국토해양부 중앙토지수용위원회가 6월11일 해군기지 예정부지 건설과 관련한 재결을 결정함에 따라, 7월12일 예고된 공탁절차를 앞두고 강정마을에 긴장감이 모아지고 있다.

As the Central Committee for the Land Expropriation belonging to the Ministry of Land, Transport and Maritime Affairs made the decision for arbitration on June 11, related to the construction on the planned naval base area, tension has been being heightened in the Gangjeong village, ahead the deposit procedure expected on July 12.

마을주민과 토지주들은 “(공탁을) 일절 받아들이지 않겠다”고 밝혀, 첨예한 갈등도 예상되고 있다.

As the villagers and landowners expressed that “we would never accept (the deposit),” acute conflict is being expected, too.

현재 미협의된 토지는 13만2460㎡. 토지주 103명중 64명이 협의를 거부했다. 해군은 기지 건설 부지에서 협의하지 못한 토지에 대해 강제수용 재결을 신청한 바 있다. 13만㎡ 토지에 대해 중토위가 예고한 공탁시점이 7월12일이다.

Currently, the non-negotiated lands are 132,460 ㎡. Among 103 landowners, 64 have denied the negotiation [with the navy]. The navy has applied the arbitration on the enforcement of land expropriation against the lands that have not been negotiated in the planned area for the base construction. It is July 12 that the Central committee has noticed the deposit on the lands of 130,000 ㎡.

윤용필 토지주 대책위원장은 9일 본지와의 통화에서 “예고일을 토지주 모두 알고 있다”고 착잡한 목소리로 말하며, “시장이나 도지사와 만난 자리에서도 나왔듯이, 현재로서는 특별한 방법이 없는 것 같다”고 밝혔다.

Yoon Yong-Pil, Chairman of the Landowners’ Committee, in Gangjeong, saying in the mixed-up voice, via the telephone with the press on June 9 that, “All the landowners know the expected date,” expressed that, "As it was known in the meetings with the [Seogwipo City] mayor and Island Governor, there seems not so special measure [against it]."

윤 위원장은 “중토위가 결정내린 사항이라 법률적으로 어쩔수 없는 상황임에 분명하다”며 “하지만 토지주들은 공탁을 수용하지 않기로 결정했다”며 거부의사를 분명히 했다.

Chairman Yoon saying, "It is clear that since it was the decision by the Central Committee, there can hardly be the breakthrough legally," but clarified his will of denial, telling, “But the landowners decided not to accept the deposit.”

그는 “도지사와 시장이 좀더 시간을 두고 방안을 마련하기로 한 것을 기억한다”며 “개선된 사항이 나올 때까지 (공탁을) 거부할 것”이라고 밝혔다. “어떤 일이 있더라도 계속 농사를 짓겠다”는 말도 덧붙였다. 생존권을 위해 끝까지 싸우겠다는 의미다.

Saying, “I remember the governor and mayor told that they would prepare for the plans with more time," he told that, “We will deny (the deposit) until there would be the improvements.” He also added that, “Whatever happens, we will continue farming.” It means [he and the landowners] will fight to the end, for their survival rights.

강동균 강정마을회장도 “도지사와 시장이 중재를 적극적으로 나서겠다고 밝힌 마당에, 해군이 밀어붙여서는 안된다”고 잘라 말했다.

Kang Dong Kyun, mayor of the Gangjeong village also clearly said, “ While the Island governor and mayor have made public that they would do the mediation, the navy should not push [the procedures].”

그는 “만약 우리들의 땅을 강제로 가져가려 한다면 몸으로 막는 수밖에 없다”고 밝혀 물리적인 충돌도 일어날 수 있다는 점을 시사했다.

Saying, “If [the navy] enforces our lands, we cannot but prevent it with our bodies,” implied there might happen the physical collision.

강 회장은 해군의 토지매수 관련 해명자료에 대해서 “제 발 저리는 꼴” 이라며, “법률상 60% 이상이 강제수용의 기준이 아니지만, 많은 국가사업이 60%이상 협의가 이루어 졌을 때 진행됐었다”며 “겉으로는 아니라고 했지만, 공유지 매각은 이런 면에서 벌어진 것이 분명하다”고 비판했다.

Regarding on the navy’s explanation material related to the land purchase, “ It is the way that [the navy] who committed a fault thinks everybody speaks of it,” and “ Even though 60% is not the standard for the enforcement of expropriation, many national business have been processed when more than 60% of the negotiation was realized,” criticized that “Even though they explicitly said that they did not meant it, it is clear that the disposal of the public lands [in Gnagjeong] happened in that way.”
