'Pan-National Counter-measure Committee To Deter Four-River Project', which consists of four opposition parties such as Democratic Party, Democratic Labor Party, Advance New Party, National Participation Party, and 380 civic and social groups, holds a political party and civic group joint resolution convention to protest against Lee Myung-bak's dictatorial handling of railroading next year's national budget bills.

Railroading of next year's budget and other bills by the government and ruling party, while omitting budget for ordinary people and social welfare, provokes widespread after-shocks.
Go Heung-gil, Chairman of Policy Committee of Hannara Party, resigned from his party position taking responsibility for omitting the budget items. Opposition parties criticized this act as "tail-cutting" and demanded apology from President Lee Myung-bak and resignation of Park Hee-tae, Chairman of the National Assembly.

As a result, the confrontations between ruling and opposition parties intensified, while criticisms and anger among the civic society spread widely.

GNP railroads bills for budget, troop deployment and corporatizing universities : Observers say the GNP acted according to the wishes of President Lee
By Song Ho-jin
Dec. 9, 2010

The ruling Grand National Party convened a plenary session of the National Assembly to railroad through the 309.1 trillion Won ($271 billion) budget for 2010 on Wednesday, with opposition party members forcibly removed from their position around the speaker’s seat by the ruling party. Following an intense brawl with opposition party officials and aides blocking the entry to the parliamentary hall that afternoon, the Grand National Party (GNP) broke through and railroaded the budget.

The party also railroaded other controversial legislation after requesting that Speaker Park Hee-tae exercise his authority to present it before the assembly. This included a motion to deploy soldiers to the United Arab Emirates, an agreement connected to South Korea securing a nuclear power plant contract; a special law on the use of hydrophilic zones, which has been criticized as offering preferential treatment to the Korea Water Resources Corporation as a reward for taking on construction for the Four Major Rivers Restoration Project; and a law on the establishment and operation of Seoul National University, the “SNU corporatization law” that critics worry will compromise the public nature of a national university.

Lawmakers clash over 2011 budget

Lawmakers from ruling and opposition parties on Tuesday clashed physically over next year’s national budget plan and related bills as the ruling Grand National Party (GNP) attempted to railroad them on the night.

Some 40 lawmakers of the main opposition Democratic Party (DP) occupied the chairman’s seat and podium at the main National Assembly hall late at night to block the GNP lawmakers from entering parliamentary meetings. Lawmakers from opposition parties also waged a sit-in at the main lobby of the National Assembly.

Prior to this, GNP lawmakers unilaterally opened the Land and Maritime Affairs Committee meeting and submitted 92 bills, including ones aimed to speed up the Lee Myung-bak administration’s controversial Four Major Rivers Restoration Project, inside a closed-door conference room.

The GNP will put the budget bill to voting in the plenary session till Thusday when the current session ends. But the DP has threatened to employ physical means to block its passage, demanding an extraordinary parliamentary session be held.

Troop mobilization for river project rapped
By Jung Sung-ki

Lawmakers of the main opposition Democratic Party (DP) criticized the Ministry of National Defense Friday for deploying troops to help a controversial state project.

In a parliamentary inspection, Rep. Park Jie-won, floor leader of the DP, said the troop mobilization for the so-called four-river restoration project is against the law.

The legislator claimed soldiers could be deployed for disaster relief or other missions to protect the people and preserve the national interest, but not for a controversial project meeting public opposition.

“The Ministry of Land, Transport and Maritime Affairs has said that the mobilization of the Cheonggang unit saved one billion won in cost, but one billion won is just 0.044 percent of the 22 trillion won allocated for the project. Is that savings justify the soldiers being relocated for non-essential work?
Park asked.

Park called for deactivating the involved unit, dubbed Cheonggang.

Defense Minister Kim Tae-young rebutted the claim.

“Engineering troops are occasionally deployed for public works if the government makes an official request,” Kim said. “I think that (river project) is indeed similar to relief works in some sense.”

The four-river restoration project is a key policy of the Lee Myung-bak administration. Its goal is to secure water resources to mitigate water scarcity, improve water quality and encourage regional development centered on rivers.

But the plan has met strong opposition, as opposition parties claim the project could destroy the current ecosystems surrounding the four rivers.
They also said the plan was only an alternate to the Grand Canal project pursued by the President earlier.

President Lee decided not to go ahead with the project due to the public’s fierce opposition.

DP legislators also demanded that Defense Minister Kim resign to take responsibility for the sinking of the Cheonan ship. Kim responded that he thoroughly feels responsibility for the sinking of the ship and the death of 46 South Korean sailors and that he will not obsess to stay in office.

A multinational team of investigators determined that the ship was sunk by a torpedo fired from a North Korea submarine. Forty-six sailors were killed in the incident.
