오늘 11시경 중덕바닷가를 찾았을때 이미 포크레인 한대로 작업중.

When people visited the Joongduk coast around 11am, it was shown that a crane truck was working there.

포크레인을 멈추게하고 공사를 못하게 하자 삼성공사관계자들이 바닷가로 내려옴.

When people stopped the crane truck and did not allow construction, the personnel of the Samsung came down to the coast.

"모든 허가를 다 받아서 하는 공사인데 왜 막느냐" 하며 되레 우리에게 따짐.

They rather inquired us saying, “Why do you block this when we are doing this under all the permissions.”

"이번주 월요일에 서귀포시로부터 농지전용토지 형질변경도 승인 받았고 (* 역주: 대중적 공지 전혀 없었음) 절대보전지역 해제에따른 소송도 1차에서는 이겼다. 공유수면 매립또한 승인되었는데 막는 이유가 뭔가"

They said, “We have been allowed from the City of Seogwipo change on the inherited qualities of the farmland-exclusive lands this Monday (* translator note: with its no public notice?) and have also won at the 1st review of the lawsuit following the annulment on the absolute preservation areas. The reclamation on the public-owned adjacent water areas has been also allowed then why you block this.”

우리의 대답은

Our answers to them were:

"우리가 절대보전지역 해제에 관한 무효소송이 항소중이다. 공유수면매립에 관한것도 국토해양부장관의 승인절차를 거치지 않고 항만청에서 내려온것이기에 우리가 항만청 상대로 소송중인것을 모르느냐. 법원 판결이 끝나기전에 만약 공사를 강행하게 된다면 만약 우리가 이겼을때 이 곳을 어떻게 원상복구 시킬 수있나. 어떻게 책임질 것이냐"

“The lawsuit on the cancellation on the annulment of absolute preservation areas is in appeal. The reclamation on the public-owned adjacent water areas is also in lawsuit against the Maritime Affairs and Port Office because the reclamation order has not gone through the approval procedure by the Minister of Land, Maritime and Transportation but came from the Maritime Affairs and Port Office. How can you restore here to its original state if you force construction before court decision and if we win? How can you have it on your shoulders?”

하자 더 이상 대답을 못하고 물러감.

Then, they drew back themselves.

해군사업추진단에게 문의한 결과 화순서 만들어지는 플랜트를 이식하기 위해서는 중장비가 들어갈 도로를 만들어야 한다며 공사를 강행할 뜻을 비침.

As a result of inquiry to the naval base business committee, it expressed its will to enforce construction saying it has to make road for heavy equipments to enter, for plants that are being made in Hwasoon.

앞으로 물리적 충돌이 예상.

Physical conflicts are expected in the future.
