On March 18, 2011, three days after the Island Council made the reversing resolution on the cancellation of the previous bill of which the absolute preservation areas in the Gangjeong village was annulled by the ex-Island council, the joint naval chief of the staff visited the Jeju Island Council and Jeju Island government. There were two citizen groups of con and pro of naval base lining in front of the Island Council in that morning. While the Gangjeong villagers and Pan-Island Committee for Prevention of Military Base and for Realization of Peace Island protested demanding to stop the navy’s current forceful construction, the right wing people shown in the right side of the video welcomed his visit and naval base construction. While the reversing resolution made the navy’s current forceful construction illegal, Kim Sung-Chan, Joint naval chief of staff was told later to express his strong will to continue construction, much to the disappointment by the Island Council and much to the fury by the villagers and citizens.

In coast, power shovels work on smoothing rocks that they had moved here from somewhere. It is clear that the navy and companies are afraid to break the coast rocks, which would much infuriate the villagers. Instead they have been laying rocks and it is expected that they will laid concrete sooner or later to make a broad road to move the heavy equipments and plants for the maritime construction in earnest.
Near the Gangjeong port, the construction to install the web for prevention of dirty water from the future main construction is continuing. Another ship is moving the tetra pods.
