Further deployment of the US missile defense system in Europe gives Russia the right to withdraw from the New Strategic Arms Reduction Treaty (START), Russian Deputy Foreign Minister Sergey Ryabkov has said.

"START may become a hostage of the so-called US European Phased Adaptive Approach (EPAA)," Ryabkov said at Monday’s meeting of the Expert Council on cooperation between Russia and NATO at the State Duma.

The official noted that Moscow has repeatedly warned its partners that if the scale of the US missile defense system creates a threat to Russia’s strategic nuclear forces, Russia has the right to withdraw from the agreement. That would be considered “an exceptional circumstance” mentioned in Article 14 of the New START.

He added that Russia will have to take responsive measures if the US and NATO develop their missile defense shield without taking Moscow’s opinion into account.

"In this situation, we will have to take the necessary measures to restore the disrupted balance of power," Ryabkov said, cites Interfax.

The official also observed that Moscow is disappointed over Washington’s denial to give legal guarantees that the US missile defense system will not be targeted against Russia.

"We are disappointed with the reaction of Washington; this is a negative reaction," he said.
The historic agreement – the New START – was signed by Presidents Barack Obama and Dmitry Medvedev on April 8, 2010, in Prague.

On Saturday, President Dmitry Medvedev sent letters to Russia-NATO Council members in which he reaffirmed Moscow’s readiness to contribute to maintaining strategic stability and security by creating a joint missile defense system in Europe.

“The Lisbon summit of the Russia-NATO Council on November 20, 2010, opened up opportunities for building strategic partnership based on the principles of equality, indivisible security, mutual trust, transparency, and predictability," the president’s letter reads, the Kremlin press service reported on Saturday.

Medvedev confirmed Russia’s readiness – voiced at the summit – to take a share of responsibility for maintaining strategic stability and security, including through the creation of a joint missile defense system in Europe. He underlined that the system could only be truly efficient and viable if Russia participates in the project as an equal member. The Russian President stressed the need for guarantees that the shield being deployed in Europe will not undermine strategic stability and will not be aimed against one of the sides.

Almost half-a-year on after Moscow was officially invited to participate in the missile defense program, the sides have not managed to iron out differences in their views on the planned system.

Moscow said it was ready to assume protection of its sector in Europe from a missile threat in the framework of the so-called “sectoral” approach put forward by Medvedev. The general idea is that Europe would be divided into sectors and each side – Russia and the Western partners – would defend their sector of responsibility. Moscow has also warned that if no compromise is found on missile defense and the West ends up building its own shield, Russia would have no choice but to respond with military measures.

On May 4, at the meeting of commanders of the general staffs of the Russia-NATO Council 29 member states in Brussels, Russia’s General Nikolay Makarov said that Moscow would insist that the alliance would guarantee that its European missile defense would not pose a threat to Russia’s strategic nuclear forces.

"We intend to seek firm guarantees on de-targeting missile defense against Russia's nuclear potential. We will wait for proposals from NATO. We hope that our European colleagues will understand us", Makarov said. "We cannot create the security situation in Europe depending on the Russian-US agreements as it was during the Cold War times," he added, cited Itar-Tass.
The gathering took place shortly after the US announced its plans to deploy interceptor missiles in Romania, which raised serious concerns in Moscow.

Russia’s Deputy Defense Minister Anatoly Antonov said on Friday that the Brussels talks brought no breakthrough.

“We cannot watch indifferently as the US is deploying near our borders elements of its missile defense system, which can reach as far as the Urals,” he told journalists in Moscow. Russia is being told that its security would only benefit from it as Americans would be able to intercept missiles over the Russian territory. However, Moscow is not happy with such an approach as it can provide its national security itself, he added.

STOCKHOLM (Reuters) - Russian Prime Minister Vladimir Putin expressed worries again Wednesday about the expansion of NATO, which has already taken in former Soviet states as members.

"The expansion of NATO infrastructure towards our borders is causing us concern," Putin told a news conference after meeting Swedish Prime Minister Fredrik Reinfeldt.
"NATO is not simply a political bloc, it is a military bloc. No one cancelled the agreements on how the bloc reacts to external threats. It is a defence structure," added Putin.

NATO has already taken in the three former Soviet Baltic states as members, as well as old Warsaw Pact nations including Poland and the Czech Republic.

Moscow has long been worried by the military alliance's growth and the possibility of its further expansion to take in former Soviet republics such as Georgia or Ukraine. And it is wary of U.S. and NATO plans for a European missile defence shield, which it fears could be a threat to its security unless Russia too is integrated into such a system.

Visiting Denmark Tuesday, Putin criticized the Western coalition attacking Libya, saying it had neither the right nor the mandate to kill the country's leader, Muammar Gaddafi.

Sweden is taking part in the NATO operation in Libya, though it is not a member of the military alliance.

In the context of the Libya operation, Putin also said decisions on using military force were being taken too easily.

He contrasted this with the Soviet war in Afghanistan in the 1980s, when he said Soviet commanders were much more careful in their use of force for fear of causing civilian deaths and casualties.

-To some Russian experts, the intensified military operations between the US, Japan and South Korea in the Asia-Pacific region not only aimed at intimidating North Korea and China, but also displayed their military might to Russia.

Russia seems to be tired of its recent verbal war with Japan over the disputed Southern Kuril Islands, or, as the Japanese term them, the Northern Territories. Now it's bringing the conflict to a new level.

On February 9, Russian President Dmitry Medvedev called on Defense Minister Anatoly Serdyukov to strengthen the defense of these islands, bringing a more military aspect to the territorial dispute.

When Medvedev met with Serdyukov and Viktor Basargin, Minister of Regional Development, he said that the Southern Kuril Islands were an inalienable part of and a strategic bulwark for Russia. He indicated that the forces stationed there should be equipped with up-to-date weaponry.

According to reports by the Russian press, the military equipment currently used by forces in the Southern Kuril Islands is seriously outdated. Alexander Khramchikhin, the Deputy Director of the Moscow-based Institute for Politics and Military, described them as "antiques even in the 1950s."

A senior member from the General Staff Department of the Russian Army said that troops on the islands would be equipped with anti-aircraft guns, anti-aircraft missiles and even the newest S-400 air defense system. On Friday, Nikolai Makarov, chief of the General Staff of the Russian Armed Forces, said that one to two ships might also be sent to the Pacific fleet to deal with the security issues there.

After the disintegration of the Soviet Union, Russia's strategic center has been moving toward the West. The Kremlin had to deal with an expanding NATO and had no time to develop its influence in the East.

When the Asia-Pacific region became the focus of world attention, with many countries enhancing their military and economic power there, Russia had to admit that it had fallen behind in the region. However, after Medvedev reached an agreement with US President Barack Obama in the missile defense, Russia had energy to develop in the East.

To some Russian experts, the intensified military operations between the US, Japan and South Korea in the Asia-Pacific region not only aimed at intimidating North Korea and China, but also displayed their military might to Russia.

Khramchikhin claimed that it is entirely possible for Japan to take military action if a radical crisis emerges in East Asia, as they have a territorial dispute with Russia. He added that the military forces currently stationed in the Southern Kuril Islands couldn't contend with Japan.

Russian actions, from Medvedev's visit to the islands to the current plans for rearmanent, show that the nation's strategic purpose is to rebuild its strategic position in the Asia-Pacific.

Other countries in the region are also involved to some degree. Russia has tried to draw other countries to its side on the issue, inviting Chinese and South Korean companies to tap business in the disputed area. The Russian Foreign Ministry called on the US not to intervene in the dispute.

If Russia enhances its naval and air abilities in the Southern Kuril Islands, and expands its Pacific fleet to strengthen the ability to launch marine attacks, the military forces in the islands will be capable of working in concert with military bases in Vladivostok and the Kamchatka Peninsula.

This will certainly affect the security strategy of neighboring countries, and even intensify the potential arms race in Northeast Asia.

Last week Kamitsuki Toyohisa, the Japanese Foreign Ministry counselor for European Affairs, said that the relationship between his country and Russia is "at its worst point in decades."

In fact the dramatic ratcheting up of rhetoric - and corresponding actions - on both sides over the Kuril Islands are more evocative of the situation preceding the Russo-Japanese War of 1904-1905 and the two nations' conflict on the Manchurian border in 1938-1939 than any previous developments after the Second World War.

On February 15 Japan's Kyodo News reported that the Russian coast guard had fired on a Japanese fishing vessel off the Kurils, a charge denied by the Russian side. However, a Russian news agency lately revealed the potential for a serious confrontation in recalling that a year ago last month "two Japanese fishing vessels entered Russia's territorial waters off Kunashir Island and ignored warning shots from a Russian guards' helicopter. As a result, the guards had to open direct fire at the vessels. The fishing boats returned to their port of Rausu with numerous bullet holes on their hulls." [1]

On the same day the same Russian press source announced that Russia would deploy short- and long-range air defense missile systems, including the advanced S-400 Triumf system with long-range surface-to-air missiles, to the South Kuril Islands, located between Russia's Kamchatka Peninsula and Japan's Hokkaido island. The S-400 is designed for use against aircraft (including stealth warplanes), cruise missiles and ballistic missiles.

An official from the nation's General Staff of the Armed Forces confirmed that "S-400 missile defense systems could be deployed to the islands to protect them from possible attacks." [2]

A week earlier Japanese Prime Minister Naoto Kan spoke at this year's National Rally to Demand the Return of the Northern Territories - Northern Territories is the Japanese, and as will be seen shortly, the U.S. name for the South Kurils - in Tokyo and referred to Russian President Dmitry Medvedev's visit to one of the four South Kuril Islands last November (the first by a Russian or Soviet head of state) as an "unforgivable outrage."

Two days afterward, in a meeting with Defense Minister Anatoly Serdyukov and Regional Development Minister Victor Basargin, who had recently returned from the Kurils, Russian President Medvedev ordered the deployment of military hardware to the islands, stating “the additional weapons to be deployed there must be sufficient and modern in order to ensure the security of the islands as an integral part of Russia”. On February 11 Russian and Japanese foreign ministers Sergei Lavrov and Seiji Maehara met in Moscow for two hours, one-on-one for half of that time. Maehara is an advocate of revising Article 9 of his nation's constitution (which states "the Japanese people forever renounce war") and of securing the Kurils' early return from Russia, which seized them in the waning days of the Second World War.

The Chinese press at the time quoted a Pacific affairs analyst as follows:

"During the rally in Tokyo on Monday [February 7], Maehara pledged that he would personally see to it that the islands are returned to Japan, in fact he staked his political career on the realization of this.

"Maehara fundamentally believes two things: firstly, the islands are legally Japanese territory and secondly, that Japan cannot completely end World War II until the islands are returned and a peace treaty signed.

"I don't think this issue should be dismissed as merely a 'territorial spat' and let's not forget that for all intents and purposes Japan and Russia are still at war." [4]

S Korea to stage ground, air firing drill Thursday

SEOUL: South Korea plans to hold a major drill Thursday involving artillery guns and fighter jets following its live-fire drill near a disputed sea border earlier this week, the Army said Wednesday.

The ground and air firing drill, which officials said is part of routine exercises, will take place at a firing range in Pocheon, 40 kilometers northeast of Seoul and 25 kilometers south of the heavily fortified land border between the two Koreas.

It follows a firing drill Monday from the western border island of Yeonpyeong shelled last month by the Democratic People's Republic of Korea (DPRK). The country also started Wednesday four- day sea maneuvers in waters off the east coast of the Korean peninsula.

The series of routine exercises come amid heightened tension in the region as South Korea remains on alert against retaliation from the DPRK, which did not immediately respond to Monday's brief shooting drill it had vehemently protested.

Russian, DPRK diplomats discuss situation on Korean peninsula

MOSCOW: Diplomats of Russia and the Democratic People's Republic of Korea (DPRK) met here Tuesday and discussed possible measures to stabilize the situation on Korean peninsula.

During the meeting with the DPRK ambassador to Moscow Kim Yong Jae, Russian Deputy Foreign Minister Alexei Borodavkin stressed that Russia is seeking "solutions to the issues between Pyongyang and Seoul by political-diplomatic ways," according to a statement of the Russian Foreign Ministry. ISLAMABAD: Chinese Foreign Minister Yang Jiechi and his Russian counterpart Sergei Lavrov on Saturday night called for restraint from all parties concerned to avoid escalation of tension on the Korean Peninsula.

During a phone conversation with Lavrov, Yang, who is accompanying Chinese Premier Wen Jiabao on a visit to Pakistan, said the situation on the peninsula has become tense recently and may further deteriorate.

China firmly opposes any actions to cause tension and worsen the situation, and demands both sides on the peninsula show calmness and restraint, carry out dialogue and contact, and completely avoid any actions that would fuel the tension, Yang said.

China hopes other concerned parties would do more to help ease the situation on the peninsula, he added.

Yang said China insists that all parties concerned conduct dialogue and consultation, and seek a peaceful settlement of the dispute.

China is willing to keep close communication and coordination with Russia to prevent the situation from deteriorating and getting out of control, and help maintain peace and stability on the peninsula and in Northeast Asia.

Lavrov, for his part, said Russia attaches high importance to the developments on the peninsula, adding his country has expressed great concern to relevant countries and demanded utmost calmness and restraint from all parties concerned.

Russia is willing to work with China to make active efforts to reduce the tension on the peninsula, he said.

South Korea has declared plans for a live-five artillery drill in the tense waters southwest of Yeonpyeong Island on a selected date from Dec. 18-21 depending on weather conditions.

The Democratic People's Republic of Korea (DPRK) on Friday urged Seoul to immediately stop its plans for the shelling exercise, warning it would deliver a second and third "unpredicted self-defense counterattack" that would be bigger and more powerful than the previous one.

South Korea and the DPRK exchanged artillery fire near the Yeonpyeong Island on Nov. 23, which killed four South Koreans.

Russia announced Tuesday that its armed forces in the east are on high alert. This comes in light of what it calls an "inadequate situation" on the Korean peninsula as tensions have increased in recent weeks between the North and South.



The head of Russia's military said they continue to follow what is happening and have taken measures to raise the forces' combat readiness.



On Monday, Russian Foreign Minister Sergei Lavrov welcomed his North Korean counterpart to Moscow. In the meeting, Lavrov expressed concern with North Korea's ongoing uranium enrichment activities. He also condemned North Korea's attack on the South's Yeonpyeong Island, which has been the source of the recent increased tension.



South Korea's top nuclear official is on his way to Moscow to discuss the disclosure of North Korea's newest uranium enrichment facility and the shelling of Yeonpyeong Island.



Russia joined the U.S. and others in condemning the November attack, which killed four people and brought about the highest tension on the peninsula in years.

This week plans for U.S. and North Atlantic Treaty Organization military intervention in the Baltic Sea region gained attention after information from American State Department cables released by WikiLeaks were published in Britain’s Guardian newspaper.

Details include the alleged military defense of new NATO members Poland, Estonia, Latvia and Lithuania against Russia by nine NATO divisions composed of troops from the U.S., Britain, Germany and Poland – as many as 100,000-200,000 or more depending on the size of the divisions – U.S. and British warships and assault forces, and warplanes from the U.S. and other NATO nations.

A determination on the contingency plan, codenamed Operation Eagle Guardian, was, according to The Guardian, “taken secretly earlier this year at the urging of the US and Germany at Nato headquarters in Belgium.”

The British daily further revealed that “The decision, according to a secret cable signed by Hillary Clinton, the US secretary of state, marks the start of a major revamp of Nato defence planning in Europe.

“The strategy has not been made public, in line with Nato’s customary refusal to divulge details of its ‘contingency planning’ – blueprints for the defence of a Nato member state by the alliance as a whole.

This past weekend the world witnessed an event that until recently would have seemed inconceivable: A Russian head of state attended a summit of the North Atlantic Treaty Organization.

President Dmitry Medvedev participated in the NATO-Russia Council meeting during the second day of the summit in Lisbon, Portugal on November 20 with the heads of state of NATO's 28 member states.

The national leaders signed a Joint Review of 21st Century Common Security Challenges, agreed on resuming joint - NATO and Russian - theater missile defense cooperation and "reconfirmed a shared determination to assist in the stabilisation of Afghanistan and the whole region." [1]

That is, Russia's Medvedev endorsed NATO's agenda without adding anything of substance to it and without asking anything by way of a quid pro quo.

The joint declaration states that "we have embarked on a new stage of cooperation towards a true strategic partnership" and "that the security of all states in the Euro-Atlantic community is indivisible, and that the security of NATO and Russia is intertwined." [2] It also applauds Russia - referred to in the third person - for "facilitating railway transit of non-lethal ISAF [International Security Assistance Force] goods" through its territory for the war in Afghanistan and for "resuming its support to NATO’s operation Active Endeavour in the Mediterranean Sea." The summit declaration referred to Operation Active Endeavor, now in its tenth year, as an Article 5 mission; that is, as part of the first and to date only activation of NATO's collective military assistance provision.

On November 23 Russia signed a pact with NATO to allow "NATO to ship armored vehicles and other equipment from the region [the greater Afghan war theater] back to Europe using the same route via Central Asia and Russia." [3]

Russia, India, China to discuss new security architecture in Asia and the Pacific

-The outcome of the trilateral meeting will ultimately depend on whether New Delhi still relies on the US as an outside factor in its relationship with Beijing....If no, then we will have every reason to hope that, working together, Russia, India and China will eventually be able to settle existing and future conflicts in the Asia-Pacific region.

A new security architecture in Asia and the Pacific will dominate the agenda when foreign ministers of Russia, India and China get together on Monday. During the meeting in Uhan, China, Russia’s foreign minister Sergei Lavrov will also discuss with his colleagues cooperation in forecasting natural disasters and dealing with their devastating aftermaths.

During President Dmitry Medvedev’s visit to Beijing in September the two countries’ leaders agreed on the need for the Asia-Pacific countries to reiterate the principle of the indivisibility of their common security in this generally unstable part of the world.

In Moscow, foreign policy expert Andrei Volodin believes that if the three ministers manage to reach a common stand on regional security, the meeting will have every reason to be called a success. He fears, however, that India’s apprehension towards China’s increasingly active role in the region may be a problem here.

The outcome of the trilateral meeting will ultimately depend on whether New Delhi still relies on the US as an outside factor in its relationship with Beijing....If no, then we will have every reason to hope that, working together, Russia, India and China will eventually be able to settle existing and future conflicts in the Asia-Pacific region.

As we already said, Monday’s meeting will also deal with coordination of the three countries’ effort in early warning about and dealing with the aftermath of natural disasters, and here Russia has a lot to offer. This country provided humanitarian help and rescue personnel during the devastating earthquake in China’s Sichuan province and massive floods in India. With the process of global warming picking up, the importance of having a system of early warning about upcoming natural calamities can hardly be exaggerated – something we in Russia realized all too well this past summer…

Just hours before the start of Monday’s meeting in Uhan, emergency response experts will get together in New Delhi to map out a set of joint projects for next year when Russia takes over the organization’s rotating chair.

Japan, U.S. to Conduct Missile Interception Drill

The U.S. and Japanese militaries are planning to hold a bilateral missile defense exercise early next month simulating a ballistic missile attack on Japan, Jiji Press reported yesterday (see GSN, Nov. 11).

The drills are set to begin on Dec. 3 and last for eight days. They would be staged in waters near the Japanese island territory of Okinawa as well as other areas.

The exercises would involve the simulated detection of a hostile missile, its monitoring by radar and its targeting for elimination, either by a Standard Missile 3 interceptor fired from an Aegis-equipped warship or by the Patriot Advanced Capability 3 system fielded at U.S. and Japanese military bases (Jiji Press, Nov. 11).

U.S. Supports Japan, Confronts China And Russia Over Island Disputes

In a six-day span the U.S. State Department has bluntly affirmed unequivocal backing for Japanese territorial claims against both Russia and China, even invoking a defense treaty provision that could lead to direct military intervention and war with the world's most populous nation.

Beginning a 13-day, seven-nation tour of the Asia-Pacific region on October 27 in Hawaii, Secretary of State Hillary Clinton visited Joint Base Pearl Harbor-Hickam and met with Admiral Robert Willard, head of U.S. Pacific Command - the largest overseas regional military command in the world - and held a joint press conference with new Japanese Foreign Minister Seiji Maehara in Honolulu.

Clinton's comments on the occasion underlined Washington's increasingly assertive - and intrusive - role in East Asia and the Western Pacific Ocean. They included:

"This year, we celebrate the 50th anniversary of our alliance, which was forged at the height of the Cold War. At the time, President Eisenhower described the indestructible partnership between our two countries, and time has proven him right. The world's geopolitical landscape has shifted many times since then, but the partnership between the United States and Japan has endured....This alliance is the cornerstone of American strategic engagement in the Asia Pacific..... I'm grateful that we are the two largest contributors to reconstruction in Afghanistan." [1]

Responding to a question from the press corps on an East China Sea island chain contested by Japan and China - the Senkaku Islands in the Japanese designation and the Diaoyu Islands in the Chinese - near which a Chinese trawler collided with two Japanese coast guard ships on September 7, almost leading to an international incident, Clinton added that for the government she represents "the Senkakus fall within the scope of Article 5 of the 1960 U.S.-Japan Treaty of Mutual Cooperation and Security. This is part of the larger commitment that the United States has made to Japan’s security. We consider the Japanese-U.S. alliance one of the most important alliance partnerships we have anywhere in the world and we are committed to our obligations to protect the Japanese." [2]

Clinton's raising Article 5 of the 1960 Treaty of Mutual Cooperation and Security between the United States and Japan, which states that "Each Party recognizes that an armed attack against either Party in the territories under the administration of Japan would be dangerous to its own peace and safety and declares that it would act to meet the common danger," paralleled and followed by three months a similar attempt to intervene against China in the South China Sea.

On July 23 Clinton spoke at the 17th Association of Southeast Asian Nations (ASEAN) Regional Forum in Hanoi, Vietnam, and alluding to disputes in the South China Sea between China and ASEAN member states Vietnam, Malaysia, the Philippines and Brunei over the Spratly Islands and between China and Vietnam over the Paracel Islands, she maintained that "The United States, like every nation, has a national interest in freedom of navigation, open access to Asia’s maritime commons, and respect for international law in the South China Sea....We oppose the use or threat of force by any claimant." [3] Clinton had the temerity to evoke the United Nations Convention on the Law of the Sea, which the U.S. has not ratified.

U.S. backs Japan on islands dispute with Russia: State Department

WASHINGTON: U.S. State Department spokesman Philip Crowley said on Monday that the United States backs Japan on its islands dispute with Russian.

"We do back Japan regarding the ' territories'," Crowley told reporters when asked to comment on the issue.

He said the United States has encouraged Japan and Russia to negotiate an actual peace treaty regarding the dispute and other issues.

Russian President Dmitry Medvedev on Monday morning visited Kunashiri Island, one of the Russian-held islands also claimed by Japan.

Medvedev becomes the first leader from Russia or the former Soviet Union to travel to any of the disputed islands, which are called the Northern Territories in Japan and the Southern Kurils in Russia.

The visit has sparked strong reaction from Japan. Upon Medvedev 's arrival on the island, Japanese Foreign Minister Seiji Maehara summoned Russian ambassador to lodge a protest against the visit.

The Russian envoy, however, insisted that the president's visit is Russia's domestic issue.

In return, Russian Foreign Minister Sergei Lavrov said on Monday that the Japanese ambassador will be summoned to the Russian Foreign Ministry over Tokyo's reaction to Medvedev's visit to Kuril Islands.

The minister told a press conference that Japanese reaction to Medvedev's visit was "unacceptable", adding that "this is our land and the Russian president visited Russian land."

The four disputed Pacific islands were occupied by the Soviet troops in 1945 and are currently under Russian control.

Russia and Japan have long been at odds due to the territorial dispute over these islands, which has blocked a peace treaty between the two countries since the end of World War II.
