Counterpunch
Games of Provocation
The Korean War, Round Two
Weekend Edition
December 10 - 12, 2010
By MIKE WHITNEY

The Obama administration is playing a dangerous game of chicken on the Korean peninsula and it could end in war. North Korea responded to provocative joint military operations between the US and South Korea off its coast by shelling nearby Yeonpyeong Island which lies in disputed waters. The North's artillery attack killed four and left many others wounded. US and South Korean officials have vehemently condemned the attack and promised to retaliate to any similar incident in the future.

The media have helped to inflame passions and demanding "payback". Propaganda fliers have been spread across the Demilitarized Zone (DMZ), some of them reaching as far north as Pyongyang. According to the Korea JoongAng Daily an official from the South Korean Ministry of National Defense said "the South is prepared to broadcast propaganda along the DMZ and that the ministry is “weighing the timing.”...Loudspeakers are already installed in 11 areas along the DMZ for further propaganda attacks." ("Propaganda war escalates; use of loudspeakers mulled", Korea JoongAng Daily)

Journalist Gregory Elich explains the details surrounding the incident in an article on Counterpunch titled "Menacing North Korea":

"In response to the South Korean announcement of an impending artillery drill, North Korea telephoned the South Korean military on the morning of November 23, urging them to cancel plans to fire shells into what the North regarded as its territorial waters. The North warned that if the drill proceeded, they would respond with a "resolute physical counter-strike."

Nevertheless, the artillery drill proceeded and four hours later, North Korean artillery fired on the island. In the first round, 150 shells were shot, of which 60 hit the island. Then 20 more shells were fired in a second round. In all, four people on the island were killed and 18 wounded."

The US/South Korea war games are a deliberate provocation, no different than if China or Russia sent an armada to conduct operations 3 miles off Cape Cod. Even so, the White House is using the incident to put pressure China to coerce the North into acceding to US diktats. So far, China has played a constructive role by calling for 6 party talks, but that hasn't placated the Obama administration. What Washington wants is regime change, and it's tightened sanctions and increased its saber rattling to achieve its goal. Here's more from the Korea JoongAng Daily which lays out the US plan for escalation:

"The heads of the U.S. and South Korean Joint Chiefs of Staff agreed to change defenses against North Korean attacks yesterday, with South Korea getting a leading role in immediate retaliations and the Americans pledging support.

The agreement was made as Adm. Mike Mullen, chairman of the U.S. Joint Chiefs of Staff, made an unexpected visit to Seoul yesterday to reaffirm America’s commitment to its alliance with South Korea. Mullen spoke with his South Korean counterpart, Han Min-koo, about North Korea early yesterday.

“North Korea’s attacks are getting bolder and bolder,” said Han. “If they choose to strike again they will be punished severely, and North Korea will pay a big price.” ("U.S. top brass discusses new retaliation strategy",Korea JoongAng Daily)

Leading pro-democracy intellectual dies at 81
: Lee Young-hee was a leading critic of authoritarian administrations that took power after the Korean War

Dec. 6, 2010

Lee Young-hee, a national symbol of an intellectual activist and a major figure in the journalist sector, passed away Sunday at the age of 81.

Lee, a former Hanyang University professor emeritus and editorial adviser for the Hankyoreh, died at around 12:40 a.m. Sunday at Green Hospital in the Myeonmok neighborhood of Seoul’s Jungnang District, where he had been hospitalized for chronic illness.

Lee’s life was a long battle with the anti-intellectualism and anti-democracy forces that had him dismissed twice each from press and university positions and arrested a total of five times. Following his imprisonment in 1980 after the new military regime of Chun Doo-hwan fingered him as one of the ringleaders behind the Gwangju Uprising, the French daily Le Monde called him “an intellectual mentor.”

[..]

His books “Logic of a Transitional Era” (1974) and “Idols and Reason” (1977) provided candid pictures of the true nature of the Vietnam War concealed under anti-Communist ideology, and the realities of Communist China. Both were among the era’s most prominent banned books.

His statements of concern about the era did not stop even after the right half of his body was paralyzed following a cerebral hemorrhage in 2000. Lee, who once said, “My hope is that one day my books do not sell a single copy and my royalties come out to zero Won,” died without ever seeing a society where his books were not needed.

Global Research, November 27, 2010

The World is at a dangerous crossroads.

The US is seeking a pretext to wage war on North Korea.

North Korea is said to constitute a threat to Global Security.

From the Truman Doctrine to Obama. The history of the 1950s Korean war confirms that extensive war crimes were committed against the Korean people. As confirmed by the statement of General Curtis Lemay:

"Over a period of three years or so we killed off - what - twenty percent of the population."1

North Korea lost close to thirty percent of its population as a result of US led bombings in the 1950s. US military sources confirm that 20 percent of North Korea's population was killed off over a three period of intensive bombings:

"After destroying North Korea's 78 cities and thousands of her villages, and killing countless numbers of her civilians, [General] LeMay remarked, "Over a period of three years or so we killed off - what - twenty percent of the population." It is now believed that the population north of the imposed 38th Parallel lost nearly a third its population of 8 - 9 million people during the 37-month long "hot" war, 1950 - 1953, perhaps an unprecedented percentage of mortality suffered by one nation due to the belligerance of another."2

During The Second World War the United Kingdom lost 0.94% of its population, France lost 1.35%, China lost 1.89% and the US lost 0.32%. During the Korean war, North Korea lost close to 30 % of its population.

These figures of civilian deaths in North Korea should also be compared to those compiled for Iraq by the Lancet Study (John Hopkins School of Public Health). The Lancet study estimated a total of 655,000 Iraqi civilian deaths, following the US led invasion (March 2003- June 2006).

We call upon the people of the US, Canada and NATO countries to put pressure on their governments.

A war on North Korea would engulf the entire region.

US sources acknowledge 1.55 million civilian deaths in North Korea, 215,000 combat deaths. MIA/POW 120,000, 300,000 combat troops wounded. (Wikipedia)
South Korean military sources estimate the number of civilian deaths/wounded/missing at 2.5 million, of which some 990,900 are in South Korea.
Another estimate places Korea War total deaths, civilian plus combat at 3.5 million.

End the Korean War
Action Alert – Online Demonstration for Peace in Korea

Action Alert – ONLINE DEMONSTRATION for Peace in Korea - Sun 11/28 and Wed 12/1

President Obama is sending the nuclear-powered aircraft carrier USS George Washington (carrying 75 warplanes and a crew of over 6000) and other warships for additional war-games with the South Korean military beginning this Sunday, November 28.

This only escalates the already tense situation on the Korean peninsula and brings us dangerously closer to an all-out war.

And the blogosphere is already full of hate-mongering rhetoric calling for “retaliation” after the tragic incident on Yeonpyong Island earlier this week.

Two civilians and two South Korean soldiers have died. We say NO MORE LOST LIVES.

We need all those who stand for peace to call for de-escalation on the Korean peninsula and an immediate end to the U.S.-South Korean war games.

On Sunday, November 28, from 12 noon to 3 pm EST (9 am to 12 noon PST)

and Wednesday, December 1 from 7 pm to 10 pm EST (4pm to 7 pm PST)

Join the National Campaign to End the Korean War (www.endthekoreanwar.org)

[News Briefing] Standoff intensifies over China’s Korean War remarks
Oct. 29, 2010

The Chinese government on Thursday supported remarks by China’s Vice President Xi Jinping that China‘s entry into the Korean War was “a great and just war for safeguarding peace and resisting aggression” from the U.S.

Chinese Foreign Ministry spokesman Ma Zhaoxu made the Chinese government’s position clear, saying that Xi’s remarks are the decided view of the Chinese government, while South Korea and the U.S. government have denounced them.

Chinese President Hu Jintao and Xi on Monday met with veterans and heroes of the Chinese People’s Volunteers (CPV) to commemorate the 60th anniversary of the volunteer army entering the Democratic People’s Republic of Korea (DPRK) to help in the war to resist U.S. aggression, according to the Xinhua News Agency. Xi said in his speech that China’s entering was “also a great victory gained by the united combat forces of China’s and the DPRK’s civilians and soldiers, and a great victory in the pursuit of world peace and human progress.”

The Chinese people will never forget the friendship established in battle with the DPRK’s people and army, Xi added.

The Xinhua and the Chinese Communist Party’s organ People’s Daily, however, ran an article on their websites Thursday to acknowledge that the Korean War was started by North Korea’s invasion based on former Soviet Union documents.

Text Fwd: US 'likely to stay in Iraq beyond 2011'

* Text informed from the Breaking News and Commentary from Citizens for Legitimate Government on Sept. 6, 2010

Press TV
US 'likely to stay in Iraq beyond 2011' :Despite US announcement of complete withdrawal from Iraq in 2011, Washington will reportedly keep thousands of soldiers in the war-torn nation.

American military experts said the remaining forces are expected to stay in Iraq beyond 2011 as a 'peacekeeping force' for a decade, AFP reported.

Last week, US President Barack Obama declared an end to Washington's combat mission in the war-ravaged country.

However, about 50,000 US troops remain in Iraq supposedly on training and advisory roles until a complete pull out.

Meanwhile, US officials are planning to employ thousands of private contractors to conduct operations formerly performed by US troops.

The report came after Iraqi Prime Minister Nouri al-Maliki last week expressed confidence that "Iraqi security forces are capable of taking full responsibility."

The United States invaded Iraq in 2003 under the pretext of destroying alleged weapons of mass destruction. However, no such weapons were ever found.

Nearly a trillion dollars have been spent and more than 4,400 US soldiers and countless number of Iraqi civilians have been killed since the invasion began.

EXCERPTS

'The aftermath of another American war is instructive. Fifty-seven years ago, an armistice ended the fighting in Korea — another unpopular conflict, far bloodier than the Iraq war, although shorter. Civilian casualties were horrendous, and the United States and its allies suffered more than half a million military casualties. The South Korean Army took the heaviest losses, but the United States also paid a high price: 33,739 killed or missing in battle and 103,284 wounded. '

[* Note: Some even estimates about 4 million Koreans were killed during the Korean War]

'Some similar considerations apply to Iraq today. First, Iraq occupies a key position in the Persian Gulf, a strategically important region of the world — a position that is all the more important because of the dangerous ambitions of Iran’s rulers.'

'It is well worth celebrating the end of combat operations after seven years, and the homecoming of so many troops. But fully abandoning Iraq would damage the interests of the United States in the region and beyond. Maintaining a long-term commitment, albeit at greatly reduced cost and risk, is the best way to secure the gains that have been achieved with so much sacrifice.'

[Incheon]Visiting the Wolmi Island and Legacy of War

* Image source: Hankyoreh, July 16, 2010
The 'Bereaved family members of [Wolmi Island] civilians killed during the U.S. air raids during the Korean War hold signboards requesting compensation from South Korean and U.S. governments, July 15. ' According to the article, the Bereaved families have continued more than 2000 day sit-in on Wolmi Island and have 'remained uncompensated for eviction during the war while a $23M park project is underway.' (For a related blog, click HERE)

The signboards say:

The City of Incheon that has robbed of the Wolmi Island should be responsible.
The US military should open all the materials (on the bombing), openly apologize about the civilian massacre incident and make reparation for it
-Civic Committee for the Wolmi Island Natives’ Returning Back to Hometown-

__________________________________________________________________
1. Not well Known Story of the US Napalm Bombing on a Village During the Incheon Landing Operation, Sept. 15, 1950

The Wolmi Island is famous for the Gen. Douglas MacArthur’s Incheon Landing operation on Sept. 15, 1950, upon the outbreak of the Korean War. The three landing points of red, green, and blue have now become the ports and recreation sites.

More recently, the native villagers who had to fled their hometown due to the U. S. napalm bombing during the landing operation have been having vigil in their makeshift house for seven years to demand the examination of the truth on the day and compensation for the loss of their hometown. As of Sept. 3, their vigil date met 2171 days.

Visiting with Mr. Lee Haeng-Woo, we happened to see a villager who was 16 years old at the time and an activist who was with him.

The old man said there were about 64 households in their hometown and many were killed by napalm bomb at the time. The activist told us that the reason that the US bombed the villagers’ hometown that had been nothing to do with the DPRK soldiers who had been staying in the landing sites next to the hill where the village was also located on the other side of it but because the US military wanted to use it as their base by expanding the existing Japanese base then.

Even after the US base became not to be used any more, the Ministry of National Defense, ROK and City of Incheon have not consulted the villagers and replaced their land with a city park without the native’s agreement. The villagers have been doing the vigil at the very front of the park, for more than 2171 days by yesterday.

They have also demanded to examine the truth on the US massacre by napalm bombing on the day. It is told that their demand was now some officially acknowledged and they could take the official memorial service for the dead for three years now inside the park.

Still the tasks are being remained for further US & ROK government examination of truth and compensation for the bereaved families of the victims on the day.

The banner on the makeshift vigil house says,'The City of Incheon and Ministry of National Defense should establish a prompt compensation and measure for the returning to ones’ home for the Wolmi-Island natives.'

The natives and activists are doing a rotational vigil at the very site of the natives' hometown now changed to a city park as you can see behind them.
From the natives’ protest site, by climbing up and crossing the hill, you can reach to one of the US Incheon landing sites, called Green beach point, during the Korean War. The site is now a city recreation park.

From the top of the hill, one can see the other landing site in ones’ eastern side.
The old U.S. base has now returned to the City. Statues of the dogs have been set up in the site for the commemoration of the deaths of the dogs that the US military have kept. The natives spit the words that their lives are less worthy than those of dogs in satire.

A stone that says about the history of the Wolmi-Island.

Before going to the Wolmi Island, we have visited Rev. Hong Keun-Soo, a co-executive Chairperson of the Solidarity for Peace And Reunification of Korea (SPARK), and who is now in a nursing home for the Parkinson disease. Thanks to Agatha Haun and Marion Kennedy Kim, his book was recently translated and published in English. You may order the book from the SPARK(spark946@hanmail.net)

'Korean war veteran, and Maine VFP member, Tom Sturtevant has been the keeper of the banner since I brought it back from Korea.

'한국 전쟁 베테란이며 메인주 평화 재향 군인회 회원인 탐 스터트번트는 제가 그 배너를 한국에서 갖고 온 이후 배너를 계속 보관해왔었읍니다.

Most of the VFP members in the workshop yesterday had served in Korea during the war or since then. They all feel a strong sense of duty to help bring true peace and reunification to Korea. But as one of the guys said yesterday, "It's hard to convince people today that Korea is still an important issue after 60 years."

I tried to address this problem in my words during the workshop as I put Korea into the larger context of U.S. military strategy in the Asian-Pacific region. I talked about NATO expansion into the region and U.S. military moves to surround China.

The U.S. pretense about concern over North Korea is only a justification for the Pentagon to dramatically escalate its operations throughout the Asian-Pacific. U.S. bases are being expanded in Guam, Okinawa, Japan, and South Korea - including major deployments of "missile offense" systems.'

'The No Gun Ri incident is a civilian massacre incident happened around late July, 1950 during the early Korean War. Many civilians were massacred and I am one of the bereaved family members of those victims. Due to the No Gun Ri incident, my elder brother and sister (at the age of five and two, respectively) were killed and my mother was seriously wounded and narrowly escaped the death.

'노근리 사건은 한국 전쟁 초기 1950년 7월 말경 일어났던 사건이다. 많은 시민들이 학살되었으며 나는 그 희생자 유가족들 중 한 사람이다. 노근리 사건으로 인해 나의 형과 여동생(각각 5살과 2살이었던)이 살해되었으며 나의 어머니는 심하게 상처를 입고 가까스로 죽음을 탈출했다.

For such a long time, I've considered the No Gun Ri incident as one of the most significant cases that teach the importance of human rights and peace. In that sense, I've always though it's very important to make the No Gun Ri documentary. While making the documentary, I had a chance to serve as an adviser.'

* Text Fwd from International Action Center on July 22, 2010

This year marks the 60th anniversary of the Korean War.

60 years later, the Korean War is not over, and Korea is still divided.

In 1945, two U.S. colonels in Washington D.C. divided the Korean peninsula along the 38th parallel. This arbitrary divide soon became a border and military frontline before and during the Korean War. An Armistice temporarily ceased fighting on the Korean peninsula and established the Demilitarized Zone (DMZ) along the 38th parallel. A peace treaty was never signed, and to this day, Korea remains in a state of war.

The National Campaign to End the Korean War is bringing the DMZ back to Washington D.C. Join us from July 25-27 for a series of events that show how we continue to be affected by the division and demand the U.S. government end the Korean War by signing a peace treaty.

TRCK relaxes U.S. bombing investigation criterion under new president
Observers say the organization has dropped a greater number of investigation petitions under the new conservative president

Excerpt:

'After receiving 157 petitions over the past four years by civilians claiming damages from U.S. military bombings, the Truth and Reconciliation Commission of South Korea, under President Lee Young-jo, made the decision to investigate 56 of the cases, or 35.6 percent. This number is conspicuously lower than the overall 85.2 percent investigation rate for received cases.

Excerpts

‘The residents of Wolmi Island, who were forced from their home with just the clothes on their back, have been demanding to be allowed to return home since 1952, but have only been told by the government that Wolmi Island was being used as a military facility. Recently, the Defense Ministry and Incheon City government have been trying to pass off responsibility, saying the land was not theirs, and that they were not responsible for the residents being forced out.’

‘A sit-in strike by bereaved families demanding an investigation and compensation for their losses, which began on Oct. 7, 2004, continued for its 2,017th day Thursday. The bereaved family members continue the strike two at a time in a building constructed using wood planks taken from the homes removed from Wolmi Island. Six of the 30 people that began the strike have since died, while those that survive are frequently ill.’

The Jeju Sori article on March 2 reports a movie, 'A Small Pond' (Director: Lee Sang-Woo, production by No Gu Ri production) that is on the No Gun Ri massacre is finally open in eight years of the movie production decision

The opening date was decided to be April 15, eight years after the Movie production decision. It is also after 60 years of the No Gun Ri massacre and after 11 years when the whole truth was known to the world, thanks to the AP reporters. In reference, this year is the 60th anniversary of the Korean War.

However, it can be said that it was dominantly by the persistent efforts by the survivors and their families of the No Gun-Ri massacre, who made the breakthrough in late 90s, after the end of the military dictatorship for decades in South Korea that had oppressed people’s freedom of speech including the truth of Korea war, that the truth could be finally made as a movie.

The No Gun Ri massacre story was also translated in Swedish. See Here.

Seoul Wants to Recover War Remains in NK
By Jung Sung-ki, Staff Reporter

South Korea will discuss with North Korea the repatriation of war remains buried in the North as part of humanitarian efforts, the Ministry of National Defense said Monday.

Ministry officials said they had established detailed measures for an envisaged inter-Korean joint excavation of the remains of soldiers killed during the 1950-53 Korean War, and will propose the plans to the North soon.

The joint effort had already been agreed upon by the two Koreas during the second inter-Korean defense ministerial talks in November 2007, according to the officials.

Vice Defense Minister Chang Soo-man told reporters, ``The proposal for the joint excavation is also part of efforts to improve ties between the two Koreas.''

``It's time to take bilateral efforts to improve relations. If North Korea responds to our proposal positively, that will be a great step forward in improving inter-Korean ties,'' Chang said.

Earlier in the day, President Lee Myung-bak pledged in his New Year's address that he would prioritize repatriating the remains of fallen soldiers in North Korea on the occasion of the 60th anniversary of the outbreak of the Korean War.

According to the ministry, about 39,000 soldiers, or 30 percent of South Korean war dead, were buried in the North. About 10 percent of the estimated 137,000 are believed to have been buried in the Demilitarized Zone (DMZ) that divides the Korean Peninsula.

South Korea has recovered the remains of about 3,360 fallen soldiers since 2000.

The United States conducted excavation work in the North between 1996 and 2005 and reclaimed 225 sets of remains.

The two Koreas remain technically at war as the Korean War ended in a truce, not a peace treaty.

MASSACRE AT NO GUN-RI 노근리의 학살

Yesterday I spent most of the day visiting the site of the US Army 7th Cavalry Regiment's massacre of more than 225 innocent Korean civilians on July 26, 1950 at No Gun-ri during the Korean War.

In the days before July 26, 1950 the North Korean army was pushing
US military forces southward. The US Army ordered two villages of peasant farmers in the No Gun-ri area to evacuate. There were taken by the US military to a nearby railroad track and ordered to walk along it. At one point the 500-600 refugees were instructed to bunch up and sit on the tracks. Two US military aircraft then circled overhead and dropped 7-8 bombs on their heads.

This story was told to me yesterday by a 72 year-old woman, Yang Kae-suk, who was 13 years-old at the time of the attack. Her father was carrying her grandmother on his back. The body of her grandmother was never found as body parts flew in every direction.

Her other family members tried to hide near a tree and her mother was severely wounded. A bomb fragment hit Yang in the back of the head and her left eye ball blew out of the socket and she tossed it on the ground.

Soon 7th Cavalry soldiers began firing their rifles at the defenseless crowd and they hid for cover under a nearby train tunnel. For the next four days and three nights the people inside the tunnels were fired on from four different directions by the US soldiers who had them surrounded. US planes reappeared and strafed them with machine gun fire. More people, who were crammed inside the tunnels, were killed as they tried to sneak out for water or tried to escape. Some number did escape the madness that surrounded them.

Finally in the dark of night the Army's 7th Cavalry withdrew as the North Korean Army advanced. Then early on the fourth morning the North Koreans told the people they were free.

This was not the first time the 7th Cavalry had been associated with a mass slaughter of civilians. The Regiment perpetrated the Wounded Knee Massacre in South Dakota on December 29, 1890, at the end of the Indian Wars.

Yang's mother was in terrible need of medical care but there was none available. Maggots had begun to appear inside her wounds. Her father made medicines from the rye seed and bandages from the persimmon tree that grows abundantly in the area. Her mother was to survive.

For many years the No Gun-ri massacre remained a US Army secret as the successive right-wing governments in South Korea, under the control of the US, kept a lid on the story. But then in 1999 the Associated Press broke the story and the BBC followed with a documentary (entitled "Kill 'em All") a few years later. This film reveals orders coming from the highest levels of the Army instructing the field commanders to kill all civilians who got in the way.

Over the years the survivors and their supporters had been trying to bring justice to those who were killed or wounded at No Gun-ri. They organized the "Committee for Unveiling Truth about the No Gun-ri Massacre" and finally helped force the creation of a joint South Korea-US investigation. (The US for a long time tried to down play the size of the killing field.) The final reported conservatively acknowledged the deaths of 228 people and the tunnel where people hid was surveyed and all bullet damage was marked to show the places where US troops had fired-on the tunnel. At both ends of the tunnel there are now triangles (showing where bullets still remain embedded in the concrete) and circles (where bullets created marks).

I asked Yang how she felt today about the US military. She said she could never go to school because of her missing eye. Today she grows grapes and persimmons in the small farming village where she lives. "War should not be," she told me.

To this day there has been no financial compensation to the victims or their families. About 50 survivors of the No Gun-ri massacre are still alive.

Chung Koo Do is the Director of the No Gun-Ri Institute for Peace Studies and is dedicated to ensuring that the memory of the massacre is not lost and that justice prevails. His mother was a survivor of the slaughter by the 7th Cavalry. He told me that there were over 500 incidents of killing of civilians during the war but No Gun-ri was the only case investigated by a joint South Korean-US government team. After the No Gun-ri investigation the US said it would not look into any other case.

2010 will be the 60th anniversary of No Gun-Ri. Chung told me his organization is planning to sponsor several important events to commemorate the massacre. He hopes that US soldiers who were involved in the Korean War will come for the events and he particularly hopes that Veterans for Peace in the US will send a delegation to Korea during this time. He asked me to help them make that possible and I told him I would do my best.

Chung pointed out with great pride the large area surrounding the No Gun-ri massacre site that will become a peace park. The South Korean government is now building a peace museum, educational facilities, and memorials. The survivors, and their descendants, are determined to keep the memory of No Gun-ri in the forefront of international peace movement efforts.

It is a sad moment in history that should be remembered by all of us.
