Dear Members and Friends,
In the midst of the dense population in the greater Philadelphia metro area of 5.8 million people, exists up to 10 sets of S-Band radars that have been emitting wavelength radiation safely since 1975 to develop, produce, integrate and test our nation's Naval radars.
Today, the United States Navy has requested 84 ships in the fleet to be Ballistic Missile Defense (BMD) capable. To make these ships BMD capable each needs to have Aegis Fire Control and Battle Management, S-Band radar and its 4 phased array faces as well as a mixture of defensive missile interceptors deployed in the ships vertical launch containers in the fore and aft of the ship.
Aegis BMD ships are vital to the Navy's role in protecting international access, U.S. and allied forces and our national security. U.S. combat commanders from CENTCOM HQ in Bahrain to PACOM HQ in Honolulu, Hawaii have these ships in high demand as they are an integral part of the force structure.
The Aegis BMD ships and a future land-based platform named Aegis Ashore are the dominant systems in President Obama's Phased Adaptive Approach (PAA) for missile defense. Last month it was stated in congressional testimony that the PAA will provide 100 percent protection for all of Europe by 2018 and additional protection for the United States by 2020. Administration officials also stated in testimony that a ballistic missile threat from Iran may materialize as early as 2015; one would conclude that due to distance Europe would also be threatened by 2015 or earlier.
In theory the Aegis Ashore platform would place on land the same BMD capability that is on current U.S. Aegis ships. This would provide 24/7 persistence at close to a 500 mile range with the current the SM-3 Block 1A missiles and future SM-3 Block 1B and SM-3 Block 2A missiles, as well as positioning the strategic capability to protect land areas that the Aegis BMD ships could not reach from sea. Both Aegis systems and interceptors, along with the future SM-3 Block 1B missiles, cannot shoot down long-range missiles (ICBMs) nor will they be tested, certified or proven against them. 100 percent protection of Europe by 2018 would require multiple Aegis deployments throughout Europe and in the adjacent seas.
The Aegis Ashore system would be similar to a 03 level of the Aegis ship that would be contained in stacked levels approximately 60 feet high. The levels would include water coolers, power converters, processing computers, combat information center and radar processors with the S-Band radars and antennas on top. The communications, power source, cooling tower and the vertical launch containers, that would hold a mixture of interceptors, would be located outside of the main structure. The interceptors could be placed miles away if desired.
In order to meet the 2015 PAA time-line to place an Aegis Ashore in Europe, an Aegis Ashore test bed and prototype would have to be developed and built by 2012 at the Pacific Missile Range Facility (PMRF) in Kauai, Hawaii and to begin testing intercepts of this system by 2013. A duplicate production, testing and integration center must be also built in Moorestown, NJ for Aegis Ashore prior to the first test bed at PMRF in Hawaii to ensure quality control and delivery of the first system. This would be similar to the current ongoing Navy Aegis BMD production center with its S-Band radars produced, tested and integrated in Moorestown.
As of May, 2010 the Department of Defense, through the Missile Defense Agency, has not awarded or negotiated a contract to begin work on the Aegis Ashore system, nor have the requirements of the system been put forward and worked through. The funding for the initial Aegis Ashore test bed in Hawaii has been allocated by Congress from unused funds of the canceled third missile defense site in Poland and the Czech Republic, but these funds have not been authorized for use. Senator Carl Levin and Senator John McCain, through their leadership positions in the Senate Armed Services Committee, have questioned the authorization as it remains an issue in the yet to be approved 2011 Department of Defense budget.
These matters, along with the extremely tight schedules of development, engineering challenges, testing and certification of the SM-3 Block 1B and SM-3 Block 2A missiles add to the legitimate concern that the time-lines of the President's PAA may be missed and the United States, troops and allies will not be adequately protected against the Iranian threat by 2015 and promises to provide Europe 100 percent coverage by 2018 may not happen.
Promises made should be promises kept.

Missile Defense In The News

'Air Defense Soldiers with Riki Ellison
In front of Patriot Missile Defense Systems
Ft. Sill, Oklahoma'
Dear Members and Friends,
Last week MDAA had the honor to visit and interact with our nation's men and women in uniform at Fort Sill, Oklahoma; home of the U.S. Army Air Defense Artillery (ADA) School. This school teaches all current and soon to be deployed air defense soldiers who are stationed with the 13 Patriot battalions deployed in support of U.S. missile and air defense throughout the world; most prominently in the Middle East and East Asia. Fort Sill runs courses for Patriot operators and maintenance crews ranging in length from 8 to 30 weeks. The ADA school trains approximately 1,500 to 2,000 U.S. soldiers a year, as well as several hundred soldiers from Israel, Germany, Japan, South Korea, United Arab Emirates and other allied nations that have Patriot Air and Missile Defense Systems.
We strongly support and align with the Combat Commanders', General David Petraeus Commander of U.S. Central Command (CENTCOM) and Robert Willard Commander of U.S. Pacific Command (PACOM), view on the immediate missile threat and the need of more missile defense assets to protect our soldiers and allies serving in their respective areas of operation; the Middle East and the Far East. Each and every air defense soldier in their command goes through Fort Sill.
Major General David Halverson and Brigadier General Roger Mathews, who oversee the Air Defense Artillery School at Fort Sill, play a critical role in the future of missile defense as well as current war fighting capabilities as they represent the "users" of the systems to the U.S. Army General Staff. The current U.S. Army Air Defense Artillery doctrine is focused on defeating four major evolving threats:
- Rocket, Artillery & Mortars (Used against U.S. forces in Afghanistan & Iraq)
- Unmanned Aircraft Systems (Flying IED capability and UAVs)
- Cruise Missiles (over 70 nations as well as non state actors have them)
- Ballistic Missiles (over 30 nations and growing)
Currently the U.S. Army has four major air defensive systems deployed to address these evolving threats. In addition, the Army is looking to add four more new systems to supplement and replace the current systems in the years ahead. One of the new systems is a constellation of "blimp like" tethered battlefield sensors called JLENS and the creation of an integration system of all the shooters and sensors in the area to effectively defeat threats. Absolutely critical for protection and handling all threats is a "system of systems" which coordinates to use any sensor, any interceptor at any time. This "system of systems" is the most critical component of regional defense outlay.
The ADA school at Fort Sill is responsible for training soldiers to operate and maintain the four major Army Air Defense regional systems deployed today:
- The Patriot System is capable of defending against Short-Range Ballistic Missiles (SRBM), aircraft, cruise missiles and UAVs
- The Avenger System and Stingers are capable of defending against aircraft and UAVs
- The C-Ram System, (Naval Phalanxes and Sensors) is capable of providing early warning of rocket, artillery and mortar fire and engaging them in protection of Forward Operating Bases.
- The Sentinel is a portable, 360 degree radar providing an aerial picture of the battle space
The Patriot System is deployed as a battery that consists of four to five fire units. A battalion is made up of 4-5 batteries. Each fire unit includes down range and up range equipment. Down range equipment is made up of 8 launchers; each launcher is capable of holding four Patriot-2 Missiles or 16 Patriot-3 Missiles. The down range launchers are connected through fiber optic cable and/or electronics to the up range which consists of the 'Big Four'; the radar, the engagement control station, the communication relay, and the power plant. All of the Patriot both down and up range systems are self powered and mobile; they can be put on C-5, C-17, C-130, C-141 transport planes and have an initial capability to be deployed within 45 minutes.
One Patriot battery can defend an area of up to 20-25 square kilometers against short range, tactical ballistic missiles. 40 percent of current Patriot battalions are forward based in regional theaters such as Korea, Japan, Qatar and Bahrain.
In today's world, where the U.S. President has to make monumental decisions on Iran - to prevent Iran from becoming nuclear or to contain a nuclear Iran - a deployed robust missile defense plays a vital necessary factor in these monumental decisions.
On behalf of our membership throughout the nation, we give due respect and gratitude to Fort Sill, Oklahoma for its important part in making our nation and world a safer place.
Respectfully,
Riki Ellison

Among Washington's strategic objectives is the militarization of major sea ways. This strategic waterway links the Mediterranean to South Asia and the Far East, through the Suez Canal, the Red Sea and the Gulf of Aden.
It is a major transit route for oil tankers. A large share of China's industrial exports to Western Europe transits through this strategic waterway. Maritime trade from East and Southern Africa to Western Europe also transits within proximity of Socotra (Suqutra), through the Gulf of Aden and the Red Sea. (see map below). A military base in Socotra could be used to oversee the movement of vessels including war ships in an out of the Gulf of Aden.
"The [Indian] Ocean is a major sea lane connecting the Middle East, East Asia and Africa with Europe and the Americas. It has four crucial access waterways facilitating international maritime trade, that is the Suez Canal in Egypt, Bab-el-Mandeb (bordering Djibouti and Yemen), Straits of Hormuz (bordering Iran and Oman), and Straits of Malacca (bordering Indonesia and Malaysia). These ‘chokepoints’ are critical to world oil trade as huge amounts of oil pass through them." (Amjed Jaaved, A new hot-spot of rivalry, Pakistan Observer, July 1, 2009)

Sea Power
From a military standpoint, the Socotra archipelago is at a strategic maritime crossroads. Morever, the archipelago extends over a relatively large maritime area at the Eastern exit of the Gulf of Aden, from the island of Abd al Kuri, to the main island of Socotra. (See map 1 above) This maritime area of international transit lies in Yemeni territorial waters. The objective of the US is to police the entire Gulf of Aden seaway from the Yemeni to Somalian coastline. (See map 1).

On January 2nd, 2010, President Saleh and General David Petraeus, Commander of the US Central Command met for high level discussions behind closed doors.
The Saleh-Petraeus meeting was casually presented by the media as a timely response to the foiled Detroit Christmas bomb attack on Northwest flight 253. It had apparently been scheduled on an ad hoc basis as a means to coordinating counter-terrorism initiatives directed against "Al Qaeda in Yemen", including "the use [of] American drones and missiles on Yemen lands."
Several reports, however, confirmed that the Saleh-Petraeus meetings were intent upon redefining US military involvement in Yemen including the establishment of a full-fledged military base on the island of Socotra. Yemen's president Ali Abdullah Saleh was reported to have "surrendered Socotra for Americans who would set up a military base, pointing out that U.S. officials and the Yemeni government agreed to set up a military base in Socotra to counter pirates and al-Qaeda." (Fars News. January 19, 2010)
On January 1st, one day before the Saleh-Petraeus meetings in Sanaa, General Petraeus confirmed in a Baghdad press conference that "security assistance" to Yemen would more than double from 70 million to more than 150 million dollars, which represents a 14 fold increase since 2006. (Scramble for the Island of Bliss: Socotra!, War in Iraq, January 12, 2010. See also CNN January 9, 2010, The Guardian, December 28, 2009).
This doubling of military aid to Yemen was presented to World public opinion as a response to the Detroit bomb incident, which allegedly had been ordered by Al Qaeda operatives in Yemen.
The establishment of an air force base on the island of Socotra was described by the US media as part of the "Global war on Terrorism":
"Among the new programs, Saleh and Petraeus agreed to allow the use of American aircraft, perhaps drones, as well as "seaborne missiles"--as long as the operations have prior approval from the Yemenis, according to a senior Yemeni official who requested anonymity when speaking about sensitive subjects. U.S. officials say the island of Socotra, 200 miles off the Yemeni coast, will be beefed up from a small airstrip [under the jurisdiction of the Yemeni military] to a full base in order to support the larger aid program as well as battle Somali pirates. Petraeus is also trying to provide the Yemeni forces with basic equipment such as up-armored Humvees and possibly more helicopters." (Newsweek, Newsweek, January 18, 2010, emphasis added)
US Naval Facility?
The proposed US Socotra military facility, however, is not limited to an air force base. A US naval base has also been contemplated.
The development of Socotra's naval infrastructure was already in the pipeline. Barely a few days prior (December 29, 2009) to the Petraeus-Saleh discussions (January 2, 2010), the Yemeni cabinet approved a US$14 million loan by Kuwait Fund for Arab Economic Development (KFAED) in support of the development of Socotra's seaport project.

The Great Game
The Socotra archipelago is part of the Great Game opposing Russia and America.
During the Cold War, the Soviet Union had a military presence in Socotra, which at the time was part of South Yemen.
Barely a year ago, the Russians entered into renewed discussions with the Yemeni government regarding the establishment of a Naval base on Socotra island. A year later, in January 2010, in the week following the Petraeus-Saleh meeting, a Russian Navy communiqué "confirmed that Russia did not give up its plans to have bases for its ships... on Socotra island." (DEFENSE and SECURITY (Russia), January 25, 2010)
The Petraeus-Saleh January 2, 2010 discussions were crucial in weakening Russian diplomatic overtures to the Yemeni government.
The US military has had its eye on the island of Socotra since the end of the Cold War.
In 1999, Socotra was chosen "as a site upon which the United States planned to build a signal intelligence system...." Yemeni opposition news media reported that "Yemen's administration had agreed to allow the U.S. military access to both a port and an airport on Socotra." According to the opposition daily Al-Haq, "a new civilian airport built on Socotra to promote tourism had conveniently been constructed in accordance with U.S. military specifications." (Pittsburgh Post-Gazette (Pennsylvania), October 18, 2000)
The Militarization of the Indian Ocean
The establishment of a US military base in Socotra is part of the broader process of militarization of the Indian Ocean. The latter consists in integrating and linking Socotra into an existing structure as well as reinforcing the key role played by the Diego Garcia military base in the Chagos archipelago.
The US Navy's geostrategist Rear Admiral Alfred T. Mahan had intimated, prior to First World War, that "whoever attains maritime supremacy in the Indian Ocean [will] be a prominent player on the international scene.".(Indian Ocean and our Security).
What was at stake in Rear Admiral Mahan's writings was the strategic control by the US of major Ocean sea ways and of the Indian Ocean in particular: "This ocean is the key to the seven seas in the twenty-first century; the destiny of the world will be decided in these waters."

Chief Master Sgt To Guam Airmen: Get Ready To Secure Afghanistan
Written by Jeff Marchesseault
GUAM: On the heels of the arrival of 80 members of an Oklahoma-based air refueling wing to to Andersen Air Force Base in support of the U.S. wars in Iraq and Afghanistan, the Chief Master Sergeant of the Air Force is reminding Guam-based Airmen that their job isn't done in Central Asia.
Read the Guam News Factor story, "Air Units Fly To Guam To Support Wars In Iraq And Afghanistan, January 9, 2009.
In a written commentary to Airmen that was posted on the Andersen Air Force Base website recently, Chief Master Sgt. James A. Roy commended U.S. Airmen for a job well done in the Central Command Area of Responsibility (CENTCOM AOR), which includes Iraq and Afghanistan.
But the high-ranking official absolves noone of any imminent responsibility.
Recognizing that while plans may be in the works to withdraw all combat troops from Iraq in 2011, Roy said President Obama's recent deployment of 30,000 troops to Afghanistan underscores the critical role the Air Force will play in the region for the foreseeable future.
Roy is the official in charge of the U.S. Air Force's enlisted men and women and represents their interests on multiple fronts.

Text Fwd: CentCom planners study massive move of equipment to Afghanistan
CentCom's logistics facing a do-or-die test
Thursday, November 26, 2009
By William R. Levesque, Times Staff Writer
______________________________
TAMPA — With President Barack Obama poised to ramp up troop levels in Afghanistan, U.S. Central Command [CentCom] planners are in the midst of the military's biggest logistical challenge since the Vietnam War.
How do you marshal billions of dollars in equipment to escalate one war in Afghanistan while scaling back another in Iraq?
"This is probably the most complicated logistical operation we've done in our lifetime," said Army Maj. Gen. Kenneth Dowd, director of logistics for CentCom, which is based at Tampa's MacDill Air Force Base.
In a wide-ranging interview with the St. Petersburg Times this week, Dowd said landlocked Afghanistan presents greater difficulties than Iraq with its fewer routes of supply.
CentCom is now conducting an assessment of air strips in Afghanistan, and Dowd said engineers will have to expand them in order to resupply larger numbers of troops by air.
"I'm a little concerned about" airfield capacity, Dowd said. "We've got to expand and make it better."
At the same time, Dowd said, engineers will have to spend considerable time removing mines in the rugged country dating to the Soviet invasion three decades ago.
All of that activity comes as his office determines the fate of 2.8 million pieces of equipment troops have brought to Iraq.
"It's really quite an art," Dowd said of this life-and-death logistical dance.
Obama is expected to announce next week an escalation of the U.S. effort in Afghanistan that will send as many as 30,000 additional troops on top of the 68,000 already there.
Much of the U.S. equipment in Iraq will never return to the states.
Often, it isn't cost-efficient to do so, planners say.
Much of it will be sold to Iraqi security forces, Dowd said. Other gear not sent to Afghanistan after refurbishment in Kuwait might be placed in storage somewhere in CentCom's area of responsibility, which includes 20 nations in the region.
This can be a daunting political challenge in the Middle East, where other nations will not want any U.S. presence in their territories.
Some look back at the U.S. experience in Vietnam as a cautionary tale for Iraq planners.
Rep. Ike Skelton, D-Mo., told reporters earlier this year that he worried about too much gear being left behind, which he said happened in Vietnam.
When he visited Vietnam after the war, "I remember seeing rows and rows of U.S. equipment that we left behind. We must do a better job managing the redeployment from Iraq," he said in a statement in July.
Dowd said his planners have been working for more than a year on a smooth withdrawal from Iraq. He said he expects few major problems.
He said technology helps his office more efficiently move and track gear than ever before.
Dowd acknowledged that planners have to learn from mistakes made in Iraq, particularly in quickly building a military infrastructure providing for tens of thousands of troops.
He noted problems with poorly installed and maintained electrical wiring. Some troops were electrocuted.
"We jumped into some of these buildings over there," Dowd said. "We occupied them. … But you wouldn't want to live in that house because of the way the electrical wiring was done. We spend a lot of time making sure these locations are safe."
To Dowd, the folks working under him who make sure the flow of supplies doesn't stop are some of the unsung heroes of the wars.
"There are young American folks who make this happen," Dowd said. "They don't wear much rank on their lapels. But they're phenomenal."
