Minister of National Defense Visited Gangjeong Village and Met the Protest by the Infuriated Villagers on March 20.

: The Gangjeong Villagers say, “It is his hidden intention to visit the village now, upon the lawsuit trial [coming on March 25]”

*김태영 국방부장관은 20일 오후 2시10분께 서귀포시 강정마을 주민들의 격렬한 반발 속에

해군기지 예정부지를 방문했다.

* Kim Tea-Young, Minister of National Defense visited the planned naval base area, among the fierce repulsions by the villagers of Gangjeong, Seogwipo City, around 2:10pm, in the afternoon of March 20^th.

제주해군기지 예정 부지인 서귀포시 강정마을에 김태영 국방부 장관 방문이 예상대로 주민들의 격렬한 반발 속에 이뤄졌다.

The visit of the Minister of National Defense to the Gangjeong village, the planned area for the Jeju naval base, Seogwipo City, on March 20 was done with the fierce protest by the villagers as expected.

김태영 장관은 20일 오후 2시 15분께 강정마을을 방문, 해군전력부장, 제주해군기지산업단장, 군사보좌관 등 군 관계자들의 안내를 받으면서 해군기지 예정부지를 살폈다.

Kim Tae-Young, Minister of National Defense, visiting the Gangjeong village around 2:15pm on March 20, looked around the planned area for naval base, with the guide by the director of the navy war potential, director of the Jeju naval base business, and military aid etc.

하지만 미리 대기하던 마을 주민들은 풍림리조트 입구에서부터 해군기지 예정부지까지 길게늘어 앉아 ‘해군기지 결사반대’ 깃발을 내보이며 막아섰다.

However, the villagers who were waiting for him and sitting in long line from the Poonglim Resort gate to the planned area for the naval base blocked him, showing him the [yellow] flags of “ [We] Death Defiantly Oppose the Naval Base!”

* 주민들은 이날 '해군기지 결사반대'를 외치면서 시위했다.

The villagers protested, shouting, ‘We death-defiantly oppose the naval base.’

특히, 김 장관이 차로 들어올 때 진입로를 만들려고 경찰이 진압하자 주민들은 격앙된 듯 몸싸움을 벌이며 강력하게 항의했다. 일부 주민들은 운행 중인 차 앞에 바로 누워 저항했다.

Especially when the Minister Kim entered by car and the police cracked down the villagers to make the way for the Minister, the villagers fiercely protested them at the risk of physical conflict. Some villagers resisted laying their bodies in front of car in motion.

주민들은 이번 방문이 오는 25일 오후 3시 예정된 해군기지 건설 실시계획승인 무효확인 소송 8차 변론을 앞둬, 재판부에 설득력을 얻기 위한 사전 작업이라고 맞섰다.

The villagers protested saying that [his] visit this time was to get the persuasive power from the court, before facing the 8^th pleading of the lawsuit for the confirmation on cancellation of the approval of the realization plan on the planned naval base construction, which will be at 3pm, on coming March 25th.

* 김 장관이 차로 이동하자 주민들은 이를 막으려고 경찰들과 몸싸움을 벌였다.

When the Minister Kim moved to the car, the villagers had the physical struggle with the police to block it.

강동균 마을회장은 “국방부 장관이 이번에 오는 것은 주민들 의견을 듣기 위해 온 것이 아니라, 오는 25일 예정된 해군기지 건설 실시계획승인 무효확인 소송에서 주민과의 대화를 시도했다는 증거물을 얻기 위한 꼼수”라고 비판했다.

Mayor Kang Dong-Kyun criticized by saying that, “The reason that the Minister of National Defense is coming this time is not that he wants to listen to the villagers’ opinion but that he wants to get the proof that he tried the dialogue with the villagers in the lawsuit on March 25.”

양홍찬 해군기지반대대책위원회 위원장은 “국가가 정말 필요한 사업이라면 반드시 주민 동의를 거친 뒤에 해야 마땅하다. 지식 없는 사람들도 그 정도는 안다”면서 “세 차례에 걸친 사전환경성검토 또한 연산호 군락이 제외돼 부실한 것도 문제가 된다”고 꼬집었다.

Yang Hong Chan, chairman of the Villagers’ Committee against Naval Base, saying that, “ If it is the really necessary business for the government, the government should, without fail, get through the process of agreement with the villagers. Even the people without knowledge know about that,” pointed out that “ It is also the problem that the prior environmental reviews, three times, have been poor with the coral groups being excluded from the review objects.”

강정마을 옆 마을인 법환마을 어촌계에서도 어업인 50여명이 이번 집회에 동참했다. 법환 어촌계 한 주민은 “바다는 생계를 꾸려가는 텃밭과도 같은 곳인데다, 해군기지 부지 ‘너븐물’은 강정과 법환마을이 공동 입어하던 소중한 곳인데 해군이 자기네만의 땅인냥 우기고 있다”고 목소리를 높였다.

About 50 fishermen/women in the fishing industry community in the neighborhood, Beobwhan, also participated the rally. A villager in that community heightened his voice, saying, “ The sea is like the farm we make living and furthermore, despite the fact that ‘the Nubn water’, the planned area for the naval base, is the precious site that the Gangjeong and Beobwhan villages have jointly made the fishing, the navy has been obstinate to insist the area as if it is owned only by it.”

주민 윤모씨는 “입지 선정 과정에서부터 잘못 처리된 부분을 줄곧 다시 검토해달라 요구했지만 국방부는 이를 무시한 채 일방적으로 추진하기에 앞섰다”면서 “이제 착공을 앞둔 시점이 되어서야 강정마을을 방문한다는 게 상식상 앞뒤가 맞는거냐”고 고개를 저었다.

Villager, Yoon saying, “We have requested [to him] to please review the wrongly dealt parts during the location-selection process, but the Ministry ignoring that, has headed to unilaterally drive the [plan],” shook his head saying, “It does not fit to common sense that he visits Gangjeong village only when he is now facing the setting up [of the naval base construction].”

해군기지 예정부지에 차로 진입한 김 장관은 이에 아랑곳없이 “마을주민들이 이렇게도 저를 환영할 지 몰랐다”며 웃음을 던지는 여유도 보였다. 20분 가량 조감도를 통해 부지를 살핀 뒤 김 장관은 기념사진을 찍고 부지를 빠져나갔다.

Minister Kim who entered into the planed area of the naval base, not concerning those villagers' mentions, showed his spare with smile, saying, “ I haven't known that you would such welcome me.” After looking around the planned area through the bird’s eye view diagram, he took the photos and escaped the area.

해군기지추진사업단 관계자는 이번 방문에 대해 “장관께서 육해공을 넘나들면서 주말마다 지역현안에 대한 의견을 수렴하고자 마련된 것”이라며 “주민들이 주장하는 것처럼 재판 앞두고 일부러 오신 게 아니므로 오해말아 달라”고 말했다.

A person in the business committee for driving the naval base, saying upon his visit, that “ The Minister came here to collect the opinions on the local issues every weekend through the army, navy and air force”, told, “Do not misunderstand [of his visit] that he intentionally came here, facing the trial, as the villagers claim.”

한편, 김 장관은 이날 2시50분께 해군기지 예정부지를 빠져나온 뒤, 강동균 마을회장을 비롯한 마을 주민 5명과 서귀포호텔에서 간담회를 열었다.

Otherwise, Minister Kim, after escaping the naval base planned area, around 2:50pm today, had a short meeting with five villagers including the mayor, Kang Dong-Kyun, at the Seogwipo hotel.
