[Jeju Update] A man has been prisoned but not his soul

Prof. Yang Yoon-Mo during the Keep Space for Peace Week: one-man protest in front of the makeshift gate of the planned Jeju naval base area, Gangjeong village, for one hour, everyday during the Keep Space for Peace Week (Oct. 2 to 9, 2010). The slogan is, “No Jeju naval base from our bloody tax, which will contribute to arms race and militarization & weaponization of space!”

Three people visited a movie critic Yang who has been imprisoned in the Jeju Prison since Dec. 27. Yang looked O.K. but said he had to buy under ware because the prison felt cold. He is staying with other nine prisoners in a room. He asked about the process of struggle and said he had been thinking on it most of time in prison. The visit to him is allowed only four times a month. He said beside the current charge against him, the navy has recently accused him to have a vigil tent in the Joongduk coast. He has been living there near two years, opposing against the naval base construction. The navy seems to decide to suffocate him.

The tangerine trees that can be seen in many places of the Jeju Island were also in the court of the prison building complex. He is a free man in nature and many villagers and people are making effort for his release soon.

The Jeju media reported on Jan. 4 as the below. The below is a summary translation from the Jeju media such as the Jeju Domin Ilbo and Seogwipo Daily Newspaper.

On Jan. 4, the Gangjeong village people’s council delivered separately to Woo Keun Min, the Jeju Island Governor, a request letter for his cancellation of the annulment of the absolute preservation area by the former Island governor with his direct authority and to Moon Dae-Rim, Chairman of the Jeju Island Council, a request letter for [the Island Council’s] resolution on the cancellation of the agreement bill on the annulment of the absolute preservation area by the former Island council, which had been passed in snatched way, led by the conservative Grand National Party who had been the majority party then [on Dec. 17, 2009].

The Gangjeong village people’s council saying in the document to the Jeju Island authorities that, “The coastal area of the Gangjeong village has been designated as the absolute preservation area on Oct. 27, 2004 for its great scenery beauty,” premised that, “According to the Island regulation, it is applicable to the 1st level scenery protection area.”

The villagers said that “Therefore the annulment disposal of the absolute preservation area by the former Kim Tae-Hwan Island government not just ignored the regulations of the Island special law and Island regulations but also violated law.”

The villagers also demanded the Island governor and Islad Council chairman to urge the central government and navy to stop the naval base construction until the lawsuit on the confirmation of the cancellation on the annulment of the absolute preservation area become decided through the appeal against the Jeju court decision on Dec. 15.

Otherwise, it is interesting that Shin Ku-Beom, one of the former Island governors officially proposed through his press release today of the four things such as ‘the central government and navy’s apology,’ ‘Island council’s acknowledgement of the fault of the annulment of the absolute preservation area,’ ‘Island governor’s official promise through document,’ and ‘Island people’s monitoring committee on the naval base construction.”

Shin has supported Hyun Myung-Gwan, the former man of the Samsung that is one of the contractors for the naval base construction, during the nationwide local election on June 2, 2010. His recent step shows the politicians themselves acknowledge that the administrative and legislative procedures for the enforcement of the naval base construction have not really been reflected of but ignored of the opinions of the villagers and Island people, who oppose the naval base construction.
