Guam - "We Are Guahan has released the following statement in reaction to the the signing of the Programmatic Agreement Wednesday:

DoD’s plans to build 5 firing ranges at the area surrounding Pågat Village were approved by Governor Calvo yesterday. The signing of the Programmatic Agreement (“PA”) allows DoD to begin work on its $7.2 million dog kennels, military wharf improvements and behind the fence infrastructure projects. These projects, along with approximately 150 other construction projects, were put on hold because DoD was unwilling to reconsider its decision to “acquire” more land around and above the ancient village of Pågat for its firing range complex.

The signing of the PA shows that 6 months after the Record of Decision, DoD still refuses to consider any location other than Pågat Village for the site of its 5 firing ranges. These violations of law are the basis of the lawsuit filed by We Are Guåhan, the Guam Preservation Trust and the National Trust for Historic Preservation. “The fight to save Pågat Village did not end yesterday. DoD will have to answer for breaking the law in court,” says Attorney Leevin T. Camacho, a member of We Are Guåhan. “The signing of the PA does not change that."

The PA remains silent on what DoD considers to be “Pågat Village” or how DoD plans on giving safe access to the area with .50 caliber machine guns being fired overhead. “At some point, we all have to ask ourselves: what kind of Guam do we want to leave for our children and for our grandchildren,” says We Are Guåhan member Cara Flores-Mays. “Times may be hard. But there is no amount of money that can buy back our land or our culture.”
