There was the 107th peace disarmament rally with the title that “Stop the review on the defense budget in the rough-and-ready method and attempt to increase the defense budget under the pretext of the Yeonpyeongdo artillery exchange incident!” hosted by the Solidarity for Peace And Reunification of Korea, near the National Assembly on Nov. 30, 2010

Below is the summary translation of the report in the link

: The ROK government’s proposal on the defense budget 2011 is 31 trillion 279.5 billion won [* about 25 ~27 billion dollar] that is 5.8% increment than the last year’s budget of 29 trillion 562.7 billion won…. [for reference] the increment amount of the whole government budget proposal is 5.2%. Adding to that, the Ministry of National Defense has demanded 455.6 billion won for the item of emergent supplementary war power in the Islands of the northwestern [that is the disputed border area in the West Sea]. : It is about 1trillion 200billion won that the Ministry of National Defense has not used and that was left over among the 2009 defense budget. As such, the defense cost is being managed in such wasteful and ineffective ways. Further the ministry could not present the concrete materials regarding how it could weaken the coastal bombs in North Korea by the increment of war power in the northwestern Islands while requesting the increased budget there.( Cho Seung-Hyun, vice-director of the Peace Disarmament team)

: The South Korean government’s measures after the Yeonpyeong Island incident are those of only hard-line policies such as ‘massive scale ROK-US exercise,’ ‘increment of arms budget,’ ‘alteration of engagement rules,’(Soo Yeol, People’s Solidarity for Social Progress)

: Criticizing the remark by a high-ranking member of the Democratic Party that is a main opposition party, who proposed the increment of defense budget by reducing the budget on the four-river project, Oh Hye-Ran, Director of the Peace and Disarmament team said, “ The fundamental root cause of the militaristic clash between the South and North exists in unstable cease fire system. Currently there is no agreed demarcation line in the maritime of the West Sea. It was not agreed in the ceasefire agreement and the agreement on reconciliation, nonaggression and exchanges and cooperation between South and North Korea (Dec. 13, 1991) remained as the negotiation task for the future. The Lee Myung-Bak government has sought the policy for North Korea to acknowledge the Northern limited line (NLL) with force-based on its military power, excluding dialogue and negotiation to find an agreement point. The Yeonpyeong Island incident shows the failure of the government policy in such sense. To increase the defense budget means to cover the failure of its policy with the matter of defense cost. : Otherwise, Moon Myung-Jin, an activist of ‘Weapon Zero’ has raised the issue on the cluster bomb units. As the PSPD statement (Korean) has raised the issue as well, the South Korean government is to deploy six MLRS(Multiple Rocket Launch Systems) in the Yeonpyeong Island after the artillery exchange incident on Nov. 23, 2010.
