Today, Tokelau remains officially governed by New Zealand, but in reality its domestic affairs are governed by Faipule – a council of elected elders led by a single representative from each of its three atolls. The Faipule vote on a leader or Ulu. The role of Ulu rotates so that each Faipule has a chance to represent Tokelau. The process of governance is overseen by an appointed Administrator from New Zealand, currently David Payton – a Ministry of Foreign Affairs and Trade senior diplomat.

While domestic affairs are well represented by Tokelauans, its non-self-governing status means Tokelau is not able to represent itself at significant world conferences like the recent Copenhagen conference on climate change, other United Nations forums and general assembly, nor have an official flag, national anthem, nor bid for development grants, funding, or programmes that would best assist it to counter or adapt to significant global challenges (such as climate change).

The pact was the first for officially pacifist Japan outside its military alliance with the United States.


TOKYO: Japan and Australia on May 19 signed a "historic" military deal in Tokyo, stepping up defense and diplomatic cooperation despite a dispute over Japanese whaling.

Japan Foreign Minister Katsuya Okada and Defence Minister Toshimi Kitazawa held talks with Australian counterparts Stephen Smith and John Faulkner in the so-called "two-plus-two" meeting.

The two sides signed the Acquisition and Cross-Servicing Agreement (ACSA), under which their armed forces will provide each other with food, fuel and logistical support during peacekeeping and disaster-relief missions.

"This is a historic moment for Japan and Australia," Faulkner said at a joint press conference. "Signing the ACSA is symbolic of a new stage in our bilateral defense relationship."

"This is a very tangible indication of the growing depth and strength in the defense relationship between our two countries," he said, adding one specific area of cooperation will be in peacekeeping operations in East Timor.

The agreement will enable Japanese troops and Australian forces to cooperate "in the field of United Nations peacekeeping operations, humanitarian international relief operations and other operations," the document said.

Specifically, the Pacific allies will jointly conduct military exercises and training...the paper said.

It was the third such meeting of the foreign and defense ministers since the nations signed a security pact in March 2007, and the first under the government of Japanese Prime Minister Yukio Hatoyama.

The pact was the first for officially pacifist Japan outside its military alliance with the United States.

The Australian and Japanese ministers also expressed concern about North Korea's nuclear programs and Iran's need to comply with U.N. resolutions.

In December 2008, Japan and Australia agreed to share confidential information, pledged to expand joint military exercises and to set up regular consultations on disaster prevention, fighting terrorism and peacekeeping.

So far this year the United States has succeeded in inflaming tensions with China and indefinitely holding up a new strategic arms reduction treaty with Russia through its relentless pursuit of global interceptor missile deployments.

On January 29 the White House confirmed the completion of a nearly $6.5 billion weapons transfer to Taiwan which includes 200 advanced Patriot anti-ballistic missiles. Earlier in the same month it was reported that Washington is also to provide Taiwan with eight frigates which Taipei intends to upgrade with the Aegis Combat System that includes the capacity for ship-based Standard Missile-3 interceptors.

The Aegis sea-based component of the expanding U.S. interceptor missile system already includes Japan, South Korea and Australia, and with Taiwan added China would be justified in being apprehensive.

We write in order to send you the enclosed list of 800 names [see blog entry below for the final list] from 31 countries representing peace, justice, environmental, religious, and education organizations. These signers of the “Appeal to Stop Navy Base Construction on Jeju Island” strongly urge your government to cancel all plans to build the proposed Navy base in the village of Gangjeong because of the obvious environmental damage it will do to the village, the water supply, the shore line, marine life, and to the UNESCO recognized coral just off the shore.

This provocative action will only make the Asian-Pacific increasingly unstable as China today imports 80% of its oil on ships through the waters alongside Jeju Island. Your plan for the Navy base will help create the conditions that will lead to a new arms race in an already dangerous part of the world.

I’d like to send my solidarity with your struggle in protecting your peaceful life, ways of living, and the beautiful nature with a lot of precious wildlife in it. I’m strongly against the planned Navy base on Jeju Island, nor any expansion of military bases of any country, anywhere.

It is said the number of US nuclear-powered submarines’ port-visit to Japan in 2009 was 59 times by 17 different such submarines, with 32 times to Okinawa, 17 times to Yokosuka, and 10 times to Sasebo, Nagasaki. What if an accident happens ? Which country will be to blame? I assume Japan-US Security Treaty will never cover such an accident.
2009년 미국 핵전력 잠수함들의 일본 항구 방문은 17개의 다른 잠수함들에 의해 59 횟수로서 오키나와에 32 횟수, 요코스카에 17횟수, 나가사키 사세보에 10횟수라고 말해집니다. 사고가 일어나면 어떻게 될까요? 어느 나라가 비난 받아야 할까요? 저는 일본-미국 상호 방위 조약이 그러한 사고를 절대로 보상하지 않으리라 봅니다.

Japan has changed itself as a big port, a big sky, a big field for the US military training and operation since the introduction of the New Guideline on Japan-US Defense Cooperation issued in 1997, and then, since the introduction of the MD system in 2003, Japan has become the possible shield if and when the US attacks an Asian country preemptively with any means. Most peaceful people in Japan never agreed to Japan’s becoming such a port, sky, field, nor shield for the US forces. That is why peaceful Japanese never want to see any nature in the Asia-Pacific changed for any war project.
일본은 1997년 일본-미국 방어 협력에 대한 새로운 가이드 라인 소개 이후 미국 군사 훈련과 작전을 위한 큰 항구, 큰 하늘, 큰 장소로 변모했고 그 이후 2003년 미사일 방어망 소개 이후, 일본은 만약에, 또 언제 미국이 어떠한 방법으로라도 한 아시아 국가를 선제 공격한다면 가능한 방패가 되어버렸읍니다. 일본의 대부분의 평화로운 국민들은 일본이 미국을 위한 그러한 항구, 하늘, 평야가 되기를 결코 동의하지 않았읍니다. 그것이 왜 평화로운 일본인들이 아시아 태평양 지역의 어떤 자연도 어떠한 전쟁 프로젝트를 위한 것으로 변하는 것을 원하지 않는 이유입니다.

Most foreign cultures came to Japan through Korea, and as one of your former presidents inspired our Diet members with his remarkable speech, the sea between Korea and Japan is so narrow like a sash that the two peoples can help each other when some emergency happens.

No country can build its desired shied over the narrow ocean with a long history of exchanges in East Asia.

Korea를 거쳐 일본으로 왔고 여러분의 이전 대통령 한 분께서 우리 내각 관료들을 주목할 만한 연설로 고무시켰듯이 한국과 일본 사이 해협은 띠처럼 너무 좁아 어떤 비상 사태가 일어날 때 두 국민은 서로 도울 수 있읍니다.
어떠한 나라도 동아시아 교류의 긴 역사를 갖고 있는 좁은 해협에 탐욕스런 방패를 세울 수 없읍니다.
