According to the Jeju sori article on Dec. 18, 2009:
‘The construction for the Jeju naval base starts with the ceremony for setting to work on it at the end of January while the active construction starts from the end of March.
The business committee for the Jeju naval base announced on Dec. 18 that as the bills on the naval base were carried by the Jeju Island congress [on Dec. 17], it would accelerate [the process] with the ceremony for setting to work at the end of January and have the ceremony for beginning to construct at the end of March.
The ROK navy is planning, after it is informed of the evaluation on the environmental impact & cancellation of the Absolute Preservation Area from the Jeju Island [government and congress], then get the permission by the review committee on the qualification for the performance & lay-out, defense department, and then make a contract with the construction companies in Jauary, to have a ceremony for setting to work at the end of [January].
The construction of the 1st part (harbor and bay constructional work), which starts from the end of January, was handed over to Samsung and Daerim and it would be continued by the end of 2014.
Currently, the total area related to the naval base is 84,000 pyung and 43% of it has been paid, while the compensation for fishery has been 90%.’ (unofficial translation)
However, the village people in Ganjeong and the civil organizations who strongly denounced the short-cut-way process of passing bills, by the Jeju Island congress(mostly centered around the Grand Nation Party members), on Dec. 17 said that they would continue the struggle with the lawsuits and movement on the defeat of the Grand Nation party members in next year local election.
Kang-Dong Kyun, the chairman of the Gangjeong village people’s committee, who has strongly lead the struggle against the Jeju naval base for last 2 years, was unanimously elected again yesterday, by the village people of whom about 150 gathered on Dec. 17’s general village meeting. He would lead the village for two years more, by the end of 2011. He stated his will to fight harder against the Jeju naval base and announced the village people’s plan for the lawsuits and legal application against the administrative and congress.
