[Jeju Update] 1,300 workers held the candles for the solidarity with the Gangjeong villagers/ various 4.3 memorial evening events were held

Upon the 63th Jeju 4.3 uprising memorial, about 1,300 workers from the Korean Confederation of Trade Unions (KCTU) gathered in the Jeju 4. 3 culture and peace evening event held near the naval field office in the Gangjeong village to express their solidarity for the Gangjeong villagers' struggle against naval base construction. About 50 villagers joined it with joy and being empowered.

After the KCTU rally, villagers, workers and other citizens gathered together in the village ceremony hall. Jeong Young-Hee, a woman in the Gangjeong village sang a traditional song. Her strong voice, reminding her staunch fights in the struggle against naval base construction brought much adore from the audience.



A woman living nearby Seogwipo region led the people with a traditional Jeju Island song. In the song, ‘ Iea-do sana,’ Iea-do is the Island existing in legend and reality, located near the Jeju Island.

Jeju artists lead way to truth, justice, and healing

Art has a unique ability to move people, to change minds and heal hearts. The use of art to reveal truth, make political statements and initiate revolutions is known throughout the world.

Jeju artists – visual, performance, literary – have been especially influential in the ‘Sasam’ Movement (local term for the mid-20th century period of mass killings), the urge of Jeju people to reveal the truth about the military brutality and deep tragedy of that time.

Art has also helped Jeju people to heal.

In 1979, writer Hyun Ki Young published “Aunt Suni,” a work of fiction depicting events of that era. The first of its kind, this groundbreaking book brought both recognition and persecution to its author. An English translation was published in 2008.

Han Rimwha, a novelist, poet, and independent researcher, published a three-volume novel on related themes in 1991 entitled “The Sunset on Mount Halla.” Today the president of the Jeju Writers’ Association, Han describes frequent interrogations as she researched material for her literary work.

Following the publication of her novel, Han was interviewed by more than 60 media representatives.

When asked if many writers in her association are presently focused on this poignant historical event, she replied in the affirmative. She herself has written a total of six books and numerous articles on the subject.

On April 1, the association will facilitate a conference on ‘Sasam literature’ to discuss how best to write about the tragedy and what to focus on. On the 9th, the group will hold a walk – a pilgrimage of sorts, and the first of its kind – in the footsteps of the refugees who fled to Mount Halla, for the purpose, in the words of Han, of “healing ‘Sasam’.”

The Jeju Writers’ Association, a branch of the related national organization, has more than 90 members. It maintains an office and a book cafe located in the “House of Jeju Writers” shared by the Jeju Literature Association.

The performing arts have also focused on events of this tragic historical period. A theatre company, Nori Bae Hallasan, was formed in 1987 as part of the democracy movement and continues to this day. Though investigated, the troupe avoided outright persecution by using symbolism and imagery rather than a more direct portrayal of its themes.

With performances related to the turmoil and massacres of the mid-20th century and other political controversies, this unique group travels from village to village to perform in a traditional style of theatre-in-the-round which includes audience participation.

Yoon Miran, a performance artist who has been involved with the troupe since 1989, identifies the group’s performances as consciousness-raising.

“Art can be used as a sword,” Yoon expressed, “to kill or threaten the enemy – or it can be healing.”

Participatory in nature, the group’s work encourages their audience to express otherwise dangerous or difficult emotions like anger and mourning. The company remains wildly popular to this day and also performs in Japan to the Jeju diaspora.

“Jeju has its own indigenous ways to heal,” said Yoon.

In addition to writers and performers, visual artists have been especially instrumental in highlighting this period of tragedy and injustice.

An artists’ group organized in 1988 specifically to create ‘Sasam Art.’ Its first show was held discreetly in a former “Citizen Center” near the KAL Hotel and titled “April Exhibition” as the term ‘Sasam’ (literally, ‘4.3’) was forbidden by law.

Works in the exhibit were abstract and symbolic rather than literal. Even so, it was considered to be an “extremely dangerous” act, according to art critic Kim Yu Jeong.

This show moved to a gallery in Seoul and included much more explicit works. Kim states that the exhibition was closely watched by the National Intelligence Agency, which censored and attempted to confiscate the works but was finally convinced otherwise.

Subsequent shows were held at the Min Gallery, which was located in Insadong but no longer exists. The gallery was dedicated to politically progressive art and its owner “suffered a lot,” according to Kim.

The artist group reorganized in 1991 as Tamna Artists Association, dedicated more than ever to ‘Sasam Art.’ It remains today with a large membership and sponsors an annual exhibition.

This year’s exhibit is a dramatic departure from previous ones. Artist Koh Gill Chun has reported that, in front of an audience, he will be creating a work of art on the site where the home of a leader in the resistance movement of that era once stood. A shamanic ritual of healing will also be performed. The site is now part of Hallasan National Park.

Kang Yo Bae is perhaps the most well known of ‘Sasam Artists’ and a co-founder of the Tamna Artists Association. While he also creates art seemingly unrelated to this theme, he admits that all of his work is in some way influenced by the events of that terrible time.

He identifies “emotional ups and downs,” citing this artwork work as “mentally difficult” while also acknowledging that doing such work helps to “heal” him. However he admits that he cannot sustain such a focus for long periods of time.

In 1992, Kang’s ‘Sasam Art’ was shown in Jeju, Seoul, and Daegu; the exhibition was entitled, “The Camellia Has Fallen.” According to Kim, it was considered a monumentally influential event. When the 4.3 Peace Park opened on Jeju in 2008, 50 of Kang’s works were displayed in a special exhibition bearing the same title.

Another influential artist and Tamna Artists Association co-founder is Park Gyung Hoon. An exhibition of his woodcut work, a style used by a majority of ‘Sasam Artists’ at the time according to Kim, was on display at Jeju National University in 1990.

The exhibit was censored by local police, and one work – of refugees on Mount Halla destroying the US flag – was removed.

The first significant group exhibition of the Tamna Artists Association, entitled “Sasam Exhibition,” was held in 1994. It included the works of 42 artists and showed in two locations: Sejong Gallery in Seoul, and Jeju Arts and Culture Center.

Some artists declined to participate out of fear. Public officials ordered the exhibit to close, 2 to 3 works were removed, and the remainder were then permitted to be shown.

In a public display of support considered “radical” and “shocking” at the time, according to Kim, Jeju’s then-Governor Shin Gu Bum attended and donated to the show.

Lee Eun Bang, a well known writer on themes related to the massacre, attended the show and cried upon seeing his own photo displayed. According to Kim, though Lee was profoundly impoverished, he nevertheless donated 5,000 won.

In his work, published in a unique handwritten style, Lee took a different approach than others by writing the history of the Jeju resisters. He was blacklisted by the National Intelligence Agency.

One of the most influential activist-artists today is the aforementioned Koh Gill Chun.

Koh’s work is prolific, and one of his most striking may be that permanently housed in the 4.3 Peace Park Memorial. Entitled “Death Island,” it is a grouping of 23 alto-relievo sculptures in white plaster and clay which depict the variety of victims’ tortures and deaths.

Following the discovery of a mass grave on the grounds of Jeju International Airport, Koh created another grouping of sculptures, this one of tragic life-sized figures in clay emerging from earth. It was included in the 2009 Tamna Artists Association exhibit and was entitled, “From the ashes of the earth, we stand.”

Koh describes his “shocking” discovery of US political progressive and scholar Noam Chomsky’s inclusion of this tragedy [“...the suppression of a peasant revolt in...Cheju Island”] in Chomsky’s 1992 book, “What Uncle Sam Really Wants.” He describes this as the initial motivation behind his own ‘Sasam Art’ and political activism.

As airplanes land on the gray runway, passengers feel their stomachs churn with excitement. Millions of people visiting Jeju each year begin their trip at this very place: Jeju International Airport. Along with Jeju Island’s development as Korea’s number one tourist attraction, Jeju International Airport has been visited by millions of people last year alone.

While the airport is now a busy tourist intersection filled with animated footsteps, it has not always been the case. In fact, a tragic history is hidden beneath its lively exterior.

“The crack of gunshot continued at the airfield all day long,” reminisced Kim Eui Hyup, whom I interviewed last summer.

Kim was 11 years-old when he witnessed the massacre at the airport. He was ordered to dig air-raid shelters at the current spot of Jeju International Airport. One day while he was working, trucks filled with hundreds of people entered the airfield. Soldiers sent by the government dragged people out of the trucks and started to shoot them. Dead bodies were ruthlessly thrown into big holes. Kim saw this horrific scene from over a fence.

“About 60 years have passed since then, but I still remember it vividly,” Kim said with a sigh.

What he experienced was a part of Jeju’s unresolved past, the infamous April 3 Massacre. Estimates vary, but approximately 30,000 Jeju people, many falsely accused of being communists, died during the incident. Jeju airfield, which has since developed into the current Jeju International Airport, was a significant execution spot where hundreds of people were killed; many of their bodies are still buried under the runway of the airport.

Unfortunately, this is not a well-known fact. The airport now stands as if nothing had happened, and people walk around it totally unaware of the sad history buried under their feet. Even the inception of Jeju airfield was based upon a depressing history of the island. Dating back to the Japanese colonial period, the airfield was built originally as a military base for the occupiers by the hands of exploited Jeju people. After the Japanese withdrew from Korea, it was taken over by the U.S. military. However, the airfield was not used by U.S forces, making it a perfect place to carry out a mass-death sentence.

There were two major events that caused the massacres at the airport: the infamous court martial and the preventive custody measure. The court martial refers to special judicial procedures that deal with crimes under military criminal law or other punishment legislation. In other words, the trials for those who violated military law are held by the military, not by a civil court. During the Jeju April 3 Massacre, two courts martial were held, on December 1948 and on July 1949. Most people who were brought to trial were executed.

Among the accused were some who had started unrest on April 3rd, but most of them were innocent civilians who escaped to the mountain to avoid retribution. Furthermore, trials were not properly held; the records of lawsuits, including the sentencing, do not exist, and the accused themselves were not aware of whether they had stood trial. Trials during the April 3 Massacre cannot be called legal. Hence, on March 14, 2007, the Korean government defined all 868 convicts executed by the courts martial as victims.

According to records of The United States Military Advisory Group to the Republic of Korea, Jeju airfield was where on Oct. 2, 1949 a mass-execution of 249 people was performed. The preventive custody measure, another event that caused mass murder at the airport, is a type of imprisonment used to confine people who are likely to commit a crime. During the April 3 Massacre, only the military had authority to hold people under preventive custody. Since this act confined people who did not commit crimes, many innocent Jeju citizens were unfairly arrested.

According to official police documents, a total of 820 people were confined due to the preventive custody order, and executions of prisoners were carried out over two separate dates: Aug. 4 and 19, 1950.

Petitioners: the NDS and the Association Calling for
the Immediate Release of Mr. K (Free K!)


On August 22nd (Sunday), our friend and a member of the NDS (Nakazaki-cho Documentary Space), Mr, K, was taken into custody in a violent manner and arrested by detectives from the 3rd Section of the Security Police, in addition to having his home searched. Additionally, the following morning, the local office of the Kamagasaki Patrol Association and the editorial office of the People's News were subjected to a police search. According to police, the reasons given for the arrest are "the falsification of information on a license (resulting from a discrepancy found in the listed home address on the individual's driver's license)" and "the forgery of a stamped private document related to a rental contract (resulting from a simple mistake whereby the individual mistakenly wrote the name of his former guarantor on a contract at the time of contract renewal)," and the reason given for the search of the second and third aforementioned locations, is the unreasonable explanation that these locations were places that Mr. K had frequented in the past. Although such cases of arrest and detention on the basis of "light criminal charges," carried out by the Security Police are not well known by the general public, for individuals involved in social activism, these types of actions have become all too familiar, and such abuses of state power and political suppression have finally been unleashed on individuals involved in the expression of free thought. Furthermore, the term of this individual's detention has been further extended and he has been deprived of his visitation rights, preventing us from meeting with him in person.

As a documentary film maker and an expressive voice of the people, Mr. K, who is a second generation ethnic Korean and works as a day laborer in Kamagasaki, has gone to great lengths to expose many of the realities that the Japanese government has tried to hide and conceal, by using his video camera to shed light on such subjects. Although Mr. K is an ethnic Korean, who as a result is deprived of suffrage, he went to great lengths to document the struggle of the day laborers of Kamagasaki who had been denied their right to vote because of the unilateral actions of the City of Osaka to revoke these individuals of their certificates of residence, in his documentary film "Give Back the Certificates of Residence of the People of Kama (2010)." Despite this fact however, Mr, K has continued to work closely and to actively document this movement to restore the certificates of residency of these oppressed people.

Additionally, Mr. K has been involved in such activities as the Overwinter Struggle, an event that is held annually in Kamagasaki and the public parks of Osaka City, and he has documented the forced removal of the homeless tent community in Nagai Park in his film "A Large Flower Grows in Nagai Park (2008)," in addition to documenting gatherings held in remembrance of the events of the "April 3rd Incident," which occurred in his ancestral home of Jeju island. Furthermore, he has also worked to document for posterity the Korean Madang rituals that portray the Korean struggle for democracy, as well as capturing the final moments of Ryu-ou-gu Shrine, a location where ethnic Korean women had gathered to pray and share their tradition, and a location where the residents were recently subjected to forced eviction. This arrest is a grave action, which amounts to an attack by the state government on individuals who respect free speech, and it is an action that cannot be forgiven.

Furthermore, in July of this year, Mr. K had just recently become the plaintiff in a lawsuit against the Japanese government and the Obayashi Corporation, a construction contractor, and we believe the arrest of this individual amounts not only to the suppression of free speech, but to a politically motivated act of suppression as well. The impetus for this lawsuit came after Mr. K protested to his on-site employer's demands that Mr. K use his Japanese name, prompting Mr. K to file suit. This action by his employer exhibits a blatant lack of understanding and lack of repentance for the historical actions of the state of Japan, which forced the Korean people, under colonial and imperial rule, to adopt Japanese names as "subjects of the Japanese empire." In a day and age where deep rooted discrimination of ethnic Koreans still exists, and in a time when the history of the Second World War and colonial rule has continued to fade, we believe that Mr. K's claim raises an important question. If his detention continues to be extended, the court proceedings for this trial, which are scheduled to begin on September 16th, will be carried out with the plaintiff in absentia, and we are adamant in that we cannot forgive the infliction of such a grave injustice.

We demand that Mr. K immediately be released from detention. At the same time, we demand that all of the video tapes/records of his free expression that have been confiscated be returned to his possession. Through his pure and down to earth personality, Mr. K has been an inspiration to us all, and we sincerely ask that you provide us with your messages of solidarity and we highly appreciate any donations to his defense fund. We humbly ask for everyone's support and continued interest into this matter.

권모 씨(가명)를 석방하라!

(주: 본인이 묵비권을 행사하고 있는 상황을 고려해, 이름을 밝히지 않습니다)

8월22일 (일), 우리 동료이자 NDS (나카자키초 다큐멘터리 스페이스)의 멤버인 권씨가 갑자기 찾아 온 공안3과의 형사에 의해 폭력적으로 구속 체포되고 또 가택수색을 당하는 사건이 일어났습니다. 또 다음날 아침에는 오오기마치 공원에 있는 카마가사키 패토롤회(노숙자 지원 단체)의 현지 본부와 인민신문사의 편집부도 가택수색을 당했습니다. 경찰발표에 의하면 체포 이유로 "면상부실기재(免狀不實記載)" (면허증의 주소기재와 현주소가 다르다)로 "임대계약에 관한 유인사문서위조(有印私文書僞造)"(실제로는 기존 계약서류에 등기됐었던 보증인의 이름을 갱신할 때 그대로 써버렸다는 것일 뿐!)를 들고 있고, 지원단체와 신문사의 가택수색은 권씨가 드나들었던 곳이라는 어처구니없는 이유로 행해졌습니다. 이러한 '미죄(微罪)'를 이유로 체포 구속한다는 식의 공안경찰의 악의적 행위는 (일본의) 일반사회에서는 잘 알려지지 않고 있지만, 사회운동에 관여하는 사람들을 위축시키기 위한 수단으로 상투적으로 사용된 수법입니다. 그리고 이러한 명백한 국가권력의 남용, 정치적 탄압이 드디어 우리와 같은 표현자에게도 행해지게 된 것입니다. 현재 (2010년8월24일), 권씨는 효고현 경찰본부에 이송된 후 구속연장 및 접견금지 상태에 놓여 있어, 우리와도 만날 수 없는 상태가 계속되고 있습니다.

권씨는 다큐멘터리 영화를 만드는 표현자로 또 재일조선인2세의 입장에서 자신도 일용직노동자로 일하면서 카마가사키(오사카에 있는 일용직 노동자가 집중해서 사는 곳)에서 생활하면서, 일본이라는 국가가 은폐하고 억압해왔던 다양한 사람들과 존재의 모습을 카메라를 통해서 드러내는 작업을 해왔습니다. 예를 들어 카마가사키의 일용직노동자의 주민표가 오사카시에 의해 일제로 삭제되었던 것에 대한 투쟁을 그린 '카마의 주민표를 반환하라!"(2010)에서는 주민표가 없다는 이유로 선거권을 박탈당하는 상황을 보여주고 있습니다. 사실 권씨 자신에게도 재일조선인이라는 이유 때문에 선거권은 없습니다. 그럼에도 불구하고 주민표 탈환운동과 함께 서서 기록을 해왔습니다. 그리고 그 외에도 카마가사키의 생존투쟁, 자신의 뿌리와도 연관이 되는 제주도의 4.3사건, 한국의 민주화투쟁과 마당극, 2008년 촛불집회, 그리고 오사카에서 최근 철거당한 제주도 무속신앙을 계승해온 용왕궁의 모습을 기록하고 편집해 왔습니다. 경찰은 이러한 기록이 담겨진 테이프와 작품을 모두 가져가 버렸던 것입니다.

또 권씨는 올해 7월 일본정부와 오오바야시구미 상대로 원고가 되어 소송을 걸었습니다. 이 재판은 권씨의 직장에서 갑자기 고용주로부터 일본 이름을 쓰도록 강제 당했던 것에 항의해서 일으킨 것입니다. 이 고용주의 행위는 일본 국가가 한반도에 대한 식민지 지배를 강행하는 과정에서 천황제지배를 관통시키고 조선 사람들에게 일본식 성씨와 이름을 가지게 만들고 "황국신민"으로서 사는 것을 강제했던 역사에 대한 완전한 몰이해와 반성의 결여 속에서 행해진 것입니다. 그것에 맞서 일본사회에서 재일조선인으로서 본명으로 살아가는 당연한 권리를 쟁취하기 위한 재판입니다. 이것은 아직까지 재일조선인에 대한 뿌리 깊은 차별이 남은 상황 속에서 또 일제가 한반도를 강점한지 100년이 되고 그 역사와 기억이 풍화해나가는 가운데 권씨가 일으킨 매우 중요한 투쟁입니다. 그러나 만약에 구치기간이 길어지면 9월16일에 예정되어 있는 제2회 공판이 본인부재인체로 행해질 수도 있습니다. 이 긴박한 사정을 비롯해 지금 권씨에 대해 행해진 모든 상황은 절대 용납될 수 없는 것입니다.

Olle course 11 encompasses three of the Island’s most tragic periods

Nothing shows off the peaceful nature of Jeju like the olle trails. Walking along these paths allows us to relax, slow down from our busy lives, and reflect upon our past and our future. Olle trail 11, which leads from Moseulpo Harbor to Mureung, follows the dark side of Jeju’s history. On this trail, three symbolic sites of Jeju tragedies can be found; occupation, political massacre and religious suppression.

Olle trail 11 takes an uncharacteristic turn away from the ocean and stays mostly inland. It is not a long walk before you’re away from the town of Moseulpo and into the local farmlands where farmers still till their fields and harvest their crops by hand. As we walked through the outskirts of Moseulpo the people were busy at work, digging potatoes out of the ground, one by one. It seems like backbreaking work, but you only understand real back breaking work when you look at where their equipment is stored; a concrete airplane hangar.

Alddreu airfield was completed towards the end of World War II, during the Japanese occupation of Korea. As they were losing the war and being pushed back towards their homeland, Jeju Island was a strategically important location to defend Japan from the Americans. The Japanese shipped some 70,000 soldiers and forced the Islanders into hard labor. Not only were these people forced to construct this massive airport, but also artillery stands, trenches, and tunnels. The remains can still be seen to this day.

Nineteen of the 20 small airplane hangars can still be seen scattered across the fields. These hangars that now hold farm equipment used to house Akatombo airplanes for Japanese suicide pilots. “Jeju was being prepared as the last battlefield against the USA,” said author Kang Jae Yoon. “They were going to use Jeju as the last defending field and sacrifice the people. It looks beautiful, but it's hiding some history.”

As the trail traverses the airfield, we arrived at a site of political tragedy, Seotal Oreum. In 1950, after the Korean war broke out, the Korean government issued orders of “preventative detention” of suspected communists and communist sympathizers. Of the 344 people the Moseulpo Police detained, 210 were illegally massacred in two mass killings at the base of Seotal Oreum.

“The executed were all kinds of suspected people; prison guards, principles, teachers, communists and innocents,” Kang said. Seotal Oreum looks peaceful today, but of those 210 bodies 40 have still not been recovered. Some locals say that during the rainy season, bones and artifacts can still be found. “It was an obvious crime,” he said.

The trail travels over Seotal Oreum and through the green barley fields. As you look across the fields, you can see the family graves directly in the middle of the crops. Graves in Jeju are everywhere. They’re near houses, fields, and mountains. “The graves make us feel death is near us,” Kang said. “In western countries, the place for life and death is separate, but here, they’re together. The space of life and the space of death coexist.”

As the trail heads towards Sinpyeong village, the grave of Jeong Nan Ju Maria represents religious suppression in Korea. According to Sources of East Asian Tradition, by Wm. Theodore de Bary, Catholics were severely persecuted throughout Korea during the Joseon dynasty. In 1801, the government started to arrest and execute Catholics who would not renounce their faith.

Kang said that Catholic Hwang Sa Yeong wrote a secret letter intended for the Bishop, Alexandre de Gouvea, in Beijing. The letter was intercepted and Hwang was executed. The sign at the site reads that his family was separated and exiled on various island. Their young son, Gyeng Han, was left on Chuja Island and, Jeong Nan ju Maria, was exiled to Jeju.

“Jeong Nan Ju Maria tomb, which was built by [the] Korean Catholic Church, honors her piety and sanctified it as ‛Daejung Sanctuary’,” Kang said.

As the trekker nears the end of the Olle trail, walking through the beautifully enchanted Gotjawal forest, the memories of the past linger. The Alddreu airplane hangars seem peaceful and beautiful surrounded by farms. The mass graves at Seotal Oreum are now covered in concrete. It’s difficult in the modern world of travel to imagine the beautiful tourist mecca of Jeju as a place of exile.

“Jeju has scars,” olle founder SuhMyungSook said, “so peace is the ultimate value that Jeju people seek.”

(2nd part) editions by Mr. Koh (Gangjeong village, Jeju Island) of the original 812th ‘PD Note’ program (about 14min.), ‘Why the Gangjeong Villagers, Jeju Island, Are Furious?’ broadcasted by MBC on May 5, 2009, one can glance how the naval base plan issue has been brought up to the Gangjeong village in an undemocratic way, how it brought the conflicts among the villagers and how it caused the fury and wound, frustration among the villagers.

Dear President Lee Myung-bak,

I would like to send you, as an ordinary citizen living in Japan, my opposition email against the plan to construct a naval base on Jeju, which is said to be promoted by the US administration as well in order to deploy MD systems to surround China.

If constructed, the naval base is going to inevitably intensify the bilateral relations between the north and the south of the Korean Peninsula, thus, putting East Asia in more dangerous situations, leaving it more hopeless for the seperated families on the peninsula to meet each others. I know all this situation does not need my poor explanation, for you must know precisely about it as President.

Then why do you dare to proceed to the planned construction, I wonder.

Why Korea has been kept seperated, I wonder more.

I was told when very young by a Korean guide on a cultural tour with my then colleagues to South Korea that the seperation was because of Japan's past annexation of Korea.

It was, for sure, and there is no excuse on Japan's side about it. But not any more now.

It has long been because of the US military policy, and there is no excuse for that, either, no matther how much propaganda there is both in SK and in Japan of ' threat by North Korea' or 'threat by China.'

I'm sure you know also about this better than I:

Many farmers on Jeju fled to Japan during the harsh oppression and killings towards them around '50s when SK was under the US administrative, colonial, rule.

Those on Jeju at that time wanted an integrated country, while the Cold War had already begun on the Korean Peninsula. So the US wanted to oppress the movement for independence from the US rule by Jeju villagers.

It is said the population of Jeju decreased to less than 30,000 in '57 from 280,000 in '45. The descendants of those who fled to Japan still live here, bearing discrimination by Japanese against them, as their older generations who well remembered the massacre on Jeju chose to stay, not going back to their homeland, for they were afraid of possible still harsher discrimination, even legal accusation against them.

In the prefectural rally in Okinawa on 25th this month against another US military base in Okinawa, all the invited speakers from Okinawa mentioned discrimination by both the US and Japanese governments toward Okinawa.

The same thing can be surely said about Jeju especially these days when the opposition by villagers on Jeju against the planned naval base quite echoes that by Okinawans against the US bases in Okinawa.

Jeju and Okinawa are brothers in their histories under the influence of the US, some people here say. People on Jeju and those in Okinawa have similarly suffered both discrimination by the mainlanders of their own country and the merciless US military policy toward them.

Why is Korea still separated? It is half of your people, your family over there in the north.

Do you want your country, which once existed in its histry as an integrated, peaceful kingdom, kept separated endlessly in the future due to the US military policy, while the leaders of the United States haven't seemed and won't seem to care about the pain of your people at all, regarding SK as just a huge US military base?

I must say now that the separation of you country has been kept by some Korean presidents as well as by the US military policy, but I imagine all the SK presidents so far after the war on the peninsula must have felt more or less of pain about it.

강정마을 주민들에 이어 토지주대책위도 해군기지 건설 강행에 따른 '강제수용' 재결 절차를 중단해 줄 것을 요청했다.

The Counter Move committee on Land, following the Gangjeong villagers, requested to stop the procedure for the decision of ‘enforcement accommodation’ that would be, according to [the policy of] the enforcement of the naval base construction.

강정토지주대책위원회(위원장 윤용필)는 19일 오후 2시 제주도의회 도민의 방에서 기자회견을 갖고 강제수용 재결 절차 중단을 공식적으로 요구했다.

Gangjeong Landowners’ Counter Move Committee on Land(Chairman, Yoon Yong-Pil) officially requested to stop the procedure for the decision of the enforcement of the land accommodation, having the press interview in the Island People’s room in the Jeju Island Assembly, at 2pm, on April 19.

대책위는 "해군기지 추진에 있어서 주민동의과정, 절차적인 잘못, 환경적인 문제들이 있음에도 불구하고 정부.해군 그리고 제주도정과 도의회는 이를 무시하고 모든 행정절차를 밀어붙이기와 날치기로 모두 마쳤다"며 "기지예정지의 토지수용에 대한 협의매수를 4차례 실시했고, 매수율은 금액대비 54%가 됐고, 지장물에 대한 부분은 20%선에 머물고 있다"고 주장했다.

The Counter Move Committee, saying that, “During the driving process for the naval base, despite the fact that there have been the issues on the villagers’ agreement process, wrong procedures, and the environmental matter, the government, navy, Jeju Self-Governing Island Hall and the Island Assembly, ignoring all those, have finished all the administrative procedures with the ways of thrusting and snatching,” claimed that “[They] have four times practiced the bribing for the negotiation on the land accommodation of the naval base planned area, then the purchase rate based on the price has become 54% while the purchase rate for the buildings/facilities/crops on the land has become 20%.

대책위는 "예정지 토지주 50%가 외지인인 상황에서 해군측의 협의취득은 매우 저조한 실정"이라며 "이런 상황에도 해군은 중앙토지수용위원회에 토지 강제수용 재결 절차를 신청해 오는 26일까지 재감정을 실시하려 하고 있다"고 비판했다.

The Counter Move Committee saying, “in the situation when 50 % of the landowners of the planned area are the people outside the village, it is the fact that the navy’s acquirement based on negotiation has been very low”, criticized that “Despite such situation, the navy has applied for the procedures on the decision of enforcement of land accommodation, to the *Central Committee on the Land Accommodation (*tentative translation *The institute is under the control of Ministry of Land, Transport and Maritime Affairs) and is planning to practice the re-appraisal by coming 26th.

대책위는 "제주해군기지 부지 선정 및 결정의 절차적 하자, 국방군사시설 실시계획승인 시 환경영향평, 절대보전지역해제 등 사전절차를 이행하지 않는 등 비민주적 절차에 의한 추진으로 인해 해군기지 예정지인 강정마을은 갈등이 최고조에 이르고 있다"며 "만약 소송이 완전히 끝나기 전에 수용재결이 이뤄져 해군측에서 강제로 토지를 점유할 경우 대부분 한라봉, 화훼 등 묘목이 식재돼 있어 사업시행자인 해군참모총장이 신청한 토지수용재결 진행절차를 소송이 완료될 때까지 중단해야 한다"고 촉구했다.

The Committee saying, “Considering the flawed procedures in the area selection and decision for the Jeju naval base and none-practice of the pre-procedures of such as the environmental impact review & cancellation of the absolute preservation area, during the period of approval for the practice plan of the defense/ military facilities, in Gangjeong village, the naval base planned area, the tension has been its highest,” urged that “ If the decision of accommodation is done before the lawsuit is completely finished so the navy forcefully occupies the land, since in the most lands, the nursery trees such as the Hallabong(* a renowned special product kind of tangerine in the Jeju Island. Hallabong was named after the peak of the Mt. Halla, the sacred mountain in the center of the Jeju Island) and flowers have been planted, that is why the progress procedure for the decision on the land accommodation, applied by the Chief of the Naval Operations, who is the person practicing the business, should be stopped [at least] until the completion of the lawsuits.

대책위는 "해군은 지난 2007년 6월7일 강정마을 의례회관에서 사업설명회를 개최할 당시 김성찬 해군전력부장(해군참모총장)이 토지를 팔아주지 않아도 강제수용은 절대하지 않겠다고 분명히 말했다"며 "현재 해군 참모총장이란 책임있는 위치에 있는 만큼 반드시 약속을 지켜야 한다"고 주장했다.

The committee saying, “ Kim Sung-Chan, the Director of the Navy War Potential( Chief of the Naval Operation) at the time, has clearly mentioned when the navy had held the meeting on the explanation of the business in the Ceremonial Hall, Gangjeong village on last June 7, 2010, that it would never enforce the accommodation even though [the villagers] would not sell their own lands,” claimed that, “ The current Chief of the Naval Operation, as he is in the responsible position, must keep the promise.”

대책위는 "해군 스스로가 국방군사시설 실시계획승인처분취소 청구소송 판결에 대해 계속 연기 요청했고, 재판부는 3월25일 결심공판이 있었고, 4월22일 선고공판을 한다고 결정했지만 다시 해군의 변경고시를 이유로 재판부에 연기 요청을 했고, 오는 5월27일 다시 심리가 진행돼 언제 재판이 종료될지 알 수 없는 상황"이라며 "해군은 행정소송에서 패소시 사업추진의 정당성을 잃을 것을 두려워 하고 있으며, 재판에 유리한 고지를 점하기 위해 무리하게 토지 강제수용 재결을 추진하려고 하고 있다"고 비판했다.

The Committee, saying, “The navy has continuously requested to postpone the judgment on the lawsuit for the cancellation of the approval disposal on the practice plan of the defense/ military facility, for itself; the judges had the trial for the final review on March 25 and decided to have the final judgment on April 22 but the navy has requested to the judges to postpone the date for the reason of its change of the public announcement, therefore the review will be continued again on coming May 27 and it is the situation that we would not know when the trials would be finished,” criticized that, “The navy is afraid that it would lose the justification of business drive in case it loses the trial in that administrative lawsuit, and is recklessly attempting to drive for the decision of the enforcement of land accommodation to get the advantageous position for itself in the trial.”

대책위는 "해군 스스로가 이 사업의 절차적 정당성이 없음을 스스로 인정하고 있는 것"이라며 "기본적으로 토지보상가에 대한 충분한 보상차원의 반대가 아니라 마을회의 반대 입장과 같은 입장에서 반대하고 있다"고 주장했다.

The committee saying, “The navy itself is acknowledging itself that there has been no procedural justice in this business,” claimed that “ Basically, it is opposing not in the sense regarding the matter on the enough compensation on the land compensation payment but in the position of opposition, like the position of the Village Council.

대책위는 "만약 우리 의사를 무시하고 계속 토지강제 수용을 추진한다면 어쩔 수없이 막을 수밖에 없다"며 "막는 과정에서 발생되는 사고에 대해서는 해군측의 전적으로 책임져야 할 것"이라고 경고했다.

The Counter Move Committee, saying, “If it ignores our opinion and drives for the enforcement of land accommodation, we cannot but inevitably block it,” warned that, “On the accidents that would happen during our blocking process of it, the navy should totally be responsible for it.”

A mold depicted the 4.3 Jeju uprising.



An organization named Mt. Halla, in Okinawa recited the North East Asia peace solidarity message in which the contents were to learn the Jeju 4.3 and to suggest to act together. Naraii Chidori (In traditional Korean costume), belonging to the group sang the song, ‘Spring-4.3 Jeju Island’ that she had written and composed herself.

'North East Asia Solidarity Peace Message

-Sent upon the eve festival of the 62nd anniversary of the Jeju 4. 3 (March 19, 2010)-

On April 3, 1948, in the Jeju Island where the rhododendrons came out splendidly, there were people
who stood up in the heat of fury to keep the human lives and dignity. Since then, 62 years have passed.


The wish that the innumerable people and spirits who were massacred by the Jeju 4.3 incident pursued for was
the society peaceful and full of humanity. However, due to the powerful and wealthy people who were driven
only by their selfish interests, hatred was planted among people and the conflict and discrimination were caused.


The Okinawa has met its 65th anniversary from the invasion by the United States military. The United States military that landed into the Kerama Islands on March 26, 1945 killed about 100,000 innocent people.

Also, the Japanese military massacred the villagers in Okinawa and Chosun (* currently Korea) military – the forced draftees. The girls and women who were dragged out under the name of the comfort women were sacrificed.

Now is the time that we should refuse war and violence, abolish all the military bases and to establish the peaceful society, gather all the power of the people in the Jeju island, Okinawa and Japan,
therefore to make the North East Asia as the peace zone.


We send our message that ‘the iife is the treasure (in Okinawa words, Nuzziidoitakara (?) Like the hot magma that unendingly flows under the grounds of the Halla Mt., let’s continuously keep going
with the hot enthusiastic heart that purses for peace.'

Lee Jeongmi, a beloved singer and songwriter by many of her fans in both Japan and Korea is the second Korean generation, born in Japan. Her parents who had lived in the Jeju Island fled to Japan right after 4. Uprising and massacre. Yoon Yong-Taek, Co-chairman of the Jeju Solidarity for participatory Self-Government & Environmental Preservation and Yang Yong Kwan, Director of the Environmental Matters, in the Democratic Labor Party took the photo
with her together.

After the eve festival, people gathered together for the dinner. Some 2nd generation Koreans born in Japan,
singer Lee Jeongmi’s group, and activists in the Jeju and main land shared the friendship, with song and dance
at the end of the dinner.

Song and Dance for the wishes of the peaceful world: Let’s dance to remove all the wars and violence in the world and to make the peaceful and humanity-filled world.
