Korea to market small nuclear reactors
Feb. 24, 2011
By Kim Tae-gyu
Korea has diversified its product portfolio to boost the sales of nuclear power facilities. Demand is rapidly rocketing thanks to the world’s concerted efforts to reduce its heavy reliance on fossil fuels.
Korea Nuclear Energy Promotion Agency (KONEPA) Chairman Rhee Jae-hwan said in a recent interview with The Korea Times that the nation is working on the development of small-sized commercial nuclear power generation systems.
“Local researchers have finished much work on small-sized SMART nuclear reactors and have applied for global approval, which will be reviewed next year,” said Rhee who took charge of the state-run KONEPA in late 2009.
“The SMART reactor is a new-concept product, which will cater to the requirements of a city with a population of between 100,000 and 200,000. Many have shown interest in the innovative products including Kazakhstan.”
Asia’s fourth-largest economy has basked in the international spotlight over the past couple of years after it signed an $18.6 billion agreement to build four nuclear reactors in the United Arab Emirates by 2020.
They are mega-sized ones designed to generate a huge amount of electricity. In comparison, the SMART reactors are smaller-sized, tailor-made products with multiple functionalities.
Emerging countries tend to prefer small-sized facilities like the SMART reactor and demand is expected to be somewhere between 500 and 1,000 by 2050. This means that the overall market size will amount to $350 billion.
Many countries including Chile, Lithuania and Kazakhstan are seeking to embrace the mini-sized facilities and Korea is looking to preempt the lucrative market.
“With the help of its technical edge and experience, Korea will be able to carve out a substantial chunk of the markets for both the large- and small-sized nuclear reactors,” Rhee said.
Asked about the revision of the Atomic Energy Agreement between Korea and the United States, Rhee contended that the country has to be allowed to use nuclear fuel down the road.
“The capacity of Korea’s interim dumps for high-level radioactive waste will run out fast. It will hit full capacity in 2016 but we are struggling to build permanent waste sites,” he said.
“Knowing that it took almost two decades to set up the sites for low-level radioactive dumps, we will not be able to build ones for high-level waste by 2016. Hence, we have no other choice but to reuse the spent nuclear fuel. The worries on weaponization can also be blocked through safe pyroprocessing.”
Under a bilateral nuclear agreement signed in 1974, Seoul has not been able to reprocess any spent nuclear fuel. Since this is set to expire in early 2014, the Lee Myung-bak administration started talks on revising the deal.
One of the thorny issues is whether Korea will be allowed to reprocess spent nuclear fuel. The U.S. is against the idea, citing the possibility of enriching it for nuclear weapons.
In response, Korea countered that pyroprocessing of spent nuclear fuel will calm such concerns because the new technology can reprocess spent nuclear fuel only for power generation.

Controversy
Was the earthquake in Haiti caused by the United States?
According to Russia Today, Venezuelan President Hugo Chávez Frías evoked the possibility that the United States are behind the series of earthquakes that struck the Caribben region last week, including the one that devastated Haiti. However, according to Vive Tv, the allegation originated with the Russian armed forces. Be that as it may, Venezuela, Bolivia and Nicaragua have requested the UN Security Council to convene an emergency session. This forum will be expected to examine these charges and look into the "humanitarian" invasion of Haiti by US troops.
___________________________________________________________________
Editor’s Note: The following article was written and published by VIVE TV, a Venezuelan public channel. The video was broadcasted by Russia Today, a Russian public channel. Oddly enough, the Venezuelan channel designates the Russian Army as the source of these claims whereas the Russian channel attributes them to President Chávez.
VIVE TV: A report from the Russian Northern Fleet [transmitted to the Government of Venezuela] would seem to indicate that the earthquate that devastated Haiti was the "clear result of a seismic weapons test recently conducted by the US Navy".
The Northern Fleet has been monitoring the movements and U.S. naval activities in the Caribbean since 2008 when the Americans announced their intention to re-establish the Fourth Fleet which had been dissolved in 1950, to which Russia responded a year later with a Russian fleet headed by the nuclear cruiser Peter the Great, thus kicking off its first exercise in this region since the end of the Cold War.
Since the late 1970s, the U.S. have made tremendous progress in their seismic weapons research and, according to these Russian sources, currently employ devices based on Pulse, Plasma, Electromagnetic and Sonic technology combined with shock wave bombs.
The report also compares two analogous tests carried out by the U.S. Navy last week: a 6.5 magnitude earthquake that hit the area around the town of Eureka, California, without causing any casualties, and the one in the Caribbean that caused the death of at least 140 thousand innocent people.
As indicated in the report, it is "more than likely" that the U.S. Navy had "full knowledge" of the catastrophic damage that this test would potentially inflict on Haiti, which would explain why Lieutenant General P. Keen, Military Deputy Commander of U.S. Southern Command (USSOUTHCOM) had been pre-positioned on the island to oversee the anticipated relief efforts. [1]
The report further indicates that the ultimate goal of these tests is related to plans which foresee the destruction of Iran through a series of earthquakes designed to neutralize the current Islamic regime.
According to the report, the system being tested by the United States (HAARP, for High Frequency Active Auroral Research Program) is also capable of creating weather anomalies which cause floods, droughts and hurricanes [2].
According to a previous report, the available data coincides with the one associated with the 7.8 magnitude earthquake that struck Sichuan (China) on 12 May 2008, and which was also caused by electromagnetic waves emitted by HAARP.
One can observe a correlation between seismic activities and the ionosphere, which is a HAARP feature:
1. Earthquakes identical in depth and linearly on the same fault are caused by induced frequency linear projection.
2. A coordinated satellite configuration can generate concentrated frequency projections targeting specific points (hippocampus).
3. A diagram shows that earthquakes considered to be artificial propagate linearly at the same depth.
| Location | Date | Depth |
|---|---|---|
| Venezuela | 8 January 2010 | 10 km |
| Honduras | 11 January 2010 | 10 km |
| Haïti | 12 January 2010 | 10 km |
A depth of 10 kms was also observed in the case of other replicas.
Following the earthquake, the Pentagon announced that the hospital ship USNS Comfort, which was anchored in Baltimore, summoned its crew and sailed to Haiti, despite the fact that several days would elapse before its arrival. Nevertheless, Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, announced that the U.S. armed forces were preparing an urgent response to the catastrophe.
General Douglas Fraser, Commander-in-Chief of USSOUTHCOM, indicated that Coast Guard and Navy vessels had been dispatched to Haiti, despite their limited cargo of helicopters and material. The super carrier USS Carl Vinson was sent from Virginia with a complete consignment of planes and helicopters. It arrived in Haiti on January 14 in the afternoon, as specified by Fraser who also remarked that additional helicopter groups would be joining the Carl Vinson.
USAID was already on the spot before the earthquake.
President Obama was informed about the earthquake on January 12 at 17h52 and ordered emergency services to be provided to the staff of his Embassy and humanitarian assistance to the population.
According to the Russian report, the State Department, USAID and the U.S. Southern Command launched their humanitarian invasion by deploying 10000 soldiers and contractors, in lieu of the United Nations, to take control of Haitian territory following the "devastating experimental earthquake.

Text Fwd: NATO Of The South: Chile, South Africa, Australia, Antarctica
NATO Of The South: Chile, South Africa, Australia, Antarctica
May 30, 2009, Rick Rozoff
Two days ago Carolina Toha, spokeswoman for Chilean President Michelle Bachelet, stated that "Chile has developed strategic ties with the United States since long ago" and expressed her government's eagerness to expand them. [1]
Employing the standard rationale of sharing "more similarity with the Obama administration" than with its predecessor, a pose adopted by world politicians of all stripes since the US presidential election of last November 4th - including conservatives like France's Nicholas Sarkozy - the Chilean statement could be seen as nothing more than desiring to be on the winning side and to curry favor with the new Planitarchus (lord of the planet), as Greek demonstrators who curtailed a proposed three-day visit to Athens in November of 1999 of Obama's predecessor once removed, Bill Clinton, described the post of US president.
Even if so, however, Chile's stance is at variance with the prevailing trend throughout South and all of Latin America, with nations like Venezuela, Bolivia, Ecuador, Nicaragua, Argentina and most recently El Salvador moving away from a "special relationship" with Washington, especially in the military sphere, and promoting multilateral international ties, notably defense agreements with Russia and a general orientation toward new multipolar international security and economic arrangements.
An equally revealing news report surfaced two weeks ago concerning an agreement signed by the foreign ministers of Chile and the Czech Republic on creating a legal framework for cooperation in Antarctica, to which Chile lays both longstanding and expanding claims.
The Czech Republic is no ordinary European nation but a post-Cold War zealot, full of new convert fervor, devotedly serving American and NATO interests in the Eastern and Central sections of the continent and acting as the intermediary for Washington and Brussels in several international capacities, from waging information and diplomatic offensives against countries like Belarus and Cuba to offering to host US third position interceptor missile radar and providing troops for the war in Afghanistan, there serving under NATO (International Security Assistance Force) and direct US (Operation Enduring Freedom) commands.
A battle royal is in progress for securing control over the vast Antarctic region and its hitherto untapped oil, gas, mineral, fresh water and fishing resources and potential. The Antarctic's strategic military value is increasing in importance commensurately, as is that of the Arctic Circle on the opposite end of the earth. The subject has been explored in an earlier article in this series, Scramble For World Resources: Battle For Antarctica. [2]
The four countries directly north of the Antarctic Ocean are Chile, South Africa, Australia and New Zealand and all four are to varying degrees being integrated into Western military alliances; all four have bilateral military ties to the United States and with other NATO states, three directly with NATO itself.
With Britain filing a claim with the United Nations Commission on the Limits of the Continental Shelf on May 11th of this year for one million square kilometers of the South Atlantic and Antarctic Oceans and Australia being granted 2.5 million more square kilometers in the Antarctic Ocean by the same UN Commission last year (the Australian Antarctic Territory takes in 42% of Antarctica) the region is now arguably one of the most closely contested territorial - and resource and strategic - disputes in the world.
Seven countries have formal claims to Antarctica: Three NATO states in Europe, two British Commonwealth nations in the South Pacific and two South American countries, respectively Britain, France and Norway; Australia and New Zealand; and Argentina and Chile. The Argentine, British and Chilean claims all overlap at places.
Peru, Russia, South Africa and the United States have reserved the right to future claims on Antarctic territory and Brazil has designated what it refers to as a zone of interest in the region.
Of the seven official claimants, five are members of what is generally considered the Western world, geography aside, leaving only Chile and Argentina as rivals to them.
