Living and Dying Downwind
Radiation, Japan and the Marshall Islands

When the dangerous dust and gases settle and we discover just how much radiation escaped the damaged Fukushima reactors and spent fuel rods, we may never know how many people are being exposed to radiation from the burning fuel rods and reactor cores, and how much exposure they will receive over time. Minute and above-background traces of Iodine-131 are already showing up in Tokyo's water supply - 150 miles southwest of the leaking reactors - and in milk and spinach [with a dash of Cesium-137] from 75 miles away. The Japanese government has recently warned pregnant women and children to avoid drinking Tokyo tap water, and I-131 levels 1,200 times above background levels were recorded in seawater near the reactors.

Aside from sharing the dubious distinction of both nations having been at the receiving end of America's nuclear weapons, Japan and the Marshall Islands now share another dubious distinction. The unleashed isotopes of concern from the damaged Japanese reactors - Iodine-131, Cesium-137, Strontium-90 and Plutonium-239 - are well known to the Marshall Islanders living downwind of the testing sites at Bikini and Enewetak atolls in the central Pacific, following sixty-seven A- and H-bombs exploded between 1946-58. In fact, it is precisely these isotopes that continue to haunt the 80,000 Marshallese fifty-three years after the last thermonuclear test in the megaton range shook their pristine coral atolls and contaminated their fragile marine ecosystems.

In fact, it was the irradiated downwind Marshallese on Rongelap and Utrik in 1954 caught in the Bravo fallout - and I-131 - that taught the world about the thyroid effect from the uptake of radioactive iodine.

The U.S.' largest [fusion] hydrogen bomb - Bravo - was 1,000 times the Hiroshima atomic [fission] bomb, and deposited a liberal sprinkling of these and a potent potpourri of 300 other radionuclides over a wide swath of the Central Pacific and the inhabited atolls in the Marshalls archipelago in March 1954 during "Operation Castle."

The Rongelap islanders 120 miles downwind from Bikini received 190 rems [1.9 Sv] of whole-body gamma dose before being evacuated. The Utrik people 320 miles downwind received 15 rems [150 mSv] before their evacuation. Many of the on-site nuclear workers at Fukushima have already exceeded the Utrik dose in multiples.

Also entrapped within the thermonuclear maelstrom from Bravo was the not-so-Lucky Dragon [Fukuryu Maru] Japanese fishing trawler with its crew of twenty-three fishing for tuna near Bikini [see The Voyage of the Lucky Dragon by Ralph Lapp]. As the heavily exposed fishermen's health quickly deteriorated after Bravo, the radio operator Aikichi Kuboyama died of a liver illness six months after his exposure; his is now a household name in Japan and is associated with the "Bikini bomb."

Meanwhile, the Japanese fishing industry was rocked when Geiger counters registered "talking fish" [what the Japanese called the clicking sound of the contaminated fish being monitored] from the 800 pounds of tuna catch of the Lucky Dragon in Yaizu and in local fish markets. Much of the Japanese tuna at the time was caught by a fleet of 1,000 fishing boats operating in the fertile tuna waters near the U.S.' Pacific Proving Ground in the Marshalls.

In response to the plight and symbolism of the Lucky Dragon, Japanese women collected 34 million signatures on petitions advocating the immediate abolition of both atomic and hydrogen bombs in 1955. Pugwash, the Nobel Peace Prize-winning anti-nuclear organization was founded in 1955 by Bertrand Russell and Albert Einstein in response to Bravo. The dangers of radioactive fallout from Bravo inspired Nevil Shute's classic nuclear dystopia On the Beach, as well as Godzilla.

To quell the diplomatic furor - whereby the Japanese representative to the U.N. accused the U.S. in March 1954 of "once again using nuclear weapons against the Japanese people" - the U.S. paid two million dollars to the fishing company which owned the Lucky Dragon; each of the 23 fishermen ended up with the princely sum of $5,000 in 1956 and the tuna company kept the rest.

AEC chair Lewis Strauss (who originally proposed nuclear energy "too cheap to meter" in the post-War Atoms for Peace program) told President Eisenhower's press secretary James Hagerty in April 1954 that the Lucky Dragon was not a fishing boat at all - it was a "Red spy outfit" snooping on the American nuclear tests.

The legacy of latent radiogenic diseases from hydrogen bomb testing in the Marshall Islands provides some clues about what ill-health mysteries await the affected Japanese in the decades ahead. Also, the Marshall Islands provide insight about ecosystem contamination of these dangerous radioactive isotopes, and what this means for the affected Japanese.

Profiles of the four isotopes
o Iodine-131 [radioactive iodine] has a half life of eight days, and concentrates in the thyroid gland about 5,000 times more efficiently than other parts of the body. Traces of I-131 have been discovered in Tokyo drinking water and in seawater offshore from the reactors. It took nine years for the first thyroid tumor to appear among the exposed Marshallese and hypothyroidism and cancer continued to appear decades later.

o Cesium-137 has a half life of thirty years and is a chemical analog of potassium; Cs-137 concentrates in muscle and other parts of the body. Rongelap Island has a new layer of topsoil containing potassium to help neutralize the Cs-137 left over from the H-bomb tests, but the Marshallese residents remain unconvinced and suspicious about the habitability of their long abandoned home atoll. Meanwhile, the U.S. is pressuring hard for their repatriation despite the fact that most islands at Rongelap will remain off limits for many decades with strict dietary restrictions of local foods.

o Strontium-90 has a half life of twenty-eight years, is a chemical analog of calcium and is known as a "bone seeker." Rongelap and the other downwind atolls have residual Sr-90 in their soils, groundwater and marine ecosystems.

o Plutonium-239 has a half life of 24,000 years, is considered one of the most toxic substances on Earth, and if absorbed is a potent alpha emitter that can induce cancer. This isotope too is found in the soils and groundwater of the downwind atolls from the Bikini and Enewetak H-bomb tests.

Lessons from the Marshall Islands
* It took nine years after exposure to the 1954 Bravo fallout for the first thyroid tumor and hypothyroidism to occur in an exposed Utrik woman from the I-131. Several more tumors [and other radiogenic disorders] among the exposed people appeared the following year and every year thereafter. The latency period for thyroid abnormalities and other radiogenic disorders [see below] endures for several decades.

* Because a child's thyroid gland is much smaller than an adult's thyroid, it receives a higher concentration of I-131 than an adult dose. Also, because a child's thyroid gland is growing more quickly than an adult's, it requires and absorbs more iodine [and I-131] than an adult thyroid gland. That is, the thyroid effect is age-related.

* Radioactive Iodine-129 with a half-life of 15 million years and a well-documented capacity to bioaccumulate in the foodchain, will also remain as a persistent problem for the affected Japanese.

* The Majuro-based Nuclear Claims Tribunal was established in 1988 to settle all past and future claims against the U.S. for health injury and property loss damages from the nuclear tests. As of 2006, the NCT had paid out $73 million [of the $91 million awarded] for 1,999 Marshallese claimants. There are thirty-six medical conditions that are presumed to be caused by the nuclear tests [http://www.nuclearclaimstribunal.com]. Eligibility for Marshallese citizens consists of having been in the Marshall Islands during the testing period [1946-58] and having at least one of the presumptive medical disorders.

* The sociocultural and psychological effects [e.g., PTSD] of the Fukushima nuclear disaster will be long-lasting, given the uncertainty surrounding the contamination of their prefecture and beyond. Psychiatrist Robert Jay Lifton eloquently detailed this uncertain future and fears about "invisible contamination" concerning the Hiroshima and Nagasaki "hibakusha" ["A-bomb survivors"] in his award-winning 1968 magnum opus Death in Life.

* Noted radiation experts John Gofman [co-discoverer of U-232 and U-233 and author of Radiation and Human Health], Karl Z. Morgan [a founder of health physics] and Edward Radford [Chair of the National Academy of Sciences' BEIR III committee and advisor to the Nuclear Claims Tribunal] stated that there is no threshold dose for low level ionizing radiation:

Any amount of ionizing radiation - which is cumulative - can pose a health threat for certain individuals, and especially those with compromised immune systems.

As reported in the Honolulu Star Advertiser, Marshall Islands delegates to the UN climate change conference in Cancun are confronting unique problems as a nation state that is rapidly disappearing under rising seas. Not only have Marshallese and other Micronesians had to deal with the legacy of imperialism, wars, and nuclear testing; they are now facing extinction as an entire nation due to the greenhouse gas emissions of the industrialized countries:

CANCUN, Mexico >> Encroaching seas in the far Pacific are raising the salt level in the wells of the Marshall Islands. Waves threaten to cut one sliver of an island in two.

“It’s getting worse,” says Kaminaga Kaminaga, the tiny nation’s climate change coordinator.

The rising ocean raises questions, too: What happens if the 61,000 Marshallese must abandon their low-lying atolls? Would they still be a nation? With a U.N. seat? With control of their old fisheries and their undersea minerals? Where would they live, and how would they make a living? Who, precisely, would they and their children become?

: Midnight June 28/29, 2009 protest against the launch of a Minuteman III Intercontinental Ballistic Missile (ICBM)–the most destructive first strike missile in the U.S. arsenal. The "successful" target was the Ronald Reagan Missile Test Range, Kwajalein Atoll in the Marshall Islands in the South Pacific.

Nuclear Missile Testing Continues in California

Santa Barbara, CA – The US military has announced a test of a Minuteman III Intercontinental Ballistic Missile from Vandenberg Air Force Base on September 15. The Minuteman missile will carry a “dummy” nuclear warhead from Vandenberg to the Kwajalein Atoll in the Marshall Islands. The test is scheduled less than three weeks after the official UN International Day against Nuclear Tests (August 29).

캘리포니아 산타 바바라-미국 군대는 9월 15일, 미뉴트맨 III 대륙간탄도 미사일 실험을 할 것을 발표하였다. 미뉴트맨 미사일은 밴던버그로부터 마샬 군도의 콰잘렌 환초에 “모조” 핵 탄두를 나를 것이다. 그 실험은 핵 실험들에 반대하는 유엔 국제일이 공식적으로 있은 지 3 주도 안되어 계획된 것이다 (8월 29일)

David Krieger, President of the Nuclear Age Peace Foundation, said, “The US moratorium on nuclear testing remains incomplete as long as we continue testing missiles designed to carry nuclear warheads. Minuteman III missiles are used solely to deliver nuclear warheads.”

The Preamble to the nuclear Non-Proliferation Treaty (NPT) calls upon the 189 countries that signed the NPT to facilitate “the elimination from national arsenals of nuclear weapons and the means of their delivery.”

The above is M. S. (Japan)'s letter to the United States embassy in Tokyo. M. S. says that 'Unlike in Seoul, the US embassy in Tokyo uses a framed email form' so M. had to send 3 times to send the letter to it. The second is S. C. (Korea)'s email to the United States embassy in Seoul. It is told that Australia activists also sent a letter to the United States embassy in Australia. ICBM test launches continue to be a excessive nuclear threat to our neighbors in this region, preventing them from their long-desired peaceful reunification, the same kind of which Germany has achieved 20 years ago already.

We, Koreans became to learn that the Vandenberg Space Command/ AFB will launch a Minuteman III high speed solid fuel ICBM that delivers the Thermonuclear warhead in the early hours of Sept 15 from Vandenberg to Kwajalein Atoll Marshall Islands, Pacific Ocean.

Testing and developing thermonuclear warhead delivery systems is a violation of the Nuclear Non Proliferation Treaty, Article VI. We also hear that many peace-loving people including Fr. Louie Vitale and Sr. Megan Rice who were arrested on August 22 protesting another ICBM launch, have been oppressed during their peaceful protests against such aggressive tests and that some have even got the "lifetime ban and bar." It is a shame for the United States government who self-nominates as the world peacekeeper to conduct such destructive tests and oppress the peaceful voice of its own people.

열핵 전쟁 탄두 수송 시스템을 실험하고 발사하는 것은 비핵확산 조약 6조 위반입니다. 우리는 또한 8월 22일 또다른

The Marshall Islands that is told to be the place where more than 60,000 people live, has been the tragic target of innumerable nuclear and missile tests since 1946, of which the largest nuclear test that the U.S. ever conducted was included, as to be said by the Atomic Energy Commission, as "by far the most contaminated place in the world” in 1956.

Such tests have destroyed and would threaten not only the precious lives of people there but also the unspeakable lives under the sea such as corals, turtles, shells etc.

The corals in the Southeast Asian Sea have been already bleached for the global warming and the diverse ecology system is being destroyed there. It is lamentable that the United States government not only ignores the most urgent issue for the people in the world but also escalates the destruction of the biodiversity system in the Earth with such horrendous tests that would cause great harm to the future generation of human beings.

지구 온난화로 표백되었으며 그 곳의 다양한 생태 시스템은 파괴되어 가고 있읍니다. 미국 정부가 세계 민중들의 가장 절박한 이슈를 무시할 뿐만이 아니라 인류의 미래 세대에게 커다란 피해를 가져올 그러한 무시무시한 실험들로 지구의 생물 다양성 시스템의 파괴를 촉진한다는 것은 한탄스런 일입니다.

The United States government has bluffed out that such tests are for the provable attacks from Iran or North Korea but normal people with reasonable thoughts can hardly believe that those countries would ever attack the United States who occupies more than half of the defense spending among all the countries’ defense budgets combined. People also know that such bluffs are ultimately for the domination of the United States through chocking-off other countries’ oil lanes, such as China.

Many Koreans now know the news of the Vandenberg launches and shudder by the hypocrisy of the United States government who has always made the scapegoat of North Korea for her nuclear and missile tests.

Such tests would impede the peaceful dialogues between the United States and North Korea who has long time demanded for it. [These are] Koreans’ demand[s] to the United States government to stop such tests, to close such dangerous bases, to respect the peaceful unification wishes of Korea through peace treaty and to care for the precious lives of human beings and other beings in the Earth.

On June 6, 2010, the United States plans to launch a Minuteman III Intercontinental Ballistic Missile (ICBM) from Vandenberg Air Force Base on the California central coast. The missile will likely carry one or more “unarmed” warheads to the Ronald Reagan Test Site in the Kwajalein Atoll in the Marshall Islands.

The launch, the first of two planned for the month of June, will come just nine days after the completion of the nuclear Non-Proliferation Treaty (NPT) Review Conference at the United Nations.

Nuclear Age Peace Foundation President, David Krieger, who attended the NPT Review Conference earlier this month, said, “U.S. testing so close to the end of the NPT Review Conference will make many countries doubt our sincerity in fulfilling our nuclear disarmament obligations under the NPT. President Obama has said that he wants to reduce the role of nuclear weapons in US security policy, but tests such as this one suggest that we are continuing with business as usual.”

Krieger continued, “When any country tests long-range missiles and nuclear weapons, it is more than just a test. It is a message to the world and perhaps to specific countries; it says in effect, ‘This is what we can do to you.’ If the US wants to lead the way to a world free of nuclear weapons, it needs to stop sending such provocative messages. In the US we are very aware of such messages when other countries test. We seem to have a blind spot in our thinking about our

Democracy Thwarts U.S. Base Plans

This March, the Obamas will touch down in the U.S. territory of Guam, en route to Australia and Indonesia. It’s a big deal for this tiny Pacific island seven-and-a-half hours by plane from Hawaii and, according to airport placards, “where America’s day begins.” Two senators from Guam, Judith P. Guthertz and Rory J. Respicio, have already written to ask the president “to meet a few of your fellow Americans,” instead of the typical orchestrated “pit stop” behind the gates of Andersen Air Force Base.

Obama’s stop-over may be designed to smooth the difficult road ahead for the U.S. military. The Pentagon is shifting bases and soldiers in the Asia Pacific — not surprisingly, without consent of the residents of these countries. But it’s not just local people in Guam, South Korea, Okinawa, and elsewhere who are affected by the increased militarization of the region. The natural environment is at risk through military contamination and through the high military use of oil, an important factor in climate change.

Guam-Okinawa Connection

The Bush administration made plans to shift 8,000 U.S. Marines from Okinawa (Japan) to Guam. In addition to support staff, contractors and family members, the total number will be closer to 50,000 people.

This overall deal between the United States and Japan is estimated to cost $26 billion, with the tab largely picked up by Japan. According to the agreement, the Japanese government must fund a new state-of-the-art Marines base to be built alongside an endangered coral reef in Nago (northern Okinawa). This new facility would replace Futenma Marine Corps Air Station, which is currently situated in a dense urban area. The land would then return to Okinawa — presumably after the cleanup of environmental contamination — and 8,000 Marines would go to Guam.

Okinawans have been campaigning for years to be rid of U.S. bases, which were established at the end of World War II. These bases have been the source of noise and environmental pollution, accidents, and crime committed by U.S. soldiers, including violence against women and girls. In a 1998 referendum, Nago voters opposed the new base. When Japanese authorities tried to go ahead with the plan, activists took to their kayaks and fishing boats to block construction, and ultimately disrupted exploratory drilling of the coral reef. The Japanese government tried to find another location in Okinawa or even mainland Japan, but no community agreed to have the new Marines base in their area.

Despite the efforts of the two governments, democracy continues to get in the way of this multi-billion dollar deal between Washington and Tokyo.

On August 30, 2009, the patient and determined campaigning by the Japanese peace movement paid off. The Democratic Party of Japan (DPJ), which promised to review the U.S.-Japan military alliance, defeated the ruling coalition that had been in power for over 50 years. Many of the newly elected representatives criticized Japanese acquiescence toward U.S. foreign policy; others resented U.S. “occupation mentality.” In response, both U.S. Defense Secretary Robert Gates and President Obama made hasty visits to Tokyo, invoking the importance of the alliance and pressing the new government to keep the Okinawa-Guam deal afloat. But the tide of public opinion had turned; the Japanese media branded Gates a “bully” and bridled at such “high-handed treatment.”

The political momentum against the relocation of the U.S. Marines base has continued to build. At the end of January 2010, Nago voters elected a mayor who is also against the base. Japanese representatives came to Washington to meet with their congressional counterparts, while in Tokyo thousands protested the proposed Marines base, thus reopening what the military assumed was a done deal.

Resistance in Guam

Despite increasing opposition to the transfer of thousands of U.S. troops, the people of Guam are constrained in their ability to influence the political process. Since the Spanish-American War of 1898, the United States has controlled Guam (or Guåhan in the Chamorro language). With a population of 173,456 represented by one non-voting delegate in the U.S. Congress, the island is one of 16 remaining non-self-governing territories listed by the United Nations. Residents are U.S. citizens, but they are not entitled to vote in presidential elections. Most federal-territorial affairs are made in Washington, nearly 8,000 miles away.

The voices of the Guam Chamber of Commerce and other business leaders have been elevated in this process. In their view, the militarization of the island is the only viable boost to Guam’s weak economy. Contractors, from Washington, DC and Hawaii to the Philippines and Japan, are jockeying for a piece of the action. "On Capitol Hill, the conversation has been restricted to whether the jobs expected from the military construction should go to the mainland Americans, foreign workers or Guam residents," says Democracy Now reporter Juan Gonzalez. "But we rarely hear the voices and concerns of the indigenous people of Guam, who constitute over a third of the island’s population."

The U.S. military already takes up a third of the island. The additional troops will bring this up to 40 percent. Formed from two volcanoes, Guam’s rocky core constitutes an unsinkable aircraft carrier, 30 miles long and eight miles wide. Not only is the economy geared toward servicing the military, the bases are now occupying once productive land. Prior to WWII, Guam was self-sufficient in agriculture. Today, the island imports 90 percent of its food.

Listen to the People

Following the Nago election, The Washington Post quoted Lt. Gen. Keith J. Stalder, commander of U.S. Marine forces in the Pacific as saying, "National security policy cannot be made in towns and villages."

Really? Do national security and military objectives trump democracy?

Obama is both commander-in-chief of the U.S. military and a Nobel Peace Prize laureate. His experience growing up in Hawaii and working as a community organizer also uniquely qualify him to listen to Guam senators and community members such as We Are Guåhan, a grassroots organization. We Are Guåhan include the voices of people from diverse ethnic and professional backgrounds, who advocate for transparency and democratic participation in decisions regarding the future of their island. Obama should hear their deep concerns about the impact of 50,000 extra people on their already weak infrastructure, fragile ecosystem, and island culture. These have been much expressed in town-hall meetings and in community responses to the military’s 11,000-page environmental impact statement.

Obama should also listen to respected historians like Hope Cristobal, a former Guam senator, and to women professional and community leaders active in Fuetsen Famalao’an, who came together out of concern over the military buildup. He should visit the Hurao School that teaches young children Chamorro language and culture. He should hear the Chamorro people’s deep love for their land as they seek to honor their ancestors and provide for their children.

The president should do more than just listen, of course. The Obama administration should rethink the expansion of bases in Okinawa, Guam, and South Korea. Washington has repeatedly stated that the transfer of 8,000 Marines to Guam will “reduce the burden” on Okinawa. So then why does the military want a new Marines base in Nago? The United States should stop the building of yet another base in Okinawa and not redirect Okinawa’s burden to Guam.

The Obama administration should do more by allocating a small fraction of the $700 billion-plus Pentagon budget to underwrite job training across the entire nation, including Guam. This money could provide residents of Guam with needed medical facilities, clean up contaminated water supplies (Andersen AFB sits on top of an underground aquifer), and provide for sustainable projects.

The U.S. Congress can also play a positive role by amending the Radiation Exposure Compensation Act to include Guam on the list of “downwind” areas affected by atmospheric nuclear testing in Micronesia in the 1950s. At the same time, Congress should support the Republic of the Marshall Islands Changed Circumstances Petition for adequate compensation for personal injuries, property damage, medical care, and radiological monitoring related to nuclear testing conducted in the Marshall Islands.

Elsewhere in the region, the United States should rethink the imminent plan to build a new U.S. Navy base on Jeju Island in the southern part of Korea. Villagers of Gangjeong have resisted this construction by blocking roads until their arrest by South Korean police in January 2010. This proposed base would house Aegis destroyers, outfitted with missile defense systems to target China. It would also destroy local people’s way of life and coral reefs designated by UNESCO as world heritage environmental sites.

More generally, the United States must commit to policies that support sustainable use of resources, rather than using military means to secure oil supplies and other scarce resources. The U.S. military is the greatest consumer of oil worldwide. It makes no sense to fight for oil so that the military can guzzle even more of it. Such a new policy on sustainable use of resources also requires Washington to move beyond the stalemate of the Copenhagen summit.

Obama: Be the change you promised. Someone has to have the courage to initiate a paradigm shift, using the Earth’s resources and people’s skills to provide for genuine security.

Eight people were arrested at the Sunday, January 31 witness. Participants in the witness were not allowed to gather in the designated protest area, nor anywhere near the base. Nobody intentionally “crossed the line.” The protest was dismantled and arrests were made by base security, who acted because the protest was not permitted by base commander, though the base was notified well before the gathering. (What happened to our right of “free speech”?)

The arrested include: Denis Apel, Tensie Hernandez-Apel, Bub Boothe, MacGregor Eddy, Jude Evered, Scott Fina, Mary Becker, and Jorge Manly-Gil.

In the first test of its kind involving Vandenberg, an ICBM launched from the Marshall Islands was aimed at southern California. The Ground-Based Interceptor launched from VAFB, about 60 miles northwest of Santa Barbara, lifted off at around 3:45 pm, but was not successful in shooting down the target, launched six minutes earlier from the far end of the Ronald Reagan Test Range at Kwajalein Atoll.

First to be cited were MacGregor and Dennis, both of whom have existing “ban-and-bar” notices from previous arrests. They were cited for trespass, though they were in the designated protest area and did not cross onto base property.

Evered is with the Women’s International League for Peace and Freedom and is a frequent participant in ongoing vigils at Vandenberg. She was later released from the hospital, and unprocessed by authorities.

The test involves a missile being fired from the Marshall Islands to simulate an attack on the United States by Iran, a country that neither possesses nuclear weapons nor long-range missiles capable of reaching the United States. An interceptor missile will be fired from Vandenberg AFB in an attempt to collide with the incoming missile.

MacGregor Eddy sent the email on Makiko Sato, Japan on Jan. 29, 2010. Part of it says, “Fr. Louie Vitale was arrested on August 23 delivering your message to the [Vandenberg AFB ]base commander. He is now in prison (for an earlier arrest at a torture school in Georgia) and will await trial on this one (along with Sister Megan Rice).”

The “Star Wars” NMD program is a direct obstacle to disarmament talks with Russia and is making a nuclear weapons free future less likely.

Solidarity Message from Korea

‘The news of the Vandenberg ICBM test on Jan. 31, targeting Iran is
again horrible and infuriating. It is heard that “A dummy US
Intercontinental Ballistic missile (posing as a nuclear shot from
"Iran") will be launched toward California from the Reagan Test Site
in the Marshall Islands on the same date.”

The Vandenberg AFB has also done lots of the ICBM missile tests
against the North Korea, ignoring the North Korea’s long efforts for
the peace agreement with the United States, which have been frustrated
many times by the United States’ governments’ hostile policies
including these kind of the missile tests.

The unusual test against the Iran is again, intentionally invoking the
virtual enemy among the hearts and minds of people in the world, to
the advantage of the space and nuclear weapon industries, for their
profit and to the disadvantage of the poor people in the United States
and world, whose welfare-systems have been continuously robbed of, by
the unnecessarily increasing defense budget. It is needlessly to say
that the most affected people will be those in the Marshall Islands,
whose health and environment have been deteriorating due to these kind
of harmful missile tests.

Furthermore, when thinking about the annual budget proposal for the
construction of the Jeju naval base, the planned missile defense
system in the Jeju Island, South Korea, by the Minister of the Defense
department of ROK in 2010 was about less than $ 90million dollars, the
$150million cost for one ICBM launch is mind-bogging.

We. Koreans, along with the peace-loving citizens in the world, will
watch this ongoing malicious activities in the Vandenberg AFB and
demand all the release of the protesters in the past including Fr.,
Louis Vital, who was arrested on Aug, 23 while he was delivering the
peace messages.

We strongly support our courageous colleague protesters in front of
Vandenberg AFB on Jan.31. In case, something happened to any of them,
we, Koreans will make noise the news in Korea and the world, to inform
the vicious activities of the Vandenberg AFB.

The courageous U.S. citizens’ peaceful speech and action must be
protected, thanked and admired from the world.
