[Jeju Update] Villagers and Island council denounce navy's sneaking opening ceremony: Stop the construction

On On Feb. 9, the navy had an opening ceremony of its makeshift field office. The Gangjeong villagers' rally was not possible because of legal matters on Feb. 9. But some villagers with signs held a relay one man protest in front of the navy field office (the only form of protest that does not need legal approval in South Korea).

The villagers denounced the navy's sneaking ceremony and its announcement in which it said it would install protection layers from dirty water due to construction and floating tags for construction in the sea this month and it would start sea construction in earnest around late March or early April. As the villagers would be allowed of their legal rallies for a month since Feb. 10, some larger protests are expected then.

Otherwise the Island Council denounced the navy for its ceremony as well, saying that it has been processed without proper consultation with the villagers. The Island Council demanded the Island and Central government to have a persuasive measure for naval base construction. Even though the Island Council was still passive as not to demand the full withdrawal of construction plan, it was noticeable that it even said it is switching course to consider to cancel the annulment on the absolute preservation areas, of which the bill had been passed in snatched way by the ex-Island Council. It has also demanded the navy to stop construction until there are ‘government apology, government’s expression of its will that could be trusted with local development plan reflected of villagers’ opinion and result of court decision on the lawsuits currently hung on’ (Headline Jeju).
Some villagers say in distrust of them that the Island Council members are conscious of next election.

Some reporters also pointed out the navy's manipulation regarding press release in which it asked the reporters to release it after the ceremony and its intention on propaganda, which became clearer when it was shown that the navy invited all the media on the day even though it had said the ceremony would be self-celebratory, without inviting outside personnel.

Otherwise, the excavations research on the cultural properties were going on near the Gangjeong port where relics and remains are much more expected than in any other areas of the naval base planned areas. The Jeju Cultural Heritage Foundation said it would have a presentation of the mid-term result next Tuesday. But as it was told to be within the navy field office, it much infuriated the villagers who want to propose an alternative plan on it.

주민들은 해군의 비굴한 개소식과 이 달안 (주민들은 이 주안으로 들었다 함) 오탁 방지막과 바다 공사부표를 설치하고 3월 말이나 4월에 바다 공사를 시작할 거라는 발표를 비판했습니다. 주민들의 합법적 집회가 2월 10일부터 허용됨에 따라 더 큰 시위들이 예상됩니다.

한편 도의회 역시 주민들과의 적절한 협의를 거치지 않은 해군의 개소식을 비판하였습니다. 도의회는 조 정부와 중앙 정부에 해군 기지 건설에 따르는 설득력 있는 방안을 갖기를 요구했습니다. 도의회가 건설 계획의 완전한 철회를 요구할 정도는 아닐 정도로 아직 소극적이지만 지난 도의회에서 날치기로 통과된 절대 보전 지역 해제의 취소를 전향적으로 검토하고 있다고 말한 것은 주목할 만 합니다. 도의회는 또한 ‘정부차원의 사과, 주민의사가 반영된 지역발전계획에 대한 신뢰할 수 있는 지원 의지 표명, 계류 중인 소송에 대한 법적 판결 전까지 공사 중단 등을 요구’ (헤드라인 제주) 했습니다. 몇 주민들은 도의회 의원들이 차기 선거를 염두에 있다고 불신하여 말하기도 합니다.

몇 언론들은 해군이 개소식 이후 보도 자료를 발표해 달라고 한 것등 해군의 보도 자료 관련 조작과 선전 의도를 비판하기도 했는데 그것은 해군이 그 개소식이 외부 인사를 초청하지 않은 자축이라고 말했으면서도 당일 모든 언론을 초대한 것을 통해서 더욱 명확하게 되었습니다.

한편, 해군 기지 예정 지역 내 다른 지역들보다 유물과 유적이 더 예상되는 강정 포구 근처에서 문화재 발굴 조사가 진행되고 있었습니다. 제주 문화 유산 재단은 다음 주 화요일 경 중간 발표를 가질 거라 했습니다. 그러나 그것이 해군 현장 사무소안에서 있을 것으로 점해짐에 따라 주민들을 분노케 했으며 주민들은 그 것에 대해 대체 방안을 제안하길 원합니다.
