kattmann stood atop Figueroa Mountain to watch the Delta IV Heavy rocket launch from Vandenberg Air Force Base, California, yesterday afternoon. He went to this vantage point 40 miles away and 3,000 feet up so he could get a good horizontal shot. 'We were expecting it to be really loud. From where we were standing, it took about 10 minutes for us to hear the roar and it wasn't that loud. It was a fairly big piece of hardware going up into the sky really fast,' he said.

iReport — Delta IV Heavy rocket launched from Vandenberg Air Force Base, California.

This is the largest rocket every launched from the west coast spaceport.

The closeup of the rocket is 30 seconds after liftoff. The three boost engines, which procuce over two million pounds of thrust, can be see with the long exhaust plumes.

The wide shot shows the rockets exhaust plume as the rocket lifts off Space Complex 6.

The launch was viewed from Figueroa Mountain, forty miles northeast of the base.

I, ELDEN T. (BUD) BOOTHE, declare as follows:

I am over the age of 21 and a resident of Santa Barbara County, California. On January 5,
2011, at approximately 3:05 p.m., I parked my car in the parking lot at Vandenberg Middle
School and walked directly across the intersection into the joint-jurisdiction area that is
designated as the Free Speech zone for public protests or vigils. At no time did I leave the
designated Free Speech Zone on my own accord.

I was in the Free Speech Zone for approximately five (5) to ten (10) minutes before two
individuals dressed in civilian attire (one who was taking pictures) and I believe four (4)
uniformed personnel approached me inside the Zone. One of the civilians called me by name,
“Bud”, and said “I think you have a Ban-and-Bar and you are not suppose to be here. You have
two minutes to leave and you will be arrested..”

Almost exactly two minutes later, one or two uniformed personnel came up behind me
inside the Zone and told me to put my hands behind me. I then was placed in metal hand cuffs.
The uniformed personnel then walked me outside the Zone and escorted me toward the Visitor’s
Center while I was handcuffed. As I was being escorted toward the Visitor’s Center, I told the
escorts that the cuffs were too tight and they were hurting my wrists. No one did anything to
alleviate the tightness of the cuffs.

Once we reached the parking lot outside the Visitor’s Center, the escorts “sat” me down
on the curb. I again told the escorts that the cuffs were too tight. Nothing was done to alleviate
the pain caused by the cuffs. At one point in time a plain-clothed person interrogated me,
including asking me to identify my car. I did provide this information, namely that I drove a
2007 Toyota. Around that same time, I was frisked by uniformed personnel who removed
everything from my pockets, including my wallet. I do not recall if it was before or after I was
frisked that I was left seated on the curb for approximately fifteen to twenty minutes, during
which time my back began to hurt me. I informed the escorts that my back was hurting. The
escorts went into the Visitor’s Center and brought a chair outside for me to sit in. They still did
nothing to address the pain caused by the tight cuffs.

I was left sitting on the chair outside the Visitor’s Center for approximately 20 minutes
and then uniformed personnel escorted me to a sedan vehicle. The personnel were unable to get
me into the sedan due to the fact that my hands were cuffed behind my back and I was not able to get into the sedan. I continued to complain that the cuffs were hurting me. Nothing was done
responsive to my complaints of pain.

When the uniformed personnel realized that I physically could not get into in the back of
the sedan vehicle with the handcuffs on, they took me over to a Suburban style vehicle. They
were able to assist me in getting seated in the back seat of the Suburban although the cuffs
continued to cause me excruciating pain about which I continued to complain. In fact, I was
actually screaming that the cuffs were hurting me. No one, including the plain clothed
photographer who also was in the Suburban style vehicle, acknowledged my expressions of pain.
To the best of my knowledge, no one even looked at how tight the cuffs were snapped onto my
wrists.

Although I originally was told that I was going to be released at Ryan Park, I actually was
driven to Vandenberg Village. As they took me out of the Suburban style vehicle, I said I am
starting to feel dizzy. At that point in time, the handcuffs were removed. My right wrist already
was black and blue. I do not know that the photographer ever took a picture of my bruised wrist.
The uniformed personnel leaned me up against the Suburban style vehicle and called medics. By
the time the medics arrived, I no longer felt dizzy. One medic took my blood pressure who then
commented that my blood pressure was low, adding that she was surprised that my pressure was
low in light of the recent course of events.

I was given the choice of either signing a release or being escorted to the local hospital. I
elected to sign the release. After I was released, Nancy Lynch, another individual who had
participated in the peaceful protest in the authorized Zone took photographs of my bruised wrist.

Others who had participated in the peaceful protest in the authorized Zone who observed that I
was handcuffed and escorted by military personnel BEFORE I stepped outside the Zone
included: Dennis Apel, Mary Becker and James Robertson.

Although I insisted that I could drive myself home, Ms. Lynch, Ms. Becker, Mr. Apel and
Mr. Robertson all insisted that they wanted to make sure I made it home safely. Mr. Robertson
rode in my car with me and Ms. Lynch, Ms. Becker and Mr. Apel followed. Once I was back in
Los Olivos, I thanked everyone for their concern for my safety and I drove back to my home
alone.

I declare under penalty of perjury pursuant to the laws of the State of California that the
foregoing is true and correct.

Pentagon calls mystery missile 'unexplained,' cannot rule out threat

THE Pentagon said a missile launch off the southern coast of California remained "unexplained" and that its mysterious origins meant that it was not possible to rule out any threat to the homeland.

Earlier yesterday, NORAD (North American Aerospace Defense Command) and NORTHCOM (United States Northern Command) officials told Fox there was no threat.

However, Pentagon Spokesman Colonel Dave Lapan would not confirm that because the military does not know what the missile was or where it came from.

Col Lapan added that the incident did not appear to be a regularly scheduled test, as no warnings to mariners or airmen appeared to be issued ahead of its launch.

The contrail was caught on camera by a KCBS news helicopter at around sunset Monday evening, approximately 50km out to sea and west of Los Angeles.

The missile appeared to be launched from the water, and not from US soil, Col Lapan added.

The military was trying to solve the mystery using the video from KCBS as there was no indication that NORAD and NORTHCOM were able to detect it independently.

According to Fox News, NORAD and NORTHCOM would only say they were aware of the launch.

However one unnamed senior defense official added: "There was no threat to the homeland."

A navy spokesperson previously told KCBS that no navy activity was reported in the region.

A sergeant at Vandenberg Air Force Base in Santa Barbara County said a Delta II rocket was launched from the base last Friday, but insisted there were no launches since then.

On viewing the footage, former deputy defense secretary Robert Ellsworth speculated on KCBS that the launch could be a show of military muscle.

"It could be a test-firing of an intercontinental ballistic missile from a submarine ... to demonstrate, mainly to Asia, that we can do that," Mr Ellsworth said.

On Friday night, Vandenberg Air Force Base, in California, launched a Delta II rocket, carrying an Italian satellite into orbit, but a sergeant at the base told KFMB there had been no launches since then.

Ellsworth urged American to wait for definitive answers to come from the military.

When asked, however, what he thought it might be, the former ambassador said it could possibly have been a missile test timed as a demonstration of American military might as President Obama tours Asia.

"It could be a test-firing of an intercontinental ballistic missile from a submarine … to demonstrate, mainly to Asia, that we can do that," speculated Ellsworth.

Ellsworth said such tests were carried out in the Atlantic to demonstrate America's power to the Soviets, when there was a Soviet Union, but he doesn't believe an ICBM has previously been tested by the U.S. over the Pacific.

9/25/2010 - VANDENBERG AIR FORCE BASE, Calif. -- Team Vandenberg launched a Minotaur IV rocket at 9:41 p.m. Sept. 25 from Space Launch Complex-8 here.

The Minotaur IV launched the Space-Based Space Surveillance satellite, a first-of-its-kind satellite that can detect and track orbiting space objects from space.

The 30th Space Wing commander, Col. Richard Boltz, was the launch decision authority.

"SBSS will greatly enhance our existing space situational awareness capability, a capability vital to protecting our space-based assets," said Colonel Boltz. "This evening's launch was our third launch in eight days, and I am extremely proud of Team Vandenberg for all the hard work and dedication they've put into these important missions."

This launch was a combined effort between the 30th Space Wing, Orbital Sciences Corporation, The Boeing Company, Ball Aerospace and the Space and Missile Systems Center.

The Minotaur IV launch vehicle provides the ability to deliver payloads up to 3000 kilograms on long range, suborbital trajectories. It utilizes residual Peacekeeper solid rocket motors combined with Orbital's commercial launch vehicle technologies.

With the great importance of space assets to the warfighter as a primary concern, in January 2001, the Rumsfeld Space Commission voiced great concern regarding the vulnerability of US space-based assets, and that a very real threat to these assets would eventually arise. The Space Based Space Surveillance (SBSS) project is a new start effort in FY02 to acquire a constellation of satellites to conduct Space Situation Awareness (SSA) using visible sensors. A constellation of space-based space surveillance satellites will provide timely space situation awareness to meet future space control operations.

9/21/2010 - VANDENBERG AIR FORCE BASE, Calif. -- Team Vandenberg launched an Atlas V rocket at 9:03 p.m. Sept. 20 from Space Launch Complex-3 here.

The launch, the second of three the base has scheduled for September, was the result of a team effort between the 30th Space Wing, the United Launch Alliance and the National Reconnaissance Office.

"This Atlas launch is the culmination of a tremendous amount of hard work on the part of all the men and women of the 30th Space Wing and our mission partners," said Col. Richard Boltz, 30th Space Wing commander. "We're all extremely proud of everyone's efforts."

This evening's launch marked the 604th overall Atlas mission in U.S. history. The rocket carried a national security payload for the NRO.

Team Vandenberg's next launch, a Minotaur IV carrying the first Space Based Space Surveillance satellite, is scheduled for Sept. 25 from Space Launch Complex-8 here.

Guam: An unarmed intercontinental ballistic missile blasted off on Friday in a
weapons test by the U.S. Air Force. According to media reports, the Minuteman 3
missile launched from California's Vandenberg Air Force Base and sent the test
vehicle into suborbital space going across the Pacific Ocean.

southwest of Guam. A team of analysts is studying the launch as part of an

9/17/2010 - VANDENBERG AIR FORCE BASE, Calif. -- A scheduled unarmed operational test Minuteman III intercontinental ballistic missile launch occurred here at 3:03 a.m., Sept. 17 from Launch Facility-09.

The missile's single reentry test vehicle traveled approximately 5,300 miles to a pre-determined target about 200 miles southwest of Guam. ICBM analysts, including the Department of Defense and the Department of Energy, will use the data collected to ensure the readiness and capability of the ICBM fleet.

"The launch process requires tremendous teamwork and involves months of preparation," said Col. David Bliesner, 576th Flight Test Squadron commander. "The data gained from these launches allows us to maintain a high readiness capability and ensures operational effectiveness of the most powerful weapons in the nation's arsenal."

The launch was a combined effort of the 576th FLTS here; 91st Missile Wing, Minot AFB, N.D.; 625th Strategic Operations Squadron, Offutt AFB, Neb.; and the 30th Space Wing here.

General Dynamics Wins NASA Network Contract

WASHINGTON — NASA has awarded General Dynamics C4 Systems of Scottsdale, Ariz., a cost-plus-award fee contract potentially worth $642.2 million over seven years for the Space Network Ground Segment Sustainment project, according to a June 15 agency news release.

Included in the contract, which is slated to begin this month and continue through mid-2017, is an indefinite-delivery, indefinite-quantity portion covering special studies and sustaining engineering NASA might ask General Dynamics to perform. NASA spokesman Michael Curie said the maximum value of that portion of the contract is $27 million.

Part of NASA’s Space Network, the ground segment works with the agency’s Tracking and Data Relay Satellite System (TDRSS) to provide global space-to-ground telecommunications and tracking coverage for near-Earth robotic and human spaceflight missions. The network’s ground segment comprises facilities and systems at the White Sands Complex in Las Cruces, N.M., the Guam Remote Ground Terminal in Guam, and the Space Network Expansion East in Blossom Point, Md.

Under the terms of the contract, General Dynamics will modernize the ground segment, including replacing obsolete systems and creating a more flexible and expandable architecture, the news release states. The work also will improve communications between the Space Network’s user-control centers and ground segment facilities for data and service planning and control.

General Dynamics was part of the team led by Chicago-based Boeing selected in 2007 to build a new generation of TDRSS satellites, with responsibility for upgrading the TDRSS ground segment at White Sands.

Federal charges against Jorge Manly-Gil dropped this morning, Tuesday Sept 14.
Jorge was ready to go to trial on Thursday Sept 16 to defend the first amendment right to peaceful protest.

'Minuteman III Protest: Midnight June 28/29, 2009 protest against the launch of a Minuteman III Intercontinental Ballistic Missile (ICBM)–the most destructive first strike missile in the U.S. arsenal. The "successful" target was the Ronald Reagan Missile Test Range, Kwajalein Atoll in the Marshall Islands in the South Pacific.

Nuclear Missile Testing Continues in California

Santa Barbara, CA – The US military has announced a test of a Minuteman III Intercontinental Ballistic Missile from Vandenberg Air Force Base on September 15. The Minuteman missile will carry a “dummy” nuclear warhead from Vandenberg to the Kwajalein Atoll in the Marshall Islands. The test is scheduled less than three weeks after the official UN International Day against Nuclear Tests (August 29).

David Krieger, President of the Nuclear Age Peace Foundation, said, “The US moratorium on nuclear testing remains incomplete as long as we continue testing missiles designed to carry nuclear warheads. Minuteman III missiles are used solely to deliver nuclear warheads.”

The Preamble to the nuclear Non-Proliferation Treaty (NPT) calls upon the 189 countries that signed the NPT to facilitate “the elimination from national arsenals of nuclear weapons and the means of their delivery.”

The above is M. S. (Japan)'s letter to the United States embassy in Tokyo. M. S. says that 'Unlike in Seoul, the US embassy in Tokyo uses a framed email form' so M. had to send 3 times to send the letter to it. The second is S. C. (Korea)'s email to the United States embassy in Seoul. It is told that Australia activists also sent a letter to the United States embassy in Australia. Dear Ambassador Stephens,

친애하는 스테픈스 대사,

We, Koreans became to learn that the Vandenberg Space Command/ AFB will launch a Minuteman III high speed solid fuel ICBM that delivers the Thermonuclear warhead in the early hours of Sept 15 from Vandenberg to Kwajalein Atoll Marshall Islands, Pacific Ocean.

우리 한국인들은 밴던버그 우주 사령부/ 공군 기지가 9월 15일 이른 시간, 열핵 전쟁 탄두를 나르는 미뉴트맨 III 고속 고체 연료의 대륙간 탄도 미사일을 밴던버그로부터 태평양 바다 마샬 군도 콰잘렌 환초로 [실험] 발사할 것을 알게 되었읍니다.

Testing and developing thermonuclear warhead delivery systems is a violation of the Nuclear Non Proliferation Treaty, Article VI. We also hear that many peace-loving people including Fr. Louie Vitale and Sr. Megan Rice who were arrested on August 22 protesting another ICBM launch, have been oppressed during their peaceful protests against such aggressive tests and that some have even got the "lifetime ban and bar." It is a shame for the United States government who self-nominates as the world peacekeeper to conduct such destructive tests and oppress the peaceful voice of its own people.

열핵 전쟁 탄두 수송 시스템을 실험하고 발사하는 것은 비핵확산 조약 6조 위반입니다. 우리는 또한 8월 22일 또다른 대륙간 탄도 미사일 발사에 항의하다 체포됐던 루이 비탈 신부님과 메간 라이스 수녀님을 비롯한 많은 분들이 그러한 공격적인 실험들에 반대한 평화로운 시위들 도중 억압을 받았으며 몇몇은 심지어 "평생 금지 및 방책령."을 받았다는 것을 듣습니다. 세계 평화 지킴이로 자처하는 미국 정부가 그러한 위험한 실험들을 하고 자신의 민중들의 평화로운 목소리를 억압하는 것은 수치스런 일입니다.

The Marshall Islands that is told to be the place where more than 60,000 people live, has been the tragic target of innumerable nuclear and missile tests since 1946, of which the largest nuclear test that the U.S. ever conducted was included, as to be said by the Atomic Energy Commission, as "by far the most contaminated place in the world” in 1956.

6만명 이상이 사는 곳으로 말해지는 마샬 군도는 1946년 이후 무수한 핵과 미사일 실험들의 비극적인 목표물이었으며 그 실험들은 1956년 [미국] 핵 에너지 위원회에 의해 "현재까지 세계에서 가장 오염된 장소"라 말해질 정도로 미국이 이제까지 행했던 가장 큰 핵 실험을 포함했읍니다.

Such tests have destroyed and would threaten not only the precious lives of people there but also the unspeakable lives under the sea such as corals, turtles, shells etc.

그러한 실험들은 그 곳 민중들의 소중한 생명들뿐만 아니라 바다 아래 산호들, 거북이들, 조개들 등 말못하는 생명들을 파괴해왔고 위협할 것입니다.

The corals in the Southeast Asian Sea have been already bleached for the global warming and the diverse ecology system is being destroyed there. It is lamentable that the United States government not only ignores the most urgent issue for the people in the world but also escalates the destruction of the biodiversity system in the Earth with such horrendous tests that would cause great harm to the future generation of human beings.

동남 아시아의 산호들은 이미 지구 온난화로 표백되었으며 그 곳의 다양한 생태 시스템은 파괴되어 가고 있읍니다. 미국 정부가 세계 민중들의 가장 절박한 이슈를 무시할 뿐만이 아니라 인류의 미래 세대에게 커다란 피해를 가져올 그러한 무시무시한 실험들로 지구의 생물 다양성 시스템의 파괴를 촉진한다는 것은 한탄스런 일입니다.

The United States government has bluffed out that such tests are for the provable attacks from Iran or North Korea but normal people with reasonable thoughts can hardly believe that those countries would ever attack the United States who occupies more than half of the defense spending among all the countries’ defense budgets combined. People also know that such bluffs are ultimately for the domination of the United States through chocking-off other countries’ oil lanes, such as China.

미국 정부는 그러한 실험들이 이란 또는 북한의 가능한 공격때문이라 속여 왔지만 합리적인 생각을 가진 정상적인 사람들은 그 나라들이 모든 나라의 합쳐진 국방 지출의 절반 이상을 차지하는 미국을 공격할 거라고 믿을 수가 없읍니다. 민중들은 또한 그러한 허풍들이 궁국적으로, 중국과 같은 다른 나라들의 석유길을 옥죄는 것을 통한, 미국의 지배를 위한 것이란 걸 압니다.

The Asia Pacific and Pacific Ocean is in danger because of reckless United States governments’ greed and lies. Many Koreans now know the news of the Vandenberg launches and shudder by the hypocrisy of the United States government who has always made the scapegoat of North Korea for her nuclear and missile tests.

아시아 태평양과 태평양 바다는 분별없는 미국 정부의 탐욕과 거짓말들로 위험에 처해 있읍니다. 많은 한국인들은 이제 밴던버그 발사들의 소식을 알며 북한의 핵과 미사일 실험들로 북한을 희생양으로 만들었던 미국 정부의 위선에 몸서리칩니다.

Such tests would impede the peaceful dialogues between the United States and North Korea who has long time demanded for it. [These are] Koreans’ demand[s] to the United States government to stop such tests, to close such dangerous bases, to respect the peaceful unification wishes of Korea through peace treaty and to care for the precious lives of human beings and other beings in the Earth.

그러한 실험들은 미국과, 오랫동안 평화로운 대화들을 요구해왔던 북한의, 평화로운 대화들을 방해할 것입니다. 그러한 실험들을 중단하고, 그러한 위험한 기지들을 폐쇄하고, 평화 조약을 통한 코리아의 평화 통일 염원을 존경하고. 지구의 인류 및 다른 존재들의 소중한 생명들을 보살피는 것, 이것들이 코리아인들이 미국 정부에게 요구하는 것입니다.

The Koreans will also watch whether the United States would exercise the guarantee of the free speech right of her own people. If it is proved out that she violates her own constitution and international law, the world will watch and protest to you. The United States government should rather convert the military spending for her own people’s welfare.

코리아인들은 또한 미국이 그 자신 민중들의 자유 발언 권리 보장을 집행하는지를 감시할 것입니다. 만약 미국이 자신 스스로의 헌법과 국제법을 위반한다면 세계는 당신을 감시하고 당신에게 항의할 것입니다. 미국 정부는 오히려 그 자신 민중들의 복지를 위해 군사 지출을 전환해야 합니다.
