Guam: An unarmed intercontinental ballistic missile blasted off on Friday in a
weapons test by the U.S. Air Force. According to media reports, the Minuteman 3
missile launched from California's Vandenberg Air Force Base and sent the test
vehicle into suborbital space going across the Pacific Ocean.

The test vehicle reportedly hit a pre-determined target about 200 miles
southwest of Guam. A team of analysts is studying the launch as part of an
ongoing evaluation of the readiness of the U.S. military's arsenal.

General Dynamics Wins NASA Network Contract

WASHINGTON — NASA has awarded General Dynamics C4 Systems of Scottsdale, Ariz., a cost-plus-award fee contract potentially worth $642.2 million over seven years for the Space Network Ground Segment Sustainment project, according to a June 15 agency news release.

Included in the contract, which is slated to begin this month and continue through mid-2017, is an indefinite-delivery, indefinite-quantity portion covering special studies and sustaining engineering NASA might ask General Dynamics to perform. NASA spokesman Michael Curie said the maximum value of that portion of the contract is $27 million.

Part of NASA’s Space Network, the ground segment works with the agency’s Tracking and Data Relay Satellite System (TDRSS) to provide global space-to-ground telecommunications and tracking coverage for near-Earth robotic and human spaceflight missions. The network’s ground segment comprises facilities and systems at the White Sands Complex in Las Cruces, N.M., the Guam Remote Ground Terminal in Guam, and the Space Network Expansion East in Blossom Point, Md.

Under the terms of the contract, General Dynamics will modernize the ground segment, including replacing obsolete systems and creating a more flexible and expandable architecture, the news release states. The work also will improve communications between the Space Network’s user-control centers and ground segment facilities for data and service planning and control.

General Dynamics was part of the team led by Chicago-based Boeing selected in 2007 to build a new generation of TDRSS satellites, with responsibility for upgrading the TDRSS ground segment at White Sands.

I see this is part of the pattern of intimidating protest activity and then not allowing judicial review by a civilian court.

[국문 번역]Text Fwd: Letters to the U.S. Embassies in Japan and Korea, in opposition against the ICBM launch

_________________________________________________________
On Sept. 14, M. S. in Japan and S. C. in Korea have sent the letters to the United States embassies in their own countries to show the solidarity with the Vandenberg protesters and opposition against the Minuteman ICBM launch on Sept. 15, 2010 (postponed to Sept. 17, later). The above is M. S. (Japan)'s letter to the United States embassy in Tokyo. M. S. says that 'Unlike in Seoul, the US embassy in Tokyo uses a framed email form' so M. had to send 3 times to send the letter to it. The second is S. C. (Korea)'s email to the United States embassy in Seoul. It is told that Australia activists also sent a letter to the United States embassy in Australia. Otherwise, please see Paik Koo-Han's powerful statement, HERE.

Dear Ambassador S.H. Roos [in Japan]

I would like to send you some opposing voices collected in Japan to the Minuteman Ⅲ launch scheduled on Sep.15.

The list of the names of co-signers against the launch will be sent in the next email, so please never fail to receive that. Though the number is small, that does not mean at all majority of Japanese feel secured by the U.S. ICBMs.

On the contrary, it would be reasonable for to believe that most of Japanese are sensitive and opposed to any missiles, as they are all capable of delivering nuclear warheads onto East Asia or elsewhere. ICBM test launches continue to be a excessive nuclear threat to our neighbors in this region, preventing them from their long-desired peaceful reunification, the same kind of which Germany has achieved 20 years ago already.

Besides, such launches and nuclear testings in the Pacific have long been giving the islanders and marine lives in the region endurable sufferings and actual harm of various kinds. You may wish to extend your imagination over all such sufferings and harm, by reading the strong and beautiful opposition statement by Koohan Pike of Kauai.

http://www.anatakara.com/petition/enough-already.html

All this knowledge and cooperations have been through tenacious efforts by conscientious U.S. citizens in Vandenberg.

However, it is surprising and regrettable that some of them have been threatened by a shameful U.S. law only because of their rightful and peaceful deeds. They are respectable U.S. citizens you should be proud of.

http://www.anatakara.com/petition/vandenbergprotest-2010-september.html

We hereby voice, in alliance with peace-loving citizens in the Asia-Pacific region and in the mainland of the USA, our oppositions to this and any further ICBM launches by the United States.

Sincerely yours,

Dear Ambassador Stephens,

We, Koreans became to learn that the Vandenberg Space Command/ AFB will launch a Minuteman III high speed solid fuel ICBM that delivers the Thermonuclear warhead in the early hours of Sept 15 from Vandenberg to Kwajalein Atoll Marshall Islands, Pacific Ocean.

Testing and developing thermonuclear warhead delivery systems is a violation of the Nuclear Non Proliferation Treaty, Article VI. We also hear that many peace-loving people including Fr. Louie Vitale and Sr. Megan Rice who were arrested on August 22 protesting another ICBM launch, have been oppressed during their peaceful protests against such aggressive tests and that some have even got the "lifetime ban and bar." It is a shame for the United States government who self-nominates as the world peacekeeper to conduct such destructive tests and oppress the peaceful voice of its own people.

The Marshall Islands that is told to be the place where more than 60,000 people live, has been the tragic target of innumerable nuclear and missile tests since 1946, of which the largest nuclear test that the U.S. ever conducted was included, as to be said by the Atomic Energy Commission, as "by far the most contaminated place in the world” in 1956.

Such tests have destroyed and would threaten not only the precious lives of people there but also the unspeakable lives under the sea such as corals, turtles, shells etc.

The corals in the Southeast Asian Sea have been already bleached for the global warming and the diverse ecology system is being destroyed there. It is lamentable that the United States government not only ignores the most urgent issue for the people in the world but also escalates the destruction of the biodiversity system in the Earth with such horrendous tests that would cause great harm to the future generation of human beings.

The United States government has bluffed out that such tests are for the provable attacks from Iran or North Korea but normal people with reasonable thoughts can hardly believe that those countries would ever attack the United States who occupies more than half of the defense spending among all the countries’ defense budgets combined. People also know that such bluffs are ultimately for the domination of the United States through chocking-off other countries’ oil lanes, such as China.

The Asia Pacific and Pacific Ocean is in danger because of reckless United States governments’ greed and lies. Many Koreans now know the news of the Vandenberg launches and shudder by the hypocrisy of the United States government who has always made the scapegoat of North Korea for her nuclear and missile tests.

Such tests would impede the peaceful dialogues between the United States and North Korea who has long time demanded for it. [These are] Koreans’ demand[s] to the United States government to stop such tests, to close such dangerous bases, to respect the peaceful unification wishes of Korea through peace treaty and to care for the precious lives of human beings and other beings in the Earth.

The Koreans will also watch whether the United States would exercise the guarantee of the free speech right of her own people. If it is proved out that she violates her ow
n constitution and international law, the world will watch and protest to you. The United States government should rather convert the military spending for her own people’s welfare.

I trust you that you would sincerely hear the peaceful voice of the people in the world.

In peace,

S. C.
S. C.

Text Fwd: [Vandenberg Witness] a Minuteman III (ICBM) from Vandenberg AFB on June 6, 2010

* Image source: Vandenberg Witness

Vandenberg Witness

On June 6, 2010, the United States plans to launch a Minuteman III Intercontinental Ballistic Missile (ICBM) from Vandenberg Air Force Base on the California central coast. The missile will likely carry one or more “unarmed” warheads to the Ronald Reagan Test Site in the Kwajalein Atoll in the Marshall Islands.

The launch, the first of two planned for the month of June, will come just nine days after the completion of the nuclear Non-Proliferation Treaty (NPT) Review Conference at the United Nations.

Nuclear Age Peace Foundation President, David Krieger, who attended the NPT Review Conference earlier this month, said, “U.S. testing so close to the end of the NPT Review Conference will make many countries doubt our sincerity in fulfilling our nuclear disarmament obligations under the NPT. President Obama has said that he wants to reduce the role of nuclear weapons in US security policy, but tests such as this one suggest that we are continuing with business as usual.”

Krieger continued, “When any country tests long-range missiles and nuclear weapons, it is more than just a test. It is a message to the world and perhaps to specific countries; it says in effect, ‘This is what we can do to you.’ If the US wants to lead the way to a world free of nuclear weapons, it needs to stop sending such provocative messages. In the US we are very aware of such messages when other countries test. We seem to have a blind spot in our thinking about our
own tests.” For more info contact Rick Wayman at rwayman@napf.org or call (805) 965 3443

There will be a protest at the front gate of Vandenberg on Saturday, June 5 at 1:00 pm to oppose the upcoming ICBM tests. David Krieger, President of the Nuclear Age Peace Foundation and Andrew Lichterman of the Western States Legal Foundation will speak at the event. June 5 is
“Nuclear Abolition Day,” with events promoting the abolition of nuclear weapons taking place in cities around the world. For more information on Nuclear Abolition Day, including the protest event in Los Angeles, please visit Nuclear Abolition Day Web Site

[SAVE 8 Vandenberg Arrested] Text Fwd: PEACEFUL PROTESTERS ROUGHED UP, ARRESTED BY OBAMA'S PENTAGON

Text Fwd: Korean petition result for the 8 Vandenberg arrestees

Upon the news of the arrest of the Vandenberg protesters on Jan. 31, two activists in Japan and Korea, talked about ways to spread the news and getting support from their countries, helped by Bruce Gagnon’s statement on the Jan. 31 arrest. You can see the Japan and Korean site here and here. As a part of it, the Koreans gathered sign to the Korean petition.

Below is the result of Koreans’ petition to demand the prompt release of the 8 arrestees and to criticize the United States’ government's unusual destruction of the peaceful protest on the day. While the Korean petition (For Korean 국문, see here) presented with Bruce Gagnon’s statement, to the Koreans was long and included the background of the Jan. 31 missile launch test from the Vandenberg AFB, three demands at the bottom of the petition were as below (translated). The Korean petition was thankfully uploaded in Peace Making, Korean internet site, as well. See here.

The total Korean signers to the Korean petition were 303 for the two days of Feb. 3~4. 239 signs were gathered on Feb. 3 while 64 signs were gathered on Feb. 4. Two signs still came on Feb. 6 and 7, even after the announcement of the release of the eight arrestees. Two organizations of the PKAR, South Korean branch and the Socialist Party of Korea have especially actively mobilized the members for sign. The representatives of the Jeju organizations and the main land organizations allowed to list the names of the organizations. The individuals from other organizations or without organizations also signed.

In detail:

Members of the Pan-Korean Alliance for Reunification (PKAR), South Korean branch [Total 172]
Members of the Socialist Party of Korea [Total 62]
Jeju Organizations [total 25]
Mainland Organizations [total 27]
Other Individuals [total 19]

We, the Koreans and Korean residents in the foreign countries, watching that there are the United States military industrial complex who aim the profits through arms sales on the premise of the non-existing virtual threats and at the sacrifice of welfare of the people in the United States & the world, and the dominant class in the United States who aim the selfish interest related to [the military industry], behind the [missile launch] test on Jan. 31, strongly criticize [the Jan. 31 missile launch].

We, also strongly criticizing the authorities of the Vandenberg AFB and the United States government who harassed and arrested the peaceful protesters in the rough way, including a weak elder in 80s, demand the below.

1. The authorities of the Vandenberg AFB and the United States government should promptly release the arrestees, and fairly revealing the whole truth of the unusual rough repression and arrest on Jan. 31, should openly apologize to the arrestees, to the people in the United States and to all the peace-loving people in the world. The arrested have made the noblest and hardest decision as human being and are suffering. It is right that they should be acknowledged and thanked by all the individuals and media who pursue the justice and truth.

2. President Obama should stop the betraying rhetoric on the nuclear disarmament and should launch for the true nuclear disarmament and arms reduction. For that, stop the development of missile defense system currently dangerously being developed, and stop the maneuvers that draw the European countries, Korea, Japan and other Asian Pacific ally countries into the dangerous game, using the NATO. The Vandenberg AFB, which is part of [the whole game] should be closed and the construction plan for the Jeju naval base, in Korea should be stopped as well.

3. Despite the nationalities, all the peace-loving citizens in the world should encourage the peace wish one another, should carefully watch and criticize the currents that, conspiring with the military capital, push the Earth into disaster, and should search for the ways together to make live the Earth, including for the measure against the climate change. Only by that, it can be said that we can realize the nobleness as human being, despite the small degree, as the exemplariness of the eight arrested in the Vandenberg.
