Jinhae was developed as a naval base (Chinkai Naval Station) of the Imperial Japanese Navy during the Japanese occupation period in the early 20th century. [...]

The city is primarily supported by the Korean Naval personnel and their families or people working for the Republic of Korea Navy shipyard and base facilities. Today, Jinhae hosts major naval facilities of the South Korean Navy including Commander-in-Chief Republic of Korea Fleet (CINCROKFLT) and the Naval Academy. Meanwhile, a man representing military officials is extracted and found to be clutching a locked box labeled “Separate the already-rescued survivors from the public, and conceal the information

Another Viewpoint for the Examination of the Substantive Truth for the Reason of the Sunken Cheonan Ship

- 또 다른 관점: 2일 국회 긴급현안질의에서 제기한 ‘3가지 의제’-

-Another Viewpoint: ‘The three agendas,’ raised at the inquiry for the current emergent issues, in the National Assembly-

천안함이 침몰한지 1주일이 넘었습니다. 실종 된 46명 장병의 생환 소식을 대신해 故 한주호 준위를 비롯한 구조 작업에 나선 이들의 추가 희생과 실종자 故 남기훈 상사가 시신으로 인양됐다는 소식만 들려올 뿐입니다.

It has passed more than a week that the Cheonan navy ship was sunken. Instead the news of the 46 missing soldiers’ alive returning back, we only hear the news of the additional sacrifices of the people who went for the rescue of those, including the deceased, Han Joon-Ho, the chief warrant officer and of the salvage of the deceased Nam Ki-Hoon, the master sergeant, as the corpse.

사건이 발생한지 1주일이 지나도록 이명박 정부와 국방부는 ‘사건 발생 시간’조차 제대로 밝히지 못하고 여전히 물음표만 남기고 있습니다. 처음 발표한 26일 밤9시 45분으로부터 현재는 23분이 앞당겨진 밤 9시 22분이 군의 공식 입장이 되어 있는 상황입니다.

Even though one week has passed since the occurrence of the accident, the Lee Myung Bak government and the Ministry of the National Defense, without being able to properly announce even the ‘accident occurrence time, ’ have still remained only the question mark. It is the situation that the military’s official view [regarding time] has currently changed, to 9:22pm that was moved up of 23minutes from the first announcement of 9:45 pm, in the night of [March] 26.

국민들 은 “사고 대처 상태는 엉망진창이면서, 정보차단하고 은폐하고 조작하는 데는 프로”라며 불신의 벽을 더욱 높게 쌓고 있습니다.

The people, saying, “ While the measure against the accident is pissed around, it has been professionally dealt with, to intercept, hide and manipulate the information, “ have built higher the wall of the distrust.

국회는 이런 상황을 타개하기 위해 4월 2일 국회 차원의 긴급 현안질의를 하였습니다. 국회 현안 질의자의 한사람으로 나선 저는 사건의 진실을 숨기기만 하는 정부를 상대로 추측과 추론에 의한 원인진단과 답변보다는 가공되지 않은 새로운 자료의 공개 요구가 훨씬 더 효과적이라 생각했습니다.

The National Assembly, to make a breakthrough such situation, held the inquiry for the emergent current issues in the frame of the National Assembly on April 2. I, standing as one of the persons inquiring the current issues raised, thought the open demand for the new materials that haven’t been refined, rather than diagnosis and answer of the cause by the assumption and inference against the government who only hides the truth of the accident, would be far more effective.

또 한 원인에 대한 의혹 해결에 필요한 또 다른 문제점들을 지적하고 의제화 할 것을 제안했습니다. 그러나 질의 순서가 뒤쪽에 배치되면서 실체적 진실규명에 도움이 될 수 있는 새로운 몇 가지 관점을 대다수 언론이 놓치고 있는 안타까움으로 저의 질의에서 제기한 몇 가지 포인트를 다시 정리해보고자 합니다.

I also pointed out another problems necessary for the settlement of the suspicion of a cause and suggested to make the agenda of it. But as my inquiry order was placed near end, feeling sorry that most press is missing several new points that could help the examination of the substantive truths, I want to re-summarize the several points that I raised in the inquiry.

첫째, 국방부가 KNTDS(해군전술지휘체계)에 따라 확보하고 있는 천안함의 사고 직전의 레이더 화면을 공개해야 합니다.

First of all, the Ministry of the National Defense Department should make public of the radar screen right before the accident of the Cheonan navy ship, which it is securing according to the KNTDS (Navy Tactical Command System).

초계함 인 천안함에는 총 5개의 레이더가 있고, 이중 1개는 2함대, 해군본부, 해군작전사령부, 합동참모부에 실시간으로 전송-녹화가 됩니다. 따라서 국방부는 처음부터 이 레이더 화면이 끊긴 시점을 파악하면 사고 발생시간을 충분히 알 수 있었습니다. 김태영 국방부장관도 레이더의 존재를 인정했고, 이러한 분석에 대해 부정하지 못했습니다.

In the Cheonan navyship, the Patrol Combat Corvette (PCC), there are total five radars and among them, one is transmitted-recorded in real time to the Second fleet (*in Pyeongteak), headquarter of navy, headquarter of the Navy Operational Command, and the Joint Staff Center. Therefore, once figuring out the timing that the radar screen was off, the Ministry of the National Defense could enough know of the time of the accident occurrence. Even Kim Tae-Young, the Minister of the National Defense acknowledged the existence of the radar and could not deny such analysis.

사고 발생 직전까지의 레이더 화면을 공개하면 천안함이 당시 위치가 어디였고, 주변 환경은 어땠으며, 침몰 원인까지도 파악이 가능하다고 봅니다.

If [the ministry] makes public of the radar screen by the time of right before the accident, I think it is possible to know where the Cheonan navy ship was located at the time; how was the vicinity environment of it; and even what was the reason of its being sunken.

그야말 로 냉전주의자 주장처럼 외부 공격에 의한 것인지, 피로파괴나 전단파괴 같은 내부 파괴인지 판단 할 수 있는 매우 중요한 자료가 될 수 있습니다. 국방부는 MBC가 자체 입수 보도한 ‘상황보고 일지’에 대해 부정만 할 게 아니라 원천적인 자료를 공개하면 해결될 문제입니다.

It could be the very important material to judge whether it is by the attack from the outside as the claim by the cold war ideologists or by the inner destruction such as fatigue destruction or hull destruction. If the Ministry of the National Defense does not just deny the ‘journal of the situation report’ that the MBC, [the broadcasting company]’ self-obtained and reported, but make public of the original source, it is the solvable matter.

국방부 가 군사기밀을 이유로 교신기록을 공개하지 않고 있습니다만, 레이더 화면의 경우 당시 서해 사고지점 유역의 상황에 대해서만 볼 수 있는 것이기에 군사 기밀이라 할 수 없습니다. 따라서 국방부에서도 공개하지 못할 이유가 없습니다.

Even though the Ministry of the National Defense is not making public the communication messages for the reason of the military secret, because in case of the radar screen, it could be seen only with the situation of the watered area of the accident spot in the western sea at the time, it cannot be said that it is the military secret. Therefore, there is no reason that the Ministry of the National Defense cannot make public of it.

더불어 이 KNTDS 시스템에 따라 속초함이 23시부터 5분간 130발의 76mm주포를 발사한 이유에 대해서도 레이더 화면을 공개를 통해 그것이 진짜 국방부의 주장대로 ‘새 떼’였는지, 항간에 떠도는 ‘북한에 의한 공격 이었는지에 대한 의혹’, ‘북한의 공격으로 위장하기 위한 발포 한 것 아니냐는 의혹’ 등을 충분히 증명할 수 있게 됩니다.

Together with it, through the making public of the radar screen, one can enough prove whether the reason that the Sokcho navy ship, fired the 76mm primary gun, 130 times for 5min. from 23pm, according to the KNTDS system, was really because of the “flock of birds" as the Ministry of the National Defense claimed; or was because of ‘the attack by the North Korea –a suspicion-’ as the rumor has it; or was because of the intention to disguise the fire as the attack by the North Korea- a suspicion.’

이러한 KNTDS 레이더 화면 공개 지적에 대해 대다수의 언론이 간과하고 있는 것에 매우 유감스럽게 생각 합니다.

I feel very sorry that the majority of the media ignore on my pointing out the [need] of making public of the KNTDS radar screen.

KNTDS 시스템에 의해 국방부가 확보하고 있는 당시 초계함 천안함, 속초함의 레이더 화면 공개는 이 사태의 핵심 열쇠가 될 결정적 증거입니다. 반드시 공개해야 하고, 이를 공개하지 못할 이유가 없습니다.

The making public of the radar screens of the Patrol Combat Corvette (PCC), Cheonan navy ship, and the Sokcho navy ship, that the Ministry of the National Defense secures according to the KNTDS system is the critical proof that would be the key [to solve] the accident. It must be made public. There is no reason that it should not be made public.

김태영 국방부 장관은 “국민들이 그것을 제대로 이해하지 못할 것”이라며 “그것을 제대로 해석하고 분석하는 것도 국방부의 몫”이라고 답했습니다만, 그것은 대단히 오만한 태도이며, 우리 국민들, 또 민간의 레이더 분석 전문가들은 ‘충분히 어떤 것이 진실인지’ 판독할 능력을 지니고 있습니다.

Even though Kim Tae-Young, Minister of the National Defense saying, “The people will not properly understand it,’ answered that, “It is the role of the Ministry of the National Defense that properly interpret and analyze it,” his is very arrogant attitude and our people, and the civilian analysis specialists have the enough ability to read ‘what the truth is.’

결국 함미를 발견한 것도 민간 어선 아니었습니까?

Ultimately, wasn’t it the civilian fishing boat that discovered the stern of the warship, was it?

즉각 공개하십시오. 시간을 지체 하다가 마지못해 공개하게 되면 또 다른 의혹만을 낳을 뿐입니다. 군과 정부가 신뢰를 회복할 수 있는 유일한 길은 지금이라도 모든 원천 자료를 지체 없이 공개하는 것뿐입니다.

Please promptly make public of it. If you make public of it, after delaying the time and eating crow, it would only bring out another suspicion. The only way that the military and the government can recover the truth is to make public of all the original resource without delaying.

또한 언론인들이 이 점에 대해서 올바른 지적을 해주실 것을 기대해 봅니다.

I also expect that the journalists would rightly point out on this matter.

둘째, 초동대응 부실 원인에 대한 명확한 진실규명이 필요합니다. 이번 초등대응은 사실상 이명박 정부에 의한 인재라고 해도 무방할 정도로 어처구나 없고, 누구에게 물어도 이해 불가한 수준입니다.

Second, a clear truth examination is needed for the cause of the insincerity of the moving response in the early period. The response of the early move this time was abominable to the degree that it cause no harm to say it was in fact, the human disaster by the Lee Myung Bak government and to the level that nobody can understand if you ask ebody of it.

104 명의 천안함 승조원들 중 58명이 생존하고 46명이 실종한 사고에 대해서 과연 대통령의 말처럼 정말 초동 대응을 잘된 것인지, 이후 대처가 잘된 것인지, 실체적 진실과 제대로 된 평가가 이뤄져야 합니다.

About the accident in which among 104 crews, 58 survived and 46 are being missed, a substantive truth and proper evaluation should be realized: whether the moving response in the early period was really good as the talk of the President and whether the after-measure was good.

천안함 이 침몰되고, 부표 설치가 제대로 이뤄지지 않아 침몰 함선을 찾는데 만 2~3일이 소요됐습니다. 바다 속에서 46명 실종 장병들이 생존 가능시간 69시간을 ‘함선을 찾는데’ 허비해 버렸습니다.

After the Cheonan navy ship has sunken, because the installation of the tags was not properly practiced, it took about 2~3 days to search for the sunken navy ship. The 69 hours that was the survival-possible duration time for 46 missing soldiers in the sea was wasted.

이것은 제 2의 사고입니다. 천안함이 침몰한 것이 제 1의 사고라면, 초동대처 미비로 함선을 찾는데 생존가능시간 69시간을 대부분 허비한 것은 제 2의 사고입니다.

It is the second disaster. If the fact that the Cheonan navy ship was sunken is the first disaster, to waste the 69 hours of the survival-possible duration time to look for the navy ship was the second disaster.

이 제2의 사고에 대해서 우리는 정확한 책임규명을 해야 할 필요가 있습니다.

We need to make clear examination on the responsibility for the second disaster.

함선 수색 어떠했습니까? 소해함인 옹진함이 도착한지 1시간 만에 어선의 제보를 확인해 함미를 찾아냈습니다. 그런데 이 옹진함이 사고현장에 도착하는데 50시간이 넘게 소요 됐습니다. 결국 옹진함의 도착이 늦어져서 실종 장병의 생존가능시간 69시간을 허비한 것입니다.

How was the search for the navy ship? After an hour that the Ongjin navy ship, the minesweeper arrived, receiving the information from the fishing boat, it finally found the stern of the warship. But it took more than 50 hours that the Ongjin navy ship arrived in the disaster site. Ultimately, because the arrival of the Ongjin navy ship was late, the 69 hours of the survival-possible duration time of the missing soldiers were wasted.

옹진함 이 왜 늦었는가? 모든 소해함이 남해에 위치한 진해에 배치되어 있었기 때문입니다.

Why the Ongjin navy ship was late? Because all the mineswepers had been deployed in Jinhae in the southern sea.

지난 국민의 정부와 참여정부 시절에는 소해함이 3면이 바다로 둘러싸인 우리 영토의 특수성을 고려, 신속 출동-기동력을 살릴 수 있는 동해와 서해에 각 2대씩 배치돼 있었습니다.

During the time of the people’s government and participatory government, the minesweepers, considered of the particularly distinctiveness of our territory where three
sides are surrounded by sea, had been deployed of two for each side of the eastern sea and western sea where they could make best of their prompt expeditionary force.

그런데 이명박 정부에서는 소해함을 모두 진해에 배치시켜놓는 이해 할 수 없는 행동을 했습니다. 이는 진해에 있던 해군사령부가 부산으로 옮겨가면서 지역경제에 문제가 생긴다고 하는 정치적 민원에 의한 비군사적 조치로 밖에 볼 수 없습니다.

However, the Lee Myung-Bak government did the hardly understandable act that it deployed all the minesweepers in Jinhae. This can be only seen as the non-military measure pursued by the political civil appeal that says as the navy headquarter in Jinhae moves to Busan, the local economy becomes to have problem.

3면이 바다로 이뤄진 나라에서 작전수행을 신속하고, 또 제대로 하기 위해서는 3면 바다에 분산 배치하는 것이 군사적인 판단이고 상식의 판단이라면, 그것을 모두 한쪽 바다 남해에 만 배치해 두는 것은 비군사적인 정치적 판단이라고 할 수 밖에 없습니다.

If it is the military and common sense judgment to deploy the [minesweepers] in dispersal in the three sea side to make the prompt and proper operation practice in the country of the three sea sides, it cannot be said that it was only non military but political decision to deploy all the [minesweepers] in only one sea, the southern sea.

옹진함 이 지난 국민의정부와 참여정부시절처럼 평택에 배치되어 있었다면 사고현장까지 도착하는데 11시간이면 충분합니다. 50시간의 5분의 1밖에 되지 않는 시간입니다. 그렇다면 실종 장병 46명의 생존가능시간 69시간을 구조 활동에 충분히 활용 가능했습니다.

If the Ongjin navy ship had been deployed in Pyeongteak as in the periods of the People’s government and Participatory government, 11 hours are enough to arrive into the accident site. It is only one fifth of 50 hours. Then it was possible to enough utilize the 69 hours of 46 missing soldiers’ possible survival time and to save them.

이 문제에 대해서 언론인들의 진지한 접근이 필요 합니다.

For the matter, journalists’ serious approach is needed.

김태영 국방부 장관도 “재배치를 고려하겠다”고 답할 정도로 소해함의 진해 집중 배치는 군사적 판단으로는 있을 수 없는 일입니다.

As even Kim Tae Young, the Minister of National Defense answers that he would “consider the redeployment, ” the concentrated deployment of the minesweepers in Jinhae could not be done from the viewpoint of the military judgment.

왜? 소해함이 국민의 정부와 참여정부 시절과 달리 남해의 구석 진해에만 집중 배치 됐는지에 대해서 언론인들의 진지하고, 송곳 같은 진실 규명 노력을 부탁드립니다.

Why? I ask the journalists’ effort for the sincere and acute truth examination of why the minesweepers were concentrated deployed in Jinhae, the corner of the southern sea, different from the periods of the people’s government and participatory government.

셋째, 이번 천안함 침몰 사고로 같이 침몰한 이명박 정부의 위기대응 능력에 대해 대통령의 진지한 사과가 필요 합니다.

Third, we need the President Lee Myung Bak’s sincere apology for his [poor] ability to respond to crisis, that sunk together, with the accident of sunken Cheonan navy ship.

천안함 침몰에 있어서 이명박 정부는 처음부터 모든 것을 충분히 알 수 있는 정보가 있었습니다.

In the sinking of Cheonan navy ship, the Lee Myung Bak government had all the information to enough know everything from the beginning.

교신기 록을 비롯해 KNTDS에 의한 레이더 화면, TOD병이 촬영한 침몰 영상, 그리고 함장을 포함한 생존자 58명의 증언까지, 이 정부는 처음부터 천안함 침몰 사고에 대해 제대로 알 수 있는 모든 정보를 가지고 있었습니다.

Together with the communication exchange record, radar screen according to the KNTDS, the movie of the sinking ship, recorded by the TOD soldier, and the testimonies by the 58 survivors including the navy chief, the Lee government had every information to properly know about the accident of the sunken Cheonan navy ship from the beginning.

그럼에 도 우왕좌왕, 이해불가의 대처와 대응으로 높은 불신의 벽 만 쌓았습니다.

Despite that, it acted in confusion, with hardly understandable measure and response to the accident, therefore, it has countered the high wall of distrust.

이해할 수 없는 군사배치로 실종자 수색의 어려움을 스스로 자초 했습니다.

With hardly understandable military deployment, it drew the difficulty in the search for the missing personnel, itself.

이명박 대통령은 이에 대해서 수색-인양작업에 더욱 박차를 가함과 동시에 사과하십시오. 또 군사기밀에 관한 부분을 제외하고는 모두 그 원본 데이터를 공개 하십시오.

President Lee Myung-Bak, please accelerate the works on search and salvage while apologize at the same time. And please make public of all the original data, except for the parts on the military secret.

마지막 으로 언론인 여러분께 다시 한 번, 두 가지 문제를 제기합니다.

Finally, to all the journalists, I raise the two issues, again.

KNTDS 에 의한 레이더 화면 확보 문제, 동해-서해에 분산배치 됐던 소해함이 왜 진해에만 집중 배치하게 됐는지에 대한 문제에 대해 명확한 진실 규명에 함께 힘을 써주십시오.

Please let’s make an effort together on the issue of the securing the radar screen according to the KNTDS and of making the clear truth examination of why the minesweepers were concentrated deployed in Jinhae.
