1. 14개 평화 및 불교단체로 구성된 2010 평화군축박람회 준비위원회(이하 박람회준비위)는 세계에서 일어나는 무장갈등과 군비확장에 대한 시민사회의 우려, 평화공존을 향한 시민 대안과 상상력을 시민들과 함께 나누는 「2010 평화군축박람회 지금, 평화를 이야기하자」(10/2~10/3, 조계사 앞마당)를 개최합니다.

2. 미국의 이라크와 아프간 전쟁 비용은 1조 달러가 넘는 것으로 추산됩니다. 세계금융위기 이후 국제금융기구가 조성한 긴급융자재원 총액(9,850억 달러)보다 많은 돈입니다. 전 세계가 보유한 핵무기는 10,000개 이상입니다. 이는 지구를 수십 번 파괴할 양이지만 지금도 핵무기 생산 금지 및 핵군축을 위한 국제조약조차 합의하지 못하고 있습니다. 남한의 국방비는 북한의 GDP(국내총생산) 수준에 육박하지만 여전히 국방비는 증가하고 있습니다. 한국은 대표적 비인도적 무기 집속탄 수출국입니다. 분쟁지역으로 수출된 집속탄은 수백 개의 작은 폭탄으로 흩어져 무고한 민간인과 아이들의 목숨을 빼앗고 있습니다. 한국정부는 방위산업을 국가전력산업으로 육성하고 국방비 지출을 늘리고 있으며 방위산업박람회, 에어쇼, 대규모 국군의 날 행사 등을 대규모로 개최해오고 있습니다. 그러나 이러한 무기들의 살상력, 파괴력, 공격력이 야기할 수 문제점, 비인도성에 대한 검토나 사회적 토론은 이루어지지 않고 있습니다.

3. 이에 평화군축박람회는 군비축소와 평화를 위한 투자로 정부의 정책 우선순위를 변화시킬 것을 촉구하는 시민의 목소리를 연결하고 모아낼 계기와 공간을 마련하고자 합니다. 평화군축박람회에는 한반도를 포함해 동북아시아의 군사적 긴장과 대결을 고조시키는 14 분야의 문제점을 지적하고 대안을 제시하는 60여 점의 판넬을 전시하는 《전시마당》을 엽니다. 전시마당은 <몹쓸무기, 나쁜무기, 비싼무기展>, <한반도 평화와 군축을 위한 시민제안展>으로 구성되어 있습니다. 길거리에서 이야기하는 평화 《강연마당》, 세계 각국에서 끊임없이 이어지는 평화운동의 모습을 담은 짧은 영상 및 「멈추지 않는 대량학살 : 대인지뢰」를 상영하는 《영상마당》, 직접 그리고 만들고 읽으면서 평화감수성을 키워하는 《체험마당》이 준비되어 있습니다. 그리고 저녁에 열리는 《공연마당》은 「원자폭탄」 영화영상여과 원폭피해자 2세와의 대화(토), 왁자지껄 문화제(일)를 즐길 수 있습니다.

Fears are urgently being planted here as to 'Chinese naval expansion',
with a lot of books on 'China threat' on a bookshelf of every book store,
with many of our bipartizan politicans mentioning the threat on TV,
and with this attached map appearing even on today's Asahi newspaper.

These 'Archipelago lines 1st and 2nd' are said by today's Asahi
to be out of the long-term strategy of China over the East China Sea.
Asahi says that it made this map based on the materials from
Japan's Defense Ministry and Chinese papers.

Some magazines call these lines Chinese navel defense lines.
But these archipelago lines are precisely what the US must want to protect.
On the edge of the first line nearer to the Asian Continent are the islands of Okinawa and Miyako. And on the second line edge is Guam.
That is why Miyako is currently on focus.
I don't know what about the Korean Peninsula in this defense line strategy.

Last week, a US ship made a portcall to an island called Miyako, near Taiwan.

A US marine sweeper entered and stayed at its port during Sep.21~24
before leaving for the Phillipines. Before that, the US Consulate donated
some books to the library in the island, and in Dec. there will be
a music performance there by the 7th fleet brass band .
From these, it seems that the US has an intention to frequent its port-call
to the island from now on.

Locals on Miyako have issued a strong message, which said ( by my translation)
[ 'by sending in a marine sweeper, US has investigated the area under the sea.
Therefore it is obvious, from the remark by the US Consulate General as well,
the US regards this area as strategically important, and by the port-call last week,
the US dared to demonstrate that to China. ' ' Under the pretext of the minor clash between Japan and China around the Senkaku islands, there seems to be a vital move to militalize all over Japan, beginning with a plan of making all the areas of Okinawa (the Ryukyu Ark), including the islands of Miyako,Yaeyama,Yonakuni, a huge military base.' ] I'm afraid there willl be no reduction of the burden of Okinawa and the rest
in the Ryukyu Ark.

Study: Wars could cost $4 trillion to $6 trillion

The authors of the book "The $3 Trillion War" noted in a conference call on Wednesday that when they first released their findings two years ago, the estimates were widely criticized as being too high. Now, the researchers believe they may have been too low.

Joseph Stiglitz, who received the 2000 Nobel Prize for Economics, and Linda Bilmes, a public policy professor at Harvard University, said the number of veterans seeking post-combat medical care and the cost of treating those individuals is about 30 percent higher than they initially estimated. That, combined with increases in the cost of military medical care and the lagging economy, will likely push the true long-term cost of the war over the $4 trillion mark.

"This may be more of a crisis than the Medicare and Social Security problems we have looming," said House Veterans Affairs Chairman Bob Filner, D-Calif. "It rivals both in the potential impact. This is another entitlement we've committed ourselves to, and it could break the bank."

In a conference call with reporters, Bilmes said about 600,000 Iraq and Afghanistan veterans have already sought medical treatment from the Department of Veterans Affairs, and 500,000 have applied for disability benefits. That's about 30 percent higher than initial estimates for care, and could cost the department nearly $1 trillion in costs for the current wars alone.

The House Veterans Affairs Committee will hold a hearing on the costs Thursday morning. Filner said he'll use the new research to push for a "veterans trust fund" to pay for the long-term costs of war, a proposal he's already pitched to Democratic leaders in the House.

Under his plan, lawmakers would add a 10 to 15 percent surcharge on all appropriations bills, banking billions of dollars for future veterans medical costs. Reaction to the idea so far has been negative, Fliner said, because lawmakers are concerned that such a move would make the costs of war look astronomical.

Of course, Filner said, that's exactly the point. Stiglitz said history has shown the costs of treating illnesses such as post-traumatic stress disorder only increase with time, and with the country still expecting a significant presence in Afghanistan for years to come, the bills will keep piling up.

Sokaiya are unique to Japanese corporate culture, but a canny Washington appears to have learned the lesson they provide.

Sokaiya extort money from Japanese corporations through threats to disrupt shareholder meetings, spread malicious rumours and reveal corporate secrets. Some have even physically attacked company executives or their families.

In his book on the issue, published a decade ago, Kenneth Szymkowiak wrote: “There are elements of Japanese culture, history, language and even gesture that lend themselves to abuse through extortion, intimidation, domination and control… Typically, a corporation’s sokaiya handler pays the sokaiya not to bother it or to react to outside threats to the company.”

Which brings us to Okinawa, and the contentious US military presence there.

Despite its relatively tiny size, Okinawa hosts the vast bulk of US Forces Japan – overall including some 36,000 military personnel together with 43,000 dependents and 5,000 Department of Defence civilians. This is partly due to its geographic location, partly because the island remained under US administration until 1972.

But Okinawans are firmly convinced that this disproportionate burden also reflects Tokyo’s uncaring and exploitative view toward the outlying prefecture.

Japan and the US agreed in 2005 to a force realignment plan that includes the relocation to Guam of some 8,600 US Marines and 9,000 of their dependents. Tokyo later agreed to pay US$6.09 billion – some in grants, some in loans – toward the cost of this relocation, or 59% of the estimated $10.27 billion total bill.

“At no time in history has Japan ever used tax money to help construct new foreign military bases on foreign territory. There’s no such international precedent, either. The United States should pay all costs of relocation of U.S. troops,” commented an incredulous Ichida Tadayoshi, secretary general of the Japanese Communist Party.

But perhaps, as a communist, Mr Tadayoshi is not overly familiar with corporate culture. The sokaiyu, you will recall, are paid “not to bother (the company) or to react to outside threats to the company”.

Sort of reminiscent of the funding arrangement involving the Okinawa relocation.

In any case, Assistant US Secretary of the Navy Jackalyne Pfannenstiel, on 20 September signed the Record of Decision on the Guam and Commonwealth of Northern Mariana Islands Military Relocation Final Environmental Impact Statement. This was the last bureaucratic hurdle before work could start on the infrastructure required to accommodate the Marines due to arrive from Okinawa and related force realignment elements.

Japan has still to finalise arrangements in Okinawa, most controversially involving relocation of Marine Corps Air Station Futenma, but the first cheques should nevertheless soon be in the mail. Unlike the sokaiya, Washington hasn’t insisted on untraceable cash.

September 23, 2010; Guam- With the release of the DoD’s Record of Decision, it has become evident that the Department of Defense will continue to disregard concerns voiced by the people of Guam. Guam’s local residents will be the demographic most severely impacted by plans to increase the US military’s presence within the region through one of the largest peacetime military relocations in modern history. We Are Guahan will be hosting a rally on Oct. 1 to unite the community in response.

The island participated actively within the NEPA process, with over 10,000 comments submitted in response to the Draft EIS from the community and Government of Guam agencies. Despite the outpouring of community involvement, the Final EIS failed to incorporate many of the island’s concerns into their final plans.

Guam’s community and local leaders presented a united front in opposition to the condemnation of land and the taking of more sites considered culturally and historically significant to the island’s indigenous people. However, the Department of Defense’s Record of Decision (ROD) indicates that the condemnation of land through eminent domain is still a possibility. Although decisions regarding the use of Pågat, an ancient Chamorro village and burial site, have been delayed, the site remains affected by the Department of Defense’s preferred alternatives for live-ammunition exercises.

Guam boasts one of the highest rates of enlistment into the United States Armed Forces per capita. Guam’s soldiers have fought and defended American values at rates higher than any other state within the Continental US, but remain excluded from discussions that greatly determine their futures. As a United States colony, residents of Guam lack any real control of their home and its resources. The lack of Democracy involved in the processes surrounding the military build-up in Guam have prompted residents to demand a role in the decision making process.

Plans to realign US troops stationed in Okinawa highlight a critical moment in the island’s history. Residents are uniting in efforts to empower themselves, protect their home’s resources, and shape their futures.

We Are Guahan invites all residents to participate in an island-wide rally to demonstrate unity, commemorate the island’s many sacrifices, and to empower the community to prepare for their home’s future. The rally is scheduled for Friday, October 1st from 4:30pm to 7:30pm at Adelup.

The Foreign Ministry of Bangladesh disclosed on September 26 that the United States had requested combat troops for the North Atlantic Treaty Organization's military command in Afghanistan.

The effort to recruit Bangladeshi soldiers for the nine-year-old war was made in an overture by U.S. Special Representative for Afghanistan and Pakistan Richard Holbrooke to Bangladesh's Foreign Minister Dipu Moni in New York City, presumably on the sidelines of or following last week's United Nations General Assembly session.

A statement issued by the government of Bangladesh said that Holbrooke "sought for any kind of help like deploying combat troops, providing economic and development assistance or giving training among the law enforcement agencies." [1]

Should the government of Bangladesh accede to the American request, it would become the 48th official Troop Contributing Nation for NATO's International Security Assistance Force (ISAF) and the seventh Asia-Pacific nation to provide troops to the North Atlantic military alliance for its war in South Asia, one which has further advanced across Afghanistan's eastern border into Pakistan with marked ferocity during the past five days. NATO will have gained another major ally in the building of its Asian complement using the Afghan-Pakistani war theater as the grounds for integrating the armed forces of countries on the other side of the world from the North Atlantic for what is expanding into a global U.S.-led military network.

Bangladesh's combat forces would join military units from Malaysia, Mongolia, Singapore, South Korea, Australia and New Zealand among Asia-Pacific countries, with a report that a 275-troop marine contingent from Tonga is also to arrive in Afghanistan soon. Japan has personnel assigned to NATO's Provincial Reconstruction Teams in the country and in the past has supplied the U.S. with naval assistance for the war effort.

The inclusion of Bangladesh into the ranks of NATO's ISAF, however, would constitute a milestone in two key ways. It would be the only country in South Asia with troops in the war zone aside from the two nations in which the expanding conflict is being fought: Afghanistan and Pakistan. And Bangladesh would be the second most populous state contributing to NATO's military campaign, only surpassed by the U.S., as it has the seventh largest population in the world at 160 million.

The war in Afghanistan has provided the Pentagon and NATO the groundwork for working with the militaries of scores of nations under real-world and real-time combat conditions. Every European country except Belarus, Cyprus, Malta, Moldova, Russia and Serbia has deployed troops to Afghanistan under NATO command, as have the nations of the South Caucasus: Armenia, Azerbaijan and Georgia. The United Arab Emirates is the first Persian Gulf state to do so.

Though not yet official contributing nations, several other countries have personnel in Afghanistan or on the way, including Bahrain, Colombia, Egypt, Japan and Ukraine. Over a quarter of the world's nations have supplied military units of various size for the North Atlantic bloc's war in Afghanistan.

In the past year both the U.S. and NATO have intensified activities aimed at integrating Bangladesh into the West's military nexus, both in preparation for the deployment of its troops to Afghanistan and for solidifying what for the past decade has been referred to as Asian NATO.

This May 12 a roundtable meeting was held in the capital of Bangladesh entitled "The Role of NATO in the New Security Order" with the participation of several "experts, military personnel and former government officials from the region." [2] The title of the event suggests it was conducted in the context of last year's discussions of the new NATO Strategic Concept held in several European and North American nations. The Indian subcontinent is far-removed from the North Atlantic Alliance's point of origin, but the new doctrine to be adopted this November at NATO's summit in Portugal will institutionalize the bloc's expansion into an international military and - to use its own term - security organization.
