Guam: An unarmed intercontinental ballistic missile blasted off on Friday in a
weapons test by the U.S. Air Force. According to media reports, the Minuteman 3
missile launched from California's Vandenberg Air Force Base and sent the test
vehicle into suborbital space going across the Pacific Ocean.

9/17/2010 - VANDENBERG AIR FORCE BASE, Calif. -- A scheduled unarmed operational test Minuteman III intercontinental ballistic missile launch occurred here at 3:03 a.m., Sept. 17 from Launch Facility-09.

The missile's single reentry test vehicle traveled approximately 5,300 miles to a pre-determined target about 200 miles southwest of Guam. ICBM analysts, including the Department of Defense and the Department of Energy, will use the data collected to ensure the readiness and capability of the ICBM fleet.

"The launch process requires tremendous teamwork and involves months of preparation," said Col. David Bliesner, 576th Flight Test Squadron commander. "The data gained from these launches allows us to maintain a high readiness capability and ensures operational effectiveness of the most powerful weapons in the nation's arsenal."

The launch was a combined effort of the 576th FLTS here; 91st Missile Wing, Minot AFB, N.D.; 625th Strategic Operations Squadron, Offutt AFB, Neb.; and the 30th Space Wing here.

General Dynamics Wins NASA Network Contract

WASHINGTON — NASA has awarded General Dynamics C4 Systems of Scottsdale, Ariz., a cost-plus-award fee contract potentially worth $642.2 million over seven years for the Space Network Ground Segment Sustainment project, according to a June 15 agency news release.

Included in the contract, which is slated to begin this month and continue through mid-2017, is an indefinite-delivery, indefinite-quantity portion covering special studies and sustaining engineering NASA might ask General Dynamics to perform. NASA spokesman Michael Curie said the maximum value of that portion of the contract is $27 million.

Part of NASA’s Space Network, the ground segment works with the agency’s Tracking and Data Relay Satellite System (TDRSS) to provide global space-to-ground telecommunications and tracking coverage for near-Earth robotic and human spaceflight missions. The network’s ground segment comprises facilities and systems at the White Sands Complex in Las Cruces, N.M., the Guam Remote Ground Terminal in Guam, and the Space Network Expansion East in Blossom Point, Md.

Under the terms of the contract, General Dynamics will modernize the ground segment, including replacing obsolete systems and creating a more flexible and expandable architecture, the news release states. The work also will improve communications between the Space Network’s user-control centers and ground segment facilities for data and service planning and control.

General Dynamics was part of the team led by Chicago-based Boeing selected in 2007 to build a new generation of TDRSS satellites, with responsibility for upgrading the TDRSS ground segment at White Sands.

'Minuteman III Protest
: Midnight June 28/29, 2009 protest against the launch of a Minuteman III Intercontinental Ballistic Missile (ICBM)–the most destructive first strike missile in the U.S. arsenal. The "successful" target was the Ronald Reagan Missile Test Range, Kwajalein Atoll in the Marshall Islands in the South Pacific.

Nuclear Missile Testing Continues in California

Santa Barbara, CA – The US military has announced a test of a Minuteman III Intercontinental Ballistic Missile from Vandenberg Air Force Base on September 15. The Minuteman missile will carry a “dummy” nuclear warhead from Vandenberg to the Kwajalein Atoll in the Marshall Islands. The test is scheduled less than three weeks after the official UN International Day against Nuclear Tests (August 29).

David Krieger, President of the Nuclear Age Peace Foundation, said, “The US moratorium on nuclear testing remains incomplete as long as we continue testing missiles designed to carry nuclear warheads. Minuteman III missiles are used solely to deliver nuclear warheads.”

The Nuclear Age Peace Foundation seeks the abolition of all nuclear weapons worldwide. The Foundation calls on the United States and all countries around the world to recognize their full obligation to halt all nuclear testing – not only of the warheads, but also of nuclear- capable missiles. The Preamble to the nuclear Non-Proliferation Treaty (NPT) calls upon the 189 countries that signed the NPT to facilitate “the elimination from national arsenals of nuclear weapons and the means of their delivery.”

On June 6, 2010, the United States plans to launch a Minuteman III Intercontinental Ballistic Missile (ICBM) from Vandenberg Air Force Base on the California central coast. The missile will likely carry one or more “unarmed” warheads to the Ronald Reagan Test Site in the Kwajalein Atoll in the Marshall Islands.

The launch, the first of two planned for the month of June, will come just nine days after the completion of the nuclear Non-Proliferation Treaty (NPT) Review Conference at the United Nations.

Nuclear Age Peace Foundation President, David Krieger, who attended the NPT Review Conference earlier this month, said, “U.S. testing so close to the end of the NPT Review Conference will make many countries doubt our sincerity in fulfilling our nuclear disarmament obligations under the NPT. President Obama has said that he wants to reduce the role of nuclear weapons in US security policy, but tests such as this one suggest that we are continuing with business as usual.”

Krieger continued, “When any country tests long-range missiles and nuclear weapons, it is more than just a test. It is a message to the world and perhaps to specific countries; it says in effect, ‘This is what we can do to you.’ If the US wants to lead the way to a world free of nuclear weapons, it needs to stop sending such provocative messages. In the US we are very aware of such messages when other countries test. We seem to have a blind spot in our thinking about our

Protesting priest guilty, free, defiant

In the end, a jury had no choice but to convict.

The Rev. Carl Kabat, 76, was photographed at the N-8 missile silo in northeast Weld County. Two-foot bolt cutters were found on the ground. There was a hole in the fence surrounding the facility, and he was waiting inside for his eventual arrest.

Kabat had breached nuclear missile facilities like these for the past two decades, and had 17 convictions behind him in his quest to do his small part to rid the earth of nuclear weapons, which the Catholic Church has deemed a crime against humanity.

But the members of the jury had to look beyond the message. After one hour of deliberations, they convicted him of the two misdemeanor criminal mischief and trespassing charges.

“We understand what he was standing for,” said jury member Ben Salgado, 56, of Windsor, after the verdict. “We just wish he would have chosen a different forum.”

As the jury was dismissed, Kabat applauded them, some walking out with tears in their eyes. One said as she left the courthouse: “It was very emotional.”

The St. Louis priest was immediately sentenced to the time he'd already served behind bars — 137 days — though deputy district attorney David Skarka asked for the maximum of one year for each of the misdemeanors to be served back to back. The county already had shelled out roughly $7,950 to keep him in jail for almost five months, based on a cost of about $58 per day per inmate. Had he been sentenced to Skarka's request, the county would have paid $26,000 more to keep him for a remaining 456 days.

“It's unfortunate that they didn't have any significant stance,” Kabat said as he left the courthouse. “I understand because these people are ordinary people, and they don't realize the power they have ... or the insanity (of those weapons) in the ground.”

Weld County Court Judge Dana Nichols opted not to fine Kabat but did impose standard court costs totaling $254.50 and gave the prosecution time to file a notice of restitution to Warren Air Force Base for damages. Kabat promised more civil disobedience.

“I will not make restitution, or pay fines or make any payments. That will be supporting nuclear weapons,” Kabat vowed.

That capped a two-day trial that brought with it one big twist: After his attorneys presented to the jury a multitude of banners he had hung up at the silo facility, Kabat fired them — a move he'd planned months ago so he would have the freedom to say what he wanted to say in court.

But Kabat's testimony on his own behalf didn't go quite the way he planned, as evidenced by the prosecution's objections to him continually bringing up arguments about the destructive power of weapons of mass destruction.

“I wish you'd object to nuclear weapons,” Kabat said.

After several attempts by Nichols to get Kabat to focus on the evidence against him, Kabat decided it didn't matter what he said.

The jury members, however, immediately wrote down their questions.

One juror asked why he wouldn't rather just protest peacefully outside the perimeter of the fence.

“Why in the civil rights (era) did they march down the street when they said, ‘You can't march down the street?' Because it's wrong,” Kabat answered. “I guess I think it's up to us to try to get rid of these things.”

Skarka asked him simply, “Are you above the law?”

Kabat replied: “All wrong law, yes. God's law is above all these man-made things.”

During his closing arguments, Kabat quoted Albert Einstein and Ghandi, and he beseeched the jury to be the conscience of a nation.

“I don't know you, but you are my sisters and brothers,” Kabat said. “We're all God's children, and we have to look after one another. We have to be significant actors. How many times have you written to your senator, to your congressman? ... For some of us, (it's been) countless times.”

Salgado, of the jury, a postal worker by trade and a former military man, said the potential sentence did weigh on the jury's mind.

“That really weighed on all of our hearts,” he said. “It wasn't an aggressive (protest), and he wasn't in there to really damage things. It was just a political statement.”

He said the trial was an eye-opener, however. Some on the jury, he said, didn't even know there were silos in Colorado. But, he said, he wouldn't be surprised to see Kabat protesting again someday. Kabat had earlier said he'd be happy to die in prison for peace.

“I think he's the type of guy that stands for his faith and what he believes,” Salgado said. “I wouldn't be surprised at all, actually.”

As the seven-person jury filed from the courtroom, having just returned two guilty verdicts against him, Father Carl Kabat rose from his chair and applauded them.

The St. Louis priest was convicted in Greeley on Tuesday of criminal mischief and trespassing, both misdemeanors, for cutting a hole in a fence that guards a Minuteman III nuclear missile silo in Weld County last August, draping antiwar banners around the silo, saying a prayer and trying unsuccessfully to pry open its lid.

It is what Carl Kabat does. He has spent the better part of the past three decades in prison for staging similar protests here and across the United States against the missiles, whose very existence he calls "simply insane."

Weld County Court Judge Dana Nichols sentenced the 76-year-old priest to the 137 days he spent in county jail following his arrest and gave prosecutors time to seek restitution to F.E. Warren Air Force Base for damages.

I don't have many heroes, but Carl Kabat is one of them. I deeply admire men of conviction, particularly those who buck the system and gnaw relentlessly at it in the pursuit of peace.

I was introduced to him years ago, not long after he was released from the federal penitentiary in Florence, having done 10 hard years for staging a similar missile silo protest.

He sat down with me for dinner, shrugged and acted as if he had just served an hour in third-grade detention.

"Do you know how many men I ministered to in Florence?" I remember him saying over and over as I marveled that any man would so freely give up his liberty in the pursuit of a cause so many people over the years have abandoned.

I caught up with him this week as he rushed to get home to St. Louis to spend Christmas with his younger sister, his only surviving sibling, and the rest of his family.

I asked him of his applauding the jurors, some of whom wept as they filed out.

"They were good people, intelligent, serious and thoughtful. They were good eggs," he said.

He had fired his court- appointed lawyers during the two-day trial, a preplanned move he had insisted on so he could address the jury personally.

"I don't know you," he told them during closing arguments, "but you are my sisters and brothers. We're all God's children, and we have to look after one another. We have to be significant actors."

"Significant actors" is one of Carl Kabat's favorite expressions. It means going outside of yourself, he always says, to take positive action against that which you know to be wrong.

He had wanted, he explained, for one or more on the panel to see the righteousness of his cause and hang the jury.

"What are you going to do?" he said. "I applauded them to thank them. They had given it thought."

We talked for a long time, about the law and morality, him recalling a time long ago that he stepped off a bus and saw a sign.

"It said 'black water' and 'white water.' I kick myself to this day that I didn't take a drink of black water, even one swallow. What could they have done to me?"

I asked him, as I always do, if he planned yet another protest anytime soon. And for the first time ever, Carl Kabat hedged.

"I'm 76 years old, older than my old man when he died, so I might be living on borrowed time," he said.

"I might have died in prison, I might die on the way to St. Louis. Either way is OK with me. I am just going to take my life and the message day by day."

RESTON, Va. - Northrop Grumman has received a task order to support the U.S.
Defense Department early-intercept ballistic missile defense program.

U.S. company Northrop Grumman was awarded the contract to provide the Missile
Defense Agency with support for demonstration experiments designed to assess
potential sensor technologies for early interception of missile threats.

Officials say Northrop Grumman will be expected to design and develop an
experimental command and control architecture that will enable an evaluation of
sensors for countering medium and intermediate-range ballistic missile threats.

"For the company and our customer, this initiative leverages Northrop Grumman's
legacy Kinetic Energy Interceptors and command, control, battle management and
communications expertise and technology to advance a critical and promising
capability," Karen Williams, Northrop Grumman Information Systems vice president
for Air and Missile Defense Systems, said in a statement.

"For the taxpayer, early intercept ensures previous investments in Kinetic
Energy Interceptors will be applied judiciously to various aspects of the
missile defense system to improve the ability to defeat threats to our nation."

Obama to Retain ‘Safe, Secure, Effective’ Nuclear Overkill Capacity

The U.S. and Russia, which together possess 95 percent of the world’s
nuclear weapons, announced this summer an agreement to someday reduce
their nuclear arsenals by up to one-third.

The proposed treaty could cut each state’s long-range thermonuclear
weapons – known in military jargon as "strategic" weapons – to between
1,500 and 1,675. Mainstream news reports said this was down from the
limit of 2,200 slated to take effect in 2012."

In fact, according to the Bulletin of the Atomic Scientists the US had
9,938 warheads in 2007 and is obligated under the 2002 Moscow
Agreement to reduce this to 5,470 by the end of 2012.

Maintaining a total of 1,500 warheads, at 335 kilotons each (today’s
Minuteman III missile warheads), is equivalent to 502.5 million tons
of TNT, or 502 "megatons" of nuclear firepower.

How much overkill power is this? There are currently 188 cities on
Earth with over 2 million people. With 1,500 warheads, the Pentagon
could still explode seven H-bombs on each one, setting massive fires
whose smoke would block sunlight and could plunge the world into
nuclear winter – according to new research from the Univ. of Colorado.

Presidents Barack Obama and Demitri Medvedev say they want to put the
world on a path toward eliminating the bomb altogether. During their
news conference Obama said, "This is an urgent issue, and one in which
the US and Russia have to take leadership … showing ourselves willing
to deal with our own nuclear stockpiles in a more rational way."

But Obama broadcast his less rational embrace of nuclear war policy
April 5 in Prague when he said, "As long as these weapons exist, the
US will maintain a safe, secure and effective arsenal to deter any
adversary, and guarantee that defense to our allies."

Since any use of these devices backfires uncontrollably against the
user – spreading radiation, firestorms, cancer and reproductive
disorders for generations – nuclear weapons can’t guarantee "defense"
but only self-destruction. And even the cold-blooded dirty war
mastermind Henry Kissinger admitted last January, "deterrence is
decreasingly effective and increasingly hazardous."

Speaking July 29 to the Strategic Command (which controls the US
arsenal), the director of the US Arms Control Association Daryl
Kimball outlined the Pentagon’s current nuclear warfare policy, and
complained that it hasn’t changed since the Cold War ended 18 years
ago. Kimball reported, "Even after two post-Cold War Nuclear Posture
Reviews, the US still has a nuclear force posture that calls for … the
same basic roles and retains all of the essential characteristics it
had during the Cold War." Current doctrine, Kimball noted, calls for:

"A nuclear arsenal and readiness posture capable of delivering a
devastating counterforce attack against Russia, China, and other
potential regional nuclear-armed foes.
"The possible use of nuclear weapons to defend US forces and allies
against massive conventional military attacks; and
"The possible use of nuclear weapons to counter suspected chemical or
biological weapons threats."

This suicide mission, once known as nuclear madness – blast, shock and
radioactive fallout would attack our own forces, allies and population
– was described as long ago as 1985 in the Washington Quarterly which
warned, "The climatic consequence of such a conflict would appear to
afford no sanctuary…. A superpower could not isolate itself from the
effects of its own weapons."

What the President Could Do Now

The use of nuclear weapons is legally prohibited because their effects
are indiscriminate and uncontrollable, because radiation is a poison
explicitly forbidden under all circumstances by the Hague Regulations
and because their radiation-induced mutagenic and multigenerational
effects long outlast the end of hostilities in violation of the Geneva
Conventions.

Even Cold War architect and former Reagan administration National
Security Advisor Paul Nitze writing in The New York Times has said, "I
see no compelling reason why we should not unilaterally get rid of our
nuclear weapons. To maintain them … adds nothing to our security. I
can think of no circumstances under which it would be wise for the
United States to use nuclear weapons, even in retaliation for their
prior use against us…."

If the President Obama were genuinely interested in pursuing general
nuclear disarmament, he could immediately undertake six independent
actions that would illustrate his good faith:

1. Take all nuclear weapons off hair-trigger "alert" status, ending
the threatening, accident-prone policy of "launch-on-warning";
2. Declare a nuclear "no first use" policy similar to that of China;
3. Announce a blanket refusal to attack non-nuclear states with nuclear weapons;
4. Withdraw all 200-400 US nuclear weapons from Europe;
5. Separate nuclear warheads from delivery vehicles, increasing the
time needed to prepare any use of the weapons;

Minuteman III ICBM launched from Vandenberg AFB-A Minuteman III missile was test launched from Launch Facility 04. The missile traveled approximately 4200 miles in twenty minutes to the Kwajalein Missile Range in the Marshall Islands. The test is conducted to prove the reliability of land based nuclear missiles.'

USA to launch ICBM Minutman III on Nov 18 from Vandenberg Air Force Base
to the Marshall
Islands

This seems hypocritical after the criticism of North Korea's short range liquid fuel missiles.
Minuteman III is a hair trigger alert high speed, solid fuel, computer/satellite guided desiged
to carry weapons for large civilian areas. The test missile will carry dummy warheads,
but it is a missile test for nuclear delivery systems. This violates the good faith
disarmament component of the Nuclear Non Proliferation Treaty.

I just spoke with the Public Affairs department at Vandenberg Air
Force Base and they informed me that next week’s Minuteman launch is
cancelled.

They did not provide a reason for the cancellation.

I note, however, that they use the word “canceled” and not
“postponed.” I would love to find out the reason for the cancellation
if possible.

We will make a final decision about our press conference on Monday.
Being the US government, the test could be back “on” at any moment.

Regardless of what happens with this test, we want to continue raising
this as an issue. I will be trying to pursue this missile testing
issue with the LA Times, both the double standards angle and the
effects of nuclear and missile testing on the Marshallese people. They
have been publishing a lot of excellent investigative work around the
US nuclear weapon sites (they have a story today about 1.6 trillion
gallons of water around the Nevada Test Site being permanently
contaminated with radioactivity).

Makiko, I think your guess is quite right. The reason that the USA to launch ICBM Minutman III on Nov 18 from Vandenberg Air Force Base to the Marshall Islands was cancelled because the test quite contradicts his claim for denuclearization of the North Korea for which he would speech in Korea on Nov. 18. Uh. Uh. Policy mistake!

Otherwise, the site with the forwarded videos below may some explain the North Korea’s wish of peaceful unification of Korea and how its wish has continuously been frustrated, even though the dates were some months ago.

The US Space Command has announced that the November 18 ICBM
Minuteman III launch has NOT been cancelled, but only postponed.
( It was cancelled on Friday the 13th, when Obama arrived
in Japan, it was set to be fired to Kwajalein while Obama was in South Korea)


I call on NO BASES members around the world to start planning a protest at
their US embassy/consulate/diplomatic mission for the day of the launch
when it is announced.


I am going to Los Angeles today to start organizing this, please indicate
what you think.
