S. Korea, Japan defense chiefs to hold talks in Seoul next week

SEOUL: Defense ministers of South Korea and Japan will hold talks in Seoul next week to strengthen their military ties, including a proposed agreement to protect bilaterally shared military secrets, officials here said Tuesday.

Defense Minister Kim Kwan-jin and his Japanese counterpart Toshimi Kitazawa, who will visit Seoul next Monday, are also expected to discuss North Korea's military provocations and bilateral cooperation on military supplies and services, officials at the South's defense ministry said.

South Korea and Japan held talks for the so-called "General Security of Military Information Agreement (GSOMIA)" in the past, but little progress had been made.

However, Seoul and Tokyo "have recently felt the need to sign the agreement"...an official at the South's defense ministry said.
....
"The pact, if signed, will open a new chapter in the development of military relations between South Korea and Japan," he said.

Kim and Kitazawa are also expected to explore concluding another pact, called the "Acquisition and Cross-Servicing Agreement," which would stipulate obligations on sharing military supplies and services such as food, fuel and transportation between the two nations.

Despite their close economic ties, South Korea and Japan have had limited military contact and exchanges, given a legacy of Tokyo's brutal colonization of the Korean Peninsula from 1910-1945.

[T]he U.S. has been urging the two neighbors to build a stronger military relationship.

On his visit to Seoul after the Yeonpyeong attack, U.S. Adm. Mike Mullen proposed joint military drills among South Korea, Japan and the U.S. to increase deterrence against North Korea.

Some Okinawa F-15s to move training to Guam
Jan. 4, 2011

Japan and the United States have agreed to move some exercises involving F-15 fighters based in Okinawa Prefecture to Guam, possibly in the next fiscal year, according to Defense Ministry sources.

Although training of F-15s stationed at Kadena Air Base in Okinawa has been shifted to other bases in Japan since spring 2007, it is the first relocation of exercises outside Japan.

The decision, aimed at reducing noise caused by aircraft based at Kadena, was included in a joint declaration issued at the "two plus two" foreign and defense ministerial talks held in May 2010. Negotiations have since continued between the two sides.

Defense Minister Toshimi Kitazawa conveyed the decision to Prime Minister Naoto Kan and other involved ministers Friday, the sources said.

Meanwhile, Japan is expected to foot the bill for transferring the exercises overseas. The measure will require revising a special agreement on which host nation support is based. The current agreement on Japanese outlays to cover basic expenses incurred by the hosting of U.S. bases expires at the end of March.

Foreign Minister Seiji Maehara and U.S. Ambassador John Roos are expected to sign a draft revision of the agreement by the end of this month, after which Kan will submit the bill to the Diet for approval by the end of March.

The exercises to be moved are part of drills conducted on a daily basis in training areas in and around Okinawa Prefecture. Under the plan, Japanese Air Self-Defense Force fighters are also expected be sent to Guam to participate in joint exercises there.

According to the Defense Ministry, no exact date or scale for the relocation has been decided, but officials said they hope to begin the process in fiscal 2011.

"We hope to see the relocation of exercises of one of two squadrons (totaling 50 aircraft based at Kadena)," said a senior Defense Ministry official.

Since March 2007, U.S. forces have moved some of their F-15 exercises to six ASDF bases in other parts of Japan to cut down noise, but the moves have had little effect, officials said.

F-15s to Train in Guam
Therese Hart | Variety News Staff
Wednesday, 05 January 2011

A recent agreement between Japan and the United States would move some
training functions of F-15 fighters stationed at Kadena Air Base in
Okinawa to Guam, according to a report from the Yomiuri Shimbun.

The airbase is home to two F-15 squadrons of the U.S. Air Force’s 18th
Wing. The move is expected to happen this year, according to Japanese
government sources cited by the report.

If final approval is granted, it will be the first time exercises of U.S.
forces stationed in Okinawa Prefecture have been moved out of that
country.

U.S. Defense Secretary Robert Gates and Defense Minister Toshimi Kitazawa
are expected to finalize the agreement on Jan. 13 during a two-day visit
by Gates to Japan.

The agreement is seen as a type of offering to Okinawa as a reduction of
the “burden borne by the prefecture in hosting U.S. bases, and hopes to
use it as a beachhead to get the prefecture's cooperation on the stalled
plan to relocate the U.S. Marine Corps' Futenma Air Station within the
prefecture,” the sources said.

The U.S. has kept two fighter squadrons -- each currently comprised of 24
F-15s -- permanently stationed at the Kadena base, which is one of the
United States' largest strategic military locations outside the U.S.
mainland.

Local residents in Okinawa have often complained of the noise pollution
produced by the base's aircraft.

The Japanese government has been trying to have the United States move the
training functions of as much as one full F-15 squadron to Guam.

The sources said fuel and other costs associated with the transfer of
exercises will be financed by the exercise-relocation portion of the
so-called “sympathy budget,” which are funds paid by Japan to cover the
costs of having U.S. forces stationed in this nation.

The special supplemental accord to the Japan-U.S. Status of Forces
Agreement that is the legal basis for the sympathy budget will expire at
the end of March, so the relocation costs will be incorporated in a new
agreement that will come into effect from fiscal 2011, which starts on
April 1, according to the Yomiuri Shimbun.

U.S. Secretary of State Hillary Clinton and Foreign Minister Seiji Maehara
are expected to confirm the basic agreement on the transfer during a
five-day visit to the United States by Maehara, scheduled to begin
Thursday, according to the sources.

Maehara plans to sign a draft accord with U.S. Ambassador to Japan John
Roos shortly.

The government hopes the accord will gain Diet approval by the end of
March, during the ordinary Diet session that begins this month.

Report: F-15 Training May Shift to Andersen
Brett Kelman | Pacific Daily News
January 6, 2011

Japan and the United States are discussing a plan to shift some training
for Air Force F-15 Eagles to Guam to ease American military presence on
Okinawa.

According to a report by Kyodo News, Japanese Defense Minister Toshimi
Kitazama said Wednesday he will discuss the training plan with U.S.
Defense Secretary Robert Gates on Jan. 13.

The F-15 jets are housed at Kadena Air Force Base in Okinawa. Although
much of their training has moved out of Okinawa in the last three years,
Kitazama said the military must "considerably expand" the period during
which the drills are held away from the prefecture, the Kyodo report said.

"If (the period of drills outside Okinawa) is not expanded by twofold or
threefold, the people in Okinawa would not actually feel that their burden
has been eased,'' Kitazama said, according to the Kyodo report.

Residents and politicians in Okinawa, including recently re-elected Gov.
Hirokazu Nakaima, are dissatisfied that the Guam military buildup won't
move all American troops out of Okinawa.

The Defense Department plans to dissolve Futenma Air Base in Ginowan,
Okinawa, move about 8,000 of the Marines to a new base on Guam and move
the airstrip to Camp Schwab, which is in a less-populated part of Okinawa.

Nakaima wants the airstrip off Okinawa completely and has vowed to stop
the relocation plan. Because of his authority under Japan's Public Water
Body Reclamation Law, Nakaima could block a key component to the Futenma
shift -- a landfill on reclaimed land in the Oura Bay.

The plan to increase fighter jet training outside of Okinawa could be a
concession intended to soften public perception of the current Futenma
relocation plan.

There are 54 F-15's at Kadena, and they leave Okinawa to train regularly
-- including some trips to Guam -- said Kadena base spokesman Ed Gulick.

Most of these training ventures go to other air bases in Japan and last
about a week, Gulick said. The most recent training, in November, lasted
two weeks, with a dozen planes flying on weekdays.

Gulick said he had no information on the proposed plan to increase the
F-15 training in Guam.

Neither did Tech. Sgt. Mike Andriacco, a spokesman for Andersen Air Force
Base. Any decisions about that kind of training are made high up the
military chain, he said.

"We've seen the reports and we have requested more information from our
higher headquarters," Andriacco said.

Waihopai Spybase Protest: January 21-23

The Waihopai spybase was subjected to unprecedented public attention by the March 2010 trial and acquittal of the three Ploughshares peace activists who penetrated its high security in 2008 and deflated one of the two domes concealing its satellite dishes from the NZ public. The Anti-Bases Campaign was happy to support this non-violent direct action anti-war activity, from start to finish.

The public face of New Zealand ’s role as an American ally is the NZ military presence in Afghanistan . But New Zealand ’s most significant contribution to that, and other American wars, including the one in Iraq , is the Waihopai electronic intelligence gathering base, located in the Waihopai Valley , near Blenheim. It is controlled by the US, with New Zealand (including Parliament and the Prime Minister) having little or no idea what goes on there, let alone any control.

First announced in 1987, Waihopai is operated by New Zealand’s Government Communications Security Bureau (GCSB) in the interests of the foreign Powers grouped together in the super-secret UKUSA Agreement (which shares global electronic and signals intelligence among the intelligence agencies of the US, UK, Canada, Australia and NZ). Its two satellite interception dishes intercept a huge volume of civilian telephone calls, telexes, faxes, e-mail and computer data communications. It spies on our Asia/Pacific neighbours, and forwards the material on to the major partners in the UKUSA Agreement, specifically the US National Security Agency (NSA). Its targets are international civilian communications involving New Zealanders, including the interception of international phone calls. Post- 9/11 the GCSB and Waihopai now spy further afield, to those regions where the US is waging wars. The codename for this – Echelon – has become notorious worldwide as the vast scope of its spying has become public. New Zealand is an integral, albeit junior part of a global spying network, a network that is ultimately accountable only to its own constituent agencies, not governments, not citizens.

Join us for the weekend of anti-war protest at this spybase. Come prepared for roughing it and camping out. We provide the food (we cater for vegetarians but vegans will have to bring their own). Bring sleeping bag, groundsheet, a tent, torch, water bottle, eating utensils, clothing for all weather, and $40 (or $20 unwaged) to cover costs. No open fires.

How to find our camp at Whites Bay : turn off SH1 at Tuamarina (9km north of Blenheim or 20 km south of Picton) and drive to Rarangi on the coast. Follow the steep Port Underwood Road over the hilltop before descending to the Whites Bay turnoff. There is a DoC public camp at the bay with basic facilities. ABC has to pay a fixed charge per head.

This will be the first Waihopai spybase protest since the Domebusters’ acquittal on all charges arising from their courageous citizens’ deflation action.

Waihopai does not operate in the interests of New Zealanders or our neighbours. Basically it is a foreign spybase on NZ soil and directly involves us in America ’s wars. Waihopai must be closed.

This Can't Be Happening
News Black-Out in DC: Pay No Attention to Those Veterans Chained to the White House Fence
Dave Lindorff
12/18/2010 - 12:06

There was a black-out and a white-out Thursday and Friday as over a hundred US veterans opposed to US wars in Afghanistan and elsewhere around the world, and their civilian supporters, chained and tied themselves to the White House fence during an early snowstorm to say enough is enough.

Washington Police arrested 135 of the protesters, in what is being called the largest mass detention in recent years. Among those arrested were Ray McGovern, a former CIA analyst who used to provide the president’s daily briefings, Daniel Ellsberg, who released the government’s Pentagon Papers during the Nixon administration, and Chris Hedges, former war correspondent for the New York Times.

No major US news media reported on the demonstration or the arrests. It was blacked out of the New York Times, blacked out of the Philadelphia Inquirer, blacked out in the Los Angeles Times, blacked out of the Wall Street Journal, and even blacked out of the capital’s local daily, the Washington Post, which apparently didn't even think it was a local story worth publishing an article about (they simply ran a photo of Ellsberg with a short caption).

Veterans chain themselves to White House fence to protest Afghan War

Making the media cover-up of the protest all the more outrageous was the fact that most news media did report on Friday, the day after the protest, the results of the latest poll of American attitudes towards the Afghanistan War, an ABC/Washington Post Poll which found that 60% of Americans now feel that war has “not been worth it.” That’s a big increase from the 53% who said they opposed the war in July.

Clearly, any honest and professional journalist and editor would see a news link between such a poll result and an anti-war protest at the White House led, for the first time in recent memory, by a veterans organization, the group Veterans for Peace, in which veterans of the nation’s wars actually put themselves on the line to be arrested to protest a current war.

Friday was also the day that most news organizations were reporting on the much-touted, but also much over-rated Pentagon report on the “progress” of the American war in Afghanistan--a report prepared for the White House that claimed there was progress, but which was immediately contradicted by a CIA report that said the opposite. Again, any honest and professional journalist and editor would immediately see the publication of such a report as an appropriate occasion to mention the unusual opposition to the war by a group of veterans right outside the president’s office.

And yet, the protest event was completely blacked out by the corporate news media. (Maybe the servile and over-paid White House press corps, ensconced in the press room inside the White House, didn't want to go out and brave the elements to cover the protest.)

If you wanted to know about this protest, you had to go to the internet and read the Huffington Post [1] or to the Socialist Worker [2], OpEd News [3], or to this publication (okay, we’re a day late, but I was stuck in traffic yesterday), or else to Democracy Now! [4] on the alternative airways.

My old employer, the Sydney Morning Herald in Australia, showed how it’s supposed to be done. In an article published Friday [5] about the latest ABC/Washington Post Poll, reporter Simon Mann, after explaining that opposition to the war in the US was rising, then wrote:

The publication of the review coincided with anti-war protests held across the US, including one in Washington in which people chained themselves to the White House fence, leading to about 100 arrests.

That’s the way journalism is supposed to be done. Relevant information that puts the day's news in some kind of useful context is supposed to be provided to readers, not hidden from them.

Clearly, in the US the corporate media perform a different function. It’s called propaganda. And the handling of this dramatic protest by American veterans against the nation’s current war provides a dramatic illustration of how far the news industry and the journalism profession has converted itself from a Fourth Estate to a handmaiden to power.

[Jeju Update] Entry fee to the makeshift naval base gate: All Gangjeong villagers' blood and tear

The photo was taken on Dec. 28, the next day when 34 people were arrested but released in the night on the same day, except for a movie critic, Yang Yoon-Mo.

An ex-captain did a volunteering one man protest in front of the makeshift gate of the planned Jeju naval base on Dec. 28. The ex-soldier introduced himself that he had converted himself to a peacenik during the Gwangju uprising in 1980 when the Jeon Doo-Hwan military dictatorship massacred more than 2,000 citizens of Gwangju who rose up against it.

The villagers have set up a small white board in front of the gate (here in front of a truck). The sign reads, ‘In screening: All Gangjeong villagers' blood and tear.’

The Jeju Domin Ilbo had an interesting article on Jan. 3, 2011. It compared the attitudes of the local politicians in the City of Paju and Jeju Island where the villagers’ struggles against the expansion of the military training field and against the construction of the naval base have met years each.

Here are arbitrary translations of some excerpts from the article:

‘The Mugeon-ri military training field’ is a tactical training field that is larger than the area for [the training of] a brigade level, [partly] being used by the United States Forces of Korea at their requests. The South Korean military authorities have driven the business to specify the area, purchasing [local residents’] lands. It is the plan to form the firing field and tactical training field of 18km at length, 5km in width and 35,040,000 ㎡ in size.

However, the construction business is currently in fixed situation. It is because the local residents have fought desperately. Most villagers are confronting [the Ministry] saying that “We have already and almost been expropriated of our lands 30 years ago and have yielded enough.”

The chairmen of the local self-governing institutes and local council members have contributed to that situation, as well. The citizens of Paju have elected Yi In-Jae, a member of the Democratic Party which is the opposition party, as the mayor of the City, for the first time in the history of city [on last June 2 nationwide local election]. There had never been a precedent that the candidate from the opposition party had won in the [mayor] election in the City of Paju. The June 2 election result in the City of Paju even broke the fortress of ex-mayor, Ryu Hwa-Sun, who had been called ‘little 2Mega Bite (Lee Myung-Bak)

[..]

On the contrary, the Jeju Island government and Island Council have not properly reflected the demands by the villagers on the issue of the naval base. [..]

Kim Jong-Il, Secretary of the Solidarity for Peace And Reunification of Korea claimed that “If you look at the case of the struggle against expansion of the Mugeonri training field, you can see how the lives of the villagers are being changed according to the role of the local governments and councils.” And “In the Jeju Island, the Island governor and council members from the opposition parties must show their efforts to talk with the Ministry of National Defense so that the villagers’ opinions would be righteously reflected.”

However, the Island governor and Island council members have been either oppressing the Gangjeong villagers or passive to reflect the villagers’ opinions. The navy is trampling down on the pristine lands of the villagers under the grand name of the ocean power (in reality, that would be against China) and under the fake name of the civilian-military complex. Who is behind it? Who is making the villagers cry in the Island of Peace? The military power of a colonized country might ominously grow under the connivance of its hidden master. The navy makes a propaganda that the base would secure the security of South Korea from the imaginable multiple enemies. But a South Korean embassy staff attaché in the Washington D.C. has been told to say last March, 2010 that it was not the South Korean government but the United States government and navy that have really pushed the Jeju naval base plan. She has even asked the phone callers who have demanded the stop of the Jeju naval base construction and of oppression of the villagers, to spread the words.

Not only in Paju and Jeju Island, people’s struggles against military buildup are spreading in Okinawa, Guam, Hawai’i, Philippine etc. throughout the Asia Pacific. The stories are much similar one another here. By only people’s persistent struggle and solidarity, the victory will come.

Here are some citation-worthy words that come from Bruce Gagnon’s blog (click).

‘I will close with two quotes that mean alot to me and I think speak to this topic.

If there is no struggle, there is no progress. Those who profess to favor freedom, and deprecate agitation, are [wo]men who want crops without plowing up the ground, they want rain without thunder and lightning.
- Frederick Douglas

It is time to speak your truth, each of you. Do not look outside yourself for the leader. There is a river flowing very fast. Trust the river has its destination. You must let go of the shore, push off into that river. Keep your eyes open and your heads above the water. See who is in there with you and celebrate. The time of the lone wolf is over. Gather yourselves. We are the ones we have been waiting for.....

Text Fwd: South Korean supreme court made a decision of 1.2 billion won indemnity to the residents nearby the Pyeongtaek U. S. base

* Below is the arbitrary translation of an article forwarded in the Pyeongtaek Peace Center on Dec. 27, 2010(click)

South Korean supreme court made a decision of 1.2 billion won indemnity to the residents nearby the Pyeongtaek U. S. base

On Dec. 23, The supreme court made a finishing point to the five years long lawsuit by making a court decision on the lawsuit for indemnity on the noise damage, which 677 personnel including Mr. Shin Yong-Jo have filed against South Korean government.

The local residents nearby Pyeongtaek U. S. air base have filed lawsuit against the South Korean government on the noise damage last 2005. Even though there was the 2nd court review decision last January, 2009, the government that was the defendant filed an appeal [to the Supreme Court]. However the Supreme Court dismissed the [government] appeal therefore the decision of the High Court became the last court decision.

The Supreme court premising that if the nose damage that had been caused by the U.S. military’s flight training such as fighter plane and helicopter in installing and managing the K55 air field (Pyeongtaek U.S. air base) and K6 air field(Camp Humphreys) located in the City of Pyeongtaek was beyond acceptable limit for the nearby residents, it should be considered as there had been flaws in the installation and management of the air field therefore the government (the defendant)was responsible for indemnity of damage according to the article 23 of the ‘Agreement under Article IV of the Mutual Defense Treaty between the Republic of Korea and the United States of America, Regarding Facilities and Areas and the Status of United States Armed Forces in the Republic of Korea’, clause 2 of the article 2 of the special law on the civil case regarding the execution of the Status Of Forces Agreement (SOFA) and clause 1of the article 5 of the Law on the National indemnity, judged that the K55 violated law in case of its WECPNL( weighted equivalent continuous perceived noise level) being higher than 80 and the K6, in case of its Ldn being higher than 70, being over the normally beared limit.

The court defined the indemnity cost of 30,000 won for a month for a resident in the area of 80WECPNL to less than 90 80WECPN, and of 45,000won for a month for a resident in the area of 90WECPNL to less than 95WECPNL, in case of the nearby areas of the K55. It also defined the indemnity cost of 30,000 won for a month for a resident in the area of 70 Ldn to less than 75 Ldn, while 45,000 won, in the area of 75 Ldn to less than 70 Ldn, in case of K6.

The court defined the indemnity term by actual residence term but excluded the terms of military enlist and college class and applied the indemnity cost by reduction of 30%, principally according to the fault supremum , in case of the residents living since 1991. However, it did not apply reduction in case of birth, minor and marriage.

The total indemnity cost is 1,217,000,000 won and the government should provide the plaintiffs indemnity cost annually 5% from Dec. 2, 2008 to Jan. 14, 2009, while annually 20% from the next day [of Jan. 14, 2009] to the day it all pays back.

The lawsuit has been taken charged by the board of attorneys, belonging to Jung Pyeong, in the attorneys’ Council for the Democratic Society. As there is another lawsuit being moored in the High Court and having been submitted by 13,000 people beside 677 people who were made decision with damage reparation by the Supreme court decision this time, it is expected that the Supreme court decision [on Dec. 23 ] would make not a little influence in the forthcoming court decision.

Please Join Us in Our Action for Preserving the Pristine Yanbaru Forest and People of Takae, Okinawa!

We invite you to join us in our protest at the U.S. Embassy in Tokyo over the restart of the U.S. helipads construction in Takae, Higashi Village of Okinawa, and the destruction of the sit-in tent by a U.S. helicopter, either by sending us your message/request to the US Embassy by email by January 8, or physically joining our action on January 10 in Tokyo (see instruction at the bottom).

The Yambaru Forest is a habitat for endangered species such as Yambaru Kuina (Okinawan Rail) and Noguchi Gera (Okinawan Woodpecker). It is known internationally as a region rich in biodiversity. Takae, situated in Yambaru, is a small village of about 160 residents, including many who moved here for its pristine nature.

However, the U.S. Marine Corps has been using the Yambaru Forest for combat training. In 1957, th US military started using the area as “Northern Training Area” (Jungle Warfare Training Center), and currently there are 15 U.S. helicopter takeoff and landing zones (helipads) in Higashi Village. Residents of Takae have constantly suffered from the noise and the risk of helicopter crashes. To make matters worse, the Japanese and US governments decided to build 6 new helipads, surrounding the residential neighborhood of Takae.

Construction of new helipads will not only further endanger the livelihood and lives themselves of Takae residents, but also further destroy the precious environment with its wealth of species, forest and rivers. New military facilities also pave the way to the possibility of a new war. Residents of Takae have protested against the helipads construction for the above reasons. In 2006, we passed a resolution against the new helipads, and demanded of the relevant authorities that they review the construction plan. Takae residents and their supporters from across Japan and from around the world have continued to sit-in, monitoring the site and trying to persuade the government against the construction.

The Japanese and US governments, however, have not listened to the voices of opposition by the residents, and have not provided sincere explanation or proper opportunities for public hearing. The Japanese government even decided, all of a sudden, to prosecute some of the local protesters for obstructing traffic.

Just before dawn on December 22, 2010, at 6:30 AM, some 100 members of the Okinawa Defense Bureau, ignoring the ongoing court proceedings, barged into the site without warning to restart the helipad construction. On the next night, December 23rd, a US helicopter hovered only 15 meters above the sit-in tent, causing the tent to blow down. Such military exercise over a public road threatens the safety of local residents. The Japanese and US governments are harming the people of Takae by forcing through the construction work without sufficient explanation or consent by local residents. Such an approach by the two governments is unacceptable.

Residents of the Henoko district in Nago City, where the Japanese and US governments plan to build a replacement base for MCAS Futenma, have also been sitting-in for over 2,400 days, in order to preserve their life and the beautiful ocean. We urge you also to say “NO” to the new base plan in Henoko.

Following our protest to the Ministry of Defense on December 22 and the December 26 demonstration in Shinjuku, “Save Takae/Okinawa ? an urgent appeal and demonstration against construction of helipads,” we will go to the US Embassy in Tokyo and the Japanese Ministry of Defense on January 10 (Mon.), 2011, to protest. We would like to collect as many requests/demands as possible and deliver them to the US government. We accept both individual and organizational messages. Just one sentence message, such as “We do not need US helipads in the pristine forest” will suffice, or a longer message is welcome too. The Takae and Henoko issues are not just about war and military bases, but they are also about environmental preservation, biological diversity, and an alternative, “slow-life” lifestyle. Please express your message in your own words. Please follow the below instruction and send your message by January 8, 2011.

With our voices and with our actions, let us stop the helipad construction in Takae, and the base construction in Henoko. Let us bring a peaceful and fulfilling life to Takae and Henoko!

Opposition calls for nullifying KORUS FTA

By Lee Tae-hoon

A group comprising of 43 opposition lawmakers Tuesday called on the government to nullify the free trade agreement (FTA) between South Korea and the United States.

The legislators from the main opposition Democratic Party and such minor opposition as Liberty Forward and Democratic Labor parties said that the renegotiated free trade pact between the two countries was an “unequal, behind-closed doors” negotiation.

“It’s a pact that can inadvertently make a majority of the citizens of Korea and the United States a victim,” they said. The legislators jointly held a meeting with the “pan-national campaign headquarters to oppose KORUS FTA” at the National Assembly.

Rep. Sohn Hak-kyu, chairman of the DP, also opposed the KORUS FTA, during his speech on KBS radio.

The KORUS FTA was signed in 2007 under the Bush administration, but the bilateral pact remained in a deadlock over U.S. demands for wider access to the Korean auto and beef markets.
The new FTA supplemental agreement gives U.S. automakers more access to Korea. In return, Korea, which has refused to discuss the issue of beef, has received some concessions such as a two-year delay in tariff reductions on American pork.
