WikiLeaks: US and China in military standoff over space missiles :The United States threatened to take military action against China during a secret "star wars" arms race within the past few years, according to leaked documents obtained by The Daily Telegraph.

The two nuclear superpowers both shot down their own satellites using sophisticated missiles in separate show of strength, the files suggest.

The American Government was so incensed by Chinese actions in space that it privately warned Beijing it would face military action if it did not desist.

The Chinese carried out further tests as recently as last year, however, leading to further protests from Hillary Clinton, the US Secretary of State, secret documents show.

Beijing justified its actions by accusing the Americans of developing an “offensive” laser weapon system that would have the capability of destroying missiles before they left enemy territory.

The disclosures are contained in the latest documents obtained by the Wikileaks website, which have been released to The Telegraph. They detail the private fears of both superpowers as they sought mastery of the new military frontier.

The “star wars” arms race was began in January 2007 when China shocked the White House by shooting down one of its weather satellite 530 miles above the Earth.

The strike, which resulted in thousands of pieces of debris orbiting the earth, raised fears that the Chinese had the power to cause chaos by destroying US military and civilian satellites.

In February 2008, America launched its own “test” strike to destroy a malfunctioning American satellite, which demonstrated to the Chinese it also had the capability to strike in space.

America stated at the time that the strike was not a military test but a necessary mission to remove a faulty spy satellite.

The leaked documents appear to show its true intentions.

One month before the strike, the US criticised Beijing for launching its own “anti-satellite test”, noting: “The United States has not conducted an anti-satellite test since 1985.” In a formal diplomatic protest, officials working for Condoleezza Rice, the then secretary of state, told Beijing: “A Chinese attack on a satellite using a weapon launched by a ballistic missile threatens to destroy space systems that the United States and other nations use for commerce and national security. Destroying satellites endangers people.”

The warning continued: “Any purposeful interference with US space systems will be interpreted by the United States as an infringement of its rights and considered an escalation in a crisis or conflict.

“The United States reserves the right, consistent with the UN Charter and international law, to defend and protect its space systems with a wide range of options, from diplomatic to military.”

The Chinese strike in 2007 was highly controversial, prompting criticism from other nations and claims that it marked a revival of President Reagan’s “Star Wars” programme, that was abandoned in the 1980s.

A month after the Chinese strike, America shot down one of its own satellites, ostensibly to stop it returning to earth with a toxic fuel tank which would pose a health hazard. The Chinese did not believe the explanation.

In secret dispatches, US officials indicated that the strike was, in fact, military in nature.

Immediately after the US Navy missile destroyed the satellite, the American Embassy in China received “direct confirmation of the results of the anti-satellite test” from the US military command in the Pacific, according to a secret memo.

The strike marked the high point of tensions between Washington and Beijing over the issue of ballistic missile defence. The cables show that China was deeply concerned about America’s plans to place missile defence radars in Japan.

Another document discloses that the US was allegedly developing an “airborne laser system” to counter the threat from “Chinese military build up”.

The Chinese government was said to be “angry” about the US satellite exercise in February 2008.

For months after the US strike, the two countries engaged in tense talks over the issue.

At a summit on defence in June 2008, the American delegation told the Chinese that Washington did not regard China as “an enemy”. China replied that it saw the two powers “as neither allies nor adversaries”.

The Chinese assistant foreign minister complained that the US missile defence programme was not simply “defensive” but also “offensive” because “it includes lasers that attack a missile in launch phase over the sovereign territory of the launching country”.

The most recent cable in the collection was sent from the office of Mrs Clinton in January 2010.

It claimed that US intelligence detected that China had launched a fresh anti-satellite missile test. Crucially, Washington wanted to keep secret its knowledge that the missile test was linked to China’s previous space strikes.

The cable, marked “secret” said the Chinese army had sent an SC-19 missile that successfully destroyed a CSS-X-11 missile about 150 miles above the Earth.

“This test is assessed to have furthered both Chinese ASAT [anti-satellite] and ballistic missile defense technologies,” stated the memo to the US embassy in Beijing.

Mrs Clinton’s cable stressed that “the Obama administration” retained the Bush-era concerns over Chinese space weapon plans.

There is growing concern over the potential for nuclear states or terrorists to attack western countries using space. Last September, Dr Liam Fox, the Defence Secretary, warned that rogue countries or terrorist groups could wipe out electronic systems by producing an electromagnetic pulse through a nuclear explosion high above the Earth.

On Wednesday night, a Pentagon spokesman said: "The President's June 2010 National Space Policy requires the Dept. of Defense (DoD) to have a range of options and capabilities. Our overriding objective is to promote the peaceful use of space.

"The United States did not engage our own satellite to test or demonstrate an anti-satellite (ASAT) capability. The purpose was to prevent the satellite's hydrazine fuel from causing potential harm to life on the ground.

"To conduct this engagement, we had to make modifications to three sea-based missile defense interceptors, three ships, and the system's command and control software.

"We have not made these modifications to any other missile defense system, nor do we plan to. Our missile defense systems are not intended or designed to engage satellites."

REDONDO BEACH, Calif. - A demonstration U.S. missile defense satellite in orbit autonomously transferred target track data from its acquisition sensor to its tracking sensor.

Northrop Grumman and Raytheon, which built the Space Tracking and Surveillance System satellite for the U.S. Missile Defense Agency, said the successful transfer was the first time the capability had been executed in space as part of the STSS program.

"This is a major success for the STSS program," Gabe Watson, vice president of missile defense and missile warning programs for Northrop Grumman's Aerospace Systems sector said. "We proved that the STSS satellites can autonomously transition from target acquisition and track mode using the acquisition sensor to target precision track mode using the multiple band track sensor,

"All of these operations occurred as intended, with no operator intervention. This is the same type and sequence of functions that will be performed on-board during subsequent MDA missile tests."

The data hand-off occurred when the MDA satellite acquired a ground laser operated and pointed by the U.S. Air Force Research Laboratory from the Starfire Optical Range at Kirtland Air Force Base near Albuquerque.

Once the acquisition sensor acquired the ground laser, it formed a confirmed track, which was passed to the track sensor. The track sensor slewed and pointed to the coordinates reported by the acquisition sensor, detected the ground laser and formed an on-board track of the ground laser.

Data were transmitted to the STSS ground systems located at Schriever Air Force Base in Colorado Springs.

HOW SPACE IS USED:We depend on Space for Navigation, Environmental Monitoring, Meteoroligy, Map making, Whether and Climate monitoring, Surveillance etc. All these activities are made through artiificial Satellites. Artificial Satellites are man made objects launched in space. The first artificial satellite Sputnik was put in orbit in space by the Soviet Union on 4 October 1957.There after more than 1000 satellites have been put in orbit. These are (1) Astronomical satellites for observation of distant planets, galaxies and other objects in Space. (2)Bio-Satellites to Carry living organisms for scientific experiments. (3) Communication Satellites for telecommunications. (4) Navigation Satellites to measure locations. (5) Reconnaisance satellites for military communications. (6) Earth Observation Satellites for environmental monitoring meteoroligy and map making. (7) Whether Satellites for monitoring Weather and Climate. (9) Space Stations for human beings to live in outer Space.

These Satellites will be in orbit in space at three stages in altitude. (1) Low Earth Orbit(LEO) is upto 2000 K.M from the earth. (2) Medium Earth Orbit (MEO) is higher than 2000 KM and below 35,786 Km. (3) Higher Earth Orbit is above 35,786 Km.

THREAT TO SPACE SECURITY: Space Security is threatened by weaponisation of Space, Space Junk and Space Debris.

On 23 March 1983 President Ronald Regan of USA announced the Strategic Defence Initiative programme which has become well known as Star Wars Programme. Subsequently, his successor H.W.Bush changed it as National Missile Defence Programme. Thereafter George W.Bush convrted it as Ballistic Missile Defence. All these programmes are linked with Space Wars whater ever may be the nomenclature.

The plan for US domination of space has been outlined in the US Space Command document Vision For 2020. The salient feature of this document are (1) Dominating Space dimension of Military Operations to protect US interests and investments. (2) Integrating Space forces into war fighting capabilities across the full spectrum of conflict. (3) The medium of Space is the fourth medium of warfare along with land, sea and air. (4)The emerging synergy of space superiority with land,sea and air superiority will lead to full spectrum domination. (5) Space power is vital element in moving towards the joint vision goal of being persuasive in peace,decisive in war and pre-eminent in any form of conflict. (6)And to counter to the world wide proliferation of Weapons of Mass Destruction.

The perception of US to dominate Space and use it for War has invited condemnation from many countires and warned that it will lead to arms race in Space.

TYPE OF SPACE WEAPONS: Space Weapons have not yet become common and popularly known except in military circles. Some of these are (1) Laser Beams. (2) Anti Satellite Weapons. (3) Space based ballistic Missiles. (4) Orbiting Satellites Capable of intercepting and disabling other satellites.(5) Satellites that carry weapons capable of hitting target.

IMPACT OF WEAPONISATION OF SPACE: There will be an Arms Race In Space as it happened with Nuclear Weapons. When USA tested and dropped Atomic Weapons on Hiroshima and Nagasaki,it created an Arms Race of Nuclear Weapons. This will also result in the violation of various UNO Treaties which prohibit deployment of weapons in Space. Space doest belong to any one nation and it belongs to the entire mankind.More and more countries will try to reach Space for Military purposes if weaponisation of space is not prevented.

SPACE JUNK AND SPACE DEBRIS:There are 2300 dead and defunct Satellites in Space.Collision and exploisions of satellites create debris.On Feb 2009 two Satellites Iridium 33 and defunct Cosmost 2251 collided at a height of 470 miles orbiting with a speed of 22000 mph.Pegasus rocket launched in 1994 exploded and created a cloud of some 300,00 fragments bigger than 4 mm.Olympus was hit by a meteor on 11 Aughst 1993.On 24 July 1996 Cerise a French Satellite was hit by fragments of Arian H10 upper stage booster which exploded in 1986.On 29 March 2006 the Russian Express AM II Communication Satellite was struck by an unknown object.In 2007 a Chinese defunct satellite was blasted by a missile (ASAT) at an altitude of 860 Km.It created more that 2300 golf ball size pieces,over 36000 pieces of 1 cm or larger and 1 million peces of 1 mm or lesser size..On 19 Feb 2007 a Russion Briz M Booser stage rocket eploded over Australia.In 1985 an Anti Satillite Test conducted by US destroyed a one tonne satellite orbiting at 625 Km altitude.On 20 Feb 2008 US destroyed a defective spy satellite of their own by a SM-3 missile. In March 2000 a Chinese Long March upper stage exploded in orbit.The oldest debri is the space is the US Satellite Vanguard I launched on 17 March 1968.It worked for 6 years only.Cosmos 1275 of the USSR disappeared on 24 July 1981,only one month after launch.

LOST EQUIPMENT:When the astronauts make space walks and also under takes repairs to the Space wehicles many articles will be lost into the space.A glove was lost by Edward White during the first US Space walk in 1965. It was in orbit for six months orbiting at a speed of 28000 kmph.Astronaut of Gemini 10 Michael lost a Camera near the Space Craft. Near about 200 bags of garbage were thrown out by the Soviet Cosmonauts from the MIR Space Station. Sunita William also lost a Camera during her space walk. Spent Rocket parts, defunct and unused satellites, explodedfragments,paint flakes, slags from solid rocket motors, small needles,nuts and bolts also come under space debris.

HOW MANY DEBRIS IN SPACE:The NASA estimated in 2009 that that the number of large pices of debris over 10 cms are `9,000. Between 1 and 10 cms at 500,000 and smaller that 1 cm exceed tens of millions. Another study made in 1999 relveal that there are some 4 million pouns of spae junk in the Low Earh Orbit. During the last one decfade the estimated objects of over 10 cms in the Lower Earth Orbit have more than doubled from 8500 in 1990 to 19,000 in 2009.Space debris revolve around the globe at speeds of upto 25,000 mph with altitude ranging from hundred to thousands of miles.

SATELLITE PROTECTIVE MEASURES:Damage to the Space Crafts from the Space Debris is prevented by additing a thin layer of metal foil outside the main space craft body. When debris collide with foil with high velocity the debris will be vaporized and the plasma spreads out quickly. By this process, damage to the inner wall of the space craft is protected. Space Crafts powered by Solar Panels are liable to be affected badly because the front portion of the Panel are positioned directly towards the Sun As a result they get punctured by the debris.

UNITED NATIONS SPACE TREATY: The United Nations Organization adopted a treaty in the year 1967 on the Principles Governing the Activities of States in the Exploration and Use of Outer Space including the Moon and Other Cellestial Bodies. Interalia this Treaty confers the right to all Nations to use and explore the Outer Space for the benefit of all peoples irrespective of different economic or scientific developments in accordance with the International Law. Exploration and use of Outer Space should be only for peaceful purposes. The establishment of military bases, installations and fortifications, the testing of any type of weapons and conduct of military manoeuvres on celestial bodies is forbidden.

KEEP SPACE FOR PEACEFULL PURPOSES: Respecting the UN Treaty on the peaceful use of outer space and to prevent any Nation how powerfull it may be to weaponise Space, lest it results in an arms race in outer space, all countries must take steps to keep Space for peacefull purposes only. In this direction the Global Network Against Weapons and Nuclear Power in Space is campaigning world wide, to prevent Space from becoming another battle ground. Russiaa,China and Canada are seeking an international agreement on Preventing an Arms Race in Outer Space(PAROS).But United States of America and Israel are preventing PAROS talks Col. Gen.Vladimir Popovkin of Russia warned in September 2007 that should any country deploy weapons in space,then the laws of armed warfare are such that retaliatory weapons are certain to appear. Former President Dr. A.P.J.Abdul Kalam while speaking on Space Security in Nov 2007 said that the main security concern is that Outer Space should be free of weapons.We must recognize the necessity for the world, space community to avoid terrestrial geo-political conflict to be drawn into outer space thus threatening the space asses belonging to humanity.

WAIHOPAI SPYBASE PROTEST SATURDAY JANUARY 23rd:
END NZ INVOLVEMENT IN US WARS

People from all around New Zealand will be converging on Blenheim and the super-secret Waihopai satellite interception spybase, in Marlborough, on the weekend of January 22-24. The war in Afghanistan, in which the NZ military is directly involved, has got dramatically worse and President Obama’s surge of 30,000 extra US troops will escalate it further. Already it has spread across the border into Pakistan. Hillary Clinton’s NZ visit this week is aimed at whipping America’s allies into shape and to get more troops out of the Key government, whilst simultaneously dangling a Free Trade Agreement as the “reward” – nothing has changed since Holyoake’s “guns for butter” catch cry of the Vietnam War years.

The theme of our activities, both at the spybase and in Blenheim, will be anti-war. The US says that Intelligence is the key component of all the wars that it is fighting, or planning to fight, throughout the world (Yemen is the latest target in this endless war). The Anti-Bases Campaign points out that Waihopai, an important source of intelligence for the Pentagon, is New Zealand’s most important contribution to the American war machine and it means that we New Zealanders have blood on our hands. To symbolise that, our props will include crosses, coffins and white masks.

This will be the first protest at the spybase since the April 2008 deflation of one of its domes by the Ploughshares peace activists. In solidarity with them, we will be popping white balloons at the base (and we will be at their Wellington trial, for the week starting March 8).

Waihopai, of course, is a “New Zealand” base – or so the Government says. The fact is, however, that in everything but name it is an outpost of American Intelligence – paid for by the long suffering NZ taxpayer. More than $500 million of public money has been spent on the NZ Government Communications Security Bureau (the agency which runs Waihopai) in the 22 years of Waihopai’s operation. That money could have been much better utilised on health and education, not spying on behalf of Uncle Sam.

On Saturday 23rd we will meet in Blenheim’s Seymour Square at 11 am. From there we will march through central Blenheim, with speeches at the band rotunda in the Forum.

This will be followed by a visit to the Waihopai spybase itself at 2 pm. Information will be provided on the function of the base and there will be a peaceful protest, calling for its closure. Speakers, either in Blenheim and/or the spybase, will be: Keith Locke, Green MP; John Minto, of Global Peace and Justice Auckland; and Murray Horton of ABC.

Waihopai does not operate in the national interest of New Zealand. In all but name it is a foreign spybase on NZ soil, paid for with hundreds of millions of our tax dollars, and directly involves us in America’s wars. Waihopai must be closed. Solidarity Message from Korea

‘The news of the Vandenberg ICBM test on Jan. 31, targeting Iran is
again horrible and infuriating. It is heard that “A dummy US
Intercontinental Ballistic missile (posing as a nuclear shot from
"Iran") will be launched toward California from the Reagan Test Site
in the Marshall Islands on the same date.”

The Vandenberg AFB has also done lots of the ICBM missile tests
against the North Korea, ignoring the North Korea’s long efforts for
the peace agreement with the United States, which have been frustrated
many times by the United States’ governments’ hostile policies
including these kind of the missile tests.

The unusual test against the Iran is again, intentionally invoking the
virtual enemy among the hearts and minds of people in the world, to
the advantage of the space and nuclear weapon industries, for their
profit and to the disadvantage of the poor people in the United States
and world, whose welfare-systems have been continuously robbed of, by
the unnecessarily increasing defense budget. It is needlessly to say
that the most affected people will be those in the Marshall Islands,
whose health and environment have been deteriorating due to these kind
of harmful missile tests.

Furthermore, when thinking about the annual budget proposal for the
construction of the Jeju naval base, the planned missile defense
system in the Jeju Island, South Korea, by the Minister of the Defense
department of ROK in 2010 was about less than $ 90million dollars, the
$150million cost for one ICBM launch is mind-bogging.

We. Koreans, along with the peace-loving citizens in the world, will
watch this ongoing malicious activities in the Vandenberg AFB and
demand all the release of the protesters in the past including Fr.,
Louis Vital, who was arrested on Aug, 23 while he was delivering the
peace messages.

We strongly support our courageous colleague protesters in front of
Vandenberg AFB on Jan.31. In case, something happened to any of them,
we, Koreans will make noise the news in Korea and the world, to inform
the vicious activities of the Vandenberg AFB.

The courageous U.S. citizens’ peaceful speech and action must be
protected, thanked and admired from the world.

Unprecedented scientific and technological developments in Space Science have take place during the last few decades. The fascinating fantasy of space, manifested when Yuri Gagarin of USSR encircled the Globe in Space and Niel Armstrong set his foot on the Moon, the entire mankind celebrated the success of the scientists and technocrats. Space is sheltering in it’s bossom the Satellites to make the life of human beings more and more comfortable and adventurous. We are trying to make the Space a launching pad to step on to other planets.

At present Space has become part of human development. Space is being used for communications, entertainment, telecommunications, meteorology, environmental monitoring, disaster prevention, education, surveilence etc. There are 240 Civil & Military Communiction Satellites and 800 other Satellites including remote sensing and reconniance satellites in Space. India also has a proud place in the Space and Satellite technology.

To ensure peaceful use of Space and prevent any deployment of weapons in Space, the United Nations has adopted a treaty on “Principles Governing the Activities of States in the Exploration and use of Outer Space, Including the Moon and other Cellestial Bodies” popularly known as the Outer Space Treaty of 1967. Some of the salient features of this treaty are:-

1.Exploration and use of Outer Space should be only for peaceful purposes.
2.Exploration and use of outer Space including the moon and other celestial bodies should be carried on for the benefit of all peoples irrespective of the difference of economic or scientific development in accordance with the International Law.
3.The establishment of military bases, installations fortification, the testing of any type of weapons and conduct of military maneuvers on celestial bodies is forbidden.

In the year 1974 United Nations brought another agreement governing the activities of States on the Moon and other Cellestial bodies to prevent any military activities on the Moon. The salient fetures of this agreement are:-

1.The moon shall be used only for peaceful purposes
2.No objects carrying nuclear weapons or any other weapons of mass destruction can be put in orbit around the moon or on the moon.
3.No military bases, installations can be established on the moon.
In a nutshell it can be said that either on the moon or in Space no weapons and military activities can be done.

At present there are 47 Countries which have deployed their Satellites in Space. Out of these only 10 Countries including India have the technical capability to launch satellites into Space. There are scentitific space crafts carrying sophisticated payload of telescopes. There is an orbiting international Space Station. There are hundereds of Space Contgrol Centres. Space transportation is very expensive. At present the cost of pay load of per Kg into orbit is 20,000 US Dollars.

With the end of of the Cold War every one thought that the danger of Nuclear war is now averted and there will be peace in the world. Unfortunately it has become premature to conjucture like that. There is another danger cropping up. The danger of STAR WARS.

On March 23, 1986 US President Ronald Regan announced that US will develop weaponisation of Space. He named it as “Strategic Defense Initiative” which has become popularly known as Star Wars programe. His successor George H.W. Bush renamed it as “National Missile Defence” What ever may be the nominclature the object is the same i.e weaponising space.

The US plans for space domination is outlined in the document “VISION FOR 2020” prepared by the US Space Command.It has outlined that space will be used for warfare just like land,sea and air.To ensure US dominance on future battle fields it is essential to control space medium and deny other countries to use Space. The US Space Command announced that “dominating the space dimension of military operations to protect US interests and investments, integrating space forces into war fighting capabilities across the full Spectrum of Conflict”.

This venture of US is in violation of the Outer Space Treaty. All countries have opposed this. Russia, China and Canada are moving resolutions in the G.N Genral Assembly against weaponisation of space by US. Even India made it clear that Space should remain for peaceful purposes and not for deployment of any weapons. Abdul Kalam former President of India while inaugurating an International Conference on Space Security on November 13, 2007 made it clear that “when enormous societal and economic commitments have been made by nations with space infrastructure, the main security concern is that outer space should be free of weapons. We must recognize the necessity for the world space community to avoid terrestrial geo-political conflicts to be drawn into outer space thus threatening the space assets belonging to humanity”.

Russia warned that if any country deploys weapons in space it will be retaliated. Russia declared that it does’t like any space war and would’t permit any other country to do so
Women’s International League for Peace & Freedom(WILPF) declared that “We see outer space as an integral part of the common heritage of humankind. All scientific exploration and any other use of outer space should be for civilian research only with a view to furthering the wellbeing of humanity and not for the destruction of life and the environment. The Global Network Aginst Weapons and Nuclear Power in Space is spearheading an international movment against weponisation of space.

2. Koreans' solidarity statement & Sign for Macgregor Eddy and May 5 vandenberg protest [한국인 밴던버그 시위 연대 선언및 서명)

Dear friends, it is sent to many Koreans and international friends.

It is a solidarity statement(in English and Korean) and sign(from May 1 to May 4) by about 186 Koreans and Korean residents in the foreign countries regarding Macgregor Eddy and her colleagues’ Vandenberg protest on May 05, 2009. She and her colleague would protest at 1pm on the day against the launch of the Star War satellite at the Vandenberg Space Command.

I am thankful to everyone who signed to it. Many students, workers and activists were enthusiastic to sign it. I especially thank to Mr. Kim, Sung-Hwan, representative of Samsung General Group Union and Mr. Joo, Byung-Joon, Chairman, Ohyun-ri Villiage People’s Committee against the Expansion of the Mugeon-ri Military Training Fields, who mobilized the signs among the workers and village people. I am also thankful to Ms. Kim, Chun-Hee, a Korean American, who forwarded this to her family and friends. Great thanks to Suziehaeng, Life and Peace Association, as well, for her forward to collegues. Finally my great thanks goes to Ms. Bang, Ae-Ja, Yebada Self-support Center for the Disabled, Pyeongtaek. I was very much moved by the Disabled who gathered at May 1 rally. They were very enthusiastic for sign despite their hands and mouth were not free. I believe there are huge Koreans who would strongly support Eddy and protest on May 5, only if they had been informed this sign movement.

Solidarity Statement & petition for
MacGregor Eddy and Vandenberg protest, May 5, 2009

By the Koreans and Korean-origin residents in the foreign countries

We are the Koreans and Korean-origin residents in the foreign countries, including the members of the Korea organizing committee for the International Conference against the Asia Pacific Missile Defense and for the End of Arms Race from April 16 to 18, 2009, Seoul, Korea. The conference was co-sponsored by the Global Network against Weapons and Nuclear Power in Space, Global Partnership for the Prevention of Armed Conflict-North East Asia and the Korea organizing committee.

We send the strong solidarity message to MacGregor Eddy, a board member of the Global Network and WILPF DISARM, a founder of the Vandenberg Peace Legal Defense fund, and a producer of much appreciated video by the Koreans, ‘A Space 4 Peace’, 2008 and her colleagues who would protest on May 5, 2009, at the Vandenberg Space Command in Santa Barbara county, against the Delta II rocket for a Star Wars Satellite.

According to the website of the Vandenberg Witness, http://vandenbergwitness.org/,
it is heard that the United Launch Alliance Delta 2 rocket would launch the Space Tracking and Surveillance System Advanced Technology Risk Reduction (STSS-ATRR) research and development mission for the Missile Defense Agency. It is also told that the mission is heard to be previously called Block 2010 Spacecraft Risk Reduction and NASA would oversee the launch.

We are grateful of MacGregor Eddy who informed this and who decided to protest at the risk of her own arrest. It is known that she has been under the "lifetime ban and bar" order which the military authorities have given against her and five others-Fr. Louie Vitale, Steve Kelly, Jeff Dietrich, Mike Wisniewski and Dennis Apel – for her former protests there. We strongly urge the U.S. military authorities not to arrest her on May 5, who should be called as the true patriots for the U.S. because she and her colleagues are the highest noble people who have been truly dedicating their lives for the peace of all human race. If the arrest happens, we, the Koreans & Korean-origin resident in foreign countries will far-spread the news to the Koreans and neighbor countries at the greatest embarrassment of the U.S. military authorities. And we will do our best with what we can do for the safety of her and her colleagues.

We think that the planned launch, blinded to any international mainstream media and international people’s eye sight shows the hypocritical nature of the U.S. imperialism which has been demonizing the North Korea’s April 5 launch of the civilian satellite for peaceful purpose, totally legal by the Outer Space Treaty by the U.N. 1967.

Furthermore, we later became to know that a U.S. Air Force team successfully launched a new-generation military communication satellite from Cape Canaveral Air Force Station, Fla. April 3, 2009 when an Atlas V rocket carried a Wideband Global Satellite Communication satellite into space. The U.S. air force news explicitly told that ‘the satellite was designed to provide high-capacity communications to U.S. military forces.’ It has seldom been known to any international media as in the case of the planned launch of the satellite in Vandenberg on May 5, 2009, as mentioned above.

We, Koreans and Korean-origin residents in the foreign countries can not but shudder at the news of Vandenberg because we know that the Vandenberg Space Command has been one of the two sites for the U.S. NMD with the site of the Alaska, whose excuse of its MD establishment has been the possible missile attack from the North Korea. We know that the excuse behind its massive facilities has been for hiding for the desire of the U.S. imperialism which ultimately targets the China.

The satellite launch in the Vandenberg AFB would serve to and increase the wrong ambition of the global dominance by the United States thru the space dominance, as claimed in the Vision 2020 by the U.S. AFB in 1996. It would also increase the political, militaristic tension in the Asia Pacific where the U.S. has smeared to increase and advance its Missile Defense systems under the imperial alliance of the U.S.-Japan-South Korean government. It would also aggravate the environmental damage to the earth and space thru the rocket fuel and the space debris. The Marshall Islands have been one of the greatest victims as in the Space4Peace video she has produced.

The satellite launch in Vandenberg would be done above all, at the economic sacrifice of the people’s welfare of the United States. Furthermore, the globally expanding space war system including the MD system has also contributed to make worsen people’s welfare in the countries of the U.S. allies, as well. Wooksik Cheong, a representative of the Peace Network and a leading member of the Korea committee has noticed that the total cost for acquiring MD system from the U.S. and other NATO countries and its related system would be amounted for the South Koreans about several tens of trillions of won [about $20~30 billion], if the fatal maintenance costs are included.

Regarding that average annual defense budget of the South Korea has increased almost up to $20 billion and its defense portion of its GDP is one of the highest proportions in the world, at the cost of the decreasing welfare of the South Koreans under the global economic difficulty, the expansion of the U.S. space war system including the planned satellite launch in Vandenberg will be shown to the Koreans as one of the aggressive activities which would counter their wishes of peace and security thru the dialogue and economic stabilization. Above all, it also threatens again the Korean’s long time wishes of the peaceful reunification which have been hindered by the U.S. imperialism thru political control, economic exploitation and military subjugation of the South Korea. The U.S. had the biggest responsibility of the Korea’s division as well by diving the line in 30 minutes in 1945.

We, Koreans and Korean-origin residents in the foreign countries aspire the Peace Treaty while opposing any U.S. and NATO’s space war systems including the Missile Defense which should be called rather ‘missile offense’. We think that by only the dialogues for the peace treaty and arms reductions among the related countries, Koreans can achieve their peaceful reunification that would contribute to the peace of the Asia-Pacific and the world, as well.

We. Koreans and Korean-origin residents in the foreign countries send our best gratitude and warm wishes to MacGregor Eddy and her colleagues who have been fighting for long time against the space war systems with their strong morality, far sight for the space peace and understanding of the whole effects of their activities on the earth including the countries in the Asia Pacific. We also strongly support the position of the Global Network against Weapons and Nuclear Power in Space and the Women’s League for Peace and Freedom_Disarm who have been the ones of the leading organizations for space peace issues and are supporting her protest adamantly.

맥그리거 에디와 5월 5일 밴던버그 시위를 지지하는 한국인 및 재외 교포 연대 성명서와 서명

우리는 2009 년 4월 16일 부터 18일까지 대한민국 서울에서 있었던 아시아 태평양 미사일 방어 반대와 군비 경쟁 종식을 위한 국제 대회 한국 조직 위원회 회원들을 포함한 한국인들 및 재외 교포들이다. 대회는 우주의 무기와 핵을 반대하는 글로벌 넷워크 Global Network against Weapons and Nuclear Power in Space, 동북아 무력 갈등 예방 위원회 Global Partnership for the Prevention of Armed Conflict-North East Asia 와 한국 조직 위원회 Korea organizing committee 의 공동 후원으로 이루어졌다.

우리는 산타 바바라읍 밴던버그 우주 사령부의 우주 전쟁 위성을 탑재한 델타 II 로켓의 발사 반대를 위해 2009 년 5 월 5 일, 시위를 벌일 글로벌 넷워크 및 평화와 자유을 위한 국제 여성 연맹 비무장 위원회의 이사이자 밴던버그 평화 정당 방위 재단 창설자, 그리고 많은 한국인들에게 보여졌던 다큐멘터리 영화 ‘우주 평화를 위하여 A Space 4 Peace’(2008 년)’ 의 제작자인 맥그리거 에디와 그녀의 동료들에게 뜨거운 연대의 인사를 보낸다.

웹사이트인 ‘밴던버그 증인 Vandenberg Witness’, http://vandenbergwitness.org/ 에 의하면, United Launch Alliance Delta 2 로켓이 미국 미사일 방어국의 우주 궤도 추적 및 감시 시스템 첨단 기술 위험 축소 (STSS-ATRR) 연구 및 개발 임무를 위해 발사될 것이라 한다. 또한 그 임무는 이전에 우주선 위험 축소를 위한 블록 2010 으로 불려졌고 미 우주 항공국이 그 발사를 감독할 것이라 한다.

우리는 이 소식을 전하고 당일 자신의 체포 위험을 무릎쓰고 항의 시위를 결정한 맥그리거 에디에게 감사한다. 그의 이전 밴던버그 우주 사령부의 시위들로 그가 다섯 동료들- 루이 비탈 신부, 스티브 켈리, 제프 디트리히, 마이크 위스니우스키 그리고 데니스 아펠과 함께 미 군사 당국에 의해 “평생 금지” 명령을 받고 있다는 것이 알려졌다. 우리는 5월 5일 미국 군사 당국이 그를 체포하지 않길 촉구한다. 그는 미국의 진정한 애국자로 불려야 마땅한데 왜냐하면 그와 그의 동료들이야말로 모든 인류의 평화를 위해 자신들의 삶을 헌신한 가장 고귀한 이들이기 때문이다. 만약 그를 체포한다면, 우리 한국인들과 재외 교포들은 은 미 군사 당국이 무척 당황스러워 할 정도로 한국인들과 이웃 국가들에게 그 소식을 퍼뜨릴 것이다. 그리고 우리는 그와 동료들의 안전을 위해 우리가 할 수 있는 최선을 다할 것이다.

우리는 국제 주류 미디어들과 세계인의 눈을 피해 계획되는 당일 발사가 1967 년 유엔 우주 평화 조약에 의해 완전히 합법적이자 평화적인 목적으로 발사되었던 북한의 4 월 5일 발사를 악마시했던 미 제국주의의 위선적 본성을 잘 드러낸다 생각한다.

더구나 우리는 미 공군 팀이 2009년 4 월 3일 플로리다의 케이프 캐너비랄 공군 기지에서 아틀라스 V 로켓의 전지구적 와이드 밴드 위성 통신 운반과 함께 신 세대 군사 통신 위성을 성공적으로 발사했음을 알게 되었다. 미 공군 뉴스는 노골적으로 ‘그 위성은 미 군사 당국에게 고도의 통신을 제공하기 위해 디자인되었다’ 고 말했다. 그것은 위에 언급한, 2009년 5 월 5일에 있을 밴던버그 위성 발사 계획처럼 국제 주류 미디어에 좀처럼 알려지지 않은 것이었다.

우리 한국인들과 재외 교포들은 밴던버그 뉴스에 몸서리 칠 수 밖에 없는데 왜냐하면 밴던버그 우주 사령부는 알래스카와 함께 미국 국가 미사일 방어망의 한 장소이기 때문이고 두 곳의 미사일 방어망 시설들은 북한의 가능한 미사일 위협이라는 핑계아래 세워졌기 때문이다. 우리는 그 곳의 거대한 시설물들이 중국을 궁극적으로 대적하는 미 제국주의의 욕망을 숨기기 위한 것이라는 것을 안다.

밴던버그 공군 기지의 위성 발사는 1996년 미국 공군의 ‘비전 2020 Vision 2020 ‘ 에서 보듯 우주 지배를 통한 미국의 전지구적 지배라는 잘못된 욕망을 위해 봉사하고 또 증가시킬 것이다. 그 것은 또한 미국이 미-일-남한이란 제국주의적 동맹아래 미사일 방어 시스템을 증가하고 진전시키기 위해 미국이 진입해오고 있는 아시아 태평양 지역의 정치적, 군사적 긴장을 증가시킬 것이다. 그것은 또한 로켓 연료와 우주 파편들로 인한 지구와 우주의 환경적 오염을 악화시킬 것이다. 마샬 제도는 맥그리거 에디가 제작한 ‘우주 평화를 위하여’ 비디오에서 보듯 가장 커다란 희생자중의 하나였다.

밴던버그의 위성 발사는 무엇보다 미국 민중 복지의 경제적 희생위에 행해지는 것이다. 더구나 미사일 방어망 시스템을 비롯, 전 지구적으로 확장되는 우주 시스템은 미 동맹 국가들의 민중 복지를 악화시키는 요인이기도 했다. 평화 넷트 워크 대표 이자 한국 조직 위원회의 주요 멤버인 정 욱식은 미국과 다른 북대서양 조약 기구 NATO 국가들로부터 미사일 방어 시스템과 그것에 관계되는 시스템을 취득하기 위해 한국인들이 써야하는 비용이 치명적 유지 비용까지 더하면 30~40 조원 [약 200~300억 달러]에 이름을 주목한 바 있다.

대한민국의 연간 국방 비용이 200억 달러에 이르고 국내 총생산 비용에서 국방비가 차지하는 비율이 세계적으로 최고중의 하나라는 사실을 감안할 때, 이것이 전지구적 경제적 어려움 아래 감소되는 복지라는 한국인의 희생 위에서 일어난다는 것을 감안할 때, 밴던버그 위성 발사 계획을 포함, 확장되는 미국의 우주 전쟁 시스템은 대화와 경제적 안정을 통해 평화와 안보를 갈구하는 한국인들의 소망에 찬 물을 끼얹는 것으로 보일 것이다. 무엇보다 그것은 정치적 통제, 경제적 착취, 군사적 굴종이란 미 제국주의에 의해 방해되어온 한국인들의 평화 통일 염원이란 오랜 소망을 다시 위협하는 것이 될 것이다. 미국은 1945 년 30 분 만에 분단선을 그음으로서 한국의 분단에 최고의 책임을 갖고 있다.

우리 한국인들과재외 교포들은 미사일 공격이라고 불려야 마땅한 미사일 방어망을 포함, 미국과 나토의 어떠한 우주 전쟁 시스템도 반대하며 동시에 평화 조약을 갈구한다. 관계 국가들 간 평화 조약과 군축 조약들을 위한 대화로서만 아시아 태평양과 나아가 전세계 평화에 또한 기여할 한국의 평화 통일을 이룰 것이라 생각한다.

우리 한국인들과 재외 교포들은 강한 도덕성, 우주 평화를 위한 긴 안목, 그리고 아시아 태평양 국가들을 포함, 자신들의 행동이 지구에 가져올 효과에 대한 이해로 오랜 기간 우주 전쟁 시스템에 반대해 싸워온 맥그리거 에디와 그녀의 동료들에게 최고의 감사와 따뜻한 인사를 보낸다. 우리는 또한 그의 시위를 단단히 지지하는, 우주 평화 이슈에 있어 지도적 위치의 조직들의 하나 였던 우주의 무기와 핵을 반대하는 글로벌 넷워크와 평화와 자유을 위한 국제 여성 연맹 비무장 위원회의 입장에도 강한 지지를 보낸다.
