It is no coincidence that the U.S. is aggressively expanding its military operations in the Asian-Pacific at the same time that NATO is expanding eastward and encircling Russia.

미국이 아시아태평양 지역에서 적극적으로 군사작전을 확장하고 있는 것과 동에 북대서양조약기구(NATO)가 동진하며 러시아를 둘러싸고 있는 것은 우연이 아니다.

In a world where vital resources are increasingly becoming scarce, and at the same time world population is growing, the Pentagon has determined that America’s role in the world will be “security export” on behalf of corporate dominated globalization of the world economy.

필수자원들이 점점 부족해지는 동시에 세계인구는 증가하는 세계에서, 국방부는 이러한 세계에서 미국의 역할은 기업이 지배하는 세계경제의 세계화를 위해 “안보 를 수출”하는 것이라고 밝혔다.

Thus U.S. military expansion in South Korea at Pyeongteak and Mugeonri, and in Okinawa, Guam, Australia and throughout the Asian-Pacific region is all part of a larger military strategy to surround and control China. As the Chinese economy grows the U.S. understands they cannot compete with it but has made the decision to militarily dominate China. Most importantly the U.S. wants to control China’s access to oil and other dwindling natural resources as a way to keep the American hands on the keys to the worlds economic engine.

따라서 한국의 평택과 무건리, 그리고 오키나와와 괌, 호주 등 아시아태평양 지역에서의 미군 확장은 중국을 포위하고 관리하기 위한 더 큰 군사전략의 일환이다. 중국 경제가 성장함에 따라 미국은 그들이 중국과 경쟁할 수 없다고 생각하지만 군사적으로 중국을 지배하기로 결정했다. 가장 중요한 것은 미국은 세계 경제 엔진의 열쇠를 통제하기 위한 방안으로서 석유와 다른 줄어들고 있는 천연자원들에 대한 중국의 접근을 통제하기 원한다.

Recently the Global Network asked our members in the U.S. to contact the South Korean embassy in Washington DC to protest the ROK’s plan to build a controversial Navy base for Aegis destroyers in the village of Gangjeong on Jeju Island. Two of our members immediately contacted our office after they had called the ROK Embassy and were told by embassy staff to “Call your own government – they are the ones pushing us to build the Navy base on Jeju Island.”

All one has to do is look at a map of the Yellow Sea region just beyond Jeju Island to see that this area is a vital shipping lane for China as they import 80% of their oil through this waterway. How can anyone not clearly see that the U.S. will be using the Navy base on Jeju Island as part of its grand chess game to militarily surround China in order to develop the ability to “choke off” China’s importation of oil and other vital resources?

해야 할 일이라곤 중국이 제주도 바로 위의 서해의 수로를 통해 그들 석유의 80퍼센트를 수입해오기 때문에 이 지역이 중국에게 필수적인 선로라는 것을 확인하기 위해 서해의 지도를 보는 것뿐이다. 미국이 석유와 다른 필수자원들에 대한 중국의 수입을 “제한”할 능력을 개발하기 위해 중국을 군사적으로 포위할 거대한 체스게임의 일환으로 제주 해군기지를 이용할 것이란 사실을 어떻게 아무도 분명히 알지 못할 수 있는가?

The Samsung corporation, one of the top Korean aerospace companies, is also behind the Jeju naval base plan and will likely be one of the key construction companies to build the naval base.

한국의 최고 항공우주 산업 회사들 가운데 하나인 삼성 역시 제주 해군기지 계획을 지지하고 있으며 기지 건립을 위한 핵심적인 건설사들 의 하나일 가능성이 클 것이다.

The South Korean Navy has recently tested their Aegis destroyer, Sejong the Great, just off the coast of Hawaii and we know that this ship, and the “missile defense” systems on-board, are being fully integrated into the command structure of the U.S. Navy. The Aegis destroyers that would be deployed at the proposed base on Jeju Island will in fact be a part of the larger U.S. military strategy of controlling China.

한국 해군은 얼마 전 하와이 해안에서 약간 벗어난 곳에서 그들의 이지스함인 세종대왕함 실험을 실시했고 우리는 이 함대와 그곳에 탑재된 “미사일 방어” 시스템이 미 해군의 지휘구조로 완전히 통합되고 있다는 것을 알고 있다. 제주도의 계획된 기지에 배치될 구축함들은 사실 중국을 통제하기 위한 미국의 더 큰 군사전략의 한 부분이 될 것이다.

The U.S. recently tested a nuclear missile by firing it from Vandenberg AFB in California toward Kwajalein Atoll in the Pacific. When North Korea tests missiles the U.S., South Korea, and Japan scream in protest. When the U.S. tests nuclear missiles nothing is said about this display of nuclear hypocrisy. The rest of the world understands this double standard and is loosing faith in the moral authority of the United States.

미국은 최근 캘리포니아의 반덴버그 공군기지에서 태평양의 콰잘레인으로 핵미사일 발사하는 실험을 실시했다 북한이 미사일 실험을 했을 때, 미국과 한국, 그리고 일본은 이에 반대해 외쳤다. 미국이 핵미사일 실험을 했을 때 핵에 대한 이러한 위선이 드러나는 것에 어떤 것도 이야기되지 않았다. 세계의 나머지 국가들은 이 이중기준을 알고 있으며 미국의 도덕적 권위에 대한 믿음은 느슨해지고 있다.

South Korea is poised to make a historic decision to put its national will and resources under the complete control of the U.S. military empire. South Korea has entered into a dangerous and provocative alliance with Japan and the U.S. The recent decision to send ROK forces to Afghanistan makes it clear that an expanding NATO alliance is now absorbing South Korea in its drive to “control” Russia and China.

한국은 국가적 의지와 자원들을 미국 군사제국의 완전한 통제 아래 둘 역사적 결정을 내려야만 한다. 한국은 일본, 미국과의 위험하고 도발적인 동맹관계로 들어섰다. 최근 아프가니스탄에 대한 한국군 파병결정은 확장하고 있는NATO 동맹이 러시아와 중국을 “통제”하기 위한 노력에 이제 한국을 끌어들이고 있음을 분명히 보여준다.

This is a game the U.S. cannot win and South Korea will ultimately suffer for having played ball with the declining and out of control U.S. government. The American economy is now in a freefall state of collapse as 54% of every tax dollar goes into military spending. The American people are increasingly angry as our nation moves closer to becoming a Third World economy and our social system declines under the weight of advancing militarism.

이것은 미국이 승리할 수 없는 게임이며 한국은 결과적으로 쇠퇴하고 있으며 통제 불능인 미국 정부에 협조함으로 고통을 받게 될 것이다. 미국의 경제는 현재 세금의 54퍼센트가 군사지출에 들어가면서 붕괴상태에 있다. 미국 국민들은 우리 국가가 제3세계 경제에 가까워지고 있으며 군사주의 확장에 의한 부담으로 인해 사회 시스템이 쇠퇴하는 데 대해 점점 분노하고 있다.

During WW II the Korean people heroically struggled against Japanese imperialism. But today the ROK is forging a historically mistaken alliance with U.S. imperial designs that can only end badly as they attempt to control and dominate China. China’s economy will be dominant in the Asian-Pacific and throughout the world. It is unwise for South Korea to become a junior partner with the declining U.S. Empire.

2차 세계대전 동안 한국인들은 일본 제국주의에 맞서 용감히 싸웠다. 그러나 오늘날 한국은 중국을 통제하고 지배하려는 시도로 인해 좋지 않게 끝날 수밖에 없는 미국의 제국주의적 계획에 역사적으로 잘못된 동맹을 구축하고 있다. 중국경제는 아시아태평양과 전세계에서 우세하게 될 것이다. 한국이 쇠퇴하고 있는 미국제국의 하급 파트너가 되는 것은 지혜롭지 못한 일이다.

The South Korean people must wake up from this deep sleep and realize that they cannot prosper by taking such a foolish path.

한국인들은 이 깊은 잠에서 깨어 어리석은 방법으로는 번영할 수 없다는 사실을 깨달아야 한다.

Following the end of WW II the U.S. secretly smuggled 1,500 top German Nazi’s into the U.S. in a program called “Operation Paper Clip”. Former Nazi intelligence operatives were used to help create the CIA. About 100 of Hitler’s V-1 and V-2 rocket team were used to create the U.S. space program, including Maj. Gen. Walter Dornberger (who led the Nazi rocket operation). Dornberger testified before the U.S. Congress in the early-1950’s and called on the Pentagon to put orbiting battle stations in space so the U.S. could control space and the Earth below.

2차대전 종전 이후 미국은 소위 “페이퍼 클립 작전” 프로그램으로 비밀리에 1500명의 최고 독일 나치당원들을 미국으로 밀입국시켰다. 전직 나치 정보요원들은 미 중앙정보부(CIA) 창설을 돕는데 이용되었다. 나치의 로켓 작전을 이끌었던 발터 도른베르거 소장을 포함해 히틀러의 V-1, V-2 로켓 팀의 100명 정도가 미국의 우주프로그램 제작에 동원되었다. 도른베르거는 1950년대 초에 미 국회에서 증언했으며 미국이 우주와 아래의 지구를 관리할 수 있도록 만드는 궤도 전투 부서를 우주에 둘 것을 국방부에 요구했다.

The U.S. also protected Japanese imperial Army officers and scientists that created biological warfare technologies during WW II and were used in Manchuria and other battle zones in the Asian-Pacific. The U.S. used Japanese scientists and technology during the Korean War against North Korea.

미국은 또한 2차대전 동안 생물학적 전투 기술을 개발하고 만주와 아시아태평양의 다른 전투 지역에서 이용된 일본제국의 육군장교와 과학자들을 보호했다. 미국은 한국전쟁에서 북한에 맞서 일본 과학자들과 기술을 활용했다.
My question is: What happens when the U.S. embraces the worst elements of fascist Nazi and Japanese imperial forces into the American military? Is there also an ideological contamination that results? Is America’s military empire today, to some degree, a continuation of the Nazi and Japanese imperial dream?

나의 질문은, 미국이 파시스트 나치와 일본 제국주의 군대에서 최악의 집단을 미군으로 받아들인다면 무슨 일이 일어날 것이냐는 것이다. 이념의 오염 또한 가져올 것인가? 오늘날 미국의 군사제국은 어느 정도 나치와 일본의 제국주의적 이상의 연속이 아닌가?

Earlier this month, Marine General James Cartwright, the Vice-Chair of the military Joint Chiefs of Staff, told the Army Times that the U.S. can expect continuing war "for as far as the eye can see."

이번 달 초, 해병대장 제임스 카트라이트 미 합참 부의장은 아미타임즈(Army Times)를 통해 미국은 “끝없이” 전쟁을 계속할 것으로 생각한다고 밝혔다.

President Obama and the Democrats who now control Congress are essentially continuing the permanent war policies of the Bush administration.

현재 의회를 관리하고 있는 오바마 미국 대통령과 민주당원들은 근본적으로 부시정부의 영구적인 전쟁 정책들을 유지하고 있다.

In 2011 the U.S. will spend $708 billion on the military and another $125 billion for Veterans Affairs -- over $830 billion. When you add in the parts of other agencies that are not officially included in the military budget, but have military roles, the total is over $1 trillion dollars per year.

2011년에 미국은 군대에 7천8십억 달러를, 참전용사 문제에 1천 2백 5십억 달러를 지출해 총 8천 3백억 달러를 쓰게 될 것이다. 공식적으로는 군사예산에 포함되지 않지만 군사적 역할을 수행하는 다른 기관의 몫까지 더한다면, 연간 총1조 달러가 넘는다.

The U.S. has become a militarized society. We are now getting reports from all over the country that reveal the military is now working inside public schools with children as young as 10 years old. The Pentagon has determined that under corporation globalization every country will have a different role. We don’t make things like shoes, clothes, steel, cars, or electronics anymore in the U.S. ….. We will make weapons and war.

미국은 군사화된 사회가 되었다. 우리는 이제 군대가 10살 먹은 아이들과 함께 공립학교에서 일하고 있음을 밝히는 보고들을 전세계에서 받고 있다. 국방부는 기업의 세계화 하에서 각국이 다른 역할을 하게 될 것이라고 밝혔다. 우리는 더 이상 미국에서 신발이나 옷, 강철, 자동차, 또는 전기와 같은 물건을 생산하지 않는다. 무기와 전쟁을 만들어 낼 것이다.

The military says America’s role will be “security export” – and it is no coincidence that the #1 industrial export today is weapons. And when weapons are your #1 industrial export product, what is your global marketing strategy for that product line? War – endless war.

군대는 미국의 역할이 “안보의 수출”이 될 것이라고 이야기한다. 오늘날 산업 수출품의 1위가 무기라는 점은 우연이 아닌 것이다. 또한 무기가 당신의 제일가는 산업 수출품일 때, 그 생산 라인을 위한 전지구적 마케팅 전략은 무엇이겠는가? 전쟁, 끝없는 전쟁이다.

Lockheed Martin is the largest military contractor in the world with 140,000 employees, taking in over $40 billion annually, over $35 billion of which comes from the U.S. taxpayers. Since 1998, Lockheed has spent over $125 million to lobby Congress. Politicians are increasingly under the control of the military industrial complex.

미래14만 명을 고용하고 있는 록히드 마틴(Lockheed Martin)은 세계에서 가장 큰 군수업체로 연간 4백억여 달러를 벌어들이고 있는데, 그 중 3백 5십억여 달러가 미국 납세자들로부터 나온다. 1998년, 록히드 마틴은 의회 로비용으로 1억 2천 5백만 달러 이상을 썼다. 정치인들은 점점 더 군산복합체의 통제를 받고 있다.
This is not just happening in the U.S. All over the world we are seeing the same developments – military corporations growing in power inside countries like South Korea, Japan, Canada, Germany, England, Sweden, Australia, India, and others. Increasingly education, health care, and other programs of social uplift are being cut and funds are being moved into military production. Most of these countries are being absored into aggressive NATO military operations – NATO is an alliance gone global and their true role will be control of declining resources to the benefit of multi-national corporations.

이는 단지 미국에서만 일어나는 일이 아니다. 우리는 전세계에서 한국, 일본, 캐나다, 독일, 영국, 스웨덴, 호주, 인도, 그리고 기타 국가에서 군수기업들의 영향력이 확대되는 동일한 국면을 지켜보고 있다. 점점 교육, 보건, 그리고 다른 사회적 향상 프로그램들은 제거되고 그 자금은 군사 생산용으로 바뀌고 있다. 이 국가들의 대부분은 공격적인 NATO의 군사 작전에 흡수되고 있다. NATO는 세계화된 동맹이며 그들의 진짜 역할은 다국적기업들의 이익을 위해 사라져가는 자원들을 관리하는 일이 될 것이다.

So the people around the world will suffer from declining social progress and their tax funds will be used to expand the military budget – not to protect the public from danger, but instead to help the corporations stay in control.

따라서 전세계 사람들은 사회발전의 쇠퇴로 고통 받을 것이며, 그들의 세금은 군사예산을 늘리는데 이용될 것이다. 이는 사람들을 위험으로부터 보호하기 위한 것이 아니라 그대신 기업들이 통제권을 유지하도록 돕기 위한 것이다.
As this goes on the media in our countries is also increasingly coming under the control of these same corporations and the news that the public hears is now being filtered by the corporate agenda. Secrecy and manipulated news cannot co-exist with democracy.

이러한 현상이 계속됨에 따라 우리 국가들의 대중매체 역시 점점 그 기업들의 관리 하에 예속되고 있으며 사람들이 듣는 뉴스는 이제 기업의제들에 의해 걸러지고 있다. 비밀과 조작된 뉴스들은 민주주의와 공존할 수 없다.

The corporations are attempting to create a 21st century brand of feudalism. This time though feudalism says we can have a TV and a car. But it is still feudalism – corporate feudalism.

이 기업들은 21세기형 봉건주의를 창조하려고 하고 있다. 이것은 우리가 텔레비전이나 자동차를 가질 수 있는 봉건주의이긴 하다. 그러나 여전히 봉건주의이다. 기업 봉건주의.

The only hope for the people around the world today is to globalize our resistance to corporate domination and military control. Because the corporations don’t care about country anymore – they have gone global – the forces for peace and true democracy must also go global.

오늘날 전세계 사람들의 유일한 희망은 기업 지배와 군사적 통제에 대한 우리의 저항을 세계화하는 것이다. 기업들이 세계화되어 더 이상 국가에 관심이 없기 때문에 평화와 진정한 민주주의를 위한 힘 역시 세계화되어야 한다.
We must join hands around the world and support one another in these times of danger to our future. We must share our stories with one another and challenge the public to look at the bigger picture so they can begin to understand what is happening around them today.

우리는 미래의 위험이 될 이 시기에 세계적으로 협력하고 서로 지원해야 한다. 우리는 서로 이야기를 공유하고 사람들이 오늘날 그들 주위에서 어떤 일이 일어나고 있는지 이해하기 시작할 수 있도록 더 큰 그림을 보도록 도전해야 한다.
The corporations use fear in order to get the public to support more military spending and more power for the corporate agenda. We must do all that we can to interrupt this dynamic.

기업들은 더 많은 군사지출과 기업의제를 위한 더 큰 힘을 지원해줄 사람들을 얻기 위해 공포를 이용한다. 우리는 이러한 힘을 막기 위해 우리가 할 수 있는 모든 것을 해야 한다.

We do have a huge crisis that needs the attention of the world’s people. It is climate change and pollution. In my country we have a terrible problem with the oil disaster in the Gulf of Mexico that will likely kill a significant body of water and will ultimately have negative impact on the seas of the whole planet.

우리는 전세계인의 관심을 필요로 하는 엄청난 위기에 처해있다. 기후변화와 공해의 문제이다. 미국은 멕시코만의 기름유출 사고로 골머리를 앓고 있는데 이것은 상당한 수역을 망쳐버릴 것이며 결국 지구 전체 바다에 부정적 영향을 줄 것이다.

More militarism will not solve our ecological crisis. In fact it will only make matters worse as the military is the biggest polluter on the planet.

더 이상의 군사주의는 우리의 생태 위기를 해결하지 않을 것이다. 사실 지구 상에서 군대가 가장 큰 오염자이기 때문에 설상가상의 상황을 만들 뿐이다.

Instead we need to convert the military industries all over the planet and use those funds to create a solar society, build more wind turbines, build more public mass transit systems, and help clean up our Mother Earth. But this will only happen if there is a global demand to do so.

그 대신 우리는 전 지구상의 모든 군수산업체를 전환시켜, 태양열 사회를 건설하고 더 많은 풍력발전용 터빈을 만들며 대중교통체계를 확장하고 우리의 대지 정화를 돕기 위해 그 자금들을 사용해야 한다.

The first job of the human being is to ensure survival for the future generations. We will not survive by building more military bases, more Navy ships, and space warfare systems. We must change our course now. We need to support one another.

인류의 제일 가는 임무는 미래 세대의 생존을 보존하는 것이다. 우리는 더 많은 군사기지와 군함, 그리고 우주전쟁시스템을 구축하는 것으로 생존하지 않을 것이다. 우리는 우리의 방향을 지금 바꾸어야 한다. 우리는 서로를 지지할 필요가 있다.

# Bruce Gagnon is the Coordinator of the Global Network Against Weapons & Nuclear Power in Space. He was a co-founder of the Global Network when it was created in 1992. Between 1983–1998 Bruce was the State Coordinator of the Florida Coalition for Peace & Justice and has worked on space issues for 28 years. In 2003 Bruce co-produced a documentary video entitled Arsenal of Hypocrisy that spelled out U.S. plans for space domination. In 2010 Bruce was extensively featured in the award-winning documentary called Pax Americana and the Weaponization of Space. Bruce put out a new version of his book in 2008 called Come Together Right Now: Organizing Stories from a Fading Empire. # 브루스 개그논우주 무기와 핵을 반대하는 글로벌 넷워크Global Network Against Weapons & Nuclear Power in Space 의 코디네이터이다. 그는 1992 년 글로벌 넷워크가 만들어졌을 때 공동 창설자의 한 사람이었다. 1983 -1998 년 사이 브루스는 플로리다 주 평화 정의 연합 주 코디네이터 였으며 28 년간 우주 이슈에 관해 일해왔다. 2003 년, 브루스는 우주 지배 를 위한 미국 계획에 대해 설명하는 ‘위선의 무기 Arsenal of Hypocrisy' 라는 대중적 비디오를 공동 제작했다. 2010 년 수상을 받은 팍스 아메리카니와 우주의 무기화 Pax Americana and the Weaponization of Space.라 불리는 다큐멘터리에서 크게 선보여졌다. 브루스는 2008년 ‘지금 모이자: 쇠퇴해가는 제국으로부터 조직 이야기 Come Together Right Now: Organizing Stories from a Fading Empire’라고 불리는 책을 새로 개정 발간했다. 그는 전미 작가 노조 (UAW Local # 1981 AFL-CIO) 의 회원이며 ‘조직 노트 Organizing Notes’ 란 대중적 블로그에 글을 쓴다. 1968년 [16살때] 브루스는 닉슨 대통령 선출을 위한 캠페인에서 일함과 동시에 플로리다 주 오칼루사읍 젊은 공화당 클럽의 회원이기도 했다. 브 루스는 베트남 전 당시 [20대]군인이었으며 플로리다 주 농업 노동자 연합 [20 중반] 에서 일하면서 과일 따는 노동자들을 조직하는 것으로 그의 [활동가로서의]경력을 시작했다. 브루스는 평화를 위한 재향 군인회에서 적극적으로 활동하기도 한다.
