WASHINGTON, April 1 (Yonhap) -- The United States has the capability to intercept ballistic missiles from North Korea, a senior U.S. official has said.
Patrick O'Reilly, director of the Missile Defense Agency, made the remarks at a House Armed Services Committee hearing Thursday in response to a lawmaker who expressed "concerns about the ground-based midcourse defense system in Alaska and California," citing "back-to-back flight test failures this past year."
"We have two versions of the GMD missile. The first version is called capability enhancement No. 1 and it's the kill vehicle that has performed five times on flight, has done very well, three intercept attempts and it's intercepted three times," O'Reilly said, according to a transcript released by the Pentagon Friday.
Critics are skeptical of the effectiveness of the costly global missile defense systems, citing technological shortfalls and political ramifications, although Defense Secretary Robert Gates and other senior U.S. officials have expressed confidence in the U.S. capability to shoot down any ballistic missiles coming from North Korea.
"Those are flights out of -- the target out of Kodiak, Alaska, and the intercept out of Vandenberg (California)," O'Reilly said. "That roughly equates to the geometry of a launch out of North Korea and an intercept coming out of Fort Greely, Alaska. So for those type of scenarios and for that system, the CE-1, we remain to have confidence in the system based on the data we've seen."
The U.S. also "started a second version of the missile kill vehicle in 2005 based on obsolescence reasons; parts, manufacturers and so forth not producing parts anymore that -- and the electronic systems that we needed," he said. "We redesigned the system, upgraded it, and actually gave a greater sensitivity and greater capability. However, it failed on the first flight test due to a quality control problem. We corrected that quality control problem and in the second flight it didn't happen."
Due to budget constraints, the Obama administration in 2009 cut back a plan that would have increased the number of interceptors to 44 from 30, but administration officials insist 30 interceptors are enough to counter North Korea's missile capability "for some years to come."
Speaking at the hearing, Bradley Roberts, deputy assistant secretary of defense for nuclear and missile defense policy, said that the U.S. has been improving the GMD system against "the threats that might emerge from states like North Korea and Iran to conduct limited strikes on the United States."
Gates said in January that North Korea's missiles and nuclear weapons will pose a threat to the U.S. within five years. Some experts say Pyongyang may have already developed nuclear warheads small enough for missile payloads.
Nuclear-armed North Korea has made a series of provocations in recent months, including the sinking of a South Korean warship and shelling of a border island that killed 50 people last year.
In November, Pyongyang also disclosed a uranium enrichment plant that could be used to make nuclear weapons apart from its plutonium program. The North claims its intention is to generate electricity.

development contract, the defense company said Monday.
Under the contract, Raytheon will work with partners in Japan on the cooperative
engineering and development efforts for the SM-3 Block IIA missile through the
preliminary design process. The contract also includes an option for future
studies totaling $9.8 million.
Raytheon and Mitsubishi Heavy Industries, under contract to the MDA and Japan's
Ministry of Defense, are developing the next-generation SM-3 Block IIA missile,
scheduled to begin flight testing in 2014. The company says the new missile will
include larger second- and third-stage rocket motors and a larger kinetic
warhead to provide a greater area of defense against sophisticated threats.

Raytheon gets $175M Japan contract
Raytheon Co. has received a $175 million contract from the Missile Defense
Agency for a development program with Japan.
The contract continues engineering and development efforts for the SM-3 Block
IIA missile, the next generation of which is scheduled to begin test flights in
2014.
The missile, being developed out of the company’s operations in Tucson, will
be built with larger motors and warheads to make it more effective against
various targets.
The contract covers preliminary design revue, scheduled for early 2011.
Raytheon expects to deploy the missile by 2018 in Europe. It is being developed
by the Department of Defense’s MDA and the U.S. Navy’s Aegis Ballistic
Missile Defense System.

WASHINGTON — The U.S. Missile Defense Agency (MDA) on June 6 successfully conducted the first flight test of a smaller version of its ground-based interceptor being developed as a backup option for a European missile shield, the agency said June 6.
The two-stage interceptor launched from Vandenberg Air Force Base, Calif., and delivered an operational kill vehicle to a target point in space, as opposed to actually intercepting a target missile, an MDA press release said. Program officials are still analyzing telemetry data from the test, but all indications are that it was a success, the release said.
The two-stage interceptor is derived from the three-stage Ground-based Midcourse Defense (GMD) interceptors now deployed in Alaska and California to defend the United States against long-range missiles. The MDA and GMD prime contractor Boeing Defense, Space & Security of St. Louis were developing the smaller variant to be deployed in Europe to defend allies and deployed forces there, but the White House has since changed course, relegating the interceptor to a backup option in favor of the Raytheon-built Standard Missile (SM)-3 interceptors.
Under a revised plan for European missile defense announced last year, U.S. Navy Aegis ships equipped with SM-3 interceptors will be deployed to European waters in 2011. Land-based SM-3 batteries will be developed and deployed in Poland and Romania in 2015. These interceptors have a successful test record against short- and medium-range ballistic missiles.
A larger and more capable version of the SM-3, known as block 2B, is needed to intercept long-range missiles and provide an additional layer of defense for the United States. It is being co-developed with Japan and is not expected to be ready until 2020. Development of the two-stage ground-based interceptor will continue as a hedge against technological problems with the larger SM-3 interceptor.

Review Cites Flaws in U.S. Antimissile Program

President Obama’s plans for reducing America’s nuclear arsenal and defeating Iran’s missiles rely heavily on a new generation of antimissile defenses, which last year he called “proven and effective.”
His confidence in the heart of the system, a rocket-powered interceptor known as the SM-3, was particularly notable because as a senator and presidential candidate he had previously criticized antimissile arms. But now, a new analysis being published by two antimissile critics, at M.I.T. and Cornell, casts doubt on the reliability of the new weapon.
Mr. Obama’s announcement of his new antimissile plan in September was based on the Pentagon’s assessment that the SM-3, or Standard Missile 3, had intercepted 84 percent of incoming targets in tests. But a re-examination of results from 10 of those apparently successful tests by Theodore A. Postol and George N. Lewis, being published this month, finds only one or two successful intercepts — for a success rate of 10 to 20 percent.
Most of the approaching warheads, they say, would have been knocked off course but not destroyed. While that might work against a conventionally armed missile, it suggests that a nuclear warhead might still detonate. At issue is whether the SM-3 needs to strike and destroy the warhead of a missile — as the Pentagon says on its Web site.
“The system is highly fragile and brittle and will intercept warheads only by accident, if ever,” said Dr. Postol, a former Pentagon science adviser who forcefully criticized the performance of the Patriot antimissile system in the 1991 Persian Gulf war.
In interviews and a statement, the Pentagon’s Missile Defense Agency strongly defended the SM-3s testing record, and said that the analysis by Dr. Postol, an M.I.T. physicist, and Dr. Lewis, a Cornell physicist, was fundamentally mistaken.
“The allegation is wrong,” Richard Lehner, an agency spokesman, said Wednesday. He said the SM-3 is “attaining test scores that many other Defense Department programs aspire to attain.”
Even so, the Pentagon later admitted that 4 of the 10 analyzed flight tests carried no mock warheads at all.
The White House declined to comment on the critique of the SM-3 and referred questions to the Pentagon.
The political implications of the critique are potentially large. Democrats, traditional critics of missile defense, have been largely silent about Mr. Obama’s enthusiasm for this new generation, which for the moment is aimed only at shorter- and mid-range missiles, rather than ones that fly between continents.
During the campaign, Mr. Obama repeatedly criticized what he called President George W. Bush’s haste to deploy unproven antimissile arms. He vowed that as president, he would assure that any defensive shield would meet rigorous standards of testing and effectiveness.
Since last fall, Mr. Obama’s antimissile goals have expanded to include not only countering Iranian missiles, but creating a rationale for deep cuts in the nation’s nuclear arsenal and ultimately for prompting foes to abandon their missile programs.
The deployment of the SM-3 is also seen as essential to convincing Israel that the United States has an effective technology to contain Iran, even if the Iranians obtain a nuclear weapon.
The dispute between the academics and the Pentagon centers on whether it is enough for a speeding interceptor to hit the body of a spent rocket moving through outer space or whether it must hit the attached warhead. Dr. Postol says the SM-3 interceptor must shatter the warhead directly, and public statements of the Pentagon agency seem to suggest that it agrees.
“The interceptors,” the agency Web site says in its basic explanation of antimissile goals, “ram the warhead at a very high closing speed, destroying the target.”
Skeptics generally hold that the antimissile job is so daunting — what the Pentagon calls hitting a bullet with a bullet — that managers and contractors easily fall prey to exaggerating test results.
But technologists call it increasingly doable. Compared with the Bush administration’s land-based system, the SM-3 is fairly small, quickly deployable on ships and has a better reputation.
The interceptor holds what the Pentagon calls an exoatmospheric kill vehicle. In space, it peers through a telescope to guide itself toward the target, sensing telltale heat emanations and using a computer brain to fire thruster jets. The kill vehicle slams into the target and destroys it by force of impact.
Dr. Postol’s critics see him as a pessimist blind to antimissile progress, and his defenders view him as a seer of technical oversight.
During the 1991 Gulf war, the Army put the success rate of the Patriot at over 80 percent in Saudi Arabia and 50 percent in Israel. But Dr. Postol found that brilliant displays of antimissile fire and thunder hid repeated failures of the interceptors to knock out speeding warheads.
The SM-3 analysis of Dr. Postol and Dr. Lewis, “A Flawed and Dangerous U.S. Missile Defense Plan,” appears in the May issue of Arms Control Today, a publication of the Arms Control Association, a private group in Washington.
The study examined video images that the SM-3 kill vehicle took a split second before striking the target and that the Missile Defense Agency subsequently made public. The analysis looked at 10 tests between 2002 and 2009 — all of which the agency hailed as successful intercepts.
But the scientists found that the kill vehicle hit the warhead only once or twice. The rest of the time, the interceptor struck the rocket body — a much larger target.
In combat, the scientists added, “the warhead would have not been destroyed, but would have continued toward the target.”
In an interview, Dr. Postol said the antimissile blow might cause a warhead to fall short or give it an added nudge, with the exact site of the weapon’s impact uncertain.
“It matters if it’s Wall Street or Brooklyn,” he said, “but we won’t know in advance.”
The Pentagon’s rebuttal included a written one vetted by Lt. Gen. Patrick J. O’Reilly, director of the Missile Defense Agency, as well the office of the secretary of defense. It called the analysis “flawed, inaccurate and misleading” and said the alleged SM-3 failures were all, in fact, successes that “did exactly what was expected” as the kill vehicles hit “within inches of the expected impact point.”
But it offered little discussion of whether striking the rocket body in flight tests was sufficient grounds to claim overall success — a seemingly important point given that much of the agency’s public testimony centers on the necessity of hitting warheads to ensure their destruction.
In a series of e-mail messages, Mr. Lehner of the Missile Defense Agency offered more information. On Wednesday, he said the rocket’s violent breakup also demolished the warhead. Asked if the agency had evidence, he replied Thursday that readings from test sensors “prove conclusively” that mock warheads “were destroyed and were no longer a threat.”
Mr. Lehner added, however, that target missiles in 4 test flights carried no mock warheads, but rather “a nosecone with a weight up front for ballast.” The 4 flights with no warheads — which Dr. Postol and Dr. Lewis included in their analysis of 10 interceptions by the SM-3 — included 3 early ones and a flight last July, the most recent in their analysis.
Informed of the Pentagon’s response, Dr. Postol said he had no idea about the lack of warheads. He also questioned whether the destroyed warheads represented military designs or frail impostors. Real nuclear warheads streaking through the void of space are extremely rugged objects, designed to withstand the fiery heat of atmospheric re-entry as well as intense buffeting and shaking.
“A mock warhead may be extremely fragile compared to a real one,” Dr. Postol said.
Mr. Lehner disagreed. On Friday he called the fragility claim “absolutely not true.”
Representative John F. Tierney, a Massachusetts Democrat who is chairman of the House Oversight and Government Reform national security subcommittee, said in a statement that the SM-3 reanalysis raised serious questions.
“Congress will need to look into them further,” he said. “The American people deserve to know about the system’s actual capabilities and have a right to expect that their tax dollars are being spent effectively.”

The American military has been working since 1996 on a tricked-out [Boeing] 747 that could blast ballistic missiles out of the sky with a ultra-powerful laser. After 14 years of promising “the American people their first light saber,” the Missile Defense Agency finally pulled it off Thursday night [Feb 11] at 8:44 p.m.

A short-range, Scud-like ballistic missile was launched from an at-sea mobile launch platform near the Point Mugu Naval Air Warfare Center, off of the central California coast. “Within seconds, the Airborne Laser Test Bed [ALTB] used on-board sensors to detect the boosting missile and used a low-energy laser to track the target. The ALTB then fired a second low-energy laser to measure and compensate for atmospheric disturbance. Finally, the ALTB fired its megawatt-class High Energy Laser, heating the boosting ballistic missile to critical structural failure. The entire engagement occurred within two minutes of the target missile launch, while its rocket motors were still thrusting,” according to a statement from the Missile Defense Agency. This is a test the MDA was hoping to conduct in 2002, after spending about a billion dollars. But the Airborne Laser ran into all kinds of problems along the way. The chemicals the jet depended on to generate its high-strength laser weighed down the 747. Getting the laser to accurately zap through the atmosphere proved tougher than anticipated. The Airborne Laser eventually ballooned into a $7.3 billion project. Finally, Defense Secretary Robert Gates got so fed up, he told the MDA to end the Airborne Laser program after a single jet.

So, right now the [jet] would have to orbit inside the borders of Iran in order to be able to try and use its laser to shoot down that missile in the boost phase. And if you were to operationalize this you would be looking at 10 to 20 747s, at a billion-and-a-half dollars apiece, and $100 million a year to operate. And there’s nobody in uniform that I know who believes that this is a workable concept.

But Gates did add that the concept of using laser and other speed-of-light “directed energy” weapons to knock down missiles still had promise. It might be the only way to stop missiles in “boost phase” — when they were just getting off of the ground.

For years people have been protesting outside Vandenberg AFB when the base launches missiles. Now and then the military police would grab one of the organizers and arrest them but often nothing was done at all. But on January 31, just as another $150 million “missile defense” test was launched from the base, the Obama led Pentagon had virtually everyone who was at the protest, legally standing outside the base, arrested. In one case the military police threw Judy Evered onto the ground where two security guards held her with one soldier's knee in her back. Her subsequent booking was interrupted because she had to be taken to the hospital in an ambulance for a shoulder injury she sustained after she was already in custody. Evered, a member of WILPF, is in her 80’s.

This was a particularly important “missile defense” test because the Pentagon promoted it as a practice to simulate “a nuclear attack by Iran”. Of course Iran has no nuclear weapons today nor does it have any launch vehicles capable of reaching the continental U.S. But truth and facts don’t matter when you are out to create a new enemy in the minds of the American people. Fiction becomes reality, war is peace. Brainwashing it is called.

In the first test of its kind involving Vandenberg, an ICBM launched from the Marshall Islands (known as the Ronald Reagan Test Range) was aimed at southern California. The Ground-Based Interceptor launched from Vandenberg, about 60 miles northwest of Santa Barbara, lifted off at around 3:45 pm, but did not succeed in shooting down the target missile (supposedly from Iran) which was launched six minutes earlier from the Reagan Test Range.

“They completely dismantled the demonstration,” said protest organizer MacGregor Eddy who is a WILPF and Global Network member. She went onto reiterate that the base was told well in advance of the demonstration which was initially scheduled for January 21, as was the interceptor test, both of which were grounded due to large southern California storms at the time.

Since November, the new base commander has decided to require I.D.s from demonstrators. There is no way that a base commander, on his own, is going to start demanding ID’s from legal public protesters and make such a decision to completely disrupt and arrest eight out of the eleven people at a peaceful vigil. These orders have come from higher up and in the end the president of the U.S. has to be held responsible for escalating this provocative attack on peaceful protest outside a U.S. military base.

Obama talks big about wanting disarmament but then he qualifies this by saying that it might not happen “in his lifetime.” Then he moves, two years in a row, to increase military spending and continues the Bush administration policy of surrounding Russia and China with “missile defense” systems that are actually part of the U.S. first-strike program. The U.S. “missile defense” systems would pick-off any retaliatory missiles fired by Russia or China after the U.S. had launched the initial attack. The U.S. Space Command has actually been computer war-gaming such a first-strike attack on China for the past several years.

In a statement prior to the January 31 missile launch Western States Legal Foundation Director Jacqueline Cabasso said, “Further, U.S. development of missile defenses endangers prospects for deeper U.S. and Russian nuclear arms reductions and threatens to scuttle agreement on a follow-on to the START treaty. To add insult to injury, every U.S. test launch from the Marshall Islands causes tremendous environmental damage to surrounding land and water areas and compounds the historical injustice to the indigenous Marshallese people.”

Obama can’t have it both ways. He can’t go around talking nice about nuclear disarmament and then continue taking active steps to develop and test new generations of advanced war fighting systems and expect that Russia and China will just sit back and watch without reacting. And if Obama was serious about real nuclear disarmament he would not allow his Pentagon operatives to harass, rough up, and arrest activists who are legally opposing wasteful and destabilizing missile tests. You don’t treat your political allies in such a manner.

WASHINGTON (Reuters) - The United States will test its core missile defenses for the first time in January against a simulated long-range Iranian attack, a top Pentagon official said on Monday, amid tensions with Tehran.

His comments came the same day that diplomats disclosed concerns among intelligence agencies that Iran tested a key atomic bomb component as recently as 2007. The finding, if proven true, would clash with Iran's assertion that its nuclear work is for civilian use.

The test would fire an interceptor missile from Vandenberg Air Force Base in California at a simulated incoming missile, launched from the Marshall Islands in the Pacific Ocean. An aide to O'Reilly estimated the cost at about $150 million.

U.S. President Barack Obama revamped the U.S. missile defense strategy for Europe in September to focus more on Iranian short- and medium-range missiles.

"The Ground-based Midcourse Defense system’s last intercept test occurred in December 2008, when the target launched from Kodiak, Alaska, was successfully hit by a Vandenberg interceptor. At the time, MDA officials called it the 37th successful hit-to-kill intercept out of 47 attempts against missiles of all ranges since 2001.

RESTON, Va. - Northrop Grumman has received a task order to support the U.S.
Defense Department early-intercept ballistic missile defense program.
U.S. company Northrop Grumman was awarded the contract to provide the Missile
Defense Agency with support for demonstration experiments designed to assess
potential sensor technologies for early interception of missile threats.
Officials say Northrop Grumman will be expected to design and develop an
experimental command and control architecture that will enable an evaluation of
sensors for countering medium and intermediate-range ballistic missile threats.
"For the company and our customer, this initiative leverages Northrop Grumman's
legacy Kinetic Energy Interceptors and command, control, battle management and
communications expertise and technology to advance a critical and promising
capability," Karen Williams, Northrop Grumman Information Systems vice president
for Air and Missile Defense Systems, said in a statement.
"For the taxpayer, early intercept ensures previous investments in Kinetic
Energy Interceptors will be applied judiciously to various aspects of the
missile defense system to improve the ability to defeat threats to our nation."
