A BRIEF REPORT ON THE NATIONAL CONFERENCE TO ACHIEVE NUCLEAR WEAPONS AND MISSILE DEFENCE FREE ASIA

Having been denied permission to organize an International conference on Achieving a Nuclear and Missile Defence Free Asia on 9-10,October 2010 at Nagpur, India, by the Govt of India a National Conference on the same theme was held at the same venue and dates.Vice Admiral Vishnu Bhagwat, former Naval chief of India and Bruce Gagnon, Co-ordinator Global Network attended. More than 225 delegates from the States of Andhrapradesh, Madhypradesh, Chattisgarh, Maharashtra, Orissa, New Delhi have participated nincludent more than students.

On 9th October the inaugural session was held and Admiral Vishnu Bhagwat made the inaugural address and Bruce Gagnon greeted the Conference.

On 10th the discussions on Abolition of Nuclear Weapons, prevention of An Arms Race in the Outer Space, the concept of Asian Union and other issues were discussed. At the beginning of the discussion a Question and Answere session for 30 mts was held with Mr.J ayantha Dhanapala, former UN Under Secretary General from Sri lanka was held through Skype. Admiramal Bhagwat and Bruce hae extensivel highlighted the danger of Weaponistion of space.
A note worth feature was that many girl students and women intellectuals played a great role in the discussions and some of the peace activists from other states who attended the Conference were surprised at the dynamism with which the youth strongly articulated their views. This was noticed by Admiral Vishnu Bhagwat and Bruce Gagnon.

At the end a Nagpur Declaration was adopted.

On 11th night myself and Bruce left to Bhopal, Agra, Jammu and Srinagar for a lecture tour.

On 12 Bruce Addressed a large gathering of Acdemicians and students at Bhopal in the Bhansal College of Technology and National Institute of Technology. At each of the meetings more than 200 staff and students were present. A retired Colonel Mr.N.P Dixit has taken the responisibility for organising the meetings assisted by Mr.Vivek Dhawan, CEO of Smrit Netcome Private Limited. In the evening Hindustan Times a daily news paper had an exclusive interview with Bruce.

In 13-14 October we were at Agra the place of Taj mahal. After seeing the beauty and grandeur of Taj mahal we met a group of Doctors of Indian Doctors for Peace & Development affiliated IPPNW and discussed various issues. After Bruce spoke about the danger of weaponistion of space, they have expressed that for the first time they are hearing about the danger from Space and they will be cooperating with the G.N in future.We left to Jammu on the evening of 14th.

On 15 Oct under the banner of Global Network a well attended public meeting was held at Jammu in the State of Jammu and Kashmir. This was a unique meeting attended by high intellectuals including scientists, retired and serving Govt Officilas, academicians, retired Military Officers, Trade Union leaders and others. It was addressed by Bruce, myself and Senior Advocate M.A. Goni former Advocate General of Jammu and Kashmir State. On 16th we visited the house of Adv. Goni and discussed with him for a couple of hours on several international issues and the situation in J&K. We left to Srinagar on 17th and during our stay there till 19th we couldnt address any meetings because of the disturbances there and students are unable to attend the Colleges. However we held a brief of disucussion with the Principal of Government Womens College, Srinagar and got an assurance that she will assist us in spreading our movement amongst the students.This college has got more than 7,000 girl students.We visited the Office of the Rising Kashmir a daily English newspaper and discussed with the senior journalists on various issues.

At Jammu Mr. Ashwani Pradhan, General Secretary of All India Peace & Solidarity Organisation of J&K State, leader of the Bank Employees and a member of the Global Network did a splendid job in organizing the meeting and also for our stay. At Srinagar we have been taken care by Mr. Abdul Ghani Hafiz and Mr.Abdul Rehamn Tukroo (An Ex. Member of the Legislative Council of J&K.) Both are very progressive individuals.

Some Important Developments.

Seeing the enthusiasm of the Youth at Nagpur in the conference, I am feeling to organize a National Conference of Youth at Nagpur in October 2011 on Nuclear Issues, PAROS and Global Warming to consolidate.

Colonel Dixit at Bhopal wants to host the G.N Annual Conference in 2012 at Bhopal. Bhopal is the Capital City of Madhyapradesh State and connected with AIR and Train services. If the G.N Board approves Mr. Dixit can be given the necessary directions.

NAGPUR DECLARATION

The National Conference held at Nagpur on 9-10,October 2010 on Achieving Nuclear Weapons and Missile Defence Free Asia welcomes the statement of External Affairs Minister of India supporting Nuclear Disarmament in the UN Conference on Disarmament held on 24th Sept 2010.This conference suggests that the Nuclear Nations of Asia,like China,India,Pakistan,North Korea and Israel jointly work for a Nuclear Free Asia and the World.To begin with they should hold a Conference shortly to deliberate on this important issue.

Many Asian Countries like China,India,South Korea,Japan and Israel are making rapid strides in the Space technology.This Conference alerts that the these countries should not drift away from the policy of Space for Peace only and not to promote and participate in any Militarisation and weaponisation of Space.In addition they should collaborate with the efforts of Russia,China and Canada in the United Nations to Prevent an Arms Race in the outer Space.

This Conference alerts Asian countries not to fall a prey to the US&NATO manipulations to encircle Russia and China with Missile Defence deployment which is meant for first strike attacks.The Missile Defence system of US are infact Missile Offiensive programmes.Asian Countries should not allow any deployment of US Missile Defence systems any where in Asian Countries.

This Conference demands the dismantling of all Foreign Military Bases of US in Japan,South Korea,Diego Garcia,Phillippines, Thailand,Gaum and other Asian Countries.US is trying to expand NATO into Asia which is very dangerous and provocative and this Conference opposes this move and appeales to the people of Asia to oppose these US moves.

The imperialist forces engineered many conflicts in Asia.Inspiteof these conflicts, Asia is now rising.The economic growth of India,China and Vietnam etc is note worthy.If Asian Countries are not involved in Nuclear and Space Arms races and reduce their military budgets,it will help to develop the human development of the people to a very extent.To address various political,security and economic issues,Asian countries should explore the possibility of establishing Asian Union on the lines of the European Union..

THE ADMIRAL SPEAKS TRUTH TO POWER
그 [해군] 장군은 권력에 진실을 말한다.

I am writing from Nagpur on Oct 10 but not certain when I will be able to post this, as I have no Internet connection at this time. I am staying in a guesthouse that the state ministers use when they come to Nagpur each year for the state assembly that meets for a couple of weeks. It is a humble room with bed, two chairs, a desk, and an Indian-style bathroom. Lucky for me it is air conditioned, as Nagpur seems to have a reputation as one of the hottest places in India. Nagpur is located about mid-center in the country.

I arrived here early yesterday morning after a 5:50 am flight from New Delhi. The plane stopped in Raipur first to drop off, and pick up, more passengers as it made its three-legged route between the cities.

Our Global Network board member J. Narayana Rao was waiting for me in Nagpur when I arrived. Rao is our key contact in the country, a retired railroad union man, who discovered the space issue some years ago while on our mailing list. He was organizing the GN’s international space conference that was to be held this weekend but was not allowed by the Indian government, which had to give permission under their archaic definition of democracy.

So instead, Rao quickly changed course and turned the event into a national conference, which successfully began late yesterday afternoon with more than 200 people attending.

I had lunch yesterday with the man who was invited to be the keynote speaker for the conference. His name is Admiral Vishnu Bhagwat, the former Chief of the Indian Navy. This tall and slender man, with shining dark eyes, is a breath of fresh air. I learned that he had been “sacked” from his post a dozen years ago for speaking out against government policies. He was to become the Chairman of the Joint Chiefs of Staff but the U.S. opposed his appointment and made sure he was forced out of power.

저는 어제 회담의 핵심 연설자로 초대된 한 사람을 만났읍니다. 그의 이름은 전 인도 해군 사령관 비쉬누 바그와트 장군입니다. 이 빛나는 검은 눈의 키크고 호리호리한 남자는 신선한 공기를 숨쉬게 합니다. 저는 그가 정부 정책에 맞서 연설하다 12년전에 그 지위에서 “박탈”되었음을 알았읍니다. 그는 합참 의장이 될 것이었으나 미국은 그의 임명을 반대하여 그가 지위에서 물러나는 것을 확실시 했읍니다.

Two local newspapers this morning carried stories from a news conference Bhagwat held after his talk yesterday to the conference. One headline read: “Military is most corrupt sector” and the other “U.S. still funding terrorist outfits.” From the latter article: “Bureaucrats play stooges to arms manufacturers, deals are signed with greased palms, defence continues to be the most corrupt sector and government is feigning innocence. Nothing has changed. On the international front, U.S. continues to fund terrorist outfits including those in Pakistan,” Bhagwat said.

오늘 아침 두 지역 신문이 바그와트의 어제 회담 연설 이후 가진 두 개의 기자 회견으로부터 기사를 실었읍니다. 한 제목은 “군대는 가장 타락한 분야”였고 다른 하나는 “미국, 아직도 테러리스트 장비들을 자금 후원” 이었읍니다. 후자의 기사에서 바그와트는 이렇게 말했읍니다:

A truly independent man, Bhagwat confirmed my long held belief that the corporate international oligarchy is now taking over virtually all the governments of the world. The goal? Corporate domination of resources and markets with expanding militarism to be the tool of control.

진정 독립적인 인간인 바그와트는 기업의 국제 소수 독재 정치가 사실상 세계의 모든 정부들을 인수하고 있다는 저의 오래된 믿음을 확신시켰읍니다. 그 목표는? 확장되는 군사주의가 통제 수단이 되는 것과 더불어 기업이 자원들과 시장들을 지배하는 것.

Here are a few bits from his excellent speech last night:

“It is the policies of this [global corporate] oligarchy which determine priorities of national budgetary allocations on weapons systems and their expansion into space to target the planet earth, and for use in the oceans, and the seabed.

“국가 예산 할당들에 있어 행성 지구를 명중하기 위해 무기 시스템들의 우주로의 확장, 그리고 그것들의 해양과 해저에서의 사용등을 우선적인 것들로 결정하는 것이 [전지구적 기업] 소수 독재 정치의 정책들이다.

“As we see the world order today, the material conditions of the people from one continent to the other, the direct consequences of colonialism, breeding predatory wars for resources and markets, and conflicts within nations ….to further consolidate an extremely exploitative, parasitical and colonial regime to crush the ‘untermenshens’ or sub-humans which is the expression for the ordinary people of this planet, as never before at any time in world history. In our own country, Mahatma Gandhi and Jawaharlal Nehru had described these conditions as the ‘terror of hunger and unemployment’, thinking they were inherent characteristics of those times in colonial India and would be eradicated when freedom was won!

“We are seeing a greater disdain for the basic principles of international law. We are witnessing an almost uncontained hyper use of force in international relations, force that is plunging the world into an abyss of permanent conflicts. I am convinced that we have reached the decisive moment when we must seriously think about the architecture of global security.

The three golden rules, therefore, are US/NATO global military presence, global projection of military power and the use of that force in one conflict or the other to threaten the ‘lesser people’ of the world with ‘Full Spectrum Dominance’ – including in space. The ruling classes are actually an alliance of the ‘Transnational Capitalist Class’, which delivers to itself profit, power and privilege through policy control and weaponisation.

“Either the Transnational Capitalist Class alliance self-destructs, compelled by the conscious mobilization of the working people in solidarity across the continents, those who oppose war and stand solidly together in a counterforce on the side of humanity, or we go further downhill the slope of lower depths, into an abyss. For every person there are always two choices in life: to accept things as they are or to accept the responsibility to bring about change – from a war economy to a political economy of peace to share, to preserve our environment and to belong to the commons in which every being has an equal stake for our minimum needs.”

“초국적 자본가 계급 동맹이, 대륙들에 걸쳐 인도주의의 편에서 대항세력으로 함께 전쟁을 반대하고 연대하여 서는, 노동하는 사람들의 의식적 운동에 강요되어 스스로 파괴되거나, 우리는 경사진 더 낮은 곳으로 심연으로 간다. 모든 사람들에겐 삶에서 항상 두 가지 선택이 있다; 사물들이 있는 상태 자체를 받아들이거나, 우리의 환경을 보전하고 모든 존재가 우리 최소한의 필요들을 위해 평등한 몫을 지니는 공동 식탁에 속하기 위해, 전쟁 경제로부터 공유할 평화의 정치 경제로 변화를 일으킬 책임감을 받아들이는 것."

Following his talk we showed the new documentary Pax Americana and the Weaponization of Space. At the end I was besieged by many people that wanted a copy of the film.

제 연설 이후 우리는 새로운 다큐멘타리, 미국에 의한 지배와 우주의 무기화를 보여 주었읍니다. [그 영화 상영이] 끝난 후, 저는 그 영화의 복사본을 원하는 많은 사람들에 의해 둘러싸였읍니다.

Rao was particularly thrilled that about 60 students from colleges and universities across the country had come for the conference. He has been traveling across India for the past five years promoting the space issues work of the Global Network and it appears that his efforts are bearing fruit. I was very impressed by the sharpness and serious character of the students present and after the film was over I met professors from these same schools across the nation who also had come to Nagpur. They were teachers/students from many disciplines such as: political science, business, pharmacy, commerce, metallurgy and engineering. And these are just the few that I met.

라오는 전국의 단과 대학들과 종합 대학들로부터 회담에 온 60여명의 학생들로 특히 흥분되었읍니다. 그는 지난 5년 동안 글로벌 넷워크의 우주 이슈 활동들을 홍보하기 위해 인도 전체를 여행하였고 그의 노력들은 결실을 맺는 것으로 보입니다. 저는 학생들 발표의 날카로움과 진지한 성격에 매우 인상 받았으며 영화 후 저는 전국의 같은 학교들에서 또한 나그푸르에 온 교수들을 만났읍니다. 그들은 정치 과학, 사업, 제약, 상업, 야금학과 엔지니어링등 많은 분야에서 온 선생들과 학생들이었읍니다. 그리고 그들은 제가 만난 사람들 중의 일부일 뿐입니다.

Today the conference resumed and I spoke about the new “Strategic Partnership” between the U.S. and India. Increasingly the Pentagon is drawing the Indian military into the space weaponization game as a way to help create a military alliance against China.

오늘 그 회담은 재개되었고 저는 미국과 인도간의 새로운 “전략적 협력”에 대해 말하였읍니다. 미 국방부는 중국에 맞서는 군사 동맹을 창출하기 위해 인도 군대를 우주의 무기화 게임에 더 끌어들이고 있읍니다.

In one session two women students spoke about the dangers of nuclear weapons and the links between nuclear power and building nuclear weapons. One of the young women, a fiery speaker, was so impressive that I invited her to accompany Rao to the U.S. next year for the GN’s 2011 international space conference. She said that she would be happy to come along.

한 세션에서 두 여학생들이 핵무기들과 원자력과 핵무기들을 짓는 것의 관계에 대해 말하였읍니다. 정열적인 연설자였던 한 여학생이 매우 인상 깊어 저는 그를 다음해 글로벌 넷워크의 2011년 국제 우주 회담에 라오를 동반하여 미국에 오도록 초청했읍니다. 그 여학생은 같이 오는 것이 기쁠 거라 말했읍니다.

At the end of today’s conference I was approached by a group of students and their professor from a social work college in Nagpur to tell me they were excited about my planned visit to their school tomorrow. In addition, a group of four people from Bhopal, where I will visit next, told me they wanted to welcome me in advance of my visit.

오늘 회담의 끝에 나그푸르 사회 복지 사업 단과 대학의 학생들 한 그룹과 그들의 교수들이 저에게 접근하였는데 그들은 저의 그들 학교의 내일 방문에 흥분되었다고 말했읍니다. 게다가 제가 다음에 방문할 보팔에서 온 네 명의 사람들 그룹이 저에게 저의 방문에 대해 미리 환영하고 싶다고 말하였읍니다.

Rao and I will take the night train from Nagpur to Bhopal on October 11. I have long known of the Union Carbide accident there years ago that killed thousands of local citizens. I’m sure I will learn more about the famous disaster and look forward to that visit.

라오와 저는 10월 11일 나그푸르에서 보팔로 야간 기차를 탈 것입니다. 저는 몇년전 수천명의 지역 시민들을 죽인 유니온 카바이드 사건에 대해 오래전에 알고 있었읍니다. 저는 제가 그 유명한 재난에 대해 더 많이 알게 될 것을 확신하며 그 방문을 고대합니다.

I will post more when I can but wireless connection is a rare find here. So far I have been luck to get online by a metallurgy professor at a Nagpur college.

마하트마 간디가 자유 투쟁기간 한 때 지냈던 세와그람 방문. 이 아쉬람은 마하트마 간디의 본부로 1934년부터 40년까지 6년간 봉사되었다. 간디는 지역적으로 이용가능한 물질들을 이용해 자신이 직접 세와그람 아쉬람을 지었다. 그는 풀이 무성한 녹색 환경 가운데에 있는 아쉬람에서 전기나 전화 없이 살았다.

Visit to Sewagram Ashram where Mahatma Gandhi spent time during the freedom struggle of India. The ashram served as the headquarters of Mahatma Gandhi for six years, from 1934 to 1940. Gandhi built the Sewagram Ashram himself, with the material that was available locally. He lived at the ashram, amidst lush green surroundings, without any facilities of electricity and telephone.
