Do not dispatch Korean army to U.A.E. based on steam-rolled bills

The clause 2, article 5, of the constitution of the Republic of Korea stipulates that the national army has the sacred mission of guarding the safety of the country and the integrity of the national soil, etc. In a word, the national army is an armed group that takes the highest mission of guarding the lives, safety, and national soil.
Nowhere in the constitution does the highest law allow the government to send our national army overseas thoughtlessly. However, if the international community recognizes the necessity to maintain peace and if Koreans citizens forge a consensus, then it is possible to dispatch the Korean army to maintain peace in the name of peacekeeping forces with a social agreement reached.
Relevant customs are also established. On the contrary, one cannot discover any relevant grounds where we can dispatch Korean army in exchange for exporting nuclear power plant to the U.A.E..
However, this government enacted a law for army dispatch to the UAE under the pretext that the law was "approved" in the National Assembly, even while the laws were steamrolled. The lawmakers did not even examined whether the law violated the constitution and whether Korean society formed a consensus concerning this issue.
