NORTH KOREA DIDN'T SINK THE SHIP

Los Angeles Times
Doubts surface on North Korea's role in ship sinking
: Some in South Korea dispute the official version of events: that a North Korean torpedo ripped apart the Cheonan.
By Barbara Demick and John M. Glionna
July 23, 2010

Reporting from Seoul

The way U.S. officials see it, there's little mystery behind the most notorious shipwreck in recent Korean history.

Secretary of State Hillary Rodham Clinton calls the evidence "overwhelming" that the Cheonan, a South Korean warship that sank in March, was hit by a North Korean torpedo. Vice President Joe Biden has cited the South Korean-led panel investigating the sinking as a model of transparency.

But challenges to the official version of events are coming from an unlikely place: within South Korea.

Armed with dossiers of their own scientific studies and bolstered by conspiracy theories, critics dispute the findings announced May 20 by South Korean President Lee Myung-bak, which pointed a finger at Pyongyang.

They also question why Lee made the announcement nearly two months after the ship's sinking, on the very day campaigning opened for fiercely contested local elections. Many accuse the conservative leader of using the deaths of 46 sailors to stir up anti-communist sentiment and sway the vote.

The critics, mostly but not all from the opposition, say it is unlikely that the impoverished North Korean regime could have pulled off a perfectly executed hit against a superior military power, sneaking a submarine into the area and slipping away without detection. They also wonder whether the evidence of a torpedo attack was misinterpreted, or even fabricated.

"I couldn't find the slightest sign of an explosion," said Shin Sang-chul, a former shipbuilding executive-turned-investigative journalist. "The sailors drowned to death. Their bodies were clean. We didn't even find dead fish in the sea."

Shin, who was appointed to the joint investigative panel by the opposition Democratic Party, inspected the damaged ship with other experts April 30. He was removed from the panel shortly afterward, he says, because he had voiced a contrary opinion: that the Cheonan hit ground in the shallow water off the Korean peninsula and then damaged its hull trying to get off a reef.

"It was the equivalent of a simple traffic accident at sea," Shin said.

The Defense Ministry said in a statement that Shin was removed because of "limited expertise, a lack of objectivity and scientific logic," and that he was "intentionally creating public mistrust" in the investigation.

The doubts about the Cheonan have embarrassed the United States, which will begin joint military exercises Sunday in a show of unity against North Korean aggression. On Friday, an angry North Korea warned that "there will be a physical response" to the maneuvers.

Two South Korean-born U.S. academics have joined the chorus of skepticism, holding a news conference this month in Tokyo to voice their suspicions about the "smoking gun:" a piece of torpedo propeller with a handwritten mark in blue ink reading "No. 1" in Korean.

"You could put that mark on an iPhone and claim it was manufactured in North Korea," scoffed one of the academics, Seunghun Lee, a professor of physics at the University of Virginia.

Lee called the discovery of the propeller fragment five days before the government's news conference suspicious. The salvaged part had more corrosion than would have been expected after just 50 days in the water, yet the blue writing was surprisingly clear, he said.

"The government is lying when they said this was found underwater. I think this is something that was pulled out of a warehouse of old materials to show to the press," Lee said.

South Korean politicians say they've been left in the dark about the investigation.

"We asked for very basic information: interviews with surviving sailors, communication records, the reason the ship was out there," said Choi Moon-soon, an assemblyman with the Democratic Party.

The legislature also has not been allowed to see the full report by the investigative committee, only a five-page synopsis.

"I don't know why they haven't released the report. They are trying to cover up small inconsistencies, and that has cost them credibility," said Kim Chul-woo, a former Defense Ministry official who is now an analyst with the Korea Institute for Defense Analyses, a government think tank.

A military oversight body, the Board of Inspection and Audit, has accused senior naval officers of lying and concealing information.

"Military officers deliberately left out or distorted key information in their report to senior officials and the public because they wanted to avoid being held to account for being unprepared," an official of the inspection board was quoted as telling the South Korean newspaper Chosun Ilbo.

The Cheonan, a 1,200-ton corvette, sank the night of March 26 about 12 miles off North Korea. The first report issued by Yonhap, the official South Korean news agency, said the ship had been struck by a torpedo, but soon afterward the story changed to say the ship sank after being grounded on a reef.

The military repeated that version for days. The audit board found that sailors on a nearby vessel, the Sokcho, who fired off 35 shots with a 76-millimeter cannon around the time of the sinking, were instructed to say they'd been shooting at a flock of birds, even though at first they had said they'd seen a suspected submarine on radar.

On April 2, as Defense Minister Kim Tae-young was testifying before the National Assembly, a cameraman shooting over his right shoulder managed to capture an image of a handwritten note from the president's office instructing him not to talk about North Korean submarines.

Such inconsistencies and reversals have fueled the suspicions of government critics. U.S. officials, however, say the panel's conclusion is irrefutable.

Rear Adm. Thomas J. Eccles, the senior U.S. representative on the panel, said investigators considered all possibilities: a grounding, an internal explosion, a collision with a mine. But they quickly concluded that the boat was sunk by a bubble-jet torpedo, which exploded underneath the vessel and didn't leave the usual signs of an explosion, he said.

"The pattern of damage was exactly aligned with that kind of weapon," Eccles said in a telephone interview. "Torpedoes these days are designed to drive underneath the target and explode. They use the energy of their explosion to make a bubble that expands and contracts. It is designed to break the back of the ship."

Pyongyang, meanwhile, denies involvement in the sinking and calls the accusation against it a fabrication.

South Koreans themselves appear to be confused: Polls show that more than 20% of the public doesn't believe North Korea sank the Cheonan.

Wi Sung-lac, South Korea's top envoy for North Korean affairs, says the criticism from within has made it difficult to get China and Russia on board to punish Pyongyang for the attack.

"They say, 'But even in your own country, many people don't believe the result,' " Wi said.

S.Korea Successfully Tests Ground-to-Air Missile
2010-07-24, 12:18:52

A senior government official says the South Korea has successfully developed and tested a cutting-edge ground-to-air missile.

The official said Saturday that during a test conducted last Saturday, the missile, dubbed the “Cheolmae-2,” accurately shot down an object that was flying at a speed of Mach one. The interception occurred some 12 kilometers over the Yellow Sea and 40 kilometers off the western coast.

The Cheolmae-2 is launched from the ground vertically and takes out its targets through the use of multipurpose tracking radar.

Military authorities plan to further work on the “Cheolmae-2” so that it will be capable of shooting down fighter jets and ballistic missiles.

미사일도 요격…한국형 MD 구축 청신호

<앵커 멘트>

'철매 2'는 조금만 개선하면 전투기뿐만 아니라 미사일도 요격할 수 있다고 합니다.

저고도에서 적의 미사일을 요격하는 한국형 미사일 방어망 구축에 청신호가 켜졌습니다.

곽희섭 기자입니다.

<리포트>

Japan to send SDF to U.S.-S Korea joint drill: report

TOKYO: Japan is in the final process of having the Self-Defense Forces join a military drill to be conducted by the United States and South Korea, Kyodo News reported Friday, quoting unspecified government sources as saying.

The Japanese Defense Ministry is considering sending several officers from the Maritime Self-Defense Force (MSDF) to the joint exercise set for Sunday through Wednesday in the Sea of Japan, the sources said. Japan is unlikely to dispatch any vessel to the drill.

"The government has judged that sending the SDF as an observer would not violate Japan's pacifist Constitution", the report said.

South Korea and the United States have agreed to stage a series of joint naval and air drills starting next week, which the White House said are "defensive in nature" and are designed to send a " signal of deterrence" to the Democratic People's Republic of Korea (DPRK).

China on Wednesday expressed concern over the military exercises, urging relevant parties to exercise calm and to refrain from acts that might escalate tension in the region.

The first joint exercise involving the U.S. aircraft carrier USS George Washington will come July 25 in waters off the east coast of the Korean Peninsula, and the two allies plan to stage more drills down the road in both the Yellow Sea and the East Sea.

U.S. Strengthens Asia Military Links Amid Concerns Over China
By Daniel Ten Kate

-The South China Sea, stretching from Singapore to the Strait of Taiwan, is an “area of growing concern,” Gates said in Singapore last month. Exxon Mobil Corp. and BP Plc are among companies that have halted projects in the sea because of China’s objections, according to U.S. government agencies.

Secretary of State Hillary Clinton joined Asia’s biggest security forum in Hanoi today as the U.S. strengthened defense ties across a region where China’s expanding military reach has triggered unease.

Clinton yesterday discussed military cooperation with Vietnam and Defense Secretary Robert Gates restored ties with Indonesia’s special forces after a 12-year gap. A day earlier, the two officials affirmed U.S. support for South Korea in Seoul ahead of joint naval drills that China criticized.
....
China cut off high-level military exchanges with the U.S. in January over arms sales to Taiwan and has declined to join the Obama administration in blaming North Korea for the sinking of a South Korean warship in March that killed 46 sailors.

Michael Mullen, chairman of the Joint Chiefs of Staff, said two days ago that the inability to speak directly with Chinese military leaders was a cause for concern.

Curiousity to Concern

“I’ve moved from being curious about what they’re doing to being concerned about what they’re doing,” Mullen told U.S. troops in South Korea. “I see a fairly significant investment in high-end equipment, satellites, ships, anti-ship missiles, high-end aircraft.”

China’s military poses no threat to any nation, Foreign Ministry spokesman Qin Gang said June 10.

The U.S. regards Indonesia and Vietnam as increasingly important allies in the region, the Pentagon said in a February report. Gates met in Jakarta with his counterpart Purnomo Yusgiantoro and President Susilo Bambang Yudhoyono.

The U.S. will begin a “measured and gradual” relationship with the elite unit known as Kopassus, which is already involved in United Nations peacekeeping operations, Gates said yesterday....

South China Sea

Indonesia and Vietnam border the South China Sea, which contains sea corridors vital to world trade, and where U.S. officials say China has become more assertive.

The Paracel and Spratly islands, groups of rocky outcrops with unproven oil and gas deposits that are claimed in part or in full by China, Vietnam, Taiwan, Brunei, the Philippines and Malaysia, have been at the center of tensions.

Estimates of oil and gas reserves vary, with some Chinese studies suggesting the waters contain more oil than Iran and more natural gas than Saudi Arabia, according to the U.S. Energy Information Administration. China told some international oil and gas companies to halt exploration in offshore areas that Vietnam considers part of its territory, a U.S. official told Congress last year.

The South China Sea, stretching from Singapore to the Strait of Taiwan, is an “area of growing concern,” Gates said in Singapore last month. Exxon Mobil Corp. and BP Plc are among companies that have halted projects in the sea because of China’s objections, according to U.S. government agencies.

Vietnam

Gates and Clinton stressed that relationships with Vietnam and Indonesia were improving. The decision to restore links with Indonesian forces was possible due to Indonesia’s progress in professionalizing the military since the fall of the dictator Suharto, Gates said.

Vietnam is on the verge of becoming a “great nation” and the U.S. wants to take its relationship to a “new level,” Clinton told reporters in Hanoi. She met Vietnam’s Deputy Prime Minister Pham Gia Khiem, who said yesterday they discussed defense links and were “leaving the past behind.”

In contrast, Clinton said her presence with Gates in Seoul and the new sanctions they announced sought to send a clear deterrent to North Korea after the warship sinking that an international panel blamed on a torpedo from one of the North’s mini-submarines.

The USS George Washington and three destroyers called into South Korean ports the same day in a show of U.S. commitment to the region. The ships arrived ahead of planned military maneuvers off South Korea’s east that start July 25.

China’s Military

China has beefed up its military over the past decade, enhancing the capability to deter U.S. ships and enforce territorial claims off its shores....

China doesn’t see U.S. arms sales to Taiwan, which it considers a renegade province, as “normal,” General Ma Xiaotian, deputy chief of general staff of the People’s Liberation Army, said in Singapore last month.

The joint military drill by the U.S. and South Korean army "is against the sovereignty of the DPRK ( Democratic People's Republic of Korea)", a DPRK spokesman told reporters Friday at a regional security forum in Hanoi.

"It is a threat to the Korean peninsula and the region of Asia as a whole, and the DPRK's position is there will be physical response to the threat imposed by the United States militarily," Ri Tong Il, spokesman for the DPRK delegation at the ASEAN Regional Forum, added.

Following the so-called "two plus two" security talks, U.S. Secretary of State Hillary Clinton said in a joint press conference Wednesday that the U.S. will introduce new "country- specific" sanctions against the DPRK's procurement of nuclear materials.

The U.S. Defense Secretary Robert Gates, who arrived on Monday for advance talks, finalized details of joint military drills with the defense minister Kim Tae-young.

The first joint exercise involving the U.S. aircraft carrier USS George Washington will come on July 25 in waters off the east coast of the Korean peninsula, and is meant to deliver a "clear message" to the DPRK that provocations must be stopped, the ministers have said.

The UN Security Council on July 9 issued a statement over " Cheonan" warship case, unanimously deploring the attack on the South Korean warship that killed 46 sailors in March. The Council, however, stopped short of blaming the DPRK. Pyongyang has denied any involvement in the incident.

Meanwhile, China on Wednesday expressed concern over military exercises to be held by the Republic of Korea (ROK) and the United States in the Japan Sea.

Islanders unite to protect Pagat July 23, 2010

Guam - Hoping to protect Pagat from the Department of Defense plans to use the area as a firing and training range for the U.S. Marine Corps, concerned island residents gathered along the Back Road to Andersen Air Force Base, uniting hands to form a human chain - a show of solidarity that the ancient Chamorro village of Pagat must be protected.

Joe Quinata is from the Guam Historic Preservation Trust and is hoping to build an alliance with the DoD in the preservation and protection of Pagat. "And if the DoD wants to be part of this alliance, then we're happy," he told KUAM News. "If they don't, then we have another step to take." Asked what that next step is, he responded without hesitation: litigation.

Pagat, a historic site that dates back to 700 A.D., was officially placed on the National Trust For Historic Preservation's 11 Most Endangered Historic Places List. Anthea Hartig is the organization's regional director, and said about today's rally, "If you think of it contextually in terms of advocacy from grassroots, spending 20-30 hours poring over the Final Environmental Impact Statement, effort of this magnitude it takes all of us together individual and as a whole to make a difference. So, we're really glad to be here."

It wasn't just residents of Guam that gathered at Pagat, but Jeannae Flores and Hermon Farahi traveled from Saipan to show their support and are filming a documentary called "Weaving Solidarity: Taking A Look At The Military Buildup from An Indigenous Perspective." "We're here to pretty much document all of it and also me personally I want to be here to preserve my culture history and my Chamorro people," said Flores.

Farahi added, "It seems like Pagat represents lot of tradition for Chamorro people. the problem being that lots of lands have been given up since acquisition in Spanish-American War all the way to the present, and I think people really feel enough is enough and this sacred land for a lot of people there's burial sites here a lot of the suruhanus the healers come here to find inspiration and it just means a lot for local people and the fact that they want to create firing range here has brought a lot of resentment toward the military and what they want to accomplish.

"And it seems like there's some tensions now with the local people and what the military wants to accomplish. We're here to support and document the Chamorro people as they engage in the struggle."
